First published in 1973, this book is an attempt to examine the political determinants (as opposed to the more usual emphasis upon consequences) of contemporary population policy formation and action in developing countries, with particular reference to policy relating to family limitation.

This collection of studies, first published in 1985, describes some contemporary problems of selected pastoral and agro-pastoral communities of the West African Sahel. Several important features of the Sahel are illustrated: the significance of seasonal factors in causing periodic stress amongst people and animals, the economic uncertainty introduced by interannual climactic variations, as well as the role of traditional systems of social and economic organisation in providing some support during periods of need. The findings presented here are published in co-operation with the Sahel Institute, a regional research organisation set up in the early 1970s with representation from eight Sahelian countries - Cape Verde, Chad, Gambia, Mali, Mauritania, Niger, Senegal and Upper Volta.

Alexander Monto looks at how labor migration flows from Mexico to the United States are directed and structured, and what changes they bring in the sending and receiving communities. He places cyclical migration in the context of historical and economic developments in Mexico and the United States, and he concludes that the circulatory movement is an element in the well-established world economic system that has endured for a hundred years. Monto focuses on one Mexican town with high migrancy and on one of its migrants' main destinations, Salinas, California. He describes the network linking the two communities, which migrants use to maximize employment, minimize expenses, and return with the proceeds to Mexico, where they will be able to buy more. Monto finds that although macrosocial factors create the economic polarization that propels migration, the migrants are not merely pawns being pushed and pulled; instead, they use circulatory migration as one of several options selected according to their role in their domestic group and the group's particular needs. He concludes that this labor circulation is not a transitional phase bound to disappear when Mexico's workforce is converted to wage laborers, but a permanent, institutionalized component of Mexico's periphery-core relationship to the United States. In the next few years, predicts Monto, the proposed North American Free Trade Agreement, together with agricultural consolidation already underway in Mexico, will probably augment rather than reduce migration.

First published in 1978, this book was written at a time when belief was high in Western-guided economic development of the emerging countries. The success of Marshall Plan in war-torn Europe generated a US-led optimism that, with generous inflows of aid and technical assistance, the Third World could be won over in the Cold War. The author's direct experience as a young academic economist in Cyprus, Malaysia, Uganda and Liberia led him to question this general optimism: the reality on the ground in the developing world did not seem to match Western optimism. Theories and blueprints, made in the West, did not fit the requirements of developing countries. Higher production and better income distribution were inseparable twin objectives of developing nations. That meant, production of a higher national output must at the same time promote social justice. Investment must create adequate jobs so that new entrants into rapidly expanding labor force could be gainfully employed. Yet, the dominant (Western) theories of development at the time, in particular the Trickle Down Theory of Growth, prescribed "Growth First, Distribution Later" strategy. Similarly, Import Substitution Industrialization theories were emphasized at the expense of export-led growth. Dualistic Growth theories preached urban-biased, anti-rural development. This book was written as a rebuttal of such faulty theorizing and misguided professional technical assistance and the book's message is no less valid today than in the 1970's.
