First published in 1910, this volume is a dispassionate analysis of the changes in and the various aspects of official policy towards pauperism from the 'Revolution of 1834' to the Majority and Minority Reports of 1909. In their preface to this volume the Webbs wrote: "What obscured the history was the manner in which masses of heterogeneous facts were heaped together. To read, one after another, these complicated Orders and lengthy Reports, each dealing with all kinds of paupers and various methods of relief, was but to accumulate confusion. They resembled a heap of geological conglomerates which could not be assayed until they had been broken up in such a way as to sort the different materials into separate homogeneous parcels". This book succeeds in presenting a masterly survey of this sector of the British social services on the eve of the foundation of the Welfare State, and completes the corpus of the Webbs on the Poor Law.
World poverty represents a failure of the international community
to see half of the global population secure their basic
socio-economic rights. Yet international law foresees cooperation
as essential to the realization of these human rights. In an era of
considerable interdependence and entrenched economic and political
advantage, the particular features of contemporary world poverty
give rise to pressing questions about the scope, evolution, and
application of the international law of human rights, and the
attribution of global responsibility.
As urban populations in developing countries continue to grew rapidly, one of the most critical issues in the Third World has become providing shelter and other basic services such as clean water, health clinics, and sewage disposal to the urban poor. This book of nine case studies of urban programs and projects in Indonesia, Kenya, Malaysia, Nigeria, Pakistan, South Korea, India, and Sri Lanka focuses on impediments to slum upgrading. The authors discuss each project's evolution, the capabilities and resources of implementing agencies, the problems of interagency relationships and coordination, costs and funding, the difficulties of developing effective linkages with poor communities, and the accessibility of the new services to the urban poor.
The number of poor people in China is huge, despite recent economic advances. The minorities in China constitute less than ten per cent of the entire population, yet they represent forty to fifty per cent of the absolute poor. This compelling book investigates the problem of poverty and inequality in and among Chinese ethnic minorities, focusing in particular on two important questions: Have the minorities shared the fruits of spectacular economic growth in China during the past two decades? Is their backwardness due to ethnic and cultural factors or to extremely low incomes? The authors examine the different factors explaining poverty, the relationship between poverty and ethnicity, poverty indicators that permit a comparison between minorities and non-minorities (or the Han majority), economic and demographic characteristics of minorities and their educational, occupational and gender profiles. They consider whether special measures in favour of minorities introduced by the Chinese government have contributed to an improvement in their standard of living. Poverty and Inequality among Chinese Minorities gives original research findings and new thinking on a highly topical issue in Chinese development economics, and fills a gap in the existing economic literature.

In contemporary European and American urban policy and politics and in academic research it is typically assumed that spatial concentrations of poor households and/or ethnic minority households will have negative effects upon the opportunities to improve the social conditions of those who are living in these concentrations. Since the level of concentration tends to be correlated with the level of spatial segregation the 'debate on segregation' is also linked to the social opportunity discussion. This book explores the central questions in urban and housing studies: Do poor neighbourhoods make their residents poorer? Does the neighbourhood structure exert an effect on the residents (behavioural, attitudinal, or psychological) even when controlling for individual characteristics of the residents? This issue has offered a locus for multi-disciplinary investigations on both sides of the Atlantic, and this volume demonstrates the rich geographical, sociological, economic and psychological dimensions of this issue. This volume brings together for the first time an updated collection of articles exploring poverty, poor relief, illness, and health care as they intersected in Western Europe, the Mediterranean and the Middle East, during a 'long' Middle Ages. This book explores the vital role of faith-based organizations (FBOs) in compensating for the market's and government's inability to provide vital services. Its key theoretical contribution is the notion that poverty is the result of a triadic failure-when markets, government, and civil society become dysfunctional at the same time. Using data on Catholic missionaries' development work, this study presents the various ways by which FBOs mitigate market and government failures in healthcare, education, and social services, and in the process build and strengthen civil society. This study has two main objectives. First, it aims to present an overview of missionaries' development work, evaluating the socioeconomic significance of their faith-based development work. In addition, various comparative advantages and disadvantages have been imputed to FBOs in the religion-development literature, and we assess to what extent missionaries actually exhibit these posited qualities in practice. Second, the groundwork is laid for future religion-development scholars by presenting a theoretical framework and a method for evaluating the role and contributions of FBOs in the larger community. This is an important investigation of contemporary worldwide Christianity and its relationship with development. As such, it will interest scholars of religious studies and missiology, as well as development economics, public service and the political economy.
Since the group of least developed countries (LDCs) was identified in 1971, only five countries have graduated from the group, all of which are characterised by small size or population. The projections are that the next decade will see a rapid increase in the pace of graduation, with Bangladesh in particular poised to be one of the largest countries, in terms of its economy and population, yet to leave the group. While previously many LDCs viewed the prospect of graduation with some apprehension, fearing significant erosion of international support, increasingly, the move is being seen as a more positive landmark. This book aims to articulate appropriate strategies and initiatives to help Bangladesh to maintain its developmental momentum and to prepare for a sustainable graduation in 2024. In doing so, the book explores themes such as key analytical issues of the LDC graduation paradigm, smooth transition and structural transformation, and post-graduation challenges and opportunities. Further, against the backdrop of Gross National Income per capita, the Human Assets Index and Economic Vulnerability Index goals required for graduation, the Sustainable Development Goals (SDGs) set by the 2030 Agenda will also be in the process of implementation. Whilst some feel that the two agendas might be in conflict, the book teases out some of the important synergies which can be drawn when LDCs are undertaking the journey of graduation in the era of the SDGs. The book also takes into cognisance the uncertain external environment and the emerging global scenario within which Bangladesh's graduation is to take place. Conceptual discourse around LDC graduation and the particular narrative around Bangladesh's journey towards LDC graduation will be of interest not only to scholars of Bangladesh, but also to researchers and policymakers with an interest in LDC graduation for other countries facing similar challenges.
In this fascinating book, Ann Woodall investigates and compares the work and thought of William Booth and Karl Marx, who both arrived in London in 1849. She draws comparisons between their responses to the intractability of the poverty of the 'submerged tenth' of London's population, and argues that Booth's pioneering work in establishing the Salvation Army and the development of Marx's economic theory began in their interactions with the London residuum. Each recognised that much of the suffering was caused by the workings of laissez-faire capitalism and that its total solution required a challenge to the existing economic system. What Price the Poor? raises important questions about the relationship between theological discourse and the sociological imagination, and it firmly places the development of theoretical and practical social analysis and application within the context of social history. It will appeal to all with interests in classical sociology and the history of social activism.
The poor and the sick-poor have always presented a problem to the governments and churches of Europe. Whose responsibility are they? Are they a wilful burden on the honest working population, or are they a necessary presence for the true Christian to live the true Christian life? In the 18th and 19th centuries what happened to the poor and the sick-poor in the north and south of Europe was different. In the north there occurred first the Reformation in the 16th century, which changed attitudes to the poor, and then the advent of industrialisation, with its far-reaching effects of pauperisation of people both in town and countryside. In the Catholic south, where industrialisation did not appear so soon, the Catholic Church introduced a programme of reform at all levels but along traditional lines. This included the founding of new orders dedicated to the care of the poor and sick, of new institutions within which to house and care for them. At all times it was taken for granted that it was a necessary aspect of being a Christian that one should give for the care of the needy, and that this was not the duty of the state or of secular institutions. The secularising movement did however reach the southern countries by way both of the Enlightenment and - more drastically - in the form of the Napoleonic invasions. But after the defeat of Napoleon, the Church reasserted its right to administer and control the support of the poor and sick, and this situation continued until 1900 in most areas. Moreover the effects of industrialisation and the concomitant increase in population did make itself felt in the south in the course of the 19th century, which put great stress on the institutions for poor relief and health care for the poor. All this is still relevant today, since the situations that governments and the Catholic Church found themselves confronted with, and the stark choices they had to make, are being replayed to some extent today. Who is responsible for the poor, who is to blame for their being poor? How should their poverty be relieved, how should the health care of the many be funded? These are still live issues today. Poor News examines the way discourses of poverty are articulated in the news media by incorporating specific narratives and definers that bring about certain ideological worldviews. This happens, the authors claim, because journalists and news editors make use of a set of information strategies while accessing certain sources within specific social and political dynamics. The book looks at the case of the news media in Britain since the industrial revolution and produces a historical account of how these media discourses came into play. The main thesis is that there have been different historical cycles that reflect particular hegemonic ideas of each period. In the field of anti-poverty policies, the interplay between the Europe 2020 overarching strategy and the 'Semester' have marked major discontinuity vis-a-vis the Open Method of Coordination for social protection and social inclusion (Social OMC) of the Lisbon phase. This book therefore asks whether and how Europe matters in the fight against poverty and social exclusion by assessing the emergence and possible institutionalisation of a European multi-level, multi-stakeholder and integrated policy arena in the new institutional framework. Supranational developments, multi-level interactions, as well as the strategy effects at the national level are analysed in six European countries - Belgium, Germany, Italy, Poland, UK and Sweden - with the aim to identify the key factors affecting the implementation of the Europe 2020 anti-poverty strategy. Since the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act, it has become clear that the issues associated with welfare are now inextricably woven into the problems of low-wage work. In this volume leading commentators on the labor scene analyze poverty and welfare reform within a context of low-wage work and the contours of the labor market that welfare recipients are entering. The idea of giving cash, no-strings-attached, to the poor has become popular in the 21st century. While hardly a radical form of global redistribution, these cash grants, often known as unconditional cash transfers, claim to offer a new type of care that is less paternalistic than other forms of assistance.
