National Human Rights Institutions (NHRIs), defined by the UN as bodies established to promote and protect human rights, have increased in number since the General Assembly adopted principles governing their effectiveness in 1993. The UN and others have encouraged states to set up such institutions as an indication of their commitment to human rights, and now over 20 such institutions exist in Africa and many more will follow. These institutions have taken various forms including ombudsmen, commissions, or a combination of the two. They differ in terms of how they are established; some by constitution, some by legislation and some by decree. These NHRIs have varying functions, usually both promotional and protective, such as giving advice to government, parliament, and others, making recommendations on compliance with human rights standards, awareness raising, and analysis of law and policy. Despite the considerable variations in the method of their creation, powers and composition, most of these institutions have chosen or indeed been mandated, to become involved in international and regional fora. This book examines these institutions in the African region, the way in which they use the international and regional fora, the effectiveness of their contributions and how they are able to participate.
European studies frequently regard the economic and social dimensions of EU integration as diametrically opposed, maintaining that this state of affairs is beyond change. This edited collection challenges this perceived wisdom, focusing on the post-Lisbon constitutional landscape. Taking the multi-layered polity that is Europe today as its central organising theme, it examines how the social and the economic might be reconciled under the Union's different forms of governance. The collection has a clear structure, opening with a theoretical appraisal of its theme, before considering three specific policy fields: migration policy and civic integration, company law and corporate social responsibility and the role of third sector providers in public healthcare. Research on evaluation shows that low-use and non-use of evaluation is common, yet evaluation is hailed as beneficial and worthwhile. The worth of evaluation is tied to its utilisation, presenting a paradox if evaluation is both revered and underutilised. This book investigates this paradox in the under-researched context of small development non-profit organisations, which have specific resource constraints and 'bottom up' community development values that complicate their ability to do and use evaluation in line with top down directives. The book examines the utility, meaningfulness, and purpose of evaluation from small non-profit perspectives, and explores whether evaluation has value for these organisations. For development practice, it presents evaluative alternatives that reconceptualise evaluation as part of the active process of development rather than as an interval-based add-on. For evaluation theory, it highlights a historical preoccupation with improving evaluation without assessing its inherent worth, and considers alternative ways to enhance the value of evaluation for small non-profits.

"Even after years of receiving considerable foreign aid, Haiti remains an impoverished, tremendously fragile state. Over a span of ten years, the United States spent over $4 billion in aid to Haiti, yet the average Haitian still has to survive on one dollar a day. Why has assistance been so ineffectual, and what can we learn from Haiti's plight about foreign aid in general? Haiti in the Balance tackles those questions by analyzing nearly twenty years of Haitian history, politics, and foreign relations. Terry Buss and his colleagues at the National Academy on Public Administration found a general failure to reinforce the capacity of institutions at all levels of Haitian government. Building up that system of institutions appears to be a necessary precursor to a nation using foreign aid in the most effective manner. Such an effort demands improved security, a more professional (and less corrupt) bureaucracy, and eventually decentralization and perhaps even some privatization. Different levels of government must be willing to learn how best to work with one another: according to Buss, ""Haitian governments seemed consumed by politics, rather than good governance."" People still matter, and so does administration. Until we learn that lesson, even the most generous foreign aid will not fulfill its intent. "
This title looks at borders as transitional zones. The past two decades have seen an intense, interdisciplinary interest in the border areas between states - inhabited territories located on the margins of a power center or between power centers. This timely and highly original collection of essays edited by noted scholar William Zartman is an attempt 'to begin to understand both these areas and the interactions that occur within and across them' - that is, to understand how borders affect the groups living along them and the nature of the land and people abutting on and divided by boundaries. These essays highlight three defining features of border areas: border landers constitute an experiential and culturally identifiable unit; borderlands are characterized by constant movement (in time, space, and activity); and in their mobility, borderlands always prepare for the next move at the same time as they respond to the last one. The ten case studies presented range over four millennia and provide windows for observing the dynamics of life in borderlands. They also have policy relevance, especially in creating an awareness of borderlands as dynamic social spheres and of the need to anticipate the changes that given policies will engender - changes that will in turn require their own solutions. Contrary to what one would expect in this age of globalization, says Zartman, borderlands maintain their own dynamics and identities and indeed spread beyond the fringes of the border and reach deep into the hinterland itself.
The book draws on some of the scholarship in perception studies and "Normative Power Europe" theory. The study of perceptions, although dating back to the mid-1970s, is gaining renewed currency in recent years both in international relations, in general, and in European Union studies, in particular. And yet, despite the significance of external perceptions of the European Union, there is still a lack of theoretical forays into this area as well as an absence of empirical investigations of actual external role conceptions. These lacunae in scholarly work are significant, since how the European Union is perceived outside its borders, and what factors shape these perceptions, are crucial for deepening the theory of "Normative Power Europe." The book analyzes Israeli perceptions towards "Normative Power Europe," the European Union, and NATO through five themes that, the book argues, underscore different dimensions of key Israeli conceptions of "Normative Power Europe" and NATO. The book seeks to contribute to the existing research on the European Union's role as a "normative power," the Union's external representations, and on Israeli-European Union relations more broadly.
This book studies the three most important Chinese foreign policy concepts under Xi Jinping's leadership - "New Type of Great Power Relations", "Belt and Road Initiative" and "Community of Shared Future for Mankind". Those signature concepts are often considered as China's well-thought-out strategic plans reflecting Beijing's concrete geopolitical vision. This book, however, argues that these views are mistaken. It develops a slogan politics approach to study Chinese foreign policy concepts. The overarching argument is that those concepts should be understood as multifunctional slogans for political communication on the domestic and international stages. This book shows how those concepts function as political slogans to (1) declare intent, (2) assert power and test domestic and international support, (3) promote state propaganda, and (4) call for intellectual support. The slogan politics approach highlights the critical role of China's academic and local actors as well as international actors in shaping China's foreign policy ideas. It provides critical insights to understand how Chinese domestic actors exert their influence and voice their narratives to influence China's policy agenda and debate. It suggests that the existing analyses vastly exaggerate Beijing's capacity to coordinate domestic actors including forging coherent Chinese foreign policy narratives and unifying use of China's policy concepts.

In responding to the challenge of improving effectiveness of response to peace and security threats, African states tend to rely on ad hoc mechanisms. The holistic framework reconfigures the traditional "RSC" into a simplified tool kit of "resources", making this text book ideal for students and advanced researchers in international relations, and all those concerned with regional security and strategic studies.

Increasingly the Middle East and its growing population face a highly complex and fragile security system. The rich deposits of natural resources, such as oil and gas, suffer from a strained renewable resource base that includes water and arable land. This leads to water scarcity, desertification, and land degradation. Increasing population, industrialization, and urbanization put more and more demand on the food supply. Energy insecurity may not be generally associated with the Middle East, but the countries in the eastern Mediterranean part have been traditionally vulnerable to it as their fossil fuel endowments have been low. Another issue is the large-scale temporary labor migration and the large number of forced migrants, refugees, and internally displaced persons. The book analyzes these emerging security challenges in a comprehensive and systematic manner. It draws national and regional security issues into both the global security and human security perspectives.

This volume examines European Union policy instruments affecting the urban domain through the lens of Europeanisation. Instead of looking at EU instruments that are formally consecrated to cities, theoretical public policy analysis explores the arenas and causal mechanisms that structure the encounter between the EU and urban governance. The core variables that explain change concern the status of actors' preferences and the payoffs from Europeanisation. Their combination creates a four-dimensional space. We can therefore develop a typology for the modes of Europeanisation that chimes with current theorisations on the EU modes of governance. Drawing on constructivism as well as the insights of social theorists and philosophers, After Defeat demonstrates that stigmatization in international relations can lead to a sense of national shame, as well as auto-Orientalism and inferior status. Ayse Zarakol argues that stigmatized states become extra-sensitive to concerns about status, and shape their foreign policy accordingly. The theoretical argument is supported by a detailed historical overview of central examples of the established/outsider dichotomy throughout the evolution of the modern states system, and in-depth studies of Turkey after the First World War, Japan after the Second World War, and Russia after the Cold War.
Unlikely Allies examines the history of the Anglo-American diplomatic, political, economic and cultural relationship during the long nineteenth century, from the Napoleonic Wars to the First World War. When people speak of the special relationship between the two English-speaking peoples on either side of the Atlantic, they are talking of a phenomenon not much older than Britain's 1904 entente cordial with France. The very term 'English-speaking peoples, ' for example, most probably has no earlier pedigree than William Gladstone in the 1870s. For much of the nineteenth century, Britain and the United States were imperial rivals in the scramble for North America, and their often difficult relationship directly reflected that reality. That these two nations became friends and allies was never a foregone conclusion until surprisingly late in the century and the rapprochement between them was only cemented by the First World War. At the same time, the fact the United States was a former colony and that they therefore shared a common language meant that communication between the two nations differed from that between Britain and its European rivals - something Otto Von Bismarck called the most important fact of the nineteenth century. Starting with the War of 1812, when the United States and Britain found themselves an opposite sides, continuing through prominent and obscure Britons' and Americans' views of each other, the economic and migrant links between the nations, their difficult diplomatic relationship, their later developing friendship and increasing cultural and economic ties and concluding with the First World War, Unlikely Allies describes and analyzes the often turbulent andsurprising relationship between Britain and the United States in the nineteenth century.
This book examines China's political, economic, and diplomatic engagement in Africa. The rapid increase of China's economic and political involvement in Africa is the most momentous development on the continent of Africa since the beginning of the twenty-first century. China is now Africa's largest trading partner and the largest infrastructure financier. Additionally, it is the fastest growing economy and source of foreign direct investment. This monograph seeks to understand the dynamics of the escalating Chinese investments in African economies and the political implications of this development for Africa. This work will interest scholars, students, academics, and policy makers on the fields of Chinese and African politics, development studies, and international political economy.
Following the defeat of the Greek Army in 1922 by nationalist Turkish forces, the Convention of Lausanne in 1923 specified the first compulsory exchange of populations ratified by an international organization. The arrival in Greece of over 1.2 million refugees and their settlement proved to be a watershed with far-reaching consequences for the country. Dr Kontogiorgi examines the exchange of populations and the agricultural settlement in Greek Macedonia of hundreds of thousands of refugees from Asia Minor and the Pontus, Eastern Thrace, the Caucasus, and Bulgaria during the inter-war period. She examines Greek state policy and the role of the Refugee Settlement Commission which, under the auspices of the League of Nations, carried out the refugee resettlement project. Macedonia, a multilingual and ethnically diverse society, experienced a transformation so dramatic that it literally changed its character. Kontogiorgi charts that change and attempts to provide the means of understanding it. The consequences of the settlement of refugees for the ethnological composition of the population, and its political, social, demographic, and economic implications are treated in the light of new archival material. Reality is separated from myth in examining the factors involved in the process of integration of the newcomers and assimilation of the inhabitants - both refugees and indigenous - of the New Lands into the nation-state. Kontogiorgi examines the impact of the agrarian reforms and land distribution and makes an effort to convert the climate of the rural society of Macedonia during the inter-war period. The antagonisms between Slavophone and Vlach-speaking natives and refugee newcomers regarding the reallocation of former Muslim properties had significant ramifications for the political events in the region in the years to come. Other recurring themes in the book include the geographical distribution of the refugees, changing patterns of settlement and toponyms, the organisation of health services in the countryside, as well as the execution of irrigation and drainage works in marshlands. Kontogiorgi also throws light upon and analyses the puzzling mixture of achievement and failure which characterizes the history of the region during this transitional period. As the first successful refugee resettlement project of its kind, the 'refugee experiment' in Macedonia could provide a template for similar projects involving refugee movements in many parts of the world today.
This book examines the theory and practice of nuclear deterrence between India and Pakistan, two highly antagonistic South Asian neighbors who recently moved into their third decade of overt nuclear weaponization. It assesses the stability of Indo-Pakistani nuclear deterrence and argues that, while deterrence dampens the likelihood of escalation to conventional-and possibly nuclear-war, the chronically embittered relations between New Delhi and Islamabad mean that deterrence failure resulting in major warfare cannot be ruled out. Through an empirical examination of the effects of nuclear weapons during five crises between India and Pakistan since 1998, as well as a discussion of the theoretical logic of Indo-Pakistani nuclear deterrence, the book offers suggestions for enhancing deterrence stability between these two countries.
