Economic development requires secure contract enforcement and stable property rights. Normal majority-rule politics, such as bargaining over distributive and monetary policies, generate instability and frequently undermine economic development. Above Politics argues that bureaucracies can contribute to stability and economic development, but only if they are insulated from unstable politics. A separation-of-powers stalemate creates the conditions for bureaucratic autonomy. But what keeps delegated bureaucrats from being more abusive as they become more autonomous? One answer is the negotiation of long-term, cooperative relationships - that (when successful) typically bind subordinates to provide more effort in exchange for autonomy. Even more compelling is professionalism, which embeds its professional practitioners in professional norms and culture, and incidentally mitigates corruption. Financial examples are provided throughout the book, which ends with an analysis of the role played by professionalized bureaucracies during the Great Recession.

Employing a multiscalar approach to migration outcomes, spanning individual households, local communities, the macroeconomy and global patterns of capital accumulation, this book demonstrates how cumulatively causal processes at structural, institutional and agency levels have forged a precariously remittance-dependent economy in Sri Lanka. This book combines historical-structural analysis with qualitative research to contend that remittance inflows have reinforced patterns of uneven development in Sri Lanka. At the heart of this argument is a bold critique of remittance capital that inverts the migration-development nexus which has come to dominate international policymaking, with implications for Sri Lanka and other 'remittance economies' throughout the Global South. The author contends that temporary labour migration from Sri Lanka is a process of 'migration-underdevelopment', in which remittance inflows - ubiquitously considered a key source of capital for developing economies - are reinforcing of uneven development at multiple scales and produce unsustainable development outcomes. The informal economy - broadly defined as economic activity that is not subject to government regulation or taxation - sustains a large part of the world's workforce. It is a diverse, complex and growing area of activity. However, being largely unregulated, its impact on the environment has not been closely scrutinised or analysed. This edited volume demonstrates that the informal sector is a major source of environmental pollution and a major reason behind the environmental degradation accompanying the expansion of economic activity in developing countries. Environmental regulation and economic incentive policies are difficult to implement in this sector because economic units are unregistered, geographically dispersed and difficult to identify. Moreover, given their limited capital base, they cannot afford to pay pollution fees or install pollution abating equipment. Informal manufacturing units often operate under unscientific and unhealthy conditions, further contributing to polluting the environment. The book emphasizes and examines these challenges, and their solutions, encountered in various sectors of the informal economy, including urban waste pickers, small-scale farmers, informal workers, home-based workers, street vendors, and more. If the informal sector is to "Leave no one behind" (as the Sustainable Development Goals promise) and contribute to "inclusive growth" (an objective of the green economy), then its impact on the economy as well as the environment has to be carefully considered. The Ethics of Economic Responsibility raises fundamental ethical questions related to the conceptualization of economic responsibility, that is: the imperative to fulfil certain economic obligations.
