This book is Karl Widerquist's first statement of the "indepentarian" theory of justice, or what he calls "Justice as the Pursuit of Accord" (JPA). It provides five arguments for UBI, one based on the JPA theory of freedom, another based on the JPA theory of property, and three that reply to common objections to UBI. Each of these three turns the argument around using the central concepts in a justification for UBI. Although the central argument is for one specific policy proposal, this book's perspective is much wider, including very basic criticism of social-contract-based and natural-rights-based theories of justice.

Jones, Naval Postgraduate School A myth from the colonial period was that Americans could defend themselves by keeping a rifle in the closet and when needed, grab it, and march off to battle in times of crisis. Unfortunately, providing national defense is more complicated that that; indeed it was more complicated even during the Revolutionary war. General George Washington's struggles to form a standing army supported by workable logistics and supply processes and to get funding for both from the Revolutionary Congress are well documented. Financing national defense requires planning and resourcing in advance. Reacting at the instant of crisis is too late. Building an educated, highly trained and capable Armed Forces and the acquisition of defense weapons and weapons systems has long lead times and involves making decisions the consequences of which are likely to last for decades. These decisions include how to recruit and retain military and civilian personnel as well as designing, buying and fielding a vast array of ground weapons, ships, aircraft and other weaponry. A decision to buy a major defense weapons system for example sets in motion a chain of other decisions that will affect the U.S., its allies and enemies around the world. Implementation of such decisions is financed through the U.S. federal government and Department of Defense budget processes in a planned yet highly and pluralistic and disaggregated system for determining how to advocate, acquire and allocate scarce resources in a manner that culminates in congressional and presidential approval. In this book we examine the concepts and practices of defense financing, provide a detailed description and analysis of resource policy decision making, financial management and budget execution processes, and analyze the most significant features of the national defense and U.S. federal government resource decision and management system. The book assesses the numerous factors, including those that characterize the complex budget review and appropriation decision making dynamics of Congress, that make U.S. defense finance and budgeting different from any other system in the world. In addition, in a concluding chapter the book compares U.S. defense policy and budgeting to other nations in different regions of the globe, drawing conclusions about the effects of U.S. defense policy and defense financing abroad in regions including Europe, Russia, the Middle-East and Asia.
Rome's wars delivered great wealth to the conquerors, but how did this affect politics and society on the home front? In Power and Public Finance at Rome, James Tan offers the first examination of the Roman Republic from the perspective of fiscal sociology and makes the case that no understanding of Roman history is complete without an appreciation of the role of economics in defining political interactions. Examining how imperial profits were distributed, Tan explores how imperial riches turned Roman public life on its head. Rome's lofty aristocrats had traditionally been constrained by their dependence on taxpayer money. They relied on the state to fund wars, and the state in turn relied on citizens' taxes to fuel the war machine. This fiscal chain bound the elite to taxpayer consent, but as the spoils of Empire flooded into Rome, leaders found that they could fund any policy they chose without relying on the support of the citizens who funded them. The influx of wealth meant that taxation at home was ended and citizens promptly lost what bargaining power they had enjoyed as a result of the state's reliance on their fiscal contributions. With their dependence on the taxpayers loosened, Rome's aristocratic leaders were free to craft a fiscal system which prioritized the enrichment of their own private estates and which devoted precious few resources to the provision of public goods. In six chapters on the nature of Rome's imperialist enrichment, on politics during the Punic Wars and on the all-important tribunates of the Gracchi, Tan offers new conceptions of Roman state creation, fiscal history, civic participation, aristocratic pre-eminence, and the eventual transition to autocracy.

Kessler shows how political considerations distorted the liberalization process in Mexico, leading to inconsistent and unsustainable patterns of financial policy. The research examines four periods: the populist administrations of Echeverria and Lopez Portillo, during which the foundations of modern financial markets were paradoxically laid; the debt-crisis years of de la Madrid, who reversed his party's political strategy by favoring the business class with financial opportunities; the economic transformation undertaken by Carlos Salinas, who mixed genuine reform with destabilizing anti-market measures; and the political watershed of the Zedillo administration, whose unpopular bank rescue gave opposition parties unprecedented power within Mexico's policy making process. Kessler also provides a comparison of financial collapse in two other emerging markets, South Korea and Russia, and examines the political roots of crisis in both countries. This book makes an original and significant contribution to Keynesian macroeconomics. The IS-LM model is a basic workhorse of Keynesian macroeconomics. However, its financial aspects are extremely rudimentary and the link between the real and the financial sector is extremely tenuous. Hence, neither the IS-LM model nor IS-LM-based models can be applied to the major economic issues facing today's world. This book develops alternative models in the Keynesian tradition that incorporate financial institutions and make explicit the intimate link between the processes of generation of income, saving, credit and expenditure. It subsequently uses these models to address the major current macroeconomic issues that India and the rest of the world are confronted with. In the Indian context, it focuses on the issues of unemployment, growth, recession, bank performance, banking sector reforms and corruption. It also seeks to identify the causes of economic crises in Greece and the US. The analysis reveals a common trend in the economies considered here: the policy framework within which they function is recessionary, exploitative and fosters unemployment, inequality and poverty. Further, this framework is leading these economies farther away from the goal that every civilized society should strive to achieve, namely, providing all citizens with suitably gainful jobs and adequate access to quality food, clothing, shelter, education and health care. The book seeks to identify the cause of this malady, and puts forward policies to remedy it. It thus contains takeaways for academia, think tanks as well as policy makers.
Latin American experiments with pension reform began when Chile
converted its public pay-as-you-go system to a system of private
individual accounts in 1981. In the 1990s, several other countries
followed suit, inspired both by Chile's reforms and World Bank
recommendations that stressed adopting compulsory
government-mandated individual savings accounts. Following the lead
of Latin America, individual accounts were subsequently introduced
in a number of countries in both Europe and Asia. The World Bank
and governments in the region have now begun to seriously
re-evaluate these privatisations, with the most dramatic effort to
'reform the reform' coming from Chile, where President Michelle
Bachelet backed a comprehensive initiative aimed at making the
system more efficient and equitable. This volume is the first to
assess pension reforms in this new 'post-privatization' era.

This study of entrepreneurship in Europe is a greatly expanded and updated version, in English, of the author's thesis published in Dutch in 1996. Its analysis focuses on "bottlenecks" and cross-border problems confronting European entrepreneurs in the areas of income tax, corporate income tax, and value-added tax. Four countries are chosen as representative of all the tax systems existing within the EC: The Netherlands, Germany, France and the United Kingdom. The author spares no detail in his examination, explaining such important elements and distinctions as the following: how the entrepreneur is viewed under the varying tax regimes and in the different countries; entrepreneurship and the professions; incentives; sources of income; partnerships; companies and shareholders; calculation of taxable profit; justification for a separate corporate income tax; taxation of foundations and societies; and the possibility of fiscal unity among Member States for VAT purposes.
