Violence of any kind is hard for most people to understand, but crimes against children and crimes committed by children are perhaps the most difficult to comprehend. Child abuse and neglect is a problem with generational effects. Women who were sexually abused in childhood, for example, are more likely than non-abused women to be harsh with their children, withhold affection, or even accept the sexual abuse of their own children by a spouse or lover. Wright Mills Book Award presented by the Study of Social Problems A classic ethnography that reveals how urban police criminalize black and Latino boys Victor Rios grew up in the ghetto of Oakland, California in the 1980s and 90s. A former gang member and juvenile delinquent, Rios managed to escape the bleak outcome of many of his friends and earned a PhD at Berkeley and returned to his hometown to study how inner city young Latino and African American boys develop their sense of self in the midst of crime and intense policing. Punished examines the difficult lives of these young men, who now face punitive policies in their schools, communities, and a world where they are constantly policed and stigmatized. Rios followed a group of forty delinquent Black and Latino boys for three years. These boys found themselves in a vicious cycle, caught in a spiral of punishment and incarceration as they were harassed, profiled, watched, and disciplined at young ages, even before they had committed any crimes, eventually leading many of them to fulfill the destiny expected of them. But beyond a fatalistic account of these marginalized young men, Rios finds that the very system that criminalizes them and limits their opportunities, sparks resistance and a raised consciousness that motivates some to transform their lives and become productive citizens. Ultimately, he argues that by understanding the lives of the young men who are criminalized and pipelined through the criminal justice system, we can begin to develop empathic solutions which support these young men in their development and to eliminate the culture of punishment that has become an overbearing part of their everyday lives.
The juvenile justice system in the United States has become a detrimental rather than a remedial experience, one that often reinforces youths' defiance of authority. Trying juveniles as adults, overcrowding juvenile detention facilities, and other factors have led to the deterioration of a system whose original intent was to protect immature youngsters who might get arrested for truancy or joyriding. The present system is ill equipped to cope with today's children who may be arrested for violent crimes such as rape and murder. This has led to an intense pessimism. This book addresses the social experiences of juvenile offenders in the correctional machinery and the career effects these experiences have on offenders. It follows offenders from apprehension through detention, court appearance, probation and institutionalization, showing how the organizations operate, the role definitions of the people who man them, and the views of the correctional organizations held by members of the public. It is a valuable supplement to courses in deviance, criminology, social problems and organizational analysis. The book begins with the delinquent population and endeavors to identify the major characteristics of juvenile lawbreaking. It separates youths who most often remain as "hidden" delinquents from those who are observed and apprehended. The text then moves through the major parts of the correctional machinery in much the same way as offenders are processed through it. Information on each topic is marshaled in accordance with five dimensions; the nature of the organization; the perspectives of the consumer (the public); the perspective of the employees; the perspectives of the offenders; and the impact of the agency upon offenders. Thus, a major focus of the book is an organizational analysis, a basic feature of the current sociological perspective. This work, on first publication in 1970, was one of the first to tackle the growing skepticism as to the beneficial aspects correctional institutions may have on the young offenders, and the analysis of those benefits. The readings attempt to show something of the impact of correctional experiences on juvenile delinquents, and suggest that the overall effect is to drive deviants further into deviant activities rather than attaining the desired goal of rehabilitation.
Youth Crime and Youth Culture in the Inner City offers an interpretive account of juvenile delinquency within the modern inner city, an environment which is characterized by a long history of social deprivation and high rates of crime. A wide range of topics are explored, such as young people's motivation for, frequency of and attitudes towards a variety of illegal behaviors, such as street robbery, burglary, theft, drug use, drug selling, and violence. Why do young people commit these offences? Who do they commit them against? How do they feel afterwards? This book attempts to answer these important theoretical questions, utilizing ethnographic research collected over a seven year period and based around the London inner city borough of Lambeth, including in depth interviews with young people who have offended and interview material with those that work with juvenile offenders. Additionally, Youth Crime and Youth Culture in the Inner City addresses the key cultural aspects of young people's lives in order to determine what particular cultural factors surround their offending behavior.
This book, based on a large-scale research project funded by the National Institute of Justice and the Robert Wood Johnson Foundation, provides an overview of the restorative justice conferencing programs currently in operation in the United States, paying particular attention to the qualitative dimensions of this, based on interviews, focus groups and ethnographic observation. It provides an unrivalled view of restorative justice conferencing in practice, and what the people involved felt and thought about it. The book looks at four structural variations in the face-to-face form of restorative decision making: family group conferences, victim-offender mediation/dialogue, neighborhood accountability boards, peacemaking circles. The authors address two issues that have received limited research emphasis in restorative justice: the lack of clear and consistent standards, and the absence of testable theories of intervention that reflect what has become a rather diverse practice. In response the authors conclude with a proposed structure for principle-based evaluation designed to test emerging theories of restorative decision making.
Originally published in 1976. This study deals with crime as social history in Germany and France during the nineteenth century. It establishes the broad statistical patterns of crime over the century so that the crime phenomenon can be analysed in the light of the other main trends of economic and social life. One basic concern is the relationship between crime and economic condition. The second main issue is to establish whether specifically rural and urban patterns of crime can be isolated. The third main concern is to establish whether any relationship existed between patterns of delinquency and the social upheaval which accompanied industrialisation and urbanisation. These three main issues continue as important questions in considering modern day crime. Nineteenth century Germany and France provide an excellent context in which to examine them because of the substantial urbanisation and industrialisation which occurred between 1830 and 1914. As well as providing an important contribution to the history of nineteenth century society this book also indicates important lessons for the contemporary world.
Originally published in 1940. This ground-breaking work formed the foundation for modern criminology becoming an academic discipline within UK sociological studies. It concerns the history of crime, its causes and treatment in England during the preceding twenty-five years or so. Mannheim, through this and later studies, went on to found the criminology department at LSE. The book offers an evaluation of the criminological implications of the War and early post-War period as well as an examination of the practical working of the new penal machinery built up by the Reform Acts passed just prior to the War. The author produced a scientific account of the post-War state of crime, beginning with a critical examination of the structure and interpretation of English Criminal Statistics followed by a survey of the principal criminological features of the period between the two Wars. Significant aspects are dealt with in a separate chapters - four devoted to problems of work and leisure (Unemployment and Strikes, Business Administration, Alcoholism, and Gambling), four others to those of certain specific sections of the population (Juvenile Delinquency, Female Delinquency and Prostitution, Recidivism). This is a fascinating read for both the historian and the criminologist.

Taken together, this amounts to the most radical overhaul of the youth justice system in the last half century, fundamentally changing the underlying values of the system away from an 'exclusionary punitive justice' and towards an 'inclusionary restorative justice'. The book explores the implications of these changes by using the lens of a detailed study of the implementation of referral orders and youth offender panels to explore wider issues about youth justice policy and the integration of restorative justice principles. It draws upon the findings of an in-depth study of the pilots established prior to the national rollout of referral orders in April 2002. The book will be essential reading not only for those involved in the task of implementing the new youth justice, but others with an interest in the criminal justice system and in restorative justice who need to know about the far reaching reforms to the youth justice system and their impact.
The first biography of the prison reformer Alexander Paterson (1884-1947). Sir Alexander Paterson (1884-1947) is best remembered for his role as Commissioner of Prisons and as the individual responsible for some of the greatest British innovations in the field of penal practice. All major prison reforms of his day can be associated with his name. One of the key characteristics of Paterson's reform drive was that he brought a much more 'scientific' approach to penology, encouraging psychiatrists and psychologists to work in prison. He was the prime mover behind the rapid expansion and transformation of the Borstal System and the introduction of open prisons, gaining Britain an international reputation for being at the forefront of penal reform. Harry Potter's account is the first biography of Alexander Paterson and it is based on unpublished material from government and family archives. Besides his achievements as prison reformer, Paterson's life encapsulated many trends in English society in the late nineteenth and early twentieth centuries: from the influence of Liberalism and Unitarianism in the industrial heartland of his youth, the Idealist philosophy of Thomas Hill Green at Oxford, to the impact of school and university 'missions' in the dark reaches of London. At Oxford he became friends with Clement Atlee. He also knew the radical Winston Churchill and it was Churchill who in 1910 first appointed him to a leading role in the aftercare of prisoners. Paterson's most formative years were undoubtedly spent living in a slum dwelling in South London when he devoted his time and energy to the Oxford and Bermondsey Medical Mission, one of the university settlements so common at the time - Attlee famously spent years in Hailesbury boys' club and Toynbee Hall in the East End. Paterson went on to publish a best-selling book - Across the Bridges - on his experiences in the South London slums. After a distinguished service in the Great War, Paterson devoted the rest of his life to the prison service at home and to penal reform abroad. Given current debates about prison reform and the general challenges the penal system is facing, revisiting Paterson's life and work will be a timely endeavour. Harry Potter - criminal barrister, historian and former prison chaplain - is ideally suited to write this biography.

Activists, policymakers, and scholars in the US have called for policy reform and evidence-based efforts to decrease the number of people in jail and prison, improve hostile police-community relations, and rollback the "tough on crime" movement. Given that poor people, particularly poor people of color, make up the majority of those under carceral control in Western, industrial countries, can technical solutions, gradual reforms, and individual-level programming genuinely change the deeply entrenched carceral state that has been expanding in the US for over 40 years? In this book, the authors offer an examination of the creative ideas that twelve US-based social justice organizations put forward for how participation in social change might spur not only individual-level change in young people, but community-wide mobilization against the harms resulting from the "tough on crime" movement and neoliberal policy. Using alternative programs grounded in political and social consciousness-raising, these organizations provide important and novel methods for how we might roll back carceral expansion. Their approaches resonate with scholarship in criminology and related fields; however, they sharply contrast with popular notions of "what works". The authors detail how community-based organizations must navigate not only these scientific forces, but the bureaucratic and financial ones consistent with neoliberal governance as well as the more formidable, less navigable political barriers that activate when organizations mobilize young people of color for social and carceral reform. While aware of the formidable barriers they face, the authors highlight the emancipatory potential of community-based social justice organizations working with the most marginalized young people across several major US cities.
