Parliamentary Communication in EU Affairs - Connecting with the Electorate? (Paperback): Katrin Auel, Tapio Raunio Parliamentary Communication in EU Affairs - Connecting with the Electorate? (Paperback)
Katrin Auel, Tapio Raunio
R1,287 Discovery Miles 12 870 Ships in 10 - 15 working days

Over the last twenty years, the role of national parliaments in EU affairs has gained considerable academic attention. Much of the literature, however, has focused on parliamentary scrutiny and control in EU affairs. What tends to be generally overlooked is that the parliamentary communication function is at least as important in EU politics as the control function. Democratic legitimacy depends on a vibrant public debate on political solutions and alternatives to allow citizens to make informed political (electoral) choices and to exercise democratic control. Within the EU, it is precisely the opacity of policy-making processes and the lack of public discourse that have been defined as core problems of democratic legitimacy. Here, parliaments have the potential to provide an ideal arena for the deliberation of important European issues and thus to help overcome the much-lamented distance between European policy processes and the citizens. Yet, despite parliaments' central relevance for the legitimacy of European politics, the parliamentary communication function remains so far under researched. The volume aims at filling this gap by providing both qualitative and quantitative comparative data on various communication efforts by national parliaments. This book was originally published as a special issue in the Journal of Legislative Studies.

The European Union's Democratization Agenda in the Mediterranean (Hardcover, New): Michelle Pace, Peter Seeberg The European Union's Democratization Agenda in the Mediterranean (Hardcover, New)
Michelle Pace, Peter Seeberg
R3,016 R2,663 Discovery Miles 26 630 Save R353 (12%) Ships in 10 - 15 working days

Democracy promotion in the Middle East and North Africa (MENA) remains a central pillar of the foreign policy the European Union (EU). Rather than concentrating on the relations between the incumbent authoritarian regimes and the opposition in the relevant countries, and on the degree to which these relations are affected by EU efforts at promoting democracy, human rights and the rule of law (an outside-in approach), this collection of articles inverts the focus of such relationships and attempts to look at them inside-out . While some contributions also emphasise the outside-in axis, given that this continues to be analytically rewarding, the overarching thrust of this book is to provide some empirical substance for the claim that EU policy making is not unidirectional and is influenced by the perceptions and actions of its targets . Thus, the focus is on domestic political changes on the ground in the MENA and how they link into what the EU is attempting to achieve in the region. Finally, the self-representation of the EU and its (lack of a) clear regional role is discussed.

This book was published as a special issue of Democratization.

Estonia's Transition to the EU - Twenty Years On (Hardcover, New): Marju Lauristin, Peeter Vihalemm Estonia's Transition to the EU - Twenty Years On (Hardcover, New)
Marju Lauristin, Peeter Vihalemm
R2,868 R2,650 Discovery Miles 26 500 Save R218 (8%) Ships in 10 - 15 working days

Two decades on from the start of the Singing Revolution, and five years on from the Baltic States entry to the European Union, the time is ripe to take stock of Estonia s remarkable transition from Soviet Republic to EU member state and address the challenges - some new, some ongoing - and uncertainties that have arisen following the country s entry to the EU.

This book locates the post-accession period within the broader sweep of post-communist transition and diagnoses the problems facing Estonia as the global economic downturn takes hold and a new mood of pessimism reigns in Central and Eastern Europe. Until recently, Estonia enjoyed an international reputation as an emerging high-growth tiger economy and reform pioneer, not least in the sphere of IT. This economic success story, however, masked the continued problematic political and social legacies of the Soviet period, including the issue of ethnic integration, which again hit the headlines following riots in Tallinn in April 2007.

This fully up-to-date appraisal - the first in English - covers all of the key issues, and will appeal to specialists in Baltic and Central and Eastern European politics and society, as well as to anyone with an interest in European integration more generally.

This book was published as a special issue of the Journal of Baltic Studies.

External Energy Security in the European Union - Small Member States' Perspective (Paperback): Matus Misik External Energy Security in the European Union - Small Member States' Perspective (Paperback)
Matus Misik
R1,094 Discovery Miles 10 940 Ships in 10 - 15 working days

This book explores the positions of small EU members in approaching external energy security, using Austria, the Czech Republic and Slovakia as case studies. It examines when small EU members support and when they oppose further development of cooperation at the European level in external energy security and argues that their preferences depend on their perceived ability to deal with the challenges of their energy policies. It finds that small EU members whose decision-makers believe that their states can successfully deal with these challenges do not support the deepening of European integration in external energy security as this would mean a loss of competences (and vice-versa), concluding that European integration is considered to be a response to perceived vulnerability. This book will be of key interest to scholars, students and professionals in EU politics and foreign policy, energy policy and security, and more broadly to security studies, European politics and international relations.

EU Enlargement and Socialization - Turkey and Cyprus (Hardcover, New): Stefan Engert EU Enlargement and Socialization - Turkey and Cyprus (Hardcover, New)
Stefan Engert
R4,355 Discovery Miles 43 550 Ships in 10 - 15 working days

The European Union's enlargement has been considered a success story ? apart from Cyprus and Turkey. This book looks at the EU's expansion and examines its effectiveness in terms of international socialization and compliance, focussing specifically on the socialization of Turkey and Cyprus into the Western community. Although NATO-member Turkey submitted its membership application long before the end of the Cold War, the Kemalist state still struggles to become the first Muslim EU member state. Cyprus was allowed to join the organization in 2004, but the island remains a divided entity.

Providing a comprehensive theoretical perspective, the book is divided into three parts and investigates three questions:

  • Why expand? From an EU / international organizations perspective.
  • Why join? From an applicants? perspective.
  • Why comply? Exploring why a state would choose to adapt to the EU's fundamental norms and rules from a candidates? perspective.

Contradicting the impression that the latest round of EU enlargement has been a model story of smooth and effective socialization from top to bottom, this book will be of interest to students and scholars of the EU, European politics, international relations and particularly those interested in Turkey and Cyprus.

Floor Brouwer, Jan Van Der Straaten
R3,454 Discovery Miles 34 540 Ships in 10 - 15 working days

Nature and agriculture both shape the European countryside and one of the main challenges for the years to come will be to strengthen their interaction for the future development of rural areas. In this valuable and highly topical book, the authors demonstrate how economics and ecology can play a critical role in maintaining and sustaining this relationship. The book identifies the dilemmas facing European agriculture and explores their economic and ecological consequences. The authors believe a better understanding of these problems will be crucial in recognising the potential options for the future role of agriculture and nature policy and will guide the identification of suitable policy instruments. They highlight current threats to the relationship between agriculture and nature - such as abandonment and intensification - and demonstrate how these problems can be resolved by a rational policy mix. The book also provides extensive empirical evidence from four case studies and concludes by scrutinising the major changes in market conditions and the Common Agricultural Policy which could upset this important but fragile balance between agriculture and nature. Providing a state-of-the-art overview of current thinking on the relationship between agriculture and nature in the context of EU policy, this book will be welcomed by policymakers and those studying and working in the fields of agricultural and resource economics, geography, and agri-business.

Understanding Conflicts of Sovereignty in the EU (Hardcover): Nathalie Brack, Ramona Coman, Amandine Crespy Understanding Conflicts of Sovereignty in the EU (Hardcover)
Nathalie Brack, Ramona Coman, Amandine Crespy
R4,205 Discovery Miles 42 050 Ships in 10 - 15 working days

This book investigates the multifaceted conflicts of sovereignty in the recent crises in the European Union. Although the notion of sovereignty has been central in the contentious debates triggered by the recent crises in the European Union, it remains strikingly under-researched in political science. This book bridges this gap by providing both theoretical reflections and empirical analyses of today's conflicts of sovereignty in the EU. More particularly, it investigates conflicts between four types of sovereignty. First, national sovereignty referring to the autonomy of the Westphalian Nation-State to rule on a territory delimited by borders; second, the supranational sovereignty acquired by the EU in a fragmentary fashion in a number of scattered internal and external policy fields; third, parliamentary sovereignty understood as the autonomy of parliaments (at the regional, national and European levels) to take part in the decision making process and control the executive in the name of the principles of election and representation; fourth, popular sovereignty whereby the body politic confers legitimacy to decision makers in a democratic system. Through an analysis of the various crises (rule of law, Brexit, migration, Eurozone crisis), the chapters look at how sovereignty is framed and contested by different types of actors, and how the strengthening or the weakening of certain types of sovereignty contribute to shape preferences regarding policies and governance structures in the multi-level EU. The chapters in this book were originally published as a special issue of the Journal of European Integration.

EU External Relations and Systems of Governance - The CFSP, Euro-Mediterranean Partnership and Migration (Hardcover): Paul... EU External Relations and Systems of Governance - The CFSP, Euro-Mediterranean Partnership and Migration (Hardcover)
Paul James Cardwell
R4,220 Discovery Miles 42 200 Ships in 10 - 15 working days

This book takes a fresh look at the external relations of the European Union (EU) and in particular the Common Foreign and Security Policy (CFSP). Rather than focusing exclusively on the competence aspects of the institutions and actors, the book makes the case that the CFSP can be understood as a system of governance, which produces effects beyond the traditional tools associated with foreign policy. The theoretical approach draws on insights from new institutionalism, constructivism and the institutional theory of law and emphasises how the institutionalised forms of cooperation in the external sphere contribute to a social reality in which the added value of the CFSP can be seen.

Paul James Cardwell takes the Euro-Mediterranean Partnership (EuroMed) as a case study. Not initially a CFSP project, EuroMed has become the frame for EU foreign policy in the region as an emerging system of governance in which the EU institutions play a central role. Having recently been relaunched as the Barcelona Process: Union for the Mediterranean, it is a topical subject. With the increasing importance of migration on the EU 's agenda, the book looks at the relationship between migration, EuroMed and the CFSP and argues that the legal effects of the CFSP can be felt beyond the Treaty-based instruments.

EU External Relations and Systems of Governance will be of interest to students and scholars of Law, Politics and European studies researching in the dynamic fields of EU external relations and foreign policy, as well as policy-makers and non-governmental organisations striving to better understand how the EU and its systems of governance operate.

The Illusion of Accountability in the European Union (Hardcover, New): Sverker Gustavsson, Christer Karlsson, Thomas Persson The Illusion of Accountability in the European Union (Hardcover, New)
Sverker Gustavsson, Christer Karlsson, Thomas Persson
R4,206 Discovery Miles 42 060 Ships in 10 - 15 working days

This book examines accountability in the EU from different perspectives and considers whether EU citizens have real opportunities for holding decision-makers accountable. This book critically analyses five arguments which claim there are sufficient means for holding decision-makers to account in the Union. The authors examine:

  • The argument that we should rethink the meaning of accountability in the EU context
  • The claim that there is no accountability deficit in the EU because member states have the power to retrieve all delegated competencies
  • The assertion that EU citizens have effective mechanisms for holding those responsible for legislative decision-making to account
  • The contention that the arrangements that obtain at present for holding the executive power in the EU to account are acceptable
  • The belief that the involvement of organised civil society can work as an alternative to traditional forms of accountability

The main conclusion is that the current institutional set-up and practice of decision-making in the EU is one that merely creates an illusion of accountability.

Using a strict framework focusing on the difference between formal mechanisms and actual opportunities for accountability, this highly coherent volume will be of interest to students and scholars of European politics, especially those interested in the democratic foundations of the European political system.

Institutional Challenges in Post-Constitutional Europe - Governing Change (Hardcover): Catherine Moury, Luis De Sousa Institutional Challenges in Post-Constitutional Europe - Governing Change (Hardcover)
Catherine Moury, Luis De Sousa
R4,347 Discovery Miles 43 470 Ships in 10 - 15 working days

This book discusses the future of the European Union following the failure of the Constitutional and reform treaties, examining the transformations, dynamics and major issues facing present-day Europe.

Discussing key questions relating to the future of the European project, this book brings together leading academics and practitioners, including: Adrienne H?ritier, Jan Zielonka, Yves M?ny, Maurizio Cotta, Philippe Schmitter, ECJ Advocate General Miguel Maduro and former President of the European Parliament, Pat Cox. These contributors provide provocative and innovative accounts of developments within the European Union, contrasting theoretical reflections with a more professional perspective based on first-hand experience in running European affairs. The contributions focus on three key challenges: enlargement, the end of the permissive consensus and the need for democratization of the European Union, considering questions such as:

  • What does Europe represent to neighbouring countries and how is it addressing their expectations?
  • How could a larger Union be governed efficiently?
  • Are European citizens willing to delegate responsibility to their leaders to tackle European integration?
  • Is it accurate to accuse the European Union of a "democratic deficit"?

Institutional Challenges in Post-Constitutional Europe will be of interest to students and scholars of European politics, especially those with an interest in European integration/enlargement, constitutionalism, and democratization.

The Constitutionalization of the European Union (Paperback): Berthold Rittberger, Frank Schimmelfennig The Constitutionalization of the European Union (Paperback)
Berthold Rittberger, Frank Schimmelfennig
R1,291 Discovery Miles 12 910 Ships in 10 - 15 working days

This volume presents a theory of constitutionalization as well as comparative analyses and case studies to underscore the claim that the European integration process itself engenders a democratic self-healing mechanism. There exists a consensus among academics, politicians, and the public that the European Union suffers from a 'democratic deficit'. But how can it be resolved? This book deals with two core areas central for the development of the liberal-democratic constitutional state: the extension of the powers of representative assemblies and the institutionalization of human rights. The European Union has made remarkable progress in these two areas over the past half century. Whenever a planned step of European integration through transfers of sovereignty threatens to undermine domestic standards of parliamentary control and human rights standards, political elites in the member states regularly mobilize to counteract these developments. The proponents of the Union's 'constitutionalization' regularly invoke democratic and human rights norms shared by all members of the European Union to successfully exercise moral pressure on the sceptics of further constitutionalization. This book was previously published as a special issue of the Journal of European Public Policy.

European Union Intergovernmental Conferences - Domestic preference formation, transgovernmental networks and the dynamics of... European Union Intergovernmental Conferences - Domestic preference formation, transgovernmental networks and the dynamics of compromise (Hardcover)
Paul W. Thurner, Franz Urban Pappi
R4,353 Discovery Miles 43 530 Ships in 10 - 15 working days

This book provides a detailed examination of the complex negotiation processes surrounding intergovernmental conferences in the European Union.

Since the Treaty of Amsterdam (1997) and its ?appendix?, the Treaty of Nice in 2002, any reform of the treaty framework of the European Union seems to be doomed to fail, evidenced by the decline of the Constitutional Treaty and by the current fate of the Lisbon treaty. By presenting an extensive quantitative study of the Intergovernmental Conference of 1996/7 prior to the Treaty of Amsterdam, the authors argue that these negotiations reveal the major challenges of European integration. Drawing on advanced statistical methods, they contend that multi-level negotiations require an appropriate coordination of informal administrative networks and the empowerment of administrative leadership, with these factors significantly shaping the dynamics and outcomes of negotiations. Through these findings, this book lays down the foundation for future evidence-based evaluations of negotiations and implementation studies, and delivers new insights on decision-making within the European Union.

European Union Intergovernmental Conferences will be of interest to students and researchers of political science, sociology, administrative science, business and management studies, international law and European law.

European Union Negotiations - Processes, Networks and Institutions (Paperback): Ole Elgstroem, Christer Joensson European Union Negotiations - Processes, Networks and Institutions (Paperback)
Ole Elgstroem, Christer Joensson
R1,411 Discovery Miles 14 110 Ships in 10 - 15 working days

The EU policy process is dependent on negotiations as a mode of reaching agreements on, and implementing, common policies. The EU negotiations differ from traditional international negotiations in several respects and this book presents a detailed analysis of the processes while examining their distinguishing features.
The authors explore the variety of negotiation processes, the continuity and institutionalization of negotiation processes as well as the involvement of a variety of actors besides governments, often linked in informal networks. Going beyond the common distinctions based on issue-areas or the EU as negotiation arena as opposed to negotiating actor externally, the authors explore the impact of different stages in the policy process and the nature of the external negotiating partner.

Europe's Global Role - External Policies of the European Union (Paperback, New Ed): Jan Orbie Europe's Global Role - External Policies of the European Union (Paperback, New Ed)
Jan Orbie
R1,587 Discovery Miles 15 870 Ships in 10 - 15 working days

First published in 2008 and based on an innovative framework for analysing the EU's external politics, this paperback edition provides a historical overview of and theoretical conclusions about the EU's global role. Taking an original approach, the volume highlights the expanding political science literature on Europe's international role in a range of external policy domains. It focuses in particular on the 'soft' dimension of Europe's international action which has previously been much neglected. Carefully structured to make this ideal supplementary reading for students and scholars of European politics and foreign policy, the book will equally appeal to a wider audience in political economy, security policy and international relations more generally.

European Union and Strategy - An Emerging Actor (Paperback): Kjell Engelbrekt, Jan Hallenberg European Union and Strategy - An Emerging Actor (Paperback)
Kjell Engelbrekt, Jan Hallenberg
R1,414 Discovery Miles 14 140 Ships in 10 - 15 working days

This edited volume sets out to explore the paradox that the European Union (EU) produces policies with strategic qualities, but lacks the institutions and concepts to engage in strategic reasoning and action proper.
The book has a two-fold agenda, exploring current EU external policies that are, or seem to be, linked to strategic priorities, and also studying the concept of strategy in the particular context of EU decision- and policymaking.
The volume first examines the character of the Union as a strategic actor at this stage of its development. It then explores the ability of the Union to act and otherwise influence both its periphery and the wider world, focusing in particular on how it is perceived by other actors. The final section comprises personal assessments by a group of contributors regarding the character of the union as a strategic actor in the present and future. When these are pieced together, a picture emerges of a European strategy in the making, albeit one that so far is modest and partial.
This book will be of interest to students of European Security, European Politics and IR.

The European Union and Global Social Change - A Critical Geopolitical-Economic Analysis (Hardcover): Jozsef Boeroecz The European Union and Global Social Change - A Critical Geopolitical-Economic Analysis (Hardcover)
Jozsef Boeroecz
R3,289 R1,368 Discovery Miles 13 680 Save R1,921 (58%) Ships in 10 - 15 working days

This book examines just what the European Union is, in the context of the ongoing structural transformation of the global system. The author develops an integrated approach to global transformations, drawing on geopolitics, political geography, international relations, economics, economic and political history, political economy and macro-sociology to discuss how this supra-state organisation, that shares and pools the sovereignty of some of the wealthiest states of the modern world, makes sense. The book:

  • Interprets the ongoing transformation of west European public authority in the context of the global geopolitical economy of competition, cooperation and conflict
  • Examines the consequences of west European integration for the global system in a longue-dur?e perspective, developing a new, geopolitical dialect within world-systems analysis, sharpening some of the conceptual tools developed by its paradigm-setters.
  • Develops a new conceptualization for the EU's global geopolitical strategy, which the author describes this strategy as the elasticity of size

Developing a deeper understanding of global social change and west European strategies of global advantage-maintenance and power-management, this book will be of interest to students and scholars of European Politics, International Politics, International Relations Theory and Globalization Studies.

Interest Group Organisation in the European Union - How Internal Organisational Structures Shape Interest Group Agency... Interest Group Organisation in the European Union - How Internal Organisational Structures Shape Interest Group Agency (Paperback)
Michelle Hollman
R1,286 Discovery Miles 12 860 Ships in 10 - 15 working days

The investigation of the internal workings of interest groups opens the view on the behavioural dynamics within these organisations. By analysing their intraorganisational structures, this book explains how groups prepare to become active in the European Union and why we observe contact, conflict and cooperation of interest groups and other political actors in the European arena. The book presents four causal mechanisms which explain, on the one hand, why interest groups engage with contacts across a diverse set of political actors and, on the other hand, why some interest organisations are more actionable at the European level than others. It furthermore elaborates a typology of interest groups along intraorganisational criteria. The analysis of twelve differing case studies provides a rich empirical ground to explain how and why certain intraorganisational processes unfold within interest groups. It thereby sheds light on the behavioural organisational patterns which drive interest group agency in European multi-level politics. This book will be of key interest to students and scholars of interest groups, lobbying, European Union politics and more broadly to public policy/administration and comparative politics.
