Based on some of the most interesting research of the last ten years, this book discusses effective practice in work with persistent young offenders. It contrasts two major evaluations of projects for juvenile offenders, one of which was successful and the other less so. The projects, Freagarrach and CueTen, were funded by The Scottish Office and the Scottish Executive. Freagarrach was evaluated over five years from 1995 and CueTen over three years (its entire lifespan) from 1996. This book makes the findings of these projects available to a wider readership, setting them in a wider discursive framework than is appropriate in a government report. The authors identify the factors that made Freagarrach a more successful project than CueTen, arguing that an understanding of these factors is important in drawing general conclusions from the experience of the two projects, and that this is particularly the case because some of these factors have received little attention in recent discussions of 'what works' in community-based programmes for offenders. This is a detailed and thorough study of work with juvenile offenders, which will be of particular value to those interested in less punitive approaches. It will be of interest both to practitioners and to academics in criminology, social policy and social work.
Juvenile court has elicited the interest and criticism of lawyers, social workers, and criminologists, but less attention from sociologists. This book adds to growing sociological literature on the operations of legal institutions. It describes some critical aspects of the functioning of the juvenile court, an institution charged with judging and treating delinquents. To this end, it analyzes the nature of the court operation, the handling of delinquents, and the court's functions in relation to the wider social and legal system. This study reflects two distinct sociological heritages. First, it presents an institutional analysis of a juvenile court. One basic component of such an analysis involves description of the social context within which the juvenile court functions. In this way this book considers the nature of the court's relations with the various local institutions in its working environment and the consequences of these relations for its internal operations. Second, this study grows out of the current societal reaction approach to deviance. This approach views deviance as the product of the response of official agents of social control to perceived norm violations: "deviance" involves acts and actors reacted to and labeled as such, usually by these officials. In line with this general perspective, this study seeks to shed light on some of the processes by which youths come to be identified and officially labeled "delinquents" changing the legal and social status of those accused of wrongdoing. This study focuses on how a particular legal institution defines, reacts to and deals with the cases brought to its attention, whatever the inherent biases of this sample and whatever the ultimate consequences for youths so handled. It describes the processes that produce differential case outcomes-- outcomes whereby some delinquents emerge from their court encounter firmly identified as future criminals, while others escape unharmed, not regarded as "really" delinquent despite the formal adjudication to this effect.

Youth Crime and Youth Culture in the Inner City offers an interpretive account of juvenile delinquency within the modern inner city, an environment which is characterized by a long history of social deprivation and high rates of crime. A wide range of topics are explored, such as young people's motivation for, frequency of, and attitudes towards, a variety of illegal behaviors, such as street robbery, burglary, theft, drug use, drug selling and violence. Why do young people commit these offences? Who do they commit them against? How do they feel afterwards? Youth crime is simultaneously a social problem and an intrinsic part of consumer culture: while images of gangs and gangsters are used to sell global commodities, young people not in work and education are labelled as antisocial and susceptible to crime. This book focuses on the lives of a group of young adults living in a deprived housing estate situated on the edge of a large city in the North of England. It investigates the importance of fashion, music and drugs in young people's lives, providing a richly detailed ethnographic account of the realities of exclusion, and explaining how young people become involved in crime and drug use. Young men and women describe their own personal experiences of exclusion in education, employment and the public sphere. They describe their history of exclusion as 'the life', and the term identifies how young people grew up as objects of suspicion in the eyes of an affluent majority. While social exclusion continues to be seen as a consequence of young people's behaviour, Out of Sight: crime, youth and exclusion in modern Britain examines how stigmatising poor communities has come to define Britain's consumer society. The book challenges the view underlying government policy that social exclusion is a product of crime, antisocial behaviour and drug use, and in focusing on one socially deprived neighbourhood it promotes a different way of seeing the problematic relationship between socially excluded young people, society and government.
Children and youth become involved with the juvenile justice system at a significant rate. Cyber-risks are moving targets and societal responses to combat cyber-victimization are often met by the distrust of young people. Drawing on original research, this book explores how young people define, perceive, and experience cyber-risks, how they respond to both the messages they are receiving from society regarding their safety online, and the various strategies and practices employed by society in regulating their online access and activities. This book complements existing quantitative examinations of cyberbullying assessing its extent and frequency, but also aims to critique and extend knowledge of how cyber-risks such as cyberbullying are perceived and responded to. This book addresses the social experiences of juvenile offenders in the correctional machinery and the career effects these experiences have on offenders. It follows offenders from apprehension through detention, court appearance, probation and institutionalization, showing how the organizations operate, the role definitions of the people who man them, and the views of the correctional organizations held by members of the public. It is a valuable supplement to courses in deviance, criminology, social problems and organizational analysis. The book begins with the delinquent population and endeavors to identify the major characteristics of juvenile lawbreaking. It separates youths who most often remain as "hidden" delinquents from those who are observed and apprehended. This unique analysis of the rise of the juvenile justice system from the nineteenth to twentieth centuries uses one of the harshest states - California - as a case study for examining racism in the treatment of incarcerated young people of color. This book, based on a large-scale research project funded by the National Institute of Justice and the Robert Wood Johnson Foundation, provides an overview of the restorative justice conferencing programs currently in operation in the United States, paying particular attention to the qualitative dimensions of this, based on interviews, focus groups and ethnographic observation. It provides an unrivalled view of restorative justice conferencing in practice, and what the people involved felt and thought about it. The book looks at four structural variations in the face-to-face form of restorative decision making: family group conferences, victim-offender mediation/dialogue, neighborhood accountability boards, peacemaking circles. The authors address two issues that have received limited research emphasis in restorative justice: the lack of clear and consistent standards, and the absence of testable theories of intervention that reflect what has become a rather diverse practice. First established at the end of the 19th century, the juvenile
justice system has long been searching for an effective set of
guiding principles. Over the last hundred years, through a series
of piecemeal rulings, it has undergone an evolution from its
original foundation on the rehabilitation model to the current
"get-tough" system that increasingly treats juvenile offenders as
adults. At present, there is no overarching theory or model of
juvenile justice intervention in this nation or even in any given
state. Juvenile justice policy is best characterized as a
helter-skelter array, inconsistent across jurisdictions, with no
overarching theoretical framework providing guidance. Indeed, the
