In 1998, Sweden was the first country in the world to criminalise the purchase of sexual services, but not the sale of sex. The law represented a new prostitution regime that problematised power relations in prostitution as inherently gendered and hierarchical and made the male buyers of sexual services responsible for the act of prostitution. The Swedish case is critically important to the study of gendered institutional change and has been of empirical interest and global debate. Using the feminist institutionalism approach to the analysis, this study offers new insights to the Swedish case and provides a new analytical framework for micro-level analysis of institutional change that addresses the struggle for meaning, institutionalization of new gendered ideas, and the (strategic) actions of feminist actors.

Fighting the US Youth Sex Trade: Gender, Race, and Politics examines how politically and ideologically diverse activists joined together to change perceptions and public policies on youth involvement in the sex trade over time, reframing 'juvenile prostitution' of the 1970s as 'commercial sexual exploitation of children' in the 1990s, and then as 'domestic minor sex trafficking' in the 2000s. Based on organizational archives and interviews with activists, Baker shows that these campaigns were fundamentally shaped by the politics of gender, race and class, and global anti-trafficking campaigns. The author argues that the very frames that have made these movements so successful in achieving new laws and programs for youth have limited their ability to achieve systematic reforms that could decrease youth vulnerability to involvement in the sex trade.

This volume is a compilation of new original qualitative and ethnographic research on pimps and other third party facilitators of commercial sex from the developed and developing world. From African-American pimps in the United States and Eastern European migrants in Germany to Brazilian cafetaos and cafetinas this volume features the lives and voices of the men and women who enable diverse and culturally distinct sex markets around the world. In scholarly, popular, and policy-making discourses, such individuals are typically viewed as larger-than-life hustlers, violent predators, and brutal exploiters. However, there is actually very little empirical research-based knowledge about how pimps and third party facilitators actually live, labor, and make meaning in their everyday lives. Nearly all previous knowledge derives from hearsay and post-hoc reporting from ex-sex-workers, customers, police and government agents, neighbors, and self-aggrandizing fictionalized memoirs. This volume is the first published compilation of empirically researched data and analysis about pimps and third parties working in the sex trade across the globe. Situated in an age of highly punitive and ubiquitous global anti-trafficking law, it challenges highly charged public policy stereotypes that conflate pimping and sex trafficking, in order to understand the lived experience of pimps and the men and women whose work they facilitate.
Sexy, shrewd Norma Wallace ran the last of the legendary houses of prostitution in the French Quarter of New Orleans. The problem of prostitution, sex work or sex for sale can often be misunderstood, if we do not take into consideration its spatial, temporal and political context. Understanding Sex for Sale aims to understand how prostitution, sex work or sex for sale are delineated, contested and understood in different spaces, places and times; with a particular focus on identifying how the relation between sex and money is interpreted and enacted. Divided into three parts, this interdisciplinary volume offers contributions that discuss ongoing theoretical issues and analytical challenges. Some chapters focus on how prostitution, sex work, or sex for sale have been regulated by the authorities and on the understandings that regulations are built upon. Other chapters investigate the experiences of sex workers and sex buyers, examining how these actors adjust to or resist the categorisation processes, control and stigma they are subjected to. Finally, a third group of chapters discuss contemporary definitional issues produced by various actors tasked with controlling prostitution or offering social services to its participants. Advancing and placing analytical tools at the forefront of the discussion, Understanding Sex for Sale appeals to undergraduate and postgraduate students, as well as researchers interested in fields such as, sociology, anthropology, criminology, history, human geography and gender studies.
Human trafficking involves the violation of societal norms and often activates criminal justice responses including police, courts, juvenile justice, and child protective services. Due to the complex nature of human trafficking, some behaviours that facilitate human trafficking cannot be easily identified and assigned to conventional crime categories. As a result of this complexity, criminologists have yet to fully explore the problem of human trafficking. In recent years, however, there has been a growing interest among criminologists in human trafficking and its intersections with the criminal justice system and overlap with conventional types of crime. This edited collection of research aims to underscore these intersections in order to further improve the description, explanation, and prevention of human trafficking. Research contained in this book provides a step forward by describing police perceptions and responses to human trafficking while also providing insight into victims with reports on victim perceptions of their treatment by the police. Most notably, this volume has moved research on human trafficking beyond descriptive frequencies to sophisticated multivariate analyses. This book was originally published as a special issue of the Journal of Crime and Justice.

In particular, she explores how and why women became prostitutes, the relationships between prostitutes and clients, and the wealth which potentially could be accumulated. Notarial documents provide a unique perspective on the economics and material culture of prostitution, showing what could be earned and how prostitutes dressed and furnished their homes. The book challenges traditional assumptions about the success of post-Tridentine reforms on Roman prostitution, revealing that despite energetic attempts at social disciplining by the Counter-Reformation Popes, prostitution continued to flourish, and to provide a lucrative living for many women.
While street prostitutes comprise only a small minority of sex workers, they have the highest rates of physical and sexual abuse, arrest and incarceration, drug addiction, and stigmatization, which stem from both their public visibility and their dangerous work settings. Exiting the trade can be a daunting task for street prostitutes; despite this, many do try at some point to leave sex work behind. Focusing on four different organizations based in Chicago, Minneapolis, Los Angeles, and Hartford that help prostitutes get off the streets, Sharon S. Oselin's Leaving Prostitution explores the difficulties, rewards, and public responses to female street prostitutes' transition out of sex work. Through in-depth interviews and field research with street-level sex workers, Oselin illuminates their pathways into the trade and their experiences while in it, and the host of organizational, social, and individual factors that influence whether they are able to stop working as prostitutes altogether. She also speaks to staff at organizations that aid street prostitutes, and assesses the techniques they use to help these women develop self-esteem, healthy relationships with family and community, and workplace skills. Oselin paints a full picture of the difficulties these women face in moving away from sex work and the approaches that do and do not work to help them transform their lives. Further, she offers recommendations to help improve the quality of life for these women. A powerful ethnographic account, Leaving Prostitution provides an essential understanding of getting out and staying out of sex work.
Eva-Maria Heberer provides an overview over the history of prostitution in Germany, in which she discusses changes in legislation, in society and its view on prostitution, as well as in the market for commercial sex since 1846. Two different models describing a woman's decision to engage in sex work are suggested. Both are kept as general as possible and based on universal microeconomic models. The effect of a changing probability of getting caught selling commercial sex is analyzed using the Slutsky decomposition. Relevant variables influencing the supply of sex work are identified and measured using historical and up-to-date data for the state of Hamburg and Germany. Correlations between the variables are described and discussed, allowing to conclude that a higher probability of getting caught led to a lower supply of commercial sex over the years.
In San Francisco, the St. James Infirmary (SJI) and the California Prostitutes Education Project (CAL-PEP) provide free, nonjudgmental medical care, counseling, and other health and social services by and for sex workers-a radical political commitment at odds with government policies that criminalize prostitution. To maintain and expand these much-needed services and to qualify for funding from state, federal, and local authorities, such organizations must comply with federal and state regulations for nonprofits. In Sex Work Politics, Samantha Majic investigates the way nonprofit organizations negotiate their governmental obligations while maintaining their commitment to outreach and advocacy for sex workers' rights as well as broader sociopolitical change. Drawing on multimethod qualitative research, Majic outlines the strategies that CAL-PEP and SJI employ to balance the conflicting demands of service and advocacy, which include treating sex work as labor with legitimate occupational health and safety concerns, empowering their clients with civic skills to advance their political commitments outside the nonprofit organization, and conducting and publishing research and analysis to inform the public and policymakers of their constituents' needs. Challenging the assumption that activists must "sell out" and abandon radical politics to manage formal organizations, Majic comes to the surprising conclusion that it is indeed possible to maintain effective advocacy and key social movement values, beliefs, and practices, even while partnering with government agencies. Sex Work Politics significantly contributes to studies of transformational politics with its nuanced portrait of nonprofits as centers capable of sustaining political and social change.
In this study, Stephanie Budin demonstrates that sacred prostitution, the sale of a person s body for sex in which some or all of the money earned was devoted to a deity or a temple, did not exist in the ancient world. Reconsidering the evidence from the ancient Near East, the Greco-Roman texts, and the Early Christian authors, Budin shows that the majority of sources that have traditionally been understood as pertaining to sacred prostitution actually have nothing to do with this institution. The few texts that are usually invoked on this subject are, moreover, terribly misunderstood. Furthermore, contrary to many current hypotheses, the creation of the myth of sacred prostitution has nothing to do with notions of accusation or the construction of a decadent, Oriental Other. Instead, the myth has come into being as a result of more than 2,000 years of misinterpretations, false assumptions, and faulty methodology. The study of sacred prostitution is, effectively, a historiographical reckoning."
Never before have prostitution, strip clubs and pornography been as profitable, widely used or embedded in mainstream culture as they are today. How society should respond to the rise of the sex trade is shaping up to be one of the Twenty-First Century's big questions. Should it be legal to pay for sex? This volume is the result of the many years the authors have spent conducting ethnographic field research with sex workers, conversing with other researchers, and, perhaps most importantly, developing a deep sense of empathy for the sex worker participants in the research as well as the colleagues who carry out this work with the goal of advancing social justice. They have a combined total of twenty-five years' experience carrying out research with sex workers, and this extensive period of time has given them ample opportunity to reflect upon the topic of ethics. Sex work, defined as the exchange of sexual or sexualized intimacy for money or something of value, encompasses a wide range of legal and illegal behaviors that present researchers with key ethical challenges explored in the volume. In the nineteenth century British authorities at home and abroad attempted to regulate prostitution in order to combat the spread of venereal diseases. Philip Howell examines in detail four sites of such regulated prostitution - Liverpool, Cambridge, Gibraltar and Hong Kong - and considers the similarities as well as the differences between colonial and metropolitan practices. Placing these sites within their local, regional and global contexts, the author argues that the British administration of commercial sexuality was deeper and more extensive than conventionally portrayed. The book challenges our understanding of what constitutes colonial regulation and also confronts imperial historiographies in which projects are simply translated from metropolis to periphery. By emphasizing both particular sites of regulated prostitution, and their place in the British imperial world, this book contributes not only to histories of gender and sexuality, but also to the revision of British imperial history.
Prostitution often causes significant anxiety for communities. These communities have been known to campaign against its presence in 'their' neighbourhoods, seeking the removal of street sex workers and their male clients. Although research and literature has begun to explore prostitution from the standpoint of the community, there is no comprehensive text which brings together some of the current literature in this area. This book aspires to cast light on some of this work by exploring the nature, extent and visibility of prostitution in residential communities and business areas, considering the legal and social context in which it is situated, and the community responses of those who live and work in areas of sex work. This book aims to examine current literature on the impacts of prostitution in residential areas and considers how different policy approaches employed by the police and local authorities have mediated and shaped the nature of sex work in different communities. It explores what communities think about prostitution and those involved, as well as studies the techniques and strategies communities have utilized to take action against prostitution in their neighbourhoods. This book will also demonstrate the diversity of public attitudes, action and reaction to prostitution in the community. Civil libertarians characterize prostitution as a "victimless crime," and argue that it ought to be legalized. Feminist critics counter that prostitution is not victimless, since it harms the people who do it. Civil libertarians respond that most women freely choose to do this work, and that it is paternalistic for the government to limit a person's liberty for her own good. In this book Peter de Marneffe argues that although most prostitution is voluntary, paternalistic prostitution laws in some form are nonetheless morally justifiable. Monica waits in the Anti-Venereal Medical Service of the Zona Galactica, the legal, state-run brothel where she works in Tuxtla Gutierrez, Mexico. Surrounded by other sex workers, she clutches the Sanitary Control Cards that deem her registered with the city, disease-free, and able to work. On the other side of the world, Min stands singing karaoke with one of her regular clients, warily eyeing the door lest a raid by the anti-trafficking Public Security Bureau disrupt their evening by placing one or both of them in jail. Whether in Mexico or China, sex work-related public policy varies considerably from one community to the next. A range of policies dictate what is permissible, many of them intending to keep sex workers themselves healthy and free from harm. Yet often, policies with particular goals end up having completely different consequences. Policing Pleasure examines cross-cultural public policies related to sex work, bringing together ethnographic studies from around the world-from South Africa to India-to offer a nuanced critique of national and municipal approaches to regulating sex work. Contributors offer new theoretical and methodological perspectives that move beyond already well-established debates between "abolitionists" and "sex workers' rights advocates" to document both the intention of public policies on sex work and their actual impact upon those who sell sex, those who buy sex, and public health more generally.
Poverty and Prostitution is a study of 1,400 prostitutes and brothel-keepers operating in a Victorian cathedral city over a half century. It is based on the unique and systematic use of detailed evidence from such sources as the weekly newspaper reports of magistrates' court proceedings, workhouse records, Quarter Sessions Lists and material relating to the local refuge for 'Fallen Women'. The book also draws on the city's wealth of slum clearance records and on the evidence from the census enumerators' notebooks. Dr Finnegan examines the social and geographical origins of the prostitutes and their associates. The conclusions reached challenge existing interpretations of the subject and show that far from being a healthy and comparatively harmless activity which could be abandoned with ease, the Victorian street-walker's career was generally tragic and brief, overshadowed by poverty and characterized throughout by desperation, drunkenness, frequent prison sentences and disease. In addition to considering York's recorded prostitute community as a whole, the book is illustrated throughout with the histories of individual women, and contains fascinating photographic material.
Susanne Asman provides a compelling ethnographic account of how Tamang women and men in the Sindhupalchowk district, defined by human rights horganizations as severely affected by sex trafficking, understand what they define as "Bombay going" or migration for sex work. This ground-breaking work focuses on women's agency and the meaning they ascribe to their roles as sex workers in the migratory process in the present and the past. Asman investigates how they carve out a space for themselves and create relatedness in the places between which they move-their house in the rural area in Nepal and the brothels in Mumbai that temporarily serve as their homes during their absence. Challenging traditional, orientalist interpretations of the haram that have portrayed a domestic world of seclusion and sexual exploitation, the author reveals a complex society where noble men and women negotiated their everyday life and public-political affairs in the 'inner' chambers as well as the 'outer' courts. Using Ottoman and Safavid histories as a counterpoint, she demonstrates the richness, ambiguity and particularity of the Mughal haram, which was pivotal in the transition to institutionalisation and imperial excellence. |
