This first comprehensive study of the EU's diplomatic representation in the world, the EEAS, this book seeks to understand why it has failed to formulate a centralised policy towards external states. It also analyses why the EEAS has more success in centralising diplomatic structures in developing countries than with some economic partners.

In May 2004, after bringing their legislation into accordance with EU regulations, ten more countries joined the European Union. The contributors to this volume assess the impact of this historical development on gender relations in the new and old EU member states. Instead of focusing on either western or eastern Europe, this book investigates the similarities and differences in diverse parts of Europe. Although initially limited, gender equality was part of the original framework of the European Union, an organization often more open than national governments to feminist demands, as this volume illustrates with case studies from eastern and western Europe. The enlargement process thus provides some important policy instruments for increasing equality between men and women.

The European Union means many different things to its many peoples. In Germany, for example, the European project was conceived mainly as post-national, or even post-sovereign. In France, by contrast, President Emmanuel Macron has pursued the vision of a sovereign Europe; that is, an EU that would become a formidable geopolitical actor. Yet, instead, Europe has struggled to ascertain its values abroad and even domestically, facing a sovereignist rebellion from its newer member states, such as Hungary and Poland, and the departure of Britain. The eurozone crisis has undermined the EU's economic credentials, the refugee crisis its societal cohesion, the failure to stand up to Russia its sense of purpose, and the Covid-19 pandemic its credibility as a protector of European citizens. The key argument of this book is that the multiple crises of the European project are caused by one underlying factor: its bold attempt to overcome the age of nation-states. Left unchecked, supranational institutions tend to become ever more bureaucratic, eluding control of the people they are meant to serve. The logic of technocracy is thus pitted against the democratic impulse, which the European Union is supposed to embody. Democracy in Europe has suffered as a result.

This book explores the scope and limits of macroeconomic policy in a monetary union. The focus is on pure policies, policy mixes, and policy coordination. What do citizens say about Europe? Before the crisis of 2008 citizens in Britain, France and Francophone Belgium were 'overlooking' Europe by ignoring it in favour of globalisation, economic flows, and crises of political corruption. Innovative focus group methods allow analysis of the nature of their reactions and positions, and demonstrate how euroscepticism is a red herring. Instead they articulate indifference to and ambivalence about Europe contrasting with activists who engage in conflict about European issues. The analysis shows national and social differences. French projection contrasts with British exteriorisation and Belgian incorporation. The social gap is not a matter of deficits: workers have real arguments about issues close to home while managers show more concern about European politics.This book is part of the qualitative turn in European studies and both complements and challenges established knowledge on European attitudes.

Why, despite their similar goals, do the policy preferences of the European Union and United States diverge on so many multilateral issues? To answer that question, "Allies at Odds" thoroughly examines recent international efforts in arms control, environmental protection, human rights, and military cooperation. Evidence from twenty separate cases supports the expectations of the realist approach to international politics, which focuses on the role of power above all. Neither cultural factors nor international institutions have as much influence as some expect. This finding was as true during the Clinton Presidency as during the current Bush administration, indicating that focusing on personalities overlooks more substantial and longer-lasting differences between the Atlantic allies.

The book discusses five examples of NGO action in four countries - Indonesia, Philippines, South Africa and Sri Lanka - with authoritarian regimes. It poses the question of whose interest was served by these activities, the beneficiary group or the NGOs and argues that where these coincided, identifiable benefits accrued to beneficiary groups. This underlines the importance of ensuring that NGOs are accountable to the communities with which they seek to work.

The term 'structural adjustment' has been associated with rioting as angry and hungry masses protest food price increases due to subsidy cuts or due to other structural adjustment conditions prescribed by the IMF and the World Bank. Structural adjustment, and the neo-liberal paradigm that underlies it, is now the dominant economics paradigm practised by developing countries. The main purpose of the book is to rely on evidence and to go beyond rhetoric, ideology and anecdotes in assessing structural adjustment in Pakistan and the developing world more generally to examine how reform can be combined with pragmatism and social justice.

This book presents an examination of one of the first joint actions undertaken by the European Union under the Common Foreign and Security Policy (CFSP) provisions of Maastricht. The case-study of South Africa is particularly important as it straddles both the CFSP and the European Political Cooperation (EPC) periods and thus similarities and constraints in policy-making and implementation can be made. The EC/EU policy vis- - vis South Africa is traced from 1977 through to the April 1994 South African elections. The earlier policy period of sanctions and positive measures are compared with the 1990s policies of election observation, the normalization of bilateral relations and development policy. General conclusions about the effectiveness and institutional aspects of joint actions are drawn and recommendations for improved CFSP joint actions proposed. Geopolitical shifts, increasing demands for accountability, and growing competition have been driving the need for change within transnational nongovernmental organizations (TNGOs). As the world has changed and TNGOs' ambitions have expanded, the roles of TNGOs have shifted and their work has become more complex. To remain effective, legitimate, and relevant in the future necessitates organizational changes, but many TNGOs have been slow to adapt. As a result, the sector's rhetoric of sustainable impact and social transformation has far outpaced the reality of TNGOs' more limited abilities to deliver on their promises. Between Power and Irrelevance openly explores why this gap between rhetoric and reality exists and what TNGOs can do individually and collectively to close it. George E. Mitchell, Hans Peter Schmitz, and Tosca Bruno-van Vijfeijken argue that TNGOs need to change the fundamental conditions under which they operate by bringing their own "forms and norms" into better alignment with their ambitions and strategies. The twin concepts of "Culture" and "Identity" are inescapable in any discussion of European Integration and yet over the last ten years their meaning has become increasingly contested. By combining an anthropological and political perspective, the authors challenge the traditional boundaries within the issue of the construction of Europe. In the first part, historians and anthropologists from various national traditions discuss the process of the construction of Europe and its implications for cultural identities. The second section examines a number of topics at the core of the process of Europeanization and presents up-to-date information on each of these issues: political parties, regions, football, cities, the Euro, ethnicity, heritage and European cinema. Emphasis is be placed on the political structuring of cultural identities by contrasting top-down and bottom-up processes that define the tensions between the unity and diversity of the European Community.

Marion Demossier is a senior lecturer in French and Anthropology at the University of Bath. She is the co-ordinator of a postgraduate Euromasters and Trans-Atlantic Masters course on 'Culture and identity in Europe' which has provided the material for this book. Although interest in spatial growth regressions has been growing in recent years, formal theoretical approaches that acknowledge the role of space in economic growth have been sparse. In particular in a regional context, the assumption of independent, non-interacting closed economies can lead to misinterpretations. This book fills the void by discussing neoclassical growth theory in a spatial context, in order to examine growth both theoretically and empirically in a system of N regional economies. A formal model is presented that allows for interregional fixed capital relocations, which are in turn determined by the economies' relative locations in space. It is shown how initial endowments with human capital play a decisive role regarding the evolution of output, and how both convergence and divergence processes may occur. Using a spatial econometric model specification, the theoretical model is tested empirically for 255 European regions.
