Technological progress and globalization have generated indisputable benefits, but also relevant costs, such as growing economic inequality, economic fluctuations, and financial instability. Mainstream economics has usually considered these costs as temporary, evenly distributed, and more than compensated by the gains of the phases of economic expansion. In this book, which focuses mainly (though not only) on the labor market, the authors contend that the major costs of the intensified process of creative destruction, through which economic change proceeded, have been ignored and the benefits overrated, thus incorrectly estimating the net impact of economic growth on subjective wellbeing. The book argues that the positive consequences of economic change and globalization may not compensate for the negatives, because psychological losses are felt more strongly than gains (due to loss aversion) and the costs are unequally distributed (those on low incomes disproportionately suffer more). The result is an overall reduction in wellbeing and therefore appropriate policies are necessary to allow more people to enjoy the benefits of technological progress without suffering the costs. The authors develop a comprehensive framework in which the socio-psychological context and educational level of a community determine the most suitable policies both for the short and for the long run. The book makes an invaluable contribution to the literature on economic growth and development, labor economics, the economics of wellbeing, and applications of behavioral economics. This book is a sequel to the World Bank's World Development Report 2013: Jobs. The central message of that report was that job creation is at the heart of development. Jobs raise living standards and lift people out of poverty, they contribute to gains in aggregate productivity, and they may even foster social cohesion. In doing so, jobs may have spillovers beyond the private returns they offer to those who hold them. Poverty reduction is arguably a public good, making everybody better off; higher productivity spreads across co-workers, clusters, and cities; and social cohesion improves the outcomes of collective decision-making. But which jobs make the greatest contribution to development and what policies can facilitate the creation of more of these jobs? There is no universal answer - it depends on the country's level of development, demography, natural endowments, and institutions. This volume explores the diversity of jobs challenges and solutions through case studies of seven developing countries. These countries, drawn from four continents, represent seven different contexts - a small island nation (St. Lucia), a resource-rich country (Papua New Guinea), agrarian (Mozambique), urbanizing (Bangladesh), and formalizing (Mexico) economies, as well as young (Tunisia) and aging (Ukraine) populations. Using methods drawn from several branches of economics and the social sciences more broadly and analyzing a wide range of data, the authors show the different ways in which jobs have contributed to social and economic development in the countries they have studied and how they can contribute in the future. The policy priorities vary accordingly. They often extend well beyond traditional labor market instruments to include policy areas not typically considered in national growth strategies.
This open access book looks at the migration of Southern European EU citizens (from Portugal, Spain, Italy, Greece) who move to Northern European Member States (Belgium, France, Germany, United Kingdom) in response to the global economic crisis. Its objective is twofold. First, it identifies the scale and nature of this new Southern European emigration and examines these migrants' socio-economic integration in Northern European destination countries. This is achieved through an analysis of the most recent data on flows and profiles of this new labour force using sending-country and receiving-country databases. Second, it looks at the politics and policies of immigration, both from the perspective of the sending- and receiving-countries. Analysing the policies and debates about these new flows in the home and host countries' this book shows how contentious the issue of intra-EU mobility has recently become in the context of the crisis when the right for EU citizens to move within the EU had previously not been questioned for decades. Overall, the strength of this edited volume is that it compiles in a systematic way quantitative and qualitative analysis of these renewed Southern European migration flows and draws the lessons from this changing climate on EU migration.
These continue to be difficult times for the labor markets of the industrialized nations. Shifts in labor demand, deregulatory impulses, and the ongoing process of globalization have each impacted the labor markets of the United States and Europe. In the face of the globalization of economic relations and the challenge of the NICs, employment has stagnated in some member states of the EU - in sharp contrast to the United States. Even though several European countries have introduced seemingly successful labor market reforms, whether Euroland as a whole will be able to cope with heterogeneous labor market dynamics and rising immigration is an open question. This theme provides the backdrop to this book. Its main focus is on labor market rules, unemployment, and aspects of the social security system. Theory and practice receive equal attention. Options for reforming labor markets and the social security system provide the policy content.
This book combines demand-led growth models and the institutionalist approach, in order to explain the macroeconomic performance of the main European countries in recent years followed by which a coherent explanation of the institutional change since the Great Recession, including the economic policy response to the economic and financial crisis (2008) and to the debt crisis (2010) is provided. A "Comparative Political Economy" (CPE) analytical framework and provide an institutional base to the different European growth models is built, in general terms over the period 1995-2018. The results allow us to link diverse growth dynamics to the changes of the institutional framework as a consequence of the economic and financial crises. In each chapter for country case studies (France, Germany, Italy, Spain, Greece, Sweden, UK and Poland) there;'s an ntroduction with a general characterization of the country and the most relevant changes that have occurred subsequently (main legislative milestones or changes in the behaviour of social agents) especially the process of dualization or deregulation of European economies. In addition, an analysis of the macroeconomic evolution and the situation of the labour market before and after the crisis from a demand-side perspective is included, concluding with the linkages between both issues and the characterization of the growth model. This book examines patterns of political engagement of long-term unemployed youth. The authors show how unemployment affects the personal, social, and political life of young people. Much is talked and written about well-being in the workplace, but many wonder whether 'putting people first' is just a facade and that were it not for employment legislation, union representation and the high profile of human rights issues, employers would regard employees as a necessary burdensome financial evil, as in days gone by. Some scholarly research has focused on the reactions of employees to the quality of working life and well-being at work and much of this suggests high levels of dissatisfaction, disaffection and disengagement. In Workers' Voice, HRM Practice, and Leadership in the Public Sector: Multidimensional Well-Being at Work, Nicole Cvenkel avers that whilst it is known that public sector employees are even less satisfied than those in the private sector, there has been very little research into the effects of working life experiences on employee well-being in public sector organisations. There is even some doubt about whether a well-being philosophy that can be applied in the private sector can readily be extended to the public sector. The push towards New Public Management (NPM) means organisations continue to undergo significant reform processes around efficiency, costs and public service delivery. All these changes place additional demands on public sector employees who are at times also subject to intensive scrutiny by stakeholder groups, who may regard the recourse to well-being initiatives as a poor use of public funds. The author has researched in the UK local government sector and that is the setting for the debate in this book, about whether and how an employee well-being ideology can be successfully promoted and maintained in an NPM environment, given continuous reform and expenditure reduction. In a local government case organisation, the author has researched, limited resources, reduction in budgets, redundancies, increased workloads, lack of trust, and the existence of a 'controlled' working environment were all found to be central to a climate of bullying and unfairness. Although the organisation was committed to the adoption of HRM 'best practice' and initiatives geared towards promoting employees well-being, employees still believed they were being bullied and treated unfairly. It was found that different perspectives on the psychological contract, fairness, and bullying at work were highlighted by managerial and non-managerial employees. The author's conclusions contribute to a clearer understanding than hitherto of workers' voice in relation to work, leader-member exchanges, and well-being in the public sector and she offers a model depicting employees' understanding of what their quality of working life, line manager's leadership and well-being should be, that might be used by organisational leaders, researchers, policy makers, Human Resources managers and other practitioners and consultants, to move towards a more holistic, multidimensional, well-being at work paradigm.

The conditions for non-EU migrant workers to gain legal entry to Britain, France, and Germany are at the same time similar and quite different. To explain this variation this book compares the fine-grained legal categories for migrant workers in each country, and examines the interaction of economic, social, and cultural rationales in determining migrant legality. Rather than investigating the failure of borders to keep unauthorized migrants out, the author highlights the different policies of each country as "border-drawing" actions. Policymakers draw lines between different migrant groups, and between migrants and citizens, through considerations of both their economic utility and skills, but also their places of origin and prospects for social integration. Overall, migrant worker legality is arranged against the backdrop of the specific vision each country has of itself in an economically competitive, globalized world with rapidly changing welfare and citizenship models.

The rapid influx of women into the labour market has come to be recognised as one of the most important economic and social developments of the latter half of the 20th century. Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process causes (or may cause) the autonomy of various labor functions, and its impact in creating (or stymieing) various job opportunities on the labor market. This book also seeks to illuminate what actors/groups are mostly benefited by the digitalization/digital transformation and which actors/groups that are put at risk by it. This book takes its point of departure from a 2016 OECD report that contends that the impact digitalization has on the future of labor is ambiguous, as on the one hand it is suggested that technological change is labor-saving, but on the other hand, it is suggested that digital technologies have not created new jobs on a scale that it replaces old jobs. Another 2018 OECD report indicated that digitalization and automation as such does not pose a real risk of destroying any significant number of jobs for the foreseeable future, although tasks would by and large change significantly. This would affects welfare, as most of its revenue stems from taxation, and particularly so from the taxation on labor (directly or indirectly). For this reason, this book will set out to explore how the future technological and societal advancements impact labor conditions. The book seeks to provide an innovative, enriching and controversial take on how various aspects of the labor market can be (and are) affected the ongoing digitalization trend in a way that is not covered by extant literature. As such, this book intends to cater to a wider readership, from a general audience and students, to specialized professionals and academics wanting to gain a deeper understanding of the possible future developments of the labor market in light of an accelerating digitalization/digital transformation of society at large.
China witnessed an unprecedented economic boom in the past four decades but will soon see the end of "demographic dividend". With shrinking labor, improving the quality of human capital could be one way to maintain China's remarkable growth. The population in rural China accounts for 41% of the total population in China but the human capital development in rural China lags far behind the urban cities. This book selects four major reforms on education and health in rural China and evaluates the impact of these reforms on human capital development. Through rigorous econometric analysis, the book looks at factors of the rural-urban gap in human capital and the causal relationship between the reforms and the human capital development. This book will be a useful reference for developing economies which are facing similar issues in the labor market.
Despite the dramatic expansion of consumer culture from the beginning of the eighteenth century onwards and the developments in retailing, advertising and credit relationships in the nineteenth and twentieth centuries, there were a significant number of working families in Britain who were not fully free to consume as they chose. These employees were paid in truck, or in goods rather than currency. This book will explore and analyse the changing ways that truck and workplace deductions were experienced by different groups in British society, arguing that it was far more common than has previously been acknowledged. This analysis brings to light issues of class and gender; the discourse of free trade, popular politics and protest; the development of the trade union movement; and the use of the legal system as an instrument for bringing about social and legal change.

Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. However, as digitalization transcends national borders, large parts of the subject matter take on an international angle. This includes cases from several other countries around Europe as well as the United States.
This book goes beyond traditional minimum wage research to investigate the interplay between different country and sectoral institutional settings and actors' strategies in the field of minimum wage policies. It asks which strategies and motives, namely free collective bargaining, fair pay and/or minimum income protection, are emphasised by social actors with respect to the regulation and adaptation of (statutory) minimum wages. Taking an actor-centered institutionalist approach, and employing cross-country comparative studies, sector studies and single country accounts of change, the book relates institutional and labour market settings, actors' strategies and power resources with policy and practice outcomes. In this book, the author argues that a new form of capitalism is emerging at the threshold of the Fourth Industrial Revolution. He asserts that we are in the midst of a transition from democratic capitalism to feudal capitalism and highlights how robotization and innovation is leading to a social crisis for the middle classes as economic inequality is on the rise. Johannessen outlines the three elements - Balkanization, the Great Illusion, and the plutocracy - which are referred to here as feudal structures. He describes, analyzes, and discusses these elements both individually and in interaction with each other, and asks: "What structures and processes are promoting and boosting feudal capitalism?"
