This volume focuses on multilateralism in the 21st century and examines how, and how effectively, the EU delivers on its commitment to effective multilateralism. Presenting results generated by MERCURY, an EU research programme into multilateralism, this book addresses a central research question: does the EU deliver on its commitment to effective multilateralism? Globalisation has created powerful new incentives for states to cooperate and has generated renewed interest in multilateralism. While a large body of work exists on multilateralism as a concept, it continues to be ill-defined and poorly understood. This book sheds new light on 21st century multilateralism by exploring conceptual approaches as well as generating innovative, empirical knowledge on its practice. Research on EU external relations has increasingly focused on the concept of 'effective multilateralism'. Yet, the application of this concept as a guiding principle of EU foreign policy in non-security policy areas has rarely been examined. This book explores whether the EU is pursuing effective multilateralism in specific policy areas, including trade, climate change and conflict resolution, and distinct geographical and institutional settings, both internal to the EU and in specified regions, international organisations (IOs) and bilateral partnerships. This book offers evidence-based, actionable policy lessons from Europe's experience in promoting multilateralism. The principle of policy coherence has been the object of a contentious debate in the European Union's external relations, though discussions have been mainly limited to its foreign policy and its ability to speak with one voice in the international arena. Despite being institutionalised in the Treaty of Maastricht, policy coherence for development (PCD), which implies taking into account the needs and interests of developing countries in non-aid policies, failed to make headway in the European Union, remaining the unheeded concern of some NGOs and a small group of Member States. A change of direction occurred in the early 2000s when the European Commission, taking advantage of a number of favourable conditions and using an astute strategy, managed to set an ambitious agenda for the European Union. This volume analyses the linkages between aid and various non-aid policies, namely trade, agriculture, fisheries, security, migration, and the social dimension of globalisation. Its aim is to shed new light on the EU's policy-making process, by looking at the nexus between various policy sub-systems, and on the role that the EU wants to play in the international arena, by looking at the impact of its policies on international development. Culture is one of the most complex and contested fields of European integration. This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy. It discusses both the central as well as local levels and contextualizes EU policies with programmes of other European organisations, such as the Council of Europe. By asking what "Europe" actually means for European cultural policy, the book goes beyond the confines of official organizations and the political sphere, to discuss the contribution, impact and appropriation among a more diverse group of actors and participants, such as transnational experts, local bureaucrats, cultural managers, urban dwellers and the visitors. Its principal aim is to debunk the myth of Brussels as the centre of cultural Europeanization. Instead, it argues that European cultural policy has to be seen as a relational, multi-directional movement, involving a wide variety of stakeholders and leading to conflicts and collaborations at various levels. This book combines the perspectives of political scientists, sociologists, anthropologists and historians, at the intersection between EU, urban, and cultural studies, and changes our understanding of Europeanization by opening up new empirical and conceptual avenues. The European Union is a key actor in international economic governance. Through its foreign economic policies it plays a central role in the negotiation of international trade agreements, the global regulation of the financial services sector, and the provision of aid to developing countries. This book studies the role of the EU in peace and security as a regional actor with global aspirations, in the context of challenged and changing multilateralism. Multilateralism, governance and security are three concepts that have attracted a great deal of attention in the past decade and attempts to redefine them have produced lively conceptual debates. More recently, different strands of the literature have found common ground in the investigation of the EU s role in what has been labelled multilateral security governance . The European Union has developed a wide array of external relations with its neighbouring countries. Without offering full membership, the EU nevertheless attempts to transfer its rules and policies to non-member countries. This book provides a comprehensive portrait of how international responsibility of the EU and the Member States is structured under the EU's international investment protection agreements. It analyses both the old regime as represented by the Energy Charter Treaty and the new regime as represented by the new EU investment treaties, such as CETA, TTIP, the EU-Singapore Agreement and the EU-Vietnam Agreement. The international responsibility of the EU, being a "special" international organisation, is in and of itself an important and challenging topic in public international law. However, in the context of international investment law, and especially with regard to the emerging new EU investment treaties, the topic is largely unexplored and represents new terrain. The book promotes the development of law in this area and provide a springboard for further research. The book puts forth the thesis that the determination of the EU or a Member State as respondent in a dispute under the new EU investment treaties has a substantive effect on the respondent's international responsibility. The international law effects of the respondent determination will surely be one of the central topics in future debates on the new EU investment treaties. The book further compares the EU regulation that allocates financial burdens between the EU and the Member States arising out of international investment disputes with the only other genuinely existing allocation system in federal states to date, namely that of Germany. The book finally reveals many shortcomings of the new EU responsibility regime in international investment law and provides some suggestions on how they can best be remedied.

This book confronts and discusses different conceptions of political representation with respect to their application to the system of multi-level governance in the European Union. Political representation is an essentially contested concept. Its meaning has evolved with the development of representative democracy at the level of the nation state, and normative theories of political representation often evolved as a reflection on developing practices rather than the other way around. Since the EU is not a conventional nation state, and since the effectiveness and legitimacy of classic notions of political representation at the level of the national state has also become a matter of dispute, the EU has become a playground for the development of alternative or additional conceptions of democracy. The contributions to this volume evaluate these alternative conceptions with regard to both their effectiveness and their legitimacy, and combine both conceptual and empirical analyses. The European Court of Justice (ECJ) has played a vital role in promoting the process of European integration. In recent years, however, the expansion of EU law has led it to impact ever more politically sensitive issues, and controversial ECJ judgments have elicited unprecedented levels of criticism. Can we expect the Court to sustain its role as a motor of deeper integration without Member States or other countervailing forces intervening? To answer this question, we need to revisit established explanations of the Court's power to see if they remain viable in the Court's contemporary environment. This book examines Europeanization in the European Economic Area (EEA), exploring whether non-member states can have an input into EU decision-making and whether the EU can successfully export its policies within the framework of the EEA. Iceland, Norway and Liechtenstein, while not EU member states, are members of the European Free Trade Association (EFTA) and signatories of the EEA Agreement. The Agreement allows participation in the EU's internal market but also requires extensive and continuous adaptation to EU rules. Whilst existing literature is limited mainly to the EU's impact on its own member states or neighbours to the east, this book extends the study of Europeanization to the EEA, exploring whether Iceland, as a non-member state, can have an input into EU decision-making and, conversely, whether the EU can ensure that its policies are adhered to outside of its borders. The author argues that, although the EEA Agreement is not without its challenges, it has proved considerably more resilient than originally expected. This raises the question of whether the EEA provides a realistic alternative to EU membership for other states with close ties to the EU. This book examines how membership of the European Union has affected life in the ten former communist countries of Central and Eastern Europe that are now members of the European Union. It attempts to answer some fundamental questions: Was the reward of EU membership worth the sacrifices made? How have the new member states fared? Has the promise of EU membership, on which so many expectations were based, been realised? Or have the new member states traded a Socialist Commonwealth with Moscow pulling the strings for an over-centralised Brussels bureaucracy that lacks transparency and accountability? How has a shared communist past influenced the countries' post-socialist and post-accession trajectory? How have the populations of post-communist Europe fared? Have some done better than others? Are these divergences confined to the political, economic or social spheres, or to more than one? If there have been disappointments, how have the populations reacted to these? This book examines the impact of Europeanization on the domestic politics of EU member states, focussing on agricultural policy, cohesion policy and employment policy with a detailed comparative case study on Italy. Though a founding member, Italy has often had an uneasy relationship with the EU and found it difficult to be influential in EU politics and to comply effectively with EU policies and institutional pressures.
