Memory is not a mere repository for past events. This was Henri Bergson's fundamental claim about consciousness. In distinguishing our psychic constitution by its sense of the past, Bergson differentiates our perception of time from a process in which one instant merely replaces another. While Bergson cast his ideas in terms of the biological sciences, his analysis did not neglect the moral impulse that accompanies the condensation of history with which we continuously live. Classifying human existence in this way bears on ethical and political questions. How such questions can plague the memory of a people and the entire human community is addressed in Justice and the Politics of Memory. The contributors explore the manner in which cultural and psychic violation undermine collective identity, and destroy traditions. They raise troubling questions on how recompense and reconciliation is possible after abominable wrongs have been systematically perpetrated against a community. Faced with the burden of memory, those committed to the righting of wrongs are faced with pursuing an elusive justice that sometimes includes levying reparations and memorializing horrific historical episodes. Guided by the muse of forgiveness, restoration and a more harmonious future are likely to be rooted in the sources of spirituality that had been previously eclipsed by the conquering and homogenizing historical processes. Over the centuries all of the great philosophers made psychology central to understanding social life. Indeed, the ancient Greeks thought it impossible to conceive of political life without insight into the human soul. Yet insuffficient professional legitimization attaches to the central importance of modern depth psychology in understanding politics. Cultural Foundations of Political Psychology explores the linkages between psychology and politics, focusing on how rival conceptions of the good life and unspoken moral purposes in the social sciences have led to sectarian intolerance. Roazen has always approached the history of psychoanalysis with the conviction that ethical issues are implicit in every clinical encounter. Thus, his opening chapter on Erich Fromm's exclusion from the International Psychoanalytic Association touches on a host of political matters, including collaboration as opposed to resistance to Nazi tyranny. Roazen also brings a public/private perspective to such well-known episodes as the Hiss/Chambers case, the circumstances of Virginia Woolf's madness and suicide, and the matter of CIA funding of the monthly Encounter. He deals with the reaction to psychoanalysis on the part of three major philosophers--Althusser, Wittgenstein, and Buber--and looks at the link between psychology and politics in the work of such political theorists as Machiavelli, Rousseau, Burke, Tocqueville, Berlin, and Arendt. A chapter grappling with Vietnam and the Cold War illustrates how political psychology should be concerned with questions of an ethical or "ought" character. In examining the social and psychological bases for political theorizing, Roazen shows how both psychology and politics must change and redefine their methodologies as a result of their interaction. Roazen concludes with a chapter on how political psychology must deal with issues posed by changing conceptions of femininity. This volume is a pioneering exploration of the intersection of psychology and politics.
More than half a century after the fall of the Third Reich, Nazism, its roots and its essential nature, remain a central and unresolved enigma of the twentieth century. During the period of Hitler's ascendancy, most attempts at explaining this unprecedented phenomenon were framed in "economic, " often Marxist, sociological terms and concepts. Peter Viereck's Metapolitics, initially published in 1941, broke with this convention by indicting Hitler in terms of the Judaic-Christian ethical tradition and locating certain elements of the Nazi worldview in German romantic poetry, music, and social thought. Newly expanded, Metapolitics remains a key work in the cultural interpretation of Nazism and totalitarianism and in the psychological interpretation of Hitler as a Wagnerite and failed artist. The term "metapolitics, " a coinage from Richard Wagner's nationalist circle, signifies an ideology resulting from five distinct strands: romanticism (embodied chiefly in the Wagnerian ethos), the pseudo-science of race, Fuehrer worship, vague economic socialism, and the alleged supernatural and unconscious force of the Volk collectivity. Together, those elements engendered an emphasis on irrationalism and hysteria and belief in a special German mission to direct the course of the world's history. Viereck analyzes nineteenth-century German thought's conflicting attitudes toward political procedures and social arrangements rooted in classical, rational, legalistic, and Christian traditions. This edition includes an appreciation by Thomas Mann and an exchange with Jacques Barzun debating Viereck's criticism of German romanticism. Viereck's essays on the case of Albert Speer, on Claus von Stauffenberg(the German officer who led the army conspiracy to assassinate Hitler), and on the poets Stefan George and Georg Heym appear here for the first time in book form.
Most Americans would probably be surprised to hear that, in 1959,
James Burnham, a leading political thinker questioned whether
Congress would survive, and whether the Executive Branch of the
American government would become a dictatorship. In the last
decade, members of Congress have impeached a president, rejected or
refused to consider presidential nominees, and appear in the media
criticizing the chief executive. Congress does not exactly appear
to be at risk of expiring. Regardless of how we perceive Congress
today, more than forty years after "Congress and the American
Tradition" was written, Burnham's questions, arguments, and
political analysis still have much to tell us about freedom and
political order.
This book offers new insights into the mechanisms of state control, systematic repression and mass violence focused on ethnic, political, class, and religious minorities in the recent past. The geographical and temporal scope of the volume breaks new ground as international scholars foreground how contemporary archaeology can be used to enhance the documentation and interpretation of totalitarian and authoritarian regimes, to advance theoretical approaches to atrocities, and to broaden public understandings of how such regimes use violence and repression to hold on to power.
Has modern Western society lost its sense of honor? If so, can we find the reason for this loss? Laurie Johnson Bagby turns to the political philosophy of Thomas Hobbes for answers to these questions, finding in him the early modern "turning point for honor." She examines Hobbes's use of the word honor throughout his career and reveals in Hobbes's thought an evolving understanding of honor, at least in his analysis of politics and society. She also looks at Hobbes's life and times, especially the English Civil War, a cataclysmic event that solidified his rejection of honor as a socially and politically useful concept. Bagby analyzes key ideas in Hobbes's philosophy which shed further light on his conclusion that the desire for honor is dangerous and needs to be eliminated in favor of fear and self-interest. In the end, she questions whether the equality of fear in the state of nature is actually a better source of social and political obligation than honor. In rejecting any sense of obligation based upon earlier notions of natural superiors and inferiors, does Hobbesian and future liberal thought unnecessarily reject honor as a source of restraint in society that previously promoted protection of the weaker against the stronger?
Almost since their publication, the writings of Michel de Montaigne (1533-1592) have provided rich fodder for the work of scholars in myriad disciplines. Philosophers have considered Montaigne's views on skepticism; historians have examined his views on the Indians; deconstructionists and literary scholars have examined Montaigne's view of the self; and, political scientists have touched on his arguments for toleration. However, because each of these projects has been done largely in isolation, most scholars have failed to see the relationships between the various aspects of Montaigne's thought. Alan Levine, in Sensual Philosophy, unites Montaigne's thought for the first time, ably and convincingly demonstrating the significant role Montaigne played in establishing the liberal ethos in the West. In exploring Montaigne's grounding for liberalism, Levine considers Montaigne's conceptualization of skepticism and its relationship to toleration. He argues that Montaigne's theories of self ground his idea of toleration without leaving it open to the corrosive charges of relativism and nihilism. Levine also articulates the importance of Montaigne's thought for contemporary conceptions of personal freedom, individuality, subjectivity, and self-creation by bringing him into dialogue with modern and postmodern political theorists such as Heidegger, Nietzsche, and Richard Rorty. This lively book persuades those who might be tempted by postmodernism that they should turn to Montaigne instead.

It is all worse than we think. It is even worse than Mike Davis, for whom "every day is judgment day" (The Nation), could have imagined. The contributions to this volume are explorations of what Davis-in typical wry fashion-once referred to as the field of "disaster studies." Collectively, they show how our "disaster imaginary" has been rendered inadequate by the existing order's ability to feed off and coopt our resistance to it. Contemporary mass protests are now subsumed as instances of an established, profitable politics of rage. Geopolitical conflict poses not as a threat to hegemonic power but rather serves the interests of a global market which capitalizes on lucrative, permanent war. Climate change itself, if it was ever thought to be a universalizing phenomenon, is now treated as an extensive market opportunity by global risk insurance conglomerates and predatory lenders who bet against any rescue of the planet. Such catastrophic developments resist the language we use to describe and deconstruct them. The contributions to this volume seek to reimagine our understanding of disaster, and, following the example of Davis himself, to refuse outdated models of political transcendence as vigorously as they reject narratives of resignation.
For forty years, Harvey Mansfield has been worth reading. The ongoing suppression of journals, and obstacles faced by non-governmental research organizations, attest to the enduring challenges for creating alternative sources for discussing China's reform and transition. This book looks at research institutes and journals in China and the dilemmas of transition by chronicling the tensions between the need to create an "autonomous space" for policy making and the problems created by such activities. The "non-governmental fever" of the 1980s and the development of research organizations and journals claiming to be non-governmental - to avoid political oversight and claim an arena independent of party-state influence - raise a fundamental question about how a political system characterized by bureaucratic rigidity, poor information flows, and a politicized policy-making environment generates ideas for reform, while at the same time controlling the direction of debate and discussion. This book is built on extensive personal interviews with former members of Zhao Ziyang's "brain trust," the Chinese Economic System Reform Research Institute (SRI), and on the wealth of material on reform to emerge in the last five years. It addresses a void in our knowledge of this dynamic decade of reform by recounting the story of the SRI in the voice of its members and placing it in the context of elite politics as well as in the context of the institute as a catalyst for opening issues of reform and post-communist transitions. Those associated with the institute are known as the "young reformers" and represent a generational cohort whose activities greatly impacted China's reform process. The publications, research organizations, and policy making environment of the 1980s and post-Tiananmen era are essential for examining the larger question of China's transition from socialism.
First published in 1998, illuminating the principles and practices which impelled British Labour's international attitudes, this book focuses on relationships between social democratic and communist organisations in the troubled scene of Europe between the wars. Peace and disarmament were the first priorities, giving way to the fight against fascism after 1933; the Spanish Civil War was the watershed when disarmament ceased to be a tenable option. Against this background, contacts made with the Labour and Socialist International and the International Federation of Trades Unions are considered and the distinctive approaches of women and young people are discussed. The history of these formal organisations is balanced by an account of the wide-ranging contacts of the broad Labour Movement in fields such as sport, education, Esperanto, music and art. Its protagonists' belief in international socialism is seen to be a faith which survived fascism and war, and continued to give hope for the future. This book will be of interest to students of Labour history and politics, as well as international and European studies.
This book explains the immigration and citizenship policies in Britain that repeatedly postponed the creation of British citizenship until 1981. It examines the alternative citizenships of British subjecthood and Commonwealth citizenship, and demonstrates how the complex rules of citizenship and immigration were devised in response to the need to build and transform those 'global institutions', the British empire and later the Commonwealth. In covering these areas, this work extends the research beyond this century. It argues that Britain's formal membership has always been attached to the global institution and that the creation of British citizenship was rejected as long as policy-makers in Britain considered it beneficial to maintain the global institution in some form. In addition to the division between the holders and non-holders of British subjecthood, there was a future division among British subjects: those in Britain and the Dominions were regarded as kith and kin, whereas those in the colonies only had the same nominal status. Mass ideology is unique to modern society and rooted in early modern philosophy. Traditionally, knowledge had been viewed as resting on metaphysics. Rejecting metaphysical truth evoked questions about the source of "truth." For nineteenth-century ideologists, "truth" comes either from dominating classes in a progressively determined history or from a post-Copernican freedom of the superior man to create it. In "From Physics to Politics" Robert C. Trundle, Jr. uncovers the relation of modern philosophy to political ideology. And in rooting truth in human nature and Nature by modal reasoning, he resolves the problem of politicized truth. Our concepts of scientific truth, logic, and necessity are essentially connected. Modern philosophy restricts our understanding of necessity to the political dreams and aspirations of Enlightenment intellectuals. As a result, these intellectuals refuse to acknowledge as factual or meaningful whatever is not intelligible within the practical goals of establishing science as a system of enlightened ideas. The effect of these ideas is that in our time metaphysical principles, speculative truths, our understanding of science, and the nature of logic have become subordinated to ideological dreams. Fascism, Nazism, Marxism, political correctness, and moral relativism are not historical aberrations but essential consequences. Trundle's work is groundbreaking and daring, and his underlying thesis demonstrates why scientific truth demands a modal defense. The defense not only integrates science, ethics, and politics, but shows how "truth" may be ascribed to moral and scientific principles in contrast to a modern philosophical tradition. Since this tradition is the origin of political ideology, it has led to an irrational politicization of truth. The book will appeal particularly to those interested in political history, histories of philosophy, the philosophy of sciences, and ethics.

Radical improvements in governance are urgently needed, but salient proposals are scarce. This book diagnoses contemporary governments as obsolete and proposes changes in values, structures, staffing, public understanding and political culture to equip governance for the radically novel challenges of the 21st century. This is the first Report dealing with governance commissioned and approved by the Club of Rome, testifying to the significance of this book.

In the writings of Jean-Jacques Rousseau, Sally Howard Campbell finds the bridge between the now-dominant psycho-social conception of alienation and the legal-political conception that prevailed prior to Rousseau. She discusses Rousseau's transformation of the concept of alienation and how it laid much of the groundwork for Marx's later, more explicit discussions of man's alienation. Using Discourse on the Origin and Foundations of Inequality, Campbell shows how Rousseau depicts the development of man's awareness of himself as a conscious and moral being, illustrating man's journey from a natural state of self-sufficiency to one of dependence and alienation. Paradoxically, she describes Rousseau's belief that a state of wholeness can only be achieved through a man's total alienation of himself to the community, free from the alienating effects of civil society. She concludes that, like Marx, Rousseau believed that alienation can only be transcended through the merging of the individual and the community.
