The Films of Mira Nair: Diaspora Verite presents the first, full-length scholarly study of her cinema. Mira Nair has broken new ground as both a feminist filmmaker and an Indian filmmaker. Several of her works, especially those related to the South Asian diaspora, have been influential around the globe. Amardeep Singh delves into the complexities of Nair's films from 1981 to 2016, offering critical commentary on all of Nair's major works, including her early documentary projects as well as shorts. The subtitle, ""diaspora verite,"" alludes to Singh's primary theme: Nair's filmmaking project is driven aesthetically by her background in the documentary realist tradition (cinema verite) and thematically by her interest in the lives of migrants and diasporic populations. Mainly, Nair's filmmaking intends to document imaginatively the experiences of diasporic communities. Nair's focus on the diasporic appears in the long list of her films that have explored the subject, such as Mississippi Masala, So Far from India, Monsoon Wedding, The Perez Family, My Own Country, The Namesake, and The Reluctant Fundamentalist. However, a version of the diasporic sensibility also emerges even in films with an apparently different scope, such as Nair's adaptation of Thackeray's Vanity Fair. Nair began her career as a documentary filmmaker in the early 1980s. While Nair now has largely moved away from the documentary format in favor of making fictional feature films, Singh shows that a documentary realist style remains active in her subsequent fictional cinema.
The debate on governance originates in the OECD world. At the latest since the postcolonial debate, we know that we need to "test" our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer "a shadow hierarchy" but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.
This is the first book to examine the processes of territorial federalization and decentralization of health systems in Europe drawing from an interdisciplinary economics, public policy and political science approach. Originally published in 1957, the first part of the book discusses the general problems of approach, classification, typology and terminology, and examines ancillary fields of study and the methods of teaching comparative government. Part Two is concerned with studies of particular areas, democratic control of foreign policy, political parties, contemporary revolutionary movements, parliamentary procedures, electoral systems and elections, and nationalized industries.
This book challenges conventional conceptions of politics which focus largely on the institutions of government and the associated struggles for power around them. It argues that politics is involved in all the activities of cooperation and conflict whereby people organize the use, production and distribution of human, natural and material resources. Found in all human groups, institutions and societies, politics everywhere influences and reflects the structures of power, social organization, culture and ideology. These central themes are illustrated by drawing on a wide range of societies, including the Kung hunter-gatherers, the pre-Columbian Aztecs and the Pastoral Maasai, as well as modern Britain and Third World societies from Chile to China. Other examples - of village communities, a typical university department and the World Bank - show how institutions may also be analyzed in terms of the definition of politics used here. It is equally central to the argument that many of the most critical problems occurring in societies can be attributed to their politics, and this theme is explored looking at such problems as poverty, famines, epidemics, violence and unemployment in Britain and throughout the world.
When considering strategies to address violent conflict, scholars and policymakers debate the wisdom of recognizing versus avoiding reference to ethnic identities in government institutions. In Diversity, Violence, and Recognition, Elisabeth King and Cyrus Samii examine the reasons that governments choose to recognize ethnic identities and the consequences of such choices for peace. The authors introduce a theory on the merits and risks of recognizing ethnic groups in state institutions, pointing to the crucial role of ethnic demographics. Through a global quantitative analysis and in-depth case studies of Burundi, Rwanda, and Ethiopia, they find promise in recognition. Countries that adopt recognition go on to experience less violence, more economic vitality, and more democratic politics, but these effects depend on which ethnic group is in power. King and Samii's findings are important for scholars studying peace, democracy, and development, and practically relevant to policymakers attempting to make these concepts a reality.
Diversity in the European Union encompasses the national cultures and languages of the member states, but increasingly also assertions of difference within European societies. Immigrants have brought to the fore religious, ethnic, and racial diversity, sexual minorities have demanded equal rights, and regional and cultural minorities have clamored for recognition and participation. This volume provides an overview of EU actions seeking to manage diversity, introduces a conceptual framework to think about diversity in the European Union, and provides a tapestry of cases that illustrate minority politics and activism, contestations over identity and difference, and the construction of new meanings of European citizenship.
In its first seven years, the North American Free Trade Agreement (NAFTA) tripled trade and quintupled foreign investment among the U.S., Mexico, and Canada, increasing its share of the world economy. In 2001, however, North America peaked. Trade slowed among the three, manufacturing jobs shrunk, and illegal migration and drug-related violence soared. Europe caught up, and China leaped ahead. In The North American Idea , eminent scholar and policy-maker Robert A. Pastor explains that NAFTA's mandate was too limited to address the new North American agenda. Instead of offering bold initiatives like a customs union to expand trade, the three leaders thought small. Interest groups stalemated the small ideas as they inhibited the bolder proposals, and the governments accomplished almost nothing. To overcome this resistance and re-invigorate the continent, the leaders need to start with an idea based on a principle of interdependence. If one country fails, all three are harmed, and if one grows, they all benefit. Drawing on first-hand experience as a policy-maker and analyst, Pastor shows how this idea-once woven into the national consciousness of the three countries-could mobilize public support for continental solutions to problems that have confounded each nation working on its own. To stimulate trade and reduce illegal migration, for example, the three countries could set up a fund to invest in the continent's infrastructure. Such a fund would be impossible without leadership and an idea of the continent's current importance and its future promise. Providing essential historical context and challenging readers to view the continent in a new way, Robert Pastor offers an expansive vision and a detailed blueprint for a more integrated, dynamic, and equitable North America.
Given the recent focus on the challenges to representative democracy, and the search for new institutions and procedures that can help to channel increasing participation, this book offers empirical insights on alternative conceptions of democracy and the actors that promote them. With a focus on the conceptions and practices of democracy within contemporary social movements in Europe, this volume contributes to the debate on the different dimensions of democracy, especially in its participative and deliberative forms. On the basis of an in-depth analysis of European Social Forums, gathering thousands of social movement organizations and tens of thousands of activists from all Europe, the book explores the transnational dimension of democracy and addresses a relevant, and little analyzed aspect of Europeanization: the Europeanization of social movements. Providing a cross-national comparison on the global justice movement, the theoretical challenges of the new wave of protest and offering rich empirical data on contemporary activism, this book will appeal to students and scholars of comparative politics, sociology, political sociology, social movement studies, as well as transnational relations.
This book explores the reasons behind the variation in national responses to the COVID-19 pandemic. In doing so, it furthers the policy studies scholarship through an examination of the effects of policy styles on national responses to the pandemic. Despite governments being faced with the same threat, significant variation in national responses, frequently of contradictory nature, has been observed. Implications about responses inform a broader class of crises beyond this specific context. The authors argue that trust in government interacts with policy styles resulting in different responses and that the acute turbulence, uncertainty, and urgency of crises complicate the ability of policymakers to make sense of the problem. Finally, the book posits that unless there is high trust between society and the state, a decentralized response will likely be disastrous and concludes that while national responses to crises aim to save lives, they also serve to project political power and protect the status quo. This text will be of key interest to scholars and students of public policy, public administration, political science, sociology, public health, and crisis management/disaster management studies.
Electoral autocracies - regimes that adopt democratic institutions but subvert them to rule as dictatorships - have become the most widespread, resilient and malignant non-democracies today. They have consistently ruled over a third of the countries in the world, including geopolitically significant states like Russia, Turkey, Venezuela, Egypt, Indonesia, Nigeria and Pakistan. Challenging conventional wisdom, Popular Dictators shows that the success of electoral authoritarianism is not due to these regimes' superior capacity to repress, bribe, brainwash and manipulate their societies into submission, but is actually a product of their genuine popular appeal in countries experiencing deep political, economic and security crises. Promising efficient, strong-armed rule tempered by popular accountability, elected strongmen attract mass support in societies traumatized by turmoil, dysfunction and injustice, allowing them to rule through the ballot box. Popular Dictators argues that this crisis legitimation strategy makes electoral authoritarianism the most significant threat to global peace and democracy.
This edited volume introduces the political, social and economic intra-Kurdish dynamics in the Middle East by comparatively analyzing the main actors, their ideas, and political interests. As an ethnic group and a nation in the making, Kurds are not homogeneous and united but rather the Kurdish Middle East is home to various competing political groups, leaderships, ideologies, and interests. Although many existing studies focus on the Kurds and their relations with the nation-states that they populate, few studies analyze the Kurdish Middle East within its own debates, conflicts and interests from a comparative perspective across Iran, Iraq, Turkey, and Syria. This book analyzes the intra-Kurdish dynamics with historically-grounded, theoretically-informed, and conceptually-relevant scholarship that prioritizes comparative politics over international relations.
This book examines the relationship between religion and the state in a comparative perspective with special attention paid to the Western and Middle-Eastern experiences. It examines the resurgence of "fundamentalism" not only in developing nations but also in economically affluent "post-modern" societies. It seeks to elucidate whether the fusion between religion and politics is compatible with tolerance and individual freedom; or whether the Jeffersonian "wall of separation" is necessary to insure the flowering of democracy.
This volume examines the Africa-Asia relationship from a transregional perspective, namely as a set of emergent social, political and economic practices spanning a number of analytical and spatial scales. Drawing on a host of countries from both regions, the contributions illustrate how encounters increasingly transcend fixed territorial categories at local, national and regional levels. While large-scale political and economic considerations tend to dominate in Asia-Africa related literature-for instance, in China-Africa, BRICS and South-South discourses-the current volume seeks to foster dialogue between these broader levels of analyses and more localized social practices and experiences, including the role of civil society, cultural production and migration. With an emphasis on the "trans" aspects of inter-regional exchange, the volume contributes to a better understanding of new forms of space-making between these two increasingly important regions.
This book interprets the relationship between Ireland and the European Union (EU). We are coming up to 50 years since Ireland acceded to the EU (2023), and the links between the two are unique and distinctive. The volume presents an original interpretation of Irish-EU relations, and this in turn has implications for a wider understanding of the EU. Its aim is to analyse the Irish-EU relationship from the idea of two apparently contradictory political ideas - internationalism (as represented by European integration in this particular instance) and nationalism (long the dominant value in Irish politics). The authors argue that to date the contradictions have been managed with considerable ease, leading us to characterise the Irish-EU relationship as "nationalism within internationalism".

In recent decades, popular sovereignty has come under increasing pressure. The rise of populism, often illiberal or authoritarian, has undermined minority rights, individual autonomy, and rule of law. The expansion of international institutions and greater reliance on market and non-governmental organizations have gradually insulated large areas of policymaking from public control. In turn, these developments cast doubt on the viability and desirability of liberal democracy itself. How are responses to urban policy challenges affected by new ideas about governance? How can we explain the governance transformations that result? And what are the consequences for democracy? This wide-ranging study of three European cities - Birmingham, Copenhagen and Rotterdam - shows how hybrid forms of governance emerge from the tensions between new visions and past legacies, and existing institutional arrangements and powerful actors. Hybrid governance includes public-private partnerships, stakeholders boards, and multi-actor forums operating at arm's length to institutions of representative democracy. Offering detailed studies of migration and neighbourhood policy, as well as a novel Q methodology analysis of public administrators' views on democracy, the book explores how actors generate new practices, shows how these develop, and evaluates the democratic implications. The book concludes that hybrid governance is both widespread and diverse, is spatially and policy specific and that actors - public managers, politicians and the public - contribute to hybrid designs in ways that promote and challenge democratic conventions.
Population ageing and slower economic growth have raised serious questions about the willingness and ability of governments to maintain current social policies. Within this new reality, discussions on the future of public pensions have been predominant in political debates across Europe. This book explains why certain countries have been able to radically transform their pension system while others have simply altered parameters. To answer this question an extensive comparative analysis, including more than 60 interviews, was conducted in Belgium, France, Sweden and the UK. This empirical data provides an interesting contrast between reforms. Parametric reforms have stemmed from the creation of pension administrations outside the traditional state apparatus in France and Belgium and the resulting inclusion of social partners; while the state administrations of Sweden and the UK where debates have been internalised have led to programmatic reforms. Two controversial findings of this book include an explanation for the lack of influence on the part of the labour movement in the 1994/98 Swedish reform and a rejection of arguments claiming that policy change will be minimal with coalition governments. Finally the conclusion seeks to extend the applicability of the model to other industrialized countries. This book will be of interest to students and scholars of public policy, specifically social policy, political economy, the welfare state and comparative politics.
