Innovation is an oft-heard buzzword in both public and private sectors concerned with the organisation and delivery of services to vulnerable individuals. This thoughtful volume explores what innovation might actually involve in the context of contemporary human services. Yet science-based management reforms have had only marginal impact on performance. This book is based upon and extends the theoretical and empirical work of the author over the last decade. It integrates material deriving from his previous conceptual and empirical work in this field, together with new empirical evidence from emerging research. Public Service Logic challenges the product-dominant assumptions of the New Public Management (NPM) about the nature and management of public service delivery. Whilst the NPM has led to some important developments in public management, it has also had significant limitations and weaknesses. The book presents an alternative to this, as a framework for the future delivery and reform of public services globally. It draws upon the extant literature in the field of service management to argue for a Public Service Logic (PSL) for the delivery of public services. This situates public service delivery within the vibrant and influential field of service-dominant research and theory. It argues that effective public service management requires both that these services are understood as services not as products and that, consequently, public service management requires a focus on value creation as its over-arching rationale. Networks have been described in terms of metaphors, governance arrangements and structural or institutional arrangements. These different perspectives of networks come out of a variety of disciplines, including political science, public administration, urban affairs, social welfare, public management and organizational/sociological research. The Berkeley Consumer Co-operative is promoted by both supporters and opponents of the co-operative business model as a significant example of what can go wrong with the co-operatives. Yet for all this, few Americans, and more specifically, a surprisingly small proportion of the sector's practitioners, know where the nonprofit sector came from, or how it developed and came to be what we know it as today. This work is a historical overview of that sector, presented less as a chronology than as a discussion of the major influences-some legal, some social, some political-that helped shape the arena. The core message of the book is that the developmental trajectory of nonprofits has not been a straight line. Rather, its path over the years might be compared to that of a pinball, moving straight and building up momentum for a time, but then ricocheting off some event or social trend and taking off in a new direction altogether. Equally important, however, the sector is also the product of a founding genome that came out of colonial, Puritan-inspired New England and spread as that culture and its values became one of the dominant forces in American society. Knowing this history is a prerequisite for understanding and appreciating the character of this deeply influential part of American social culture.

This book uses a revised version of Kingdon's multiple-streams framework to examine health financing reforms in China, Hong Kong, Taiwan, and the Republic of Korea (ROK) as well as long-term care insurance (LTCI) reforms in Japan and Singapore.
