Original research and expository articles presented in this publication are written by leading Mathematicians and Statisticians working in these areas. The articles contained herein are on the following general topics: `matrices in graph theory', `generalized inverses of matrices', `matrix methods in statistics' and `magic squares'. In the area of matrices and graphs, speci_c topics addressed in this volume include energy of graphs, q-analog, immanants of matrices and graph realization of product of adjacency matrices. Topics in the book from `Matrix Methods in Statistics' are, for example, the analysis of BLUE via eigenvalues of covariance matrix, copulas, error orthogonal model, and orthogonal projectors in the linear regression models. Moore-Penrose inverse of perturbed operators, reverse order law in the case of inde_nite inner product space, approximation numbers, condition numbers, idempotent matrices, semiring of nonnegative matrices, regular matrices over incline and partial order of matrices are the topics addressed under the area of theory of generalized inverses. In addition to the above traditional topics and a report on CMTGIM 2012 as an appendix, we have an article on old magic squares from India.

This is particularly so in advanced industrialized nations that have adopted science- and technology- based strategies for national economic competitiveness. The United States, the United Kingdom, and Japan -- the three nations that are the subjects of this book -- share this policy strategy. Each of these nations is committed to hamessing the innovations that stern from scientific and technological advance to promote national economic prosperity. Governments can influence their nation's R&D efIort in three general ways. First, they can directly fund the R&D efIort through grants, loans, appropriations, or government contracts. Second, they can provide tax and financing incentives to encourage higher levels of private sector R&D. Third, they can use their power to create inter-organizational collaborations that vastly extend and expand the nation's collective R&D efIort. University-industry collaborations are a principal type of these inter organizational R&D efIorts -- and the focus of this book."

The importance of technology transfer to innovation and wealth creation is now recog nised by most governments. As the policy debate has intensified, however, it has become clear that the problem of encouraging successful transfer is complex, and requires an interdisciplinary approach. The collection of papers in this volume is deliberately diverse. It offers perspectives from economics, sociology, science, engineering and public administration, and also from outside academic life, from those involved at the 'sharp end' of technology licensing and administering government research programmes. Contributions are also drawn from a rangeofnational backgrounds-the authors are drawn from ten countries, from through out Europe and North America. The main focus for the papers was a NATOAdvanced Study Workshop, which took place at the National Institute ofEconomic and Social Research, London, in September 1995. Group Inverses of M-Matrices and Their Applications highlights the importance and utility of the group inverses of M-matrices in several application areas. After introducing sample problems associated with Leslie matrices and stochastic matrices, the authors develop the basic algebraic and spectral properties of the group inverse of a general matrix. They then derive formulas for derivatives of matrix functions and apply the formulas to matrices arising in a demographic setting, including the class of Leslie matrices. With a focus on Markov chains, the text shows how the group inverse of an appropriate M-matrix is used in the perturbation analysis of the stationary distribution vector as well as in the derivation of a bound for the asymptotic convergence rate of the underlying Markov chain. These basic tests for mutagenicity, originally drawn up by the United Kingdom Environmental Mutagen Society in 1983 have now been fully revised under the auspices of expert working groups from academia and industry and in collaboration with the UK Department of Health. This volume therefore provides the latest official guidelines and recommendations for all scientists involved in the testing and registration of new compounds not only in the UK, but in wider international context. Originally published in 1993, this volume describes a complementary selection of tests to those described in the companion volume Basic Mutagenicity Tests (Cambridge University Press, 1990). One of the most profound evolutions of the National Guard occurred following the release of the 2006 Quadrennial Defense Review. It redefined the role of the National Guard from a strategic reserve to an operational reserve. This leadership decision dramatically increased the responsibility of the NG. NG personnel and equipment have rapidly become exhausted and unserviceable. Units are forced to cross level equipment and personnel to fill shortages in support of deployed units. The net effect of this increased responsibility may have a deleterious effect on the overall national security of the United States. An organization constitutionally established as the primary homeland security force must have the operational reserve role clearly defined. Conversely, what military organization executes the role of strategic reserve in the Guard's absence? The question is not if the NG can support an operational role, but what are the sacrifices to homeland security? The military and political leadership must be willing to consider reduced deployment times, enforcement of the ARFORGEN process, continued aggressive recruiting, retention campaigns, and focusing federal and state authorities toward increased civic involvement for homeland security. This is an enormous financial undertaking especially in times of economic crisis. It is however, a critical issue requiring the focused attention of the military, the political leadership and citizenry of the United States in order to provide the best alternative for securing the borders of our nation and our way of life from the potential threats in the 21st Century.
