Religion is prevalent in world politics today, and international relation theory is at pains to understand and explain this phenomenon. This unique study aims to introduce political theology as an appropriate tool to the study of international relations. In accordance with the political theology of Carl Schmitt, which states that modern political concepts are secularized theological concepts, the work questions the "secular" foundations of contemporary international relations theory. Thus it reveals the Christian foundations of the discipline of international relations and delivers a critique of some of its most fundamental theoretical elements, such as its secular view of religion as part of the "irrational," its deification of the political form of the nation state, and its negation of theism in its understanding of responsibility in world politics.The result is a primer on how international relations and its studies have grown out of the political imagination of Christian theology. It will appeal to anyone interested in critical approaches to the field as well as in politics and religion, political theory, and political theology.
At the start of the 1960s, revolution challenged the established world order. In every corner of the underdeveloped world, discontent with the status quo fueled attempts to revoke colonialism and the strangleholds on power maintained by entrenched local oligarchies. This book examines the causes of revolution in the sixties and the various responses crafted to stop it, in particular, the Alliance for Progress, a program which represented the best products of American developmental and counterinsurgency theory. Equally important, however, is an examination of the independent policies implemented by Latin Americans themselves, often in direct opposition to those pursued by the U.S. For the United States the period represented a challenge to both its sovereignty and its leadership in the so-called "Free World." Perhaps more importantly, the disruptions blanketing the globe also pointed out the dramatic weaknesses of an American policy dominated by preparations for thermonuclear war with the Soviet Union. For Latin America, revolution challenged national stability and, in the cases of the regimes it was directed against, their very survival.
Using archival materials from all three nations, this first comparative study of French and Italian relations with the United States during the early Cold War shows that French and Italian ambitions of status, or prestige, crucially affected the formation of the Western Alliance. While attention to outside appearances had a long historic tradition for both European nations, the notion was compounded by their humiliation in World War II and their consequent fear of further demotion. Only by promoting an American hegemony over Europe could France and Italy aspire respectively to attain continental leadership and equality with the other great European powers. For its part, Washington carefully calibrated concessions of mere status with the more substantial issues of international roles. A recent trend in both U.S. and European historiography of the Cold War has emphasized the role that America's allies had in shaping the post-World War II international system. Combining diplomatic, strategic, economic, and cultural insights, and reassessing the main events from post-war reconstruction to the Middle Eastern crises of the late 1950s, Brogi reaches two major conclusions: that the United States helped the two allies to recover enough self-esteem to cope with their own decline; and that both the French and the Italian leaders, with constant pressure from Washington, progressively adapted to a notion of prestige no longer based solely on nationalism, but also on their capacity to promote, or even master, continental integration. With this focus on image, Brogi finally suggests a background to today's changing patterns of international relations, as civilizational values become increasingly important at the expense of more familiar indices of economic and military power.
Foreign Aid and Journalism in the Global South: A Mouthpiece for Truth examines the way in which foreign aid has shaped professional ideologies of journalism as part of systematic and orchestrated efforts since the beginning of the twentieth century to shape journalism as a political institution of the Global South. Foreign aid pushed for cultural convergence around a set of ideologies as a way of exporting ideology and expanding markets, reflecting the market society along with the expansion of U.S. power and culture across the globe. Jairo Lugo-Ocando argues that these policies were not confined to the Cold War and were not a purely modern phenomenon; today's journalism grammar was not invented in one place and spread to the rest, but was instead a forced colonial and post-colonial nation-building exercise that reflected both imposition and contestation to these attempts. As a result, Lugo-Ocando claims, journalism grammar and ideology differ between societies in the Global South, regardless of claims of universality. Scholars of journalism, international relations, Latin American Studies, and history will find this book particularly useful.
This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. The lessons and best practices from the region have importance consequences for addressing maritime security across the globe.
The end of World War II resulted in the realization that any war leaves devastating effects in its wake, which may take years to resolve. Mungazi argues that the key to avoiding armed conflict is education on a global scale. Only an increasing awareness of cultural diversity can improve relationships between nations. Beginning with Woodrow Wilson's famous Fourteen Points, Mungazi traces efforts to improve international relations through global forums, as well as the obstacles to such vehicles for intercultural cooperation. Modern issues such as population explosion, declining resources, international terrorism, and disease have become so serious that no nation can afford to act alone. To ensure the security of their populations, national leaders must, according to Mungazi, avoid conflict with other nations. The relationship between Europe and Asia is of increasing importance in the 21st century. The challenges straddling the two continents include immigration, poverty, environmental degradation, terrorism, drugs, nuclear proliferation and internecine strife. Addressing these problems will demand bi-continental cooperation in the fields of politics, economy, population, security and culture. The political rationale for Europe-Asia relations has been further strengthened by Russia's promotion of a more active role in Asia and in the international community more generally. In this book Georg Wiessala explores the significance of Asia for Europe in general and the EU in particular, calling for a much more sophisticated mutual understanding. He analyses the existing Asia Policy of the European Union, tracing its development in the last 30 years of the 20th century, and up to the publication of the strategy document "Europe and Asia: A Strategic Framework for Enhanced Partnership" in 2001. He also looks in detail at the importance of ASEM and at how to encourage broader participation, and he examines the relationship between the EU and the various regional bodies, especially ASEAN which the EU maintains is the cornerstone of its developing dialogue with Asia.
This book presents oral histories, collective dialogues, and analyses of rural and indigenous livelihoods facing global socio-environmental regime change in Latin America (LA). Since the late twentieth century, rural and indigenous producers in LA, including agriculturists, coffee-growers, as well as small-scale farmers/fishers, and others, have had to resist, cope with, or adapt to a range of neoliberal socio-environmental regimes that impact their territories and associated resources, including water, production systems and ultimately their cultural traditions. In response, rural producers are using local visions and innovation niches to decide what, when, and how to resist, cope with uncertainty, and still be successful in using their customary laws to retain their land rights and livelihoods. This book presents a range of ethnically diverse case studies from LA, which addresses socio-environmental, educational, and law regimes' effects using transdisciplinary research approaches in rural, traditional and indigenous production systems. Based on both, the results and insights gained into how producers are resisting and adapting to these regimes, as well as decades of research carried out in LA rural territories by the participating authors, the book puts forward a baseline for devising new public policies that are better suited to the real challenges of livelihoods, poverty, and environmental degradation in LA. These recommendations are rooted in post-development thinking; they promote territorial public policy with social inclusion and a human's rights approach. The book draws on over 20 years of research carried out by LA's academics and their undergraduate and graduate students who have addressed collaborative work, participatory research, and transdisciplinary approaches with rural commons and communities in LA. It features 19 case studies, with contributions from Argentina, Bolivia, Brazil, Colombia, Cuba, Honduras, and Mexico.
This book aims to foster a better understanding of the particular challenges faced by resource-dependent countries or jurisdictions in managing their resource revenues through natural resource funds (NRFs). It explores the varieties of natural resource management strategies as dictated primarily by domestic politics, and how the potential negative distributional consequences of resource wealth management (the resource curse) may add political dimensions and potential conflicts to decisions about NRFs in ways that other sovereign wealth funds (SWFs) do not experience. By bridging the existing academic and practical knowledge gap arising from the limited attention given to the domestic politics of NRFs and state-society relations, this edited book is a valuable resource for academics, policymakers, and civil society actors in resource-driven economies and especially those interested in learning from comparative experiences of natural resource wealth management through NRFs.
This volume explores the past, present and future of pessimism in International Relations. It seeks to differentiate pessimism from cynicism and fatalism and assess its possibilities as a respectable perspective on national and international politics. The book traces the origins of pessimism in political thought from antiquity through to the present day, illuminating its role in key schools of International Relations and in the work of important international political theorists. The authors analyse the resurgence of pessimism in contemporary politics, such as in the new populism, attitudes to migration, indigenous politics, and the Anthropocene. This edited volume provides the first collection of scholarly work on pessimism in International Relations theory and practice and offers fresh perspectives on an intellectual position often considered as disreputable as it is venerable.
On July 1, 1997, China took control over Hong Kong, where Britain had begun a process of introducing democracy. Beatty examines the process of democratization in Hong Kong, with the argument that democratic development will continue, despite being under Chinese rule. Through a series of 128 interviews with 89 Hong Kong elites from 1997-2002, including legislators and party leaders as well as participant and direct observation of 15 campaigns for the Legislative Council in 1998, Beatty analyzed political leaders beliefs and commitment towards democratic development and institutions and put them into the context of the post-handover environment. Evidence from the interviews is used to test the proposition that adherence to "Asian values" undermines democracy and Beatty probed Hong Kong elites about their beliefs regarding the rule of law, freedom of the press, civil liberties, and the possible trade-offs between economic development and democratization. A major finding from the in-depth interviews is that while Hong Kong political elites reject the "Sinapore model" and the "Asian Values" argument, many do believe in trade-offs between economic development and democratization. Beatty also offers sharp insight into the thinking of Hong Kong political elites and transcends the particular politics of Hong Kong and delves in the broader subject of elite beliefs and attitudes. An important analysis for scholars, students, and other researchers involved with China, Hong Kong, Asian politics and political values, and political development in general.
The present volume comes out of a conference held by the IFPS in collaboration with CPWAS at Calcutta University in March 2012. The volume comprises of eight essays highlighting on various approaches to the question of instability in India's western neighbourhood, and what it could mean for India. The issues covered include the domestic dynamics of Pakistan, Afghanistan, the extent to which these have a bearing on the foreign policy of the Government of India, and the economic and social cost extracted by the aura of instability that has come to characterise the neighbourhood.
This study is the first interpretive text for the study of American exceptionalism and the first overall assessment of geographic, political, economic, social, and cultural aspects of the American past written from a global perspective. Russo argues that life in the United States can be better understood if it is examined from either a wider perspective-the English speaking world, the Western Hemisphere, Western Civilization-or a narrower perspective-regional and local variations. Even when the Americans were innovative-in their multi-ethnic and multi-racial society, in their egalitarian social beliefs, in their political democracy-their innovations were soon copied by others. Therefore, Russo argues, they are no longer distinctly American. Using nations as the basis for fields of study can both reveal and distort the historical record. When one considers different perspectives, America's uniqueness recedes in importance. American culture was a variant of a wider Western culture. The American economy was an extension of Western capitalism, whether agrarian, commercial, or industrial. American society was a Western society with racial castes and multi-ethnic additions to the population. American government functioned like other Western governments, even with innovative forms: Republican, then democratic. The American past is thus seen to be far less distinctive than previous syntheses have assumed.
In the past decade the Asia-Pacific region has become a focus of
international politics and military strategies. Due to China's
rising economic and military strength, North Korea's nuclear tests
and missile launches, tense international disputes over small
island groups in the seas around Asia, and the United States
pivoting a majority of its military forces to the region, the
islands of the western Pacific have increasingly become the center
of global attention. While the Pacific is a cur- rent hotbed of
geopolitical rivalry and intense militarization, the region is also
something else: a homeland to the hundreds of millions of people
that inhabit it.
First published in 2006 The Atlantic Slave Trade (4 volume set) tells the history of the Atlantic slave trade from its origins through to the nineteenth century. Outlined in essays taken from key journals in the field from 1940 onwards, it is also the history of Atlantic power systems and economies. Each of the collections is introduced by an essay from the general editor, which comments on the contribution the essays make. The Atlantic slave trade was established as a response to economic need and was a product of the search for economic opportunity. As such, it was a system of servitude driven essentially by free enterprise. The key context was European trans-oceanic expansion focused on the Atlantic world where labour was needed and labour was available but not at the same place. This set is a re-issue originally published in 2006 and contains articles from 1940 onwards. The language used is a reflection of its era and no offence is meant by the Publishers to any reader by this re-publication.

In the 1950s, most of the American public opposed diplomatic and trade relations with Communist China; traditional historiography blames this widespread hostility for the tensions between China and the United States during Dwight D. Eisenhower's presidency. In this book, Mara Oliva reconsiders the influence of U.S. public opinion on Sino-American relations, arguing that it is understudied and often misinterpreted. She shows how the Eisenhower administration's hard line policy towards Beijing had been formulated in line with U.S. national security interests, not as a result of public pressure. However, the public did play a significant role in shaping the implementation, timing and political communication of Washington's strategy, ultimately hampering relations with the Communist giant and seriously heightening the risk of nuclear conflict. Drawing together an extensive array of published and unpublished sources, this book offers a new prism for understanding one of the most difficult decades in the history of both countries.
This comprehensive, up-to-date analysis of Japanese policy between the two world wars utilizes both English and Japanese sources to present Japan as an independent agent, not a state whose policy was determined by the actions of other countries. Beginning with Japan's disappointment with the Versailles Peace Treaty in 1919, Nish examines the roots of Japanese discontent and feelings that ambitions in China were being unreasonably restrained. He explains British and American policies in the region as reactive, but concludes that their responses helped to determine which factions would dominate Japan's political arena. This non-partisan account is even-handed in apportioning responsibility for the events leading to the Second World War. While some Japanese politicians in the 1920s tried to follow the international path, there were others who tended to side with the army in establishing Japan's position, first in Manchuria and later in North and Central China in the 1930s. Conscious of the nation's unpopularity in the western world, Japan allied itself with Germany and Italy in the Anti-Comintern Pact of 1936 and the Tripartite Alliance of 1940. To pursue its own national objectives, Japan joined her allies in making war on the United States and the colonial empires of Britain, France, and the Netherlands. Its forces succeeded in overrunning many colonial territories; and, with a view to easing the problems of occupying them, Japan liberalized its harsh military policies, granting independence to Burma and the Philippines and welcoming Asian leaders to Tokyo for the Greater East Asian Conference of November 1943.
This book explores the links between the British government and the dictatorships of Argentina and Chile, 1973-82, using newly-opened British archives. It gives the most complete picture to date of British arms sales, military visits and diplomatic links with the Argentine and Chilean military regimes before the Falklands war. It also provides new evidence that Britain had strategic and economic interests in the Falkland Islands and was keen to exploit the oil around the Islands. It looks at the impact of private corporations and social movements, such as the Chile Solidarity Campaign and human rights groups, on foreign policy. By analyzing the social background of British diplomats and tracing the informal social networks between government officials and the private sector, it considers the pro-business biases of state officials. It describes how the Foreign Office tried to dissuade the Labour governments of 1974-79 from imposing sanctions on the Pinochet regime in Chile and discusses whether un-elected officials place constraints on politicians aiming to pursue an 'ethical' foreign policy.

America's foreign relations tradition, for all its successes, has not always served the American people well. Utilizing tradition as a framework of analysis of the historic American approach to foreign affairs, this book critically examines the country's international conduct over time, leading to a number of provocative and controversial conclusions. The first section deals with ideas, ideals, and ideology in American history that provide a context and value structure that have long conditioned the American people's conception of the world. The second part critically examines the problematic American national style of interacting with others. The nation's parochial approach to problem-solving is explicated in the third section. The fourth part centers upon the country's historic isolationist-interventionist impulse-a two-sided, often contradictory dynamic. The fifth section is an extended analysis of the country's approach to alliance-building after World War II as a case study of its approach to foreign affairs in the past. The final section proposes that America's traditional values and decision-making style have often been incompatible, and this contradiction has brought forth the exorcising role of violence in American's relationships with others. |
