This book considers the extent to which EU cohesion policy and related pre-accession instruments are contributing to the development of more compound polities in south east Europe and, specifically, promoting multi-level governance. In this respect, there are two points of departure: the first is the argument that the EU is a highly compound polity that tends to pull member (and candidate) states in this direction; the second is the considerable literature that links EU cohesion policy to the promotion of multi-level governance. Following this, we have chosen a range of south east European states whose period of engagement with the EU generally differs: Greece, Slovenia, Bulgaria, Romania, Croatia, F.Y.R. Macedonia and Turkey. The case studies reveal that EU cohesion policy has created more compound polities but that system-wide multi-level governance remains weak and central governments are still prominent. However, there are interesting and potentially important developments in relation to particular features of multi-level governance, not least in states whose engagement with the EU in this sphere is relatively new. Relations between Turkey and the European Union have a very long history. Officially, they began with the Ankara Agreement. The conceptual uncertainty when dealing with processes of integration and disintegration in Europe is striking because traditional notions of the nation-state, constitutionalism, sovereignty, and federalism do not account for emerging realities in either Western or Eastern Europe. This volume explores the complex inter-relationship between federal arrangements and their effects on integrating multi-ethnic societies in Europe, and takes stock of current debates on the effects of federalism on integration and disintegration in Eastern and Western Europe. The principle of policy coherence has been the object of a contentious debate in the European Union's external relations, though discussions have been mainly limited to its foreign policy and its ability to speak with one voice in the international arena. Despite being institutionalised in the Treaty of Maastricht, policy coherence for development (PCD), which implies taking into account the needs and interests of developing countries in non-aid policies, failed to make headway in the European Union, remaining the unheeded concern of some NGOs and a small group of Member States. A change of direction occurred in the early 2000s when the European Commission, taking advantage of a number of favourable conditions and using an astute strategy, managed to set an ambitious agenda for the European Union. This volume analyses the linkages between aid and various non-aid policies, namely trade, agriculture, fisheries, security, migration, and the social dimension of globalisation. What impact has EU membership had on party politics in Central and Eastern Europe? Although there is an emerging body of literature on the Europeanization of political parties, most of these accounts focus exclusively on Western Europe. Drawing on a range of qualitative and quantitative approaches including detailed studies of party programmes and manifestos, analysis of the media, semi-structured interviews and expert surveys, this collection provides not just conceptually informed, but also empirically rooted analyses of party politics in Central and Eastern Europe during the first four years of EU membership. This book confronts and discusses different conceptions of political representation with respect to their application to the system of multi-level governance in the European Union. Political representation is an essentially contested concept. Its meaning has evolved with the development of representative democracy at the level of the nation state, and normative theories of political representation often evolved as a reflection on developing practices rather than the other way around. Since the EU is not a conventional nation state, and since the effectiveness and legitimacy of classic notions of political representation at the level of the national state has also become a matter of dispute, the EU has become a playground for the development of alternative or additional conceptions of democracy. The contributions to this volume evaluate these alternative conceptions with regard to both their effectiveness and their legitimacy, and combine both conceptual and empirical analyses. Europe matters, but in different ways in different countries. The European Union affects the policy fabric of all member states, but that impact is differential rather than convergent. In some instances, new policy goals have been added to national agendas and fresh policy instruments are applied, while old ones become less important or are openly challenged. In other instances, when European and national policy objectives are concurrent, national practices may be reinforced, or even redirected, by EU policies. In all instances, however, state actors reconsider national policy practices wherever the EU extends it activities. This innovative study solves the differential puzzle by developing a sophisticated theoretical and conceptual framework for studying the impact of European policies on member states. Focusing especially on transport policy, the authors employ extensive interviews and archival research in an empirically rich set of case studies (Britain, France, Germany, Italy, and the Netherlands) to demonstrate convincingly that this influence depends on pre-existing policies and institutional capacity to change. Depending on the particular phase of regulation in which a country finds itself and on its institutional flexibility, an identical EU policy has remarkably diverse impacts within individual member states. This book examines how the increasing interdependence between trade and foreign policy can be managed within the legal framework of the European Union. This book examines Europeanization in the European Economic Area (EEA), exploring whether non-member states can have an input into EU decision-making and whether the EU can successfully export its policies within the framework of the EEA. Iceland, Norway and Liechtenstein, while not EU member states, are members of the European Free Trade Association (EFTA) and signatories of the EEA Agreement. The Agreement allows participation in the EU's internal market but also requires extensive and continuous adaptation to EU rules. Whilst existing literature is limited mainly to the EU's impact on its own member states or neighbours to the east, this book extends the study of Europeanization to the EEA, exploring whether Iceland, as a non-member state, can have an input into EU decision-making and, conversely, whether the EU can ensure that its policies are adhered to outside of its borders. The author argues that, although the EEA Agreement is not without its challenges, it has proved considerably more resilient than originally expected. This raises the question of whether the EEA provides a realistic alternative to EU membership for other states with close ties to the EU. Culture is one of the most complex and contested fields of European integration. This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy.
