This book uses a revised version of Kingdon's multiple-streams framework to examine health financing reforms in China, Hong Kong, Taiwan, and the Republic of Korea (ROK) as well as long-term care insurance (LTCI) reforms in Japan and Singapore. It shows that the explanatory power of the multiple-streams framework can be strengthened through enriching the concepts of policy entrepreneurs, ideas, and windows of opportunity in the original framework as well as bringing the theoretical lens of historical institutionalism into the framework.

Although collaborations for local and regional economic development have been popular in recent years, it is not yet wholly clear when or how such efforts bring successful outcomes. As a community, aligning efforts across a community to support the safety and well-being of vulnerable and underserved individuals is extraordinarily difficult. These individuals suffer disproportionally from health issues, job loss, a lack of stable housing, high utility costs, substance abuse, and homelessness. In addition to medical care, these individuals often critically need access to community social sector organizations that provide a distinct and complementary set of services, such as housing, food services, emergency utility assistance, and employment assistance. These services are just as vital as healthcare services to these individuals' long-term health and well-being, with data suggesting that 80-90% of health outcomes can be attributed to factors beyond direct medical intervention. This book proposes a novel approach to the coordination of medicine and social services through the use of people, process, and technology, with the goal being to streamline coordination between medical and Community-Based Organizations and to promote true cross-sector patient and client advocacy. The book is based on the experience of Dallas, TX, which was one of the first metropolitan regions to develop a comprehensive foundation for partnership between a community's clinical and social sectors using web-based information exchange. In the 5 years since the initial launch, the authors have been able to provide seamless connection, communication, and coordination between healthcare providers and a wide array of community-based social service organizations (a/k/a Community-Based Organizations or CBOs), criminal justice entities, and various other community organizations, including non-collegiate educational systems. This practical how-to guide is the codification of transferrable lessons from successes and challenges faced when working with clinical, community, and government leaders. In this modern study of the causes of nationalization, experts in British industrial history analyze the public ownership debates, and explain how many well-informed and moderate groups came to believe that the public ownership of certain major industries would be economically beneficial. During Attlee's Labour governments of 1945-51, a number of important industries, including coal, electricity, the railways and gas were taken into public ownership, and legislation was passed for the nationalization of the steel industry. It was then argued that nationalization would lead to an improvement in the efficiency of these key sectors, on which the rest of British industry depended for inputs. Today, such a policy would be almost unthinkable. This study examines the historical issues and uses detailed case studies of industries to explore the public ownership debate.

Since the 1990s, heritage studies has emerged as a distinct academic field, and practices and rhetoric drawn from mainstream corporate management and strategic planning have become widespread. Based on extensive research, this book is an in-depth investigation of management practices rather than policies, based on a variety of case studies from around the world. The authors take the issue of management in heritage seriously, but also take into account the role of other disciplines within heritage organizations. Although co-design has been practised in new service and product development for some years, it has only recently begun to appear in the burgeoning field of social innovation. It appears to be well-attuned to this new context, offering as it does an open-ended relational process to generate novel solutions to problems whose very definition seems to escape more conventional approaches. However, even less research attention has been paid to co-design than to social innovation. This book explores the potential of co-design as a social innovation process. It reviews the diverse theoretical and disciplinary foundations on which co-design is based. It proposes a framework for understanding co-design as a cohesive practice across the extremely broad scope of its potential applications. It explores appropriate approaches to governance and evaluation of co-design initiatives and outlines the key issues and limitations on its use. Although it is intended to provide a robust theoretical basis for researching co-design initiatives, it will also be of interest to anyone who is contemplating putting co-design into practice.
Over the past forty years, numerous theoretical advances have been made. From Ayres' and Braithwaite's ground breaking work on 'responsive regulation', we have seen models of 'smart regulation', 'regulatory governance' and 'regulatory capitalism' emerge to capture the growing prevalence and importance of regulation in modern liberal Western capitalist societies. Important advances also have been made in the practice of regulation, with regulators evolving from traditional enforcement focussed 'command and control' models to being 'modern regulators' with a suite of diverse and innovative regulatory tools at their disposal. The book presents and critically examines these theoretical and practical developments from the perspective of governments who design regulations, and the regulators that deploy them. In doing so, the book examines the various forces and interests that influence and shape the regulatory endeavour, and the practical challenges facing governments and regulators when deciding whether and how to regulate. The field called policy analysis focused originally on the formulation of new policies and was structured to give advice to those in the top reaches of government agencies. Within several decades the field moved beyond the formulation stage of the policy process (creating new policies) to agenda setting, implementation, and evaluation of existing policies. This book explores two contradictory aspects of the Korean culture: competitiveness and collectivism.
