Literature and Justice in Mid Twentieth Century Britain: Crime and War Crimes examines how ideas about crime, criminality, and judicial procedure that had developed in a domestic context influenced the representation and understanding of war crimes trials, victims of war crimes, and war criminals in post-Second World War Britain. Between 1944 and 1949 the United States Navy held a war crimes tribunal that tried Japanese nationals and members of Guam's indigenous Chamorro population who had worked for Japan's military government. In Sacred Men Keith L. Camacho traces the tribunal's legacy and its role in shaping contemporary domestic and international laws regarding combatants, jurisdiction, and property. Examining how international criminal law has-and hasn't-brought justice following war crimes in Africa.Ever since World War II, the United Nations and other international actors have created laws, treaties, and institutions to punish perpetrators of genocide, war crimes, and crimes against humanity. These efforts have established universally recognized norms and have resulted in several high-profile convictions in egregious cases. But international criminal justice now seems to be a declining force - its energy sapped by long delays in prosecutions, lagging public attention, and a globally rising authoritarianism that disregards legal niceties. This book reviews five examples of international criminal justice as they have been applied across Africa, where brutal civil conflicts in recent decades resulted in varying degrees of global attention and action. The first three chapters examine key international mechanisms: the International Criminal Court, the International Criminal Tribunal for Rwanda, and the hybrid tribunal established in Senegal to try state crimes committed in Chad. These chapters illustrate how the design and practice of the institutions led to similarly unexpected and unsatisfying outcomes. Executed by the British in 1916 for treason, Roger Casement is one of Ireland's most colorful, mythologized, and controversial figures. His infamous Black Diaries, with their homosexual materials, were famously published by the Olympia Press in a suspect edition in 1959. In 1903 when he was a British consul, he left his base on the Lower Congo River and made a Conrad-like journey through the "heart of darkness" regions of the Upper Congo to personally investigate reports of alleged atrocities (Conrad found Casement to be "most intelligent and sympathetic"). His subsequent report gained him fame by exposing the appalling cruelties of the colonial and commercial regime there, and was a crucial instrument in the British government's efforts to bring about change in King Leopold's Congo Free State. He later exposed similar exploitation in Niger, Mozambique, and South America. This carefully edited work brings together Casement's report, as well as his diary of that year, with previously excised names restored and explanatory notes provided. The editors provide an overview of Casement's career and a thorough historical background to these documents. Seamus O Siochain teaches at the National University of Ireland and is completing a major biography of Casement. Michael O'Sullivan was at Dublin City University until his death in 2002.

But many other scholars are sceptical: contending that perpetrators of mass killing rarely seem ideologically committed, and that rational self-interest or powerful forms of social pressure are more important drivers of violence than ideology. In Ideology and Mass Killing, Jonathan Leader Maynard challenges both these prevailing views, advancing an alternative 'neo-ideological' perspective which systematically retheorises the key ideological foundations of large-scale violence against civilians. East Asia, until recently the scene of widespread blood-letting, has achieved relative peace. A region that at the height of the Cold War had accounted for around eighty percent of the world's mass atrocities has experienced such a decline in violence that by 2015 it accounted for less than five percent. This book explains East Asia's 'other' miracle and asks whether it is merely a temporary blip in the historical cycle or the dawning of a new, and more peaceful, era for the region. It argues that the decline of mass atrocities in East Asia resulted from four interconnected factors: the consolidation of states and emergence of responsible sovereigns; the prioritization of economic development through trade; the development of norms and habits of multilateralism, and transformations in the practice of power politics. Particular attention is paid to North Korea and Myanmar, countries whose experience has bucked regional trends largely because these states have not succeeded in consolidating themselves to the point where they no longer depend on violence to survive. Although the region faces several significant future challenges, this book argues that the much reduced incidence of mass atrocities in East Asia is likely to be sustained into the foreseeable future.

Dangerous Diplomacy reassesses the role of the UN Secretariat during the Rwandan genocide. With the help of new sources, including the personal diaries and private papers of the late Sir Marrack Goulding-an Under-Secretary-General from 1988 to 1997 and the second highest-ranking UN official during the genocide-the book situates the Rwanda operation within the context of bureaucratic and power-political friction existing at UN Headquarters in the early 1990s.
