Deliberative democracy is well-suited to the challenges of governing in the Anthropocene. But deliberative democratic practices are only suited to these challenges to the extent that five prerequisites - empoweredness, embeddedness, experimentality, equivocality, and equitableness - are successfully institutionalized. Governance must be: created by those it addresses, applicable equally to all, capable of learning from (and adapting to) experience, rationally grounded, and internalized by those who adopt and experience it. This book analyzes these five major normative principles, pairing each with one of the Earth System Governance Project's analytical problems to provide an in-depth discussion of the minimal conditions for environmental governance that can be truly sustainable. This volume analyzes the ways in which natural resource wealth has shaped authoritarian political regimes and statist economic systems in the countries of southern Africa in the post-colonial period. It consists of five essays. The first sets out the historical framework and emergence of natural resources as the crucial driver of economies in sub-Saharan Africa. Three essays, drawing on in-country research, focus on Tanzania, Zambia and Zimbabwe. They show how this explains the economic evolution of those countries - in particular, the impacts of economic and institutional changes on the bulk of the population, the rural poor. The final essay explores the nature of the changes and their neoliberal economic context, and the ways in which their harmful consequences might be relieved.

Our oceans are suffering under the impacts of climate change. Despite the critical role that oceans play in climate regulation, international climate law and the law of the sea are developed as two different, largely separate, legal regimes. Global governance now provides people with recourse for harm through International Grievance Mechanisms, such as the Independent Accountability Mechanisms of the Multilateral Development Banks. Yet little is known about how such mechanisms work. This Element examines how IGMs provide recourse for infringements of three procedural environmental rights: access to information, access to participation, and access to justice in environmental matters, as well as environmental protections drawn from the United Nations Guiding Principles and the World Bank's protection standards. A content analysis of 394 original IAM claims details how people invoke these rights. The sections then unpack how the IAMs provide community engagement through 'problem solving', and 'compliance investigations' that identify whether the harm resulted from the MDBs. Using a database of all known submissions to the IAMs (1,052 claims from 1994 to mid-2019), this Element demonstrate how the IAMs enable people to air their grievances, without necessarily solving their problems.

Environmental degradation in China has not only brought a wider range of diseases and other health consequences than previously understood, it has also taken a heavy toll on Chinese society, the economy, and the legitimacy of the party-state. In Toxic Politics, Yanzhong Huang presents new evidence of China's deepening health crisis and challenges the widespread view that China is winning the war on pollution. Although government leaders are learning, stricter and more centralized policy enforcement measures have not been able to substantially reduce pollution or improve public health. Huang connects this failure to pathologies inherent in the institutional structure of the Chinese party-state, which embeds conflicting incentives for officials and limits the capacity of the state to deliver public goods. Toxic Politics reveals a political system that is remarkably resilient but fundamentally flawed. Huang examines the implications for China's future, both domestically and internationally.

This work proposes a framework based on the concept of a fair distribution of environmental space to include the diverse needs of North and South. Drawing on research in 38 countries, it aims to give an equitable basis for global development in order to achieve sustainable consumption by the year 2050. This Element provides an explanation for the power of weak states in international politics, focusing on the case of international climate negotiations at the United Nations. The author points to the pitfalls of assuming that weak countries elicit power from their coordinated salience for climate issues. Contrastingly, it is argued that weak states' influence at global climate negotiations depends on the moral authority provided by strong states. The author maintains that weak states' authority is contingent on international vulnerability, which intersects broader domestic discussions of global justice, and pushes the leaders of strong countries to concede power to weak countries. New empirical evidence is shown in support of the theory.
