In the eyes of most Americans-and more so to American legal and social systems-African immigrants are indistinguishable from all others, such as those from the Caribbean whose skin color they share. This book investigates the emergence, the dissemination and the reception of the notion of state fragility . It analyses the process of conceptualisation, examining how the fragile states concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. Contributors investigate the instrumental use of the state fragility label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors on the receiving end, describing how the elites and governments in so-called fragile states have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the OECD, the European Union and the G7+ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. This ethnographic study reveals how financial self-help groups (burial societies and credit groups) are islands of hope for Xhosa migrants living in the townships and squatter camps of Cape Town, South Africa. Many are caught up in a sea of insecurity, unemployment, murder, rape, AIDS, and social conflict, entangled with apartheid politics as well as post-apartheid development. Particularly women create these de-politicized social spaces to feel secure and trusted, and know that money is subject to their control. This intimate account challenges romanticized views on urban poverty and solidarity groups. It explores the anxiety among members, the fragility of trust and solidarity, as well as the emergence of conflicts with kin, household members, and neighbours, over desperately needed money.

The past two decades have witnessed a revival of the concept of 'civil society'. From East Central Europe to Latin America and East Asia to the recent calls for a 'European civil society' and a 'global civil society', the concept signifies the need for national and supra-national forms of civic commitment against both unjustified state domination and neo-liberal marketization. This volume examines Jewish literature produced from c. 700 B.C.E. to c. 200 C.E. from a socio-theological perspective. In this context, it offers a scholarly attempt to understand how the ancient Jewish psyche dealt with times of extreme turmoil and how Jewish theology altered to meet the challenges experienced. The volume explores various early Jewish literature, including both the canonical and apocryphal scripture. Here, reference is often made to a divine epiphany (a moment of unexpected and prodigious revelation or insight) as a response to abuse, suffering and passion. Many of the chapters deal with these issues in relation to the Antiochan crisis of 169 to 164 B.C.E. in Judea, one of the more notable periods of oppression.
