Between 1900 and 1914, the British and American suffrage movements were characterized by interaction among suffragists, their organizations, and their publications on a much broader scale than has been generally recognized or acknowledged. This study isolates and examines the various connecting links ranging from personal relationships to the emphasis on a common cause. Women participated in one another's organizations and activities, including speaking tours and visits, and each group used the experience of the other to stimulate its own progress. In addition to the prominent figures of the day, Harrison includes information about lesser-known suffragists whose names and actions have been largely lost to history. The interaction between the British and American movements began in the 1870s when a network of suffrage friendships and relationships started to take shape, and cooperation escalated in the last two decades of the century. Connections expanded and peaked between 1900 and 1914, but, with the outbreak of war in August 1914, the extensive interaction came to an abrupt end. Harrison provides a history and comparison of the two movements to give the reader context and a background against which to study the international suffrage campaign. She assesses correspondence, diaries, journals, memoirs, pamphlets, articles, and coverage within the suffrage press itself.
Since the regime of Slobodan Milosevic was spectacularly overthrown on October 5, 2000, little has been written about subsequent political developments in Serbia. The perception of Milosevic as a criminal leader who plunged the former Yugoslavia into bloodshed and used violence to achieve his aims is not widely disputed among Western observers. However, to what extent is this view of Milosevic shared by people in Serbia? Here Janine Clark offers insights into and an understanding of this troubled country. She argues that many Serbs do not regard Milosevic as a criminal leader but rather as a "bad" leader whose greatest crimes were against his own people. This has important implications for how Serbia deals with its past and for reconciliation and peace-building in the former Yugoslavia.
Lumumba-Kasongo examines those forces that contributed to the fate of multiparty democracy in Africa. The forces include the state, political parties, ethnicity, nationalism, religion, underdevelopment, and the global market. Multipartyism in Africa is not necessarily democratic. However, the processes toward multipartyism can produce democratic discourses if they can be transformed by popular and social movements. As the author points out, almost all social classes have demanded some form of democracy. Yet the sociological meanings and teleological perspectives of those forms of democracy depend on an individual or group's economic and educational status. The dynamics of the global context, as reflected in the adoption of the structural adjustment programs of the World Bank and the stability programs of the International Monetary Fund, are likely to produce non-democratic conditions in Africa. Lumumba-Kasongo challenges the existing paradigms on democracy and development, so the book is of considerable interest to scholars and policy makers involved with African politics and socio-economic development.
This important volume examines the inner dynamics of political parties with the intention of finding out how parties really work. Specialists on Germany, France, New Zealand, Norway, Japan, India, Belgium, Israel, Poland, Britain, and the United States provide analyses of the ways in which power is developed and exercised in those countries--who is trying to do what, within the party and by means of the party, and how successful they are. Political parties are not monoliths, as they have tended to be treated in party system research; rather, they have differentiated internal structures, layers, and levels, and on each of these the motivations and objectives of the participants may be very different. By looking within, these authors provide an understanding of the internal play of party power and why parties function as they do within the broader political arena.
How do state parties react to the challenge of peripheral parties demanding political power to be devolved to their culturally distinct territories? Is devolution the best response to these demands? Why do national governments implement devolution given the high risk that devolution will encourage peripheral parties to demand ever more devolved powers? The aim of this book is to answer these questions through a comparative analysis of devolution in four European countries: Belgium, Italy, Spain, and the United Kingdom. The author argues that electoral competition between state and peripheral parties pushes some state parties to prefer devolution at some particular point in time. Devolution is an electoral strategy adopted in order to make it more difficult in the long term for peripheral parties to increase their electoral support by claiming the monopoly of representation of the peripheral territory and the people in it. The strategy of devolution is preferred over short-term tactics of convergence towards the peripheral programmatic agenda because the pro-periphery tactics of state parties in unitary centralised states are not credible in the eyes of voters. The price that state parties pay for making their electoral tactics credible is the 'entrenchment' of the devolution programmatic agenda in the electoral arena. The final implication of this argument is that in democratic systems devolution is not a decision to protect the state from the secessionist threat. It is, instead, a decision by state parties to protect their needed electoral majorities. Before it became a federation, the United States was briefly a confederation, a much looser union composed of states rather than of peoples. Unions of states to promote ecomomic well-being and to prevent war are now being revived. Mr. Lister analyzes modern confederalism, and how it is functioning in the single market of the Europen Union and how it might function if the collective security system of the United Nations could be carried out, as originally planned, by a confederal-style partnership of the world's independent states. Political scientists have traditionally classified voluntary polities as confederations, federations, or unitary states. But they have ignored the first of these classes, perhaps because Alexander Hamilton, wishing to mobilize support for the new federal constitution, discredited not only the United States Confederation but the whole class of confederations as a viable method of governance. More than 200 years later, confederation as a form of governance is still under a cloud. Yet it has been resurfacing, largely unrecognized for what it is, in the repertory of government. In the treaties of Rome and Maastricht and in the collective security system of the Charter, the European Union and the United Nations are already involved in forms of governance that are confederal in all but name. Lister's book describes confederal governance and how such unions of states differ from intergovernmental organizations on the one hand and federations on the other. Meticulously researched and carefully argued, it draws upon his five years of study of confederal unions from Ancient Greece through the 19th-century Germanic Confederation and the German Zollverein. But his book is not a history of confederations. Instead, it shows how long-term alliances sometimes evolve into unions of states and, in time, into communities of the peoples who live in those states. It also shows how the ties of confederal union have been institutionalized in modern times in the EU and how they might be institutionalized in a global collective security body.^L ^L Finally, the book stresses the urgency of moving in this direction because we shall face a very serious security problem in the next century. With the steady leakage of nuclear materials in Russia, the non-proliferation approach to controlling weapons of mass destruction appears to be breaking down. Lister argues that if and when governments are confronted with this looming problem, perhaps in the not-too-distant future, the confederal model may be the one that they will need to have updated and at their disposal.
Throughout history, the right to vote has been extended to landowning men, the poor, minorities, women, and young adults. In each case, the meaning of democracy itself has been transformed. The one major group still denied suffrage is the third of humanity who are under 18 years of age. However, children are becoming increasingly active in political movements for climate regulation, labor rights, gun control, transexual identity, and racial justice. And these have led to a growing global movement to eliminate minimum ages of enfranchisement. This book argues that it is time to give children the vote. Using political theory and drawing on childhood studies, it shows why suffrage cannot legitimately be limited according to age, as well as why truly universal voting is beneficial to all and can help save today's crumbling democratic norms. It carefully responds to a wide range of objections concerning competence, knowledge, adult rights, power relations, harms to children, and much more. And it develops a detailed childist theory of voting based on holding elected representatives maximally responsive to the people's different lived experiences. The book also introduces the concept of proxy-claim voting, wherein parents or guardians exercise proxy votes for non-competent persons, both child and adult, until whatever time those persons wish to claim or reclaim the exercise of their vote for themselves. Ultimately, the book maps out a new vision of democratic voting that, by equally empowering children, is at last genuinely democratic.

This book explores how new governments and societies deal with a legacy of past repression, in Portugal, Spain, the countries of Central and Eastern Europe and Germany after reunification, as well as Russia, the Southern Cone of Latin America and Central America, as well as South Africa. It looks at official truth commissions, trials and amnesties and purges and unofficial social initiatives to deal with the past. The book also assesses the significance of forms of reckoning with the past for a process of democratic deepening as well as the importance of international actors in shaping policies to deal with past legacies in some of the countries examined.

England's capture of Canada in 1760 was the culmination of the French and Indian War and of a century and a half of conflict between Britain and France for control of the North American continent. During that long period, there were several English military efforts to evict the French, but all failed. Therefore, at the war's start, few among the English entertained serious thoughts of totally evicting France from all of Canada. Nor did the French consider such a result a serious possibility. Drawing heavily on primary sources, Brecher tells the dramatic story of why the war's outcome differed so sharply from original expectations. He does so from the vantage point of France, while demonstrating in greater depth than has been available to date the linkages between France's American policy and involvement in the Seven Years' War. Brecher provides an unprecedently full-scale analysis of the political, military, social, and economic conditions of mid-18th-century France and its North American colony, New France. That analysis also examines the direct connection between those internal conditions and the results for France of the war that ended in 1763. In doing so, Brecher assesses France's military strategy and major battles in Europe and America, as well as the diplomatic goals Versailles set for itself in the conduct of the war. Further, he describes why France concurred in leaving not only Canada, but also the vast Louisiana territory, to be divided between England and France's belated wartime ally, Bourbon Spain. Finally, Brecher explains the longer-term implications of the war for North American development and for the future of France. This is an important study for students and scholars of French and colonial American history and for the broad reading public, as well as those interested in the more recent Quebec problem.
Nigeria's democratisation efforts since attaining political independence from Britain have been tumultuous and have spanned over three successive republics. A persistent bug decimating Nigeria's democracy and repeatedly leading to military coups has been brazen electoral violence perpetrated by the nation's political elite. Nigeria's 2019 Democratic Experience analyses and explains what went wrong in Nigeria's experiment with democracy. Nigeria, Africa's most populous nation and the world's seventh most populous nation, also contributes 70% of West Africa's population. She is sub-Saharan Africa's largest oil producer and has remained Africa's largest economy by GDP since 2014. The country has hundreds of diverse ethnic nationalities and languages grouped into 36 states (or federating units) and an independent federal capital territory. Though recognized as Africa's largest democracy, her democratisation process since the 1960s has remained tumultuous with massive electoral violence and political intolerance. This repeatedly compelled the military to intervene in the nation's political history in the years 1966, 1983 and 1985. It is these developments that provided the motivation for this volume to capture for posterity the conduct of the 2019 General Elections in Nigeria.

This work provides an overview and analysis of the rise, development, decline, and end of liberal reform movements and their alternation with periods of reaction in the United States from the 1890s through the mid-1980s. Broesamle's volume reassesses the course of U.S. political history over the last century and presents a new theory of American politics that reinterprets the way the system actually produces change. He relates the life cycles of reform movements to the key social, economic, and cultural developments of their eras, investigates commonalities among movements, and assesses the extent to which each movement is individual. No other history of liberalism has propounded the same thesis. The work is ambitious in its intellectual breadth and inclusiveness, and exceptionally comprehensive in both design and execution. "Reform and Reaction" answers the questions: What is the exact nature of the reform-reaction rhythm? What gives rise to it? Is it truly cyclical? Does each crest and trough resemble its prior and succeeding counterpart, or are they distinct? If there is a resemblance, can these political transformations be expected to repeat themselves in the future? The answers to these questions will alter previous perceptions of the relationship between the political realm and society at large and especially with respect to such phenomena as upheavals of youth, the rise and decline of campaigns on behalf of workers and farmers, feminist movements, and changing moral standards. The study is divided into three major sections: Reform, Resistance, and Reaction, each of which is preceded by a short introductory essay that establishes its fundamental direction. Broesamle establishes links between political trends on one hand, and social and intellectual trends on the other, that have not been delineated before. Despite his major role in early American history, President James Monroe has been the subject of limited scholarly work, due largely to the difficulty of locating his papers, especially in a published collection. Monroe scholarship is based on only 25 percent of his papers, and a great mass of material--over 25,000 items--has remained mostly unknown and unused until now. The eight-volume "Papers of James Monroe" project will fill a major gap in American history and provide access to the massive and widely scattered Monroe Papers, enabling scholars to revisit Monroe's role in the birth and infancy of the United States. This volume covers Monroe's presidential tours in 1817, 1818, and 1819, including his correspondence, newspaper accounts, and eyewitness accounts. All major founders of the American nation have modern documentary collections--with the notable exception of James Monroe. Yet Monroe was not a minor figure, having served as Minister to France, Minister to Great Britain, Secretary of State, and Secretary of War.
Democracy, Agency, and the State aims to contribute to a
comparatively informed theory of democracy. Professor O'Donnell
begins by arguing that conceptions of 'the state' and 'democracy',
and their respective defining features, significantly influence
each other. Using an approach that is both historical and
analytical, he traces this relationship through the idea of legally
sanctioned and backed agency which grounds democratic citizenship.
From this standpoint he explores several aspects of the democratic
regime and of the state, distinguishing four constitutive
dimensions (bureaucracy, legality, focus of collective identity,
and filter). He goes on to examine the role played by the idea of
'the nation' or 'the people', and the ways in which the state
represents itself to different sections of society, especially in
countries marred by deep inequality and pervasive poverty.

Based primarily on the authors' personal experiences, this is the first study to reveal the inside story of how arms control decisions were made in the former Soviet Union. Savel'yev and General-Lieutenant Detinov participated directly in the decision-making process from 1969, when the Big Five was established, to the end of 1991, when the USSR was dissolved. They pay special attention to activities of the Politburo Commission for the Supervision of the Negotiations--the Big Five--and its working body, the interagency group known as the Five. They describe the key moments and main changes in the Soviet positions at SALT-I, SALT-II, INF, START, and DST.

A close examination of the competing influences of the West and Russia over the fate of democracy in Georgia and other former Soviet bloc nations Following the collapse of the Soviet Union, newly formed transitional regimes took up the challenging task of democratization, a task that was complicated by competition between great world powers over the future of such regimes. This book explores the effects and implications of competition between Russia and Western nations, with specific reference to democratization in the case of Georgia. In doing so, it challenges the conventional wisdom that competition between promoters of democracy and autocracy reduces the effectiveness of efforts toward democracy. Using the compelling example of Georgia, author Zarina Burkadze argues that great power competition may distribute political power in a way that causes a democratic regime to emerge, supporting her argument with evidence from an impressive array of archival sources as well as from sixty-six interviews with state officials, opposition leaders, foreign diplomats, media and nongovernmental representatives, and other experts. While the case study of Georgia is the central concern of the narrative, the book's final chapter provides an important cross-case comparison of democratization efforts in Armenia, Azerbaijan, Moldova, and Ukraine.
The evolution of the relationships among the ANZUS nations--the acronym for the Australia, New Zealand, and U.S. alliance for common security formed in 1951--is examined in this volume's essays.
