NATO, an organisation brought together to function as an anti-communist alliance, faced existential questions after the unexpected collapse of the USSR at the beginning of the 1990s. Intervention in the conflict in Bosnia between 1992 and 1995 gave it a renewed sense of purpose and a redefining of its core mission. Abe argues that an impetus for this change was the norm dilemma that the conflict in Bosnia represented. On the one hand a state which oversaw the massacre of its civilians was in breach of international norms, but on the other hand intervention by outside states would breach the norms of sovereign integrity and non-use of force. NATO, as an international governance organisation, thus became a vehicle for avoiding this kind of dilemma. A detailed case study of NATO during the Bosnian war, this book explores how the differing views and preferences among the Western states on the intervention in Bosnia were reconciled as they agreed on the outline of NATO's reform. It examines detailed decision-making processes in Britain, France, Germany and the USA. In particular Abe analyses why conflicting norms led to an emphasis on conflict prevention capacity, rather than simply on armed intervention capacity.

Despite this progressive social vision, and its low density, flexible, green urban design, the town has been consistently represented in British media, political rhetoric and popular culture negatively. as a fundamentally sterile, paternalistic, concrete imposition on the landscape, as a "joke", and even as "Los Angeles in Buckinghamshire". How did these meanings develop at such odds from residents' and planners' experiences? Why have these meanings proved so resilient? Milton Keynes in British Culture traces the representations of Milton Keynes in British national media, political rhetoric and popular culture in detail from 1967 to 1992, demonstrating how the town's founding principles came to be understood as symbolic of the worst excesses of a postwar state planning system which was falling from favour. Combining approaches from urban planning history, cultural history and cultural studies, political economy and heritage studies, the book maps the ways in which Milton Keynes' newness formed an existential challenge to ideals of English landscapes as receptacles of tradition and closed, fixed national identities. Far from being a marginal, "foreign" and atypical town, the book demonstrates how the changing political fortunes of state urban planned spaces were a key site of conflict around ideas of how the British state should function, how its landscapes should look, and who they should be for.

This volume documents the British Government's response from mid-1946 to early 1948 to the twin challenges of economic recovery and the search for a meaningful Western security framework in the face of the increasing polarisation of Europe into Eastern and Western spheres of influence. Although relations between the wartime Big Three allies, the UK, US and USSR, had begun to fracture even before the end of hostilities in 1945, it was during 1947 that the postwar division of Europe became sufficiently alarming to prompt decisive action, under American and British leadership, to promote European economic reconstruction and thereby increase Western security. American leadership took the form of two initiatives, enabled by US economic and military strength: the Truman Doctrine for aid to Greece and Turkey, announced in March 1947, and the Economic Recovery Programme or Marshall Plan, first proposed in June 1947. British leadership, under the personal direction of Foreign Secretary Ernest Bevin, was shown in two ways: in articulating Western Europe's need for US help in a way that enabled it to be recognised and then accepted; and in helping to coordinate the European response to the US initiatives to maximise their effectiveness. Documentation on the Truman Doctrine and Marshall Plan forms the core of the volume, but a wide range of material, including intelligence-related documents, has been chosen to illustrate the multiple challenges faced by the Attlee Government during this period. Located in central Ethiopia, the Arssi region is one of the most productive in Ethiopia yet it has so far been neglected by scholars. This book scrutinizes the rural development of Arssi by focusing on the Swedish supported experimental venture known as the Chilalo Agricultural Development Unit (CADU) and later as the Arssi Rural Development Unit (ARDU). Ketebo Abdiyo Ensene investigates how effectively this strategy empowered the peasantry to change their farming techniques and produce beyond subsistence level. He also examines the accumulation of alienated land by the northern Ethiopian nobility through land grants, fake purchases, and other futile means of land grabs and the impact that this had on the native population. Finally, the book reassess the importance of the rural land reform of 1975 that followed the collapses of the imperial regime and argues that this was the most significant event in the history of agricultural development in Ethiopia. Encompassing five continents and twenty centuries, this book puts ruler personality cults on the crossroads of disciplines rarely, if ever, juxtaposed before: among its authors are historians, linguists, media scholars, political scientists and communication sociologists from Europe, the United States and New Zealand. However, this breadth and versatility are not goals in themselves. Rather, they are the means to work out an integrated approach to personality cults, capable of overcoming both the dominance of much-discussed 20th century poster examples (Bolshevism-Nazism-Fascism) and the lack of interest in the related practices of leader adoration in religious and cultural contexts. Instead of reiterating the understandable but unfruitful fixation on rulers as the cults' focal points, the authors focus on communicative patterns and interactional chains linking rulers with their subjects: in this light, the adoration of political figures is seen as a collective enterprise impossible without active, if often tacit, collaboration between rulers and their constituencies.

First Published in 1986 Modern Britain 1700-1983 presents an interpretation of major trends in the domestic history of the United Kingdom since the beginning of the eighteenth century.
