A Southern Criminology of Violence, Youth and Policing examines public experiences of insecurity and the social impacts of security programmes that aim to address violence in Brazil. This book contributes to the emerging field of southern criminology by engaging with the perils faced by people living in 'favelas' in Brazil and critically investigating the discourse of state actors. It combines original ethnographic data with critical analysis to expand understandings of violence and control in urban and postcolonial contexts. Juvenile crime makes headlines. It is the stock-in-trade of politicians and pundits. But young people are also the victims of crime. They too have demands to make of the police. Drawing upon survey and interview research with 11 to 15 year-olds in Edinburgh, this book examines how crime impacts upon young people's everyday lives. It reveals that young people experience far more serious problems as victims and witnesses of crime, than they cause as offenders. It shows that they report little of their experiences of crime to the police, and are left to find their own ways of managing risk, such as telling cautionary tales about dangerous people and places. The study concludes by examining young people's relations with the police, suggesting they are over-controlled as suspects and under-protected as victims.

This book analyses the non-custodial government of young offenders in two major cities in Brazil. In doing so, it delves into the paradox of an institution exerting control over youths while at the same time promoting their autonomy and responsibility. The study sheds light on the specific logics of power, control, and inequality produced by such institutional settings. The book's analysis is based on an ethnographic study of 'Assisted Freedom' (Liberdade Assistida) - a form of probation - in the Brazilian cities of Rio de Janeiro and Belo Horizonte. This particular context - which is characterized by endemic violent crime, on the one hand, and a highly protective juvenile justice system, on the other - sheds productive light on the contradictions of juvenile justice systems and other public policies based on the values of citizenship, autonomy, and responsibilization. The analysis takes the form of an inverted zoom structure: it begins by looking at cognitive and interactional processes at the level of interpersonal relationships between youths and professionals, and then works its way up to examine ties outside the institution itself, with schools, the labour market, and juvenile courts.
