Public Private Partnerships - Construction, Protection, and Rehabilitation of Critical Infrastructure (Hardcover, 1st ed.... Public Private Partnerships - Construction, Protection, and Rehabilitation of Critical Infrastructure (Hardcover, 1st ed. 2019)
Robert M. Clark, Simon Hakim
R4,046 Discovery Miles 40 460 Ships in 18 - 22 working days

This book discusses Public-Private Partnerships (PPPs) and their potential to protect and maintain critical infrastructure in a variety of global governmental settings. Critical infrastructure is defined as essential services that underpin and support the backbone of a nation's economy, security, and health. These services include the power used by homes and businesses, drinking water, transportation, stores and shops, and communications. As governmental budgets dwindle, the maintenance of critical infrastructure and the delivery of its related services are often strained. PPPs have the potential to fill the void between government accounting and capital budgeting. This volume provides a survey of PPPs in critical infrastructure, combining theory and case studies to provide a comprehensive view of possible applications. Written by a diverse group of international experts, the chapters detail PPPs across industries such as transportation, social infrastructure, healthcare, emergency services, and water across municipalities from the US to New Zealand to Hong Kong. Chapters discuss objectives and legal requirements associated with PPPs, the potential advantages and limitations of PPPs, and provide guidance as to how to structure a successful PPP for infrastructure investment. This book is of interest to researchers studying public administration, public finance, and infrastructure as well as practitioners and decision makers interested in instituting PPPs in their communities.

General Equilibrium and Welfare (Hardcover, illustrated edition): John Creedy General Equilibrium and Welfare (Hardcover, illustrated edition)
John Creedy
R3,462 Discovery Miles 34 620 Ships in 10 - 15 working days

This major new book provides an accessible and innovative introduction to general equilibrium analysis and associated welfare economics. In this distinct and refreshing treatment, John Creedy develops a simple two sector model using only diagrams and simple mathematics to ensure that this treatment will be accessible to students. The analysis of exchange and the gains from trade in the context of price taking behaviour are the subject of the first part of the book. Special attention is given to general equilibrium supply and demand curves and, in contrast with partial equilibrium treatments, the possibility of multiple equilibria. Trading at disequilibrium prices, the influence of the numbers of traders and bargaining solutions are then discussed before production is added to the analysis and the two sector model constructed. General Equilibrium and Welfare will be welcomed for its accessible introduction to General Equilibrium analysis and for the strong emphasis it places on exchange, which is closely in line with the work of early neoclassical writers such as Jevons, Walras, Edgeworth and Wicksell.

Fiscal Policy and Social Welfare - An Analysis of Alternative Tax and Transfer Systems (Hardcover): John Creedy Fiscal Policy and Social Welfare - An Analysis of Alternative Tax and Transfer Systems (Hardcover)
John Creedy
R3,862 Discovery Miles 38 620 Ships in 10 - 15 working days

In Fiscal Policy and Social Welfare John Creedy examines alternative tax and transfer systems and their redistributive effects.Drawing on original research, this volume concentrates on modelling tax structures and their implications for social welfare and income distribution. After reviewing various inequality and tax progressivity measures, as well as social welfare functions, the discussion moves systematically from a framework with fixed labour supplies to one in which labour supplies respond to changes in the tax system. Attention is given to taxes in a multi-period context, including the treatment of pension schemes. Finally, the analysis is extended to a general equilibrium framework involving many individuals. Extensive use is made of numerical examples and diagrams. Researchers, students and policy makers will welcome this rigorous and consistent treatment of alternative tax and transfer systems and their effects on social welfare, income distribution and tax progressivity, in both partial and general equilibrium contexts.

Education and Training in Europe (Hardcover): Giorgio Brunello, Pietro Garibaldi, Etienne Wasmer Education and Training in Europe (Hardcover)
Giorgio Brunello, Pietro Garibaldi, Etienne Wasmer
R4,670 Discovery Miles 46 700 Ships in 10 - 15 working days

While Europe is certainly one of the richest and most educated areas of the world, some of the challenges faced by the old continent are staggering: low economic growth, structural difficulties in the labour market, and increasing international competition. Politicians and policymakers may advocate different means of overcoming the potential economic decline of Europe, but most agree that Europe needs to strengthen human capital, its ultimate competitive advantage in the world economy.
This book looks at the accumulation of human capital from two perspectives, first through formal education and then professional training. It provides a useful summary of the key characteristics of education and training in Europe and also asks key questions about the fundamental problems with the current educational and training systems. More importantly, the book goes on to discuss which policies are necessary to make existing education and training systems more efficient, while also making higher skills available to a wider range of people.

Analysis and Public Policy - Successes, Failures and Directions for Reform (Hardcover): Stuart Shapiro Analysis and Public Policy - Successes, Failures and Directions for Reform (Hardcover)
Stuart Shapiro
R3,130 Discovery Miles 31 300 Ships in 10 - 15 working days

How do we incorporate analytical thinking into public policy decisions? Stuart Shapiro confronts this issue in Analysis and Public Policy by looking at various types of analysis, and discussing how they are used in regulatory policy-making in the US. By looking at the successes and failures of incorporating cost-benefit analysis, risk assessment, and environmental impact assessment, he draws broader lessons on its use, focusing on the interactions between analysis and political factors, legal structures and bureaucratic organizations as possible areas for reform.Utilizing empirical and qualitative research, Shapiro analyzes four different forms of analysis: cost-benefit analysis, risk assessment, environmental impact assessment, and impact analysis. After interviewing nearly fifty individuals who have served in high levels of government, and who have made countless regulatory policy decisions in their careers, Shapiro argues that advocates must become less ambitious and should craft requirements for simpler and clearer analysis. Such analysis, particularly if informed by public participation, can do a great deal to improve government decisions. As this book details the relationship between analysis and institutional factors such as politics, bureaucracy, and law, it is appropriate for a variety of readers, such as scholars of policy, students, scholars of regulation, and congressional and state legislative staff looking to create new analytical requirements.

Managing Public Debt - Index-Linked Bonds in Theory and Practice (Hardcover): Marcello De Cecco, Lorenzo Pecchi, Gustavo Piga Managing Public Debt - Index-Linked Bonds in Theory and Practice (Hardcover)
Marcello De Cecco, Lorenzo Pecchi, Gustavo Piga
R4,205 Discovery Miles 42 050 Ships in 10 - 15 working days

Managing Public Debt combines a theoretical and empirical analysis of the advantages of issuing index-linked bonds and potential problems that may arise and how sovereign issuers should deal with them. International in its approach, this book will be especially welcomed in those countries where index-linked programmes are in operation or being discussed. It considers the experiences of the UK, Sweden and Italy, providing new insights which will be of special interest to economists and officials in the US Treasury who will shortly begin issuing index-linked bonds. Other issues discussed include the impact of index-linked bonds on the cost of public debt of sovereign issuers and the advantages of such bonds compared to conventional bonds; the market perspective on index-linked bonds in view of the European Monetary Union and alternative uses and strategic aspects of index-linked bonds. This important book will be invaluable to policymakers, government institutions, academics and postgraduate students as well as market practitioners.

Funding Extended Conflicts - Korea, Vietnam, and the War on Terror (Hardcover): Richard M Miller Funding Extended Conflicts - Korea, Vietnam, and the War on Terror (Hardcover)
Richard M Miller
R1,767 Discovery Miles 17 670 Ships in 10 - 15 working days

One aspect of war is often overlooked: how much do they cost and how are they funded. Funding Extended Conflicts develops a baseline on Federal spending for the two extended conflicts of the Cold War era, Korea and Vietnam, and compares them with the global war on terror, including current outlays for Iraq and Afghanistan. It also provides wartime cases that offer recommendations on how to pay for future wars and focuses on the length of the tails of such spending, which are often omitted in the final analyses and distort funding estimates. Background chapters examine financing and budget issues as well as problems associated with defining the real cost of Korea, Vietnam, and the so-called long war against terrorism and are complemented by an assessment of the open-ended commitment to support homeland defense and conduct ongoing military operations in Southwest Asia. The Future of Federalism - Intergovernmental Financial Relations in an Age of Austerity (Hardcover): Richard Eccleston, Richard... The Future of Federalism - Intergovernmental Financial Relations in an Age of Austerity (Hardcover)
Richard Eccleston, Richard Krever
R4,641 Discovery Miles 46 410 Ships in 10 - 15 working days

The global financial crisis had a dramatic short-term effect on federal relations and, as the twelve case studies in this illuminating book show, set in place a new set of socio-political factors that are shaping the longer-run process of institutional change in federal systems. The Future of Federalism illustrates how an understanding of these complex dynamics is crucial to the development of policies needed for effective and sustainable federal governance in the 21st century. The book finds that growing fiscal pressures are interacting with domestic political variables to produce country specific federal dynamics. Arguably the first detailed study of the medium term impact of the financial crisis and its aftermath on federal governance, this volume highlights how growing budget pressures are contributing to increased centralisation in many federations, while in others national governments are devolving power to appease regional grievances and preserve the federal union. Contributions from leading federalism and public finance scholars test recent theoretical explanations of change in federal systems against the experiences of a diverse cross-section of federal jurisdictions. The case studies include both established federations and 'federalizing' jurisdictions, such as the UK and China, and highlights the complex dynamics which shape the evolution of federal governance Comprehensive and interdisciplinary, this timely book will appeal to students and scholars - from political science, economics and law - studying federalism, governance studies and comparative political economy. It is essential reading for public officials and policy makers interested in intergovernmental relations, public finance and budgeting and tax policy. Contributors include: J.R. Afonso, D.M. Brown, C. Colino, T.J. Conlan, L. de Mello, E. del Pino, R. Eccleston, R. Hortle, R. Jha, R. Krever, S. Lee, R. Mabugu, E. Massetti, P. Mellor, J. Schnellenbach, N. Soguel, C. Wong

The Problem of Property - Taking the Freedom of Nonowners Seriously (Hardcover, 1st ed. 2023): Karl Widerquist The Problem of Property - Taking the Freedom of Nonowners Seriously (Hardcover, 1st ed. 2023)
Karl Widerquist
R2,630 Discovery Miles 26 300 Ships in 18 - 22 working days

This book is Karl Widerquist's first statement of the "indepentarian" theory of justice, or what he calls "Justice as the Pursuit of Accord" (JPA). It provides five arguments for UBI, one based on the JPA theory of freedom, another based on the JPA theory of property, and three that reply to common objections to UBI. Each of these three turns the argument around using the central concepts in a justification for UBI. Although the central argument is for one specific policy proposal, this book's perspective is much wider, including very basic criticism of social-contract-based and natural-rights-based theories of justice.

Financing National Defense - Policy and Process (Hardcover, New): L.R. Jones, Philip J Candreva, Marc R DeVore Financing National Defense - Policy and Process (Hardcover, New)
L.R. Jones, Philip J Candreva, Marc R DeVore
R3,233 Discovery Miles 32 330 Ships in 18 - 22 working days

A volume in Research in Public Management Series Editor: Lawrence R. Jones, Naval Postgraduate School A myth from the colonial period was that Americans could defend themselves by keeping a rifle in the closet and when needed, grab it, and march off to battle in times of crisis. Unfortunately, providing national defense is more complicated that that; indeed it was more complicated even during the Revolutionary war. General George Washington's struggles to form a standing army supported by workable logistics and supply processes and to get funding for both from the Revolutionary Congress are well documented. Financing national defense requires planning and resourcing in advance. Reacting at the instant of crisis is too late. Building an educated, highly trained and capable Armed Forces and the acquisition of defense weapons and weapons systems has long lead times and involves making decisions the consequences of which are likely to last for decades. These decisions include how to recruit and retain military and civilian personnel as well as designing, buying and fielding a vast array of ground weapons, ships, aircraft and other weaponry. A decision to buy a major defense weapons system for example sets in motion a chain of other decisions that will affect the U.S., its allies and enemies around the world. Implementation of such decisions is financed through the U.S. federal government and Department of Defense budget processes in a planned yet highly and pluralistic and disaggregated system for determining how to advocate, acquire and allocate scarce resources in a manner that culminates in congressional and presidential approval. In this book we examine the concepts and practices of defense financing, provide a detailed description and analysis of resource policy decision making, financial management and budget execution processes, and analyze the most significant features of the national defense and U.S. federal government resource decision and management system. The book assesses the numerous factors, including those that characterize the complex budget review and appropriation decision making dynamics of Congress, that make U.S. defense finance and budgeting different from any other system in the world. In addition, in a concluding chapter the book compares U.S. defense policy and budgeting to other nations in different regions of the globe, drawing conclusions about the effects of U.S. defense policy and defense financing abroad in regions including Europe, Russia, the Middle-East and Asia.

Bureaucracy in the Modern State - An Introduction to Comparative Public Administration (Hardcover): Jon Pierre Bureaucracy in the Modern State - An Introduction to Comparative Public Administration (Hardcover)
Jon Pierre
R4,042 Discovery Miles 40 420 Ships in 10 - 15 working days

Public administration is under increasing pressure to become more efficient, better geared to the demands and opinions of citizens, more open to contacts with transnational bureaucracies, and more responsive to the ideas of elected policymakers. Bureaucracy in the Modern State offers a comparative analysis of how these challenges affect public administration in France, the United States, Germany, Japan, Britain, Sweden and the developing countries of the Third World. Specialist chapters written by acknowledged experts on the public policy of each country are brought together in a comparative framework in order to assess the impact of recent changes on the relationship between policy makers and the civil service, and the organizational challenges presented by the introduction of market-based ideology. Assessing public administration from a state-society perspective, the authors focus on four basic factors which they believe determine the role of the bureaucracy in modern societies: the configuration of the state, the relationship between policymakers and the bureaucracy, the internal organizational dynamics of the bureaucracy, and the relationship between the public bureaucracy and civil society. A special analysis of the relationship between domestic and transnational bureaucracies is also included, with particular reference made to the European Union. Addressing one of the key public policy issues of our time, this book will be widely used by teachers, students and researchers who will welcome the combination of in-depth studies of selected countries, from capitalist democracies to developing countries, with an authoritative comparative analysis held together by a distinct theoretical framework.

WELFARE ECONOMICS AND THE THEORY OF ECONOMIC POLICY - Pieter Hennipman (Hardcover): Donald A. Walker, Arnold Heertje, Hans Van... WELFARE ECONOMICS AND THE THEORY OF ECONOMIC POLICY - Pieter Hennipman (Hardcover)
Donald A. Walker, Arnold Heertje, Hans Van Den Doel
R4,313 Discovery Miles 43 130 Ships in 10 - 15 working days

Pieter Hennipman, the leading Dutch economist of the post-war period, made many substantial contributions to economic policy, welfare economics and, latterly, the methodology and history of economic thought during a long and distinguished career.Welfare Economics and the Theory of Economic Policy brings together a key selection of Professor Hennipman's papers - many of which have not been published in English before - which express his profound analysis of the theory of economic policy and his masterful discussion of its definition, character and scope. The pioneering work featured here developed his argument that normative economic statements and economic policies can be analysed scientifically and evaluated with the use of objective criteria. Prominent among these papers are the contributions to welfare economics and Pieter Hennipman's examination of the transition from the view that welfare was exclusively dependent on production to one which saw it as a subjective phenomenon dependent upon consumption. This volume also includes his rigorous and insightful essays on the history of the theory of welfare economics. With a thorough introduction by Donald Walker, this comprehensive volume will improve access to Professor Hennipman's outstanding contributions on the nature of the theory of economic policy as well as papers which place welfare theory in relation to other sections of economic theory in a penetrating and sophisticated manner.

Power and Public Finance at Rome, 264-49 BCE (Hardcover): James Tan Power and Public Finance at Rome, 264-49 BCE (Hardcover)
James Tan
R2,982 Discovery Miles 29 820 Ships in 10 - 15 working days

Rome's wars delivered great wealth to the conquerors, but how did this affect politics and society on the home front? In Power and Public Finance at Rome, James Tan offers the first examination of the Roman Republic from the perspective of fiscal sociology and makes the case that no understanding of Roman history is complete without an appreciation of the role of economics in defining political interactions. Examining how imperial profits were distributed, Tan explores how imperial riches turned Roman public life on its head. Rome's lofty aristocrats had traditionally been constrained by their dependence on taxpayer money. They relied on the state to fund wars, and the state in turn relied on citizens' taxes to fuel the war machine. This fiscal chain bound the elite to taxpayer consent, but as the spoils of Empire flooded into Rome, leaders found that they could fund any policy they chose without relying on the support of the citizens who funded them. The influx of wealth meant that taxation at home was ended and citizens promptly lost what bargaining power they had enjoyed as a result of the state's reliance on their fiscal contributions. With their dependence on the taxpayers loosened, Rome's aristocratic leaders were free to craft a fiscal system which prioritized the enrichment of their own private estates and which devoted precious few resources to the provision of public goods. In six chapters on the nature of Rome's imperialist enrichment, on politics during the Punic Wars and on the all-important tribunates of the Gracchi, Tan offers new conceptions of Roman state creation, fiscal history, civic participation, aristocratic pre-eminence, and the eventual transition to autocracy.
