During the last decade of the twentieth century, the Korean peninsula was the stage for non-stop, dramatic political and economic events. In 1992 Yugoslavia finally succumbed to civil war, collapsing under the pressure of its inherent ethnic tensions. Existing accounts of Yugoslavia's dissolution, however, pay little regard to the troubled relationship between the Yugoslav Federation and the European Community (EC) prior to the crisis in the early 1990s, and the instability this created. Here, Branislav Radeljic offers an empirical analysis of the EC's relations with Yugoslavia from the late sixties, when Yugoslavia was under the presidency of Josep Broz Tito, through to the collapse of the nation state in 1992, after the rise of Slobodan Milosevic and the beginning of the Yugoslav Wars. Radeljic explores the economic, political and social elements of these discords, and also places emphasis on the role of Slovenes, Croats and other diasporas - focusing on their capacity to affect policy-making at a Europe-wide level. Radeljic argues convincingly that a lack of direction and inadequate political mechanisms within the EC enabled these non-state actors to take centre-stage, and shows how EC paralysis precipitated a bloody conflict in the Balkan region.

This is a critical analysis of the modern myth of 'religion' and its distinction from 'secular politics' as it appears in recent International Relations literature. Scholars in International Relations concerned with religion and its relations to world politics are rhetorically constructing a powerful modern myth. A component of this myth is that religion is inherently violent and irrational unless controlled by the secular state, which is inherently rational and only reluctantly violent. Timothy Fitzgerald discusses how, in this modern myth, 'religion' appears as a force of nature which either assists or threatens the sacred secular order of things, and how religion is portrayed as a kind of universal essence which takes many forms, its recent most dangerous manifestation being 'Islamic terrorism'. This book illustrates that the essential distinction between irrational religion and rational secular politics appears as an unquestioned preconception on the basis of which policy is conducted, countries invaded and wars fought. Arguing that this rhetorical construction of religion provides the foundation for faith in the rationality of modern liberal capitalism, Fitzgerald demonstrates how a historically contingent discourse has been transformed into a powerful set of global assumptions.
The onset of the 2004 EU enlargement witnessed a number of predictions being made about the approaches, capacity and ability of Central European judges who were soon to join the Union. Optimistic voices, foreshadowing the deep transformative power that Europe was bound to exercise with respect to the judicial mentality and practice in the new Member States, were intertwined with gloomy pictures of post-Communist limited formalism and mechanical jurisprudence that could not be reformed, which were likely to undermine the very foundations of mutual trust and recognition the judicial system of the Union is built upon. Ten years later, this volume revisits these predictions and critically assesses the evolution of Central European judicial mentality, institutions and constitutionality under the influence of the EU membership. Comparatively evaluating the situation in a number of Central European Member States in their socio-legal contexts, notably Poland, the Czech Republic, Slovakia, Hungary, Slovenia, Bulgaria and Romania, the volume offers unique insights into the process of (non) Europeanisation of national legal systems and cultures.
That Indonesia's ongoing occupation of West Papua continues to be largely ignored by world governments is one of the great moral and political failures of our time. This book offers a generic explanation of the political economy of the EU, demonstrating in a clear and comprehensive way how the present institutional set-up makes it vulnerable to lobbyism, corruption and the destruction of social capital. Gert Tinggaard Svendsen contends that this 'EU disease' may be avoided by strengthening the power of the EU Parliament at the expense of the EU Commission. The book also discusses issues surrounding policy design, international negotiations on climate change and renewable energy sources. Using an interdisciplinary framework, the author examines how the current institutional set-up of the EU will determine future economic performance and will adversely affect policy outcomes. He looks at whether fundamental EU policies, such as the CAP, are consistent with economic growth or whether these policies will instead distort markets, leading to economic decline. Focusing in detail on international climate negotiations and wind energy, the author explores the way in which the design of a policy proposal can be affected by the interactions between interest groups and the institutions and bureaucrats of the EU. This book traces the development and impact of regional economic communities (RECs) in Africa and addresses a timely question: do REC members, and the REC itself, positively influence member states’ behaviors towards other members and more broadly, regionally and continentally due to REC membership? ‘Changing member states’ behaviors’ is measured across three ‘interconnected, fundamental dimensions of societal-systems’ proposed by Marshall and Elzinga Marshall in CSP’s Global Repot 2017. These are i) the persistence of conflict or its counterpoint, achieving peace, ii) fostering democratization and better governance, and iii) achieving socio-economic development and (as proposed by this research, a fourth dimension), iv) being active participants in multilateralism? Is membership in a REC ultimately beneficial to the member and other countries in the region? While there are no clear and obvious – at least, discernible traditional – benefits such as increase in trade (perhaps because Africa’s overall trade relative to the world is about 3 percent), there are other non trade benefits (e.g., decrease in conflict, coercion to take certain actions towards peace and refrain from others, coups and wars) presenting in REC member states. These in/actions, abilities, coercions, exclusions and cooperation instances are outlined and discussed in the book.
This book provides a comprehensive assessment of the various dimensions of the relationship between the European Union and the Gulf Cooperation Council, and highlights how relations are yet to reach their full potential. Despite both parties sharing a number of common interests, including trade, energy, climate change, security and cultural cooperation, the multilateral cooperation framework remains limited, with most engagement taking place bilaterally, between individual European and GCC countries. The book reassesses the potential and prospects for the EU's engagement with GCC countries based on the recalibration and reconciliation of both parties' national and regional interests. The Kyoto Protocol has singularly failed to shape international environmental policy-making in the way that the earlier Montreal protocol did. Whereas Montreal placed reliance on the force of science and moralistic injunctions to save the planet, and successfully determined the international response to climate change, Kyoto has proved significantly more problematic. International Environmental Policy considers why this is the case. The authors contend that such arguments on this occasion proved inadequate to the task, not just because the core issues of the Kyoto process were subject to more powerful and conflicting interests than previously, and the science too uncertain, but because the science and moral arguments themselves remained too weak. They argue that 'global warming' is a failing policy construct because it has served to benefit limited but undeclared interests that were sustained by green beliefs rather than robust scientific knowledge. This highly topical book takes a frank look at the political motivations that underpin the global warming debate, and will appeal to political scientists and energy policy analysts as well as anyone with an interest in the future of the environment and in the policies we create to protect it.
This book explores the norms, practices, and main actors in the EU Migration System of Governance (EUMSG). Who governs the Russian Arctic? How are decisions on the Arctic made in Russia? What kind of problems is faced the Russian Arctic in global epoch? How do bilateral and multilateral relations between Russia and other Arctic states impact regional developments in the Arctic? How is Russia dealing with non-Arctic states and non-state Arctic actors? How are Russia's domestic and foreign policy in the Arctic interrelated? How is Russia's Arctic policy likely to evolve in the future, in a changing global context? The book argues that nowadays the Arctic vector is one of the main priorities for Russia's domestic and foreign policies and, undoubtedly, Russia's future is connected with development of the Arctic - a region occupying a large part of the country's territory. On the one hand, the main purpose of the current Arctic policy of Russia is the 're-development' and modernization of the Arctic zone of the Russian Federation (AZRF) after the period of following the breakup of the USSR that was detrimental to the Russian Arctic policies. Moreover, today the 're-development' of the Arctic is the most important prerequisite of the restoration of Russia's great power status. On the other hand, it is obvious that current Russia's Arctic strategy should be duly adapted to the new global realities - not only the ones formed in the wake of the breakup of the USSR and the end of the Cold War, but also to the latest developments as 'globalization'.
The book analyses how international law addresses interactions between international organizations. In labour governance, these interactions are ubiquitous. They offer each organization an opportunity to promote its model of labour governance, yet simultaneously expose it to adverse influence from others. This study examines how China has developed a diplomatic mechanism to expand its international influence through the establishment of strategic partnerships. These strategic partnerships have sparked a debate among analysts. On the one hand, some optimistic studies applaud the win-win objective of China's foreign policy and portray China as a successful model for developing countries. On the other hand, more skeptical studies depict China as a rising imperial power that represents a competitive threat to Latin America. This book focuses on China's strategic partnerships with Argentina, Brazil, Mexico, and Venezuela within the oil sector. It stresses how Chinese strategic partnerships with each of these four countries have diverged across cases over time (1991-2015). The study finds that the strategic partnerships are asymmetrical in which China benefits more than four Latin American countries in a variety of aspects. I suggest Latin American countries to push for greater diversification of export agenda toward China, to develop new productive partnerships beyond traditional sectors and to increase the competitiveness of firms. Meanwhile, China's diplomatic actions toward Latin America are more than likely to result in forms of change, particularly across my four country cases, and where strategic partnerships are concerned.
