In November 1999 the first protests associated with the 'anti-globalisation movement' took place in Seattle, and came to be seen as the starting point for globalised resistance to neoliberal capitalism. Despite initial optimism, the following years have seen little progress in formulating a coherent alternative to neoliberalism, a failure that has become particularly poignant in the aftermath of the recent credit crisis. John Trenchard and Thomas Gordon were political writers who published in London during the early eighteenth century. Together they authored two serial sets of essays titled Cato's Letters and the Independent Whig. Recent writing on the nature of freedom has served to underline a crucial gap in the academic experience. First--and most obviously--the concept of freedom has been modernized by its application to contemporary institutions. Second, a new approach to the concept of liberty has been pioneered in the construction of new typologies of freedom. Finally, awareness of variety in concepts of freedom has been paralleled in variations in the practice of freedom. The tumultuous history of Western man may be conceptualized as the story of how freedom has become embodied. What is missing from the story is the relationship of concepts to actions.

This relationship has been established for some specific notions of freedom. Many of the philosophical analyses--especially recent ones like pragmatism and existentialism--have been predicated on actual human behavior. On the other hand, many classic histories of freedom--those of Georg Wilhelm Friedrich Hegel, John Bagnell Bury, Guido de Ruggiero, and Harold Laski--have traced the actual development of a definite kind of freedom.

Theorising Noumenal Power is a critical engagement with Rainer Forst's theory of what he calls "noumenal power." Forst is the most significant younger generation critical theorist of the Frankfurt School, and his critics include several of the most influential contemporary political power theorists. The concept of noumenal power locates the sources of social and political power in the space of reasons or justifications - using a normatively neutral account of "justification." To exercise power, on that account, means to be able to determine, use, close or open up the space of justifications for others. Going back to Kant, the social subject is theorized as a reasoning being who confers legitimacy upon political structures based upon the cognitive faculty of justification. As argued by Max Weber, authority is the foundation of political institutions and authority presupposes a belief in legitimacy. On the one hand such beliefs can be distorted, as in ideology, or they can be based upon a process of reasoned justification relative to normatively desirable principles. Critiquing the former, while building upon the latter, serves as the foundation for theorising just democratic politic institutions. For Forst's critics, a key theme is how to differentiate ideological (bad) justification, typically based upon emotion, from normatively right democratic reasoning. Other important themes are the analysis of structural domination or the use of threats or other means of exercising power. The debate in this volume constitutes an exciting new way of re-thinking the foundations of ideology, political power, democracy and justice. To a historian the most interesting thing about decisions is the fact that everyone talks about them. No one interested in social ideas can fail to notice how large a part the word "decision" has come to play in the vocabulary of moral and political discourse. It meets one on every page. Inevitably one asks, "Why?" Why is there so much talk of decisions and of those who are said to make them? Are there any ideological reasons for it?

In asking such questions, and in offering "ideology" as an explanation, nothing complex or pejorative is implied by Friedrich. He uses "ideology" to refer to personal responses to what is regarded as a prevalent social situation and to the efforts to critically explain and evaluate that situation, whether the latter be real, imagined, or a bit of both. An investigation of the ideological aspects of political concepts is, clearly, not the only way to explain them, but this and similar genetic explorations can show us how and why large numbers of people come to concentrate on specific issues.

If such explorations can tell us little about the validity of political ideas, they can still provide a degree of self-understanding without which political thought is apt to become complacent, irrelevant, and excessively abstract. There is nothing denigrating in recognizing the ideological perimeter within which political ideas move. It will seem so to only those of us who identify the worth and rationality of our thinking with its remoteness from our own experiences, and especially from those that we share with our less reflective neighbors.

This book traces the expansion of Islamisation within a modern and plural state such as Malaysia. It elaborates on how elements of theology, sacred space, resources, and their interactivity with secular instruments such as legislative, electoral, and new social technological platforms are all instrumentally employed to consolidate a divine bureaucracy. The book makes the point that religious social movements and political parties are only few of the important agents of Islamisation in society. The other is the modern and secular state structure itself. Weber's legal rational bureaucracy or Hegel's ethical bureaucracy predominantly characterises a modern feature of governmentality. In this instance an Islamic bureaucracy is advantageously situated not only within an ambit of modernity and therefore legality, but divinity and therefore sacrality as well. This positioning gives religious state agents more salience than any other form of bureaucracy leading to their unquestioned authority in the current contexts of societies with Muslim majority rule. One of the requisites of this condition is the homogenisation of Islam followed by ring-fencing of its constituents. The latter can involve contestations with women, other genders, 'secular' Muslims, non-Muslims as well as dissenting Muslims with their differing truthful 'Islams'.

Populist forces are becoming increasingly relevant across the world, and studies on populism have entered the mainstream of the political science discipline. However, so far no book has synthesized the ongoing debate on how to study the populist phenomenon.
