A proposal for using cost-benefit analysis to evaluate the socioeconomic impact of public investment in large scientific projects. Large particle accelerators, outer space probes, genomics platforms: all are scientific enterprises managed through the new form of the research infrastructure, in which communities of scientists collaborate across nations, universities, research institutions, and disciplines. Such large projects are often publicly funded, with no accepted way to measure the benefits to society of these investments. In this book, Massimo Florio suggests the use of cost-benefit analysis (CBA) to evaluate the socioeconomic impact of public investment in large and costly scientific projects. The core concept of CBA of any infrastructure is to undertake the consistent intertemporal accounting of social welfare effects using the available information. Florio develops a simple framework for such accounting in the research infrastructure context and then offers a systematic analysis of the benefits in terms of the social agents involved. Clusters - regional concentrations of related firms and
organizations - are seen as being an important element of economic
growth and innovation. But there is little understanding of how
clusters come into existence, and little guidance provided on the
role of policies that are conducive to the formation of clusters.
Why does society allow, or even encourage, private appropriation of
inventions? When do patents encourage competition, when do they
hamper it? How should society design the compromise between the
interest of the inventor and the interest of the users of patented
inventions? How should the patent system adapt to new technological

Technological change is central in explaining industrial leadership, but the relationships and interactions between scientific research, industrial innovation, and competitiveness are neither clear nor straightforward. Public research funding and business strategy dictate to a significant extent the manner in, and extent to which innovation occurs within the economy. This book analyses the role of technological change in the competitiveness of firms and national economies. Over the past decade, the author has met with directors of R&D
departments in large industrial firms, who are frustrated by the
lack of coherent and consistent methodologies in R&D projects.
As a direct result the author was asked to design and present a
seminar to provide R&D engineers and scientists a standard
methodology for conducting coherent, rigorous, comprehensible, and
consistent R&D projects. The author also realized that this
training should be included in engineering and science curricula in
universities and colleges. To this end, he designed and presented a
pilot course for his department that was received enthusiastically
by students who participated. This course has now become a required
course for all doctoral students in the author's department.

Written by a practicing engineer, Designing Engineers yields clues to this mystery by probing deeply into the everyday world of engineering. In doing so, it reveals significant discrepancies between our ideal image of design as an instrumental process and the reality of design as a historically situated social process that is full of uncertainty and ambiguity. Louis Bucciarelli was a consultant to one project and participated in the design process for the other two. In all three projects he examines both object - the way participants understood how things work - and process - the way they go about designing. What he learns is that engineering design is a social process that involves constant negotiation among many parties, not just engineers but marketing people, research scientists, accountants, and customers as well. One of the strengths of the book is the way Bucciarelli uses the very language of engineering discourse to uncover the many levels at which negotiation takes place.
