As the Indian economy integrates into global circuits of production, exchange and accumulation, the burdens of adjustment are shared unequally by different sectors, classes and regions. This study unravels the livelihood strategies and living conditions of labour in the tea gardens of Assam. The tea sector has been undergoing a crisis since the 1990s, with stagnant production, decline in exports, and closures of many tea gardens leading to large-scale retrenchments in the labour force. Based on a detailed analysis of secondary data and primary field research, the study examines the extent, types and implications of inter-generational occupational mobility (or immobility) among tea garden labourers in Assam. In the process, it reflects on how even a sector that had brought capital and labour from outside and contributed significantly to the country's export earnings failed to create dynamic growth linkages within the local economy. The experience of the labour force in the Assam tea sector, the authors argue, is important for making sense not only of the development dynamics of the region, but of the contradictory ways in which forces of globalisation and neo-liberal reforms have been reshaping the worlds of labourers in the margins. India started on a program of reforms, both in its external and internal aspects, sometime in the mid-eighties and going on into the nineties. Foregrounding African women's ingenuity and labor, this pioneering case study shows how women in rural Mali have used technology to ensure food security through the colonial period, environmental crises, and postcolonial rule. By advocating for an understanding of rural Malian women as engineers, Laura Ann Twagira rejects the persistent image of African women as subjects without technological knowledge or access and instead reveals a hidden history about gender, development, and improvisation. In so doing, she also significantly expands the scope of African science and technology studies. Using the Office du Niger agricultural project as a case study, Twagira argues that women used modest technologies (such as a mortar and pestle or metal pots) and organized female labor to create, maintain, and reengineer a complex and highly adaptive food production system. While women often incorporated labor-saving technologies into their work routines, they did not view their own physical labor as the problem it is so often framed to be in development narratives. Rather, women's embodied techniques and knowledge were central to their ability to transform a development project centered on export production into an environmental resource that addressed local taste and consumption needs.

Japan s employment practices were long considered a cornerstone to its economic success. However, the reversal in economic performance during the 1990s altered the positive perception and inspired major adaptations like the rise in performance-related pay ( seikashugi ) and non-regular employment. This book presents case-studies of the adaptations in personnel management by major Japanese firms. It highlights the diversity, the stability and the considerations behind the adaptations that are implemented by these firms. Drawing on insights from institutional theory, it shows how factors such as legitimacy and institutional interlock have guaranteed an important continuity in employment practices. It discusses how the adaptations have not actually replaced the existing practices but have been shaped by them and, as a consequence, the result may not be as revolutionary as once expected but is likely to last. Furthermore, it argues that the employment practices remain specifically Japanese and that expectations of convergence have so far proved misplaced.

Is the EU enlargement the success EU institutions proclaim? Based on fifteen years of fieldwork research across Central and Eastern Europe and on migrants in the UK and Germany, this book provides a less glittering answer. The EU has betrayed hopes of social cohesion: social regulations have been forgotten, multinationals use threats of relocations, and workers, left without institutional channels to voice their concerns, have reacted by leaving their countries en masse. Yet migration, for many, increases social vulnerability. Drawing on Hirschman's concepts of 'Exit' and 'Voice', the book traces the origins of such failures in the management of EU enlargement as a pure economic and market-creating exercise, neglecting the inherently political nature of labour relations. The reinforcement of market mechanisms without political counterbalances has resulted in an increase in opportunistic 'exit' behaviour by both employers and employees, and thereby in a worsening quality of democracy, at workplace, national and European levels. As a result of this process, the EU has become more similar to the North American Free Trade Agreement between USA, Canada and Mexico, where social rights are marginalized and economic integration does not translate into better development.

First published in 1999, this volume is about unemployment and discrimination, with a focus on Northern Ireland and its debate over patterns of inequality between unemployed Catholics and Protestants. The Unequal Unemployed uses the important and revealing context of Northern Ireland to review the international debate on discrimination and the role of unemployment within it. This intellectual and political debate, active throughout the past decade, represents a conflict between: a) The traditional view that unequal unemployment is evidence of labour market discrimination against minorities and other distinct social groupings. b) Recent models which explain unemployment either in terms of individual responsibility or innate inferiority and attack the 'equal opportunities industry for its attempts at social engineering. Maura Sheehan and Mike Tomlinson approach these theories using unique survey evidence, gathered through a comprehensive evaluation of anti-discrimination policy. They contradict the view that differences in unemployment between Catholics and Protestants in Northern Ireland are the result of personal attitudes and 'religious culture'. The book demonstrates that unequal unemployment arises from various discriminatory structures and practices - all of which are amenable to policy intervention. However, while more radical measures may achieve change, these must be developed within a policy framework which stimulates labour demand and economic development. Such a framework is constrained by the continuing political conflict within Northern Ireland.

In this first comparative study of organized labor in India and Pakistan, the author analyses the impact and role of organized labor in democratization and development. The study provides a unique comparative history of Indian and Pakistani labor politics. It begins in the early twentieth century, when permanent unions first formed in the South Asian Subcontinent. This book concentrates on ethnic minorities such as former slaves, outcastes and indigenous peoples dispossessed of homeland. These groups are universally without power, usually undereducated, and always victims of their fellow citizens. The book asks why these socially excluded groups remain at the bottom of their social hierarchies as the poorest of the poor, even in nations long committed to equal opportunity. Their slow progress has four causes: obviously discrimination and poor education, but also low economic growth and cultural heritage. Low growth limits revenues for schools as well as new job opportunities, and perpetuates traditional exploitative social relations and customs. Traumatic histories of enslavement or conquest may induce behaviours by victims that reduce upward mobility. Together these four interacting variables suggest a "mobility model" that explains the impasse. The book develops and applies this model to interpret and compare the mobility history of five stigmatized, low-status ethnic groups: U.S. African Americans, Japan's Burakumin, Afro-Cubans, India's Dalits (Untouchables) and Bolivia's Highland Indians. This book examines the implications of China's economic reforms for domestic work and domestic workers. The author examines the factors that give rise to paid domestic work in a socialist economy, and goes on to look at the need for social protection of domestic workers within cities in contemporary China.

Using a socialist feminist approach, the book investigates how China's economic restructuring has deliberately crafted a domestic service sector from the top-down.
