This collection of essays is a state-of-the-art analysis of key issues confronting the European Union. The EU plays an increasingly important role in issues such as the fight against organised crime and the management of migration flows, transforming the Area of Freedom, Security and Justice (AFSJ) into a priority of the EU's political and legislative agenda. This book investigates whether institutional change - the gradual communitarisation of the AFSJ - has triggered policy change, and in doing so, explores the nature and direction of this policy change. By analysing the role of the EU's institutions in a systematic, theory-informed and comparative way, it provides rich insights into the dynamics of EU decision-making in areas involving high stakes for human rights and civil liberties. Each chapter contains three sections examining: the degree of policy change in the different AFSJ fields, ranging from immigration and counter-terrorism to data protection the role of EU institutions in this process of change a case study determining the mechanisms of change. Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia's assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. The work has been carried out by a team of researchers from CEPS in Brussels, with the support of the Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs of the Netherlands.

Many theoretical explanations had been offered for the rise of the European Community, but none had used historical analysis to draw out the deeper significance of the events that surrounded Maastricht. However, in this book, first published in 1993, the authors explored the process of European integration, and its future, drawing on extensive empirical research into the national archives of the member states. All too often religion is largely ignored as a driver of identity formation in the European context, whereas in reality Christian Churches are central players in European identity formation at the national and continental level. Christian Churches in European Integration challenges this tendency, highlighting the position of churches as important identity formers and actors in civil society. Analysing the role of Churches in engaging with two specific EU issues - that of EU treaty reform and ongoing debates about immigration and asylum policy - the author argues that Churches are unique participants in European integration. This book examines the relationship between the Czech Republic and the European Union (EU). The authors examine the Czech Republic's road to EU membership in 2004 and assess how EU accession has affected or changed the Czech Republic, including its domestic politics, governing institutions and public policies. It also examines how the Czech Republic has behaved as an EU member state, addressing the questions: What are the Czech Republic's interests in the EU and how has it sought to influence EU policymaking? How have Czech interests and behaviour been shaped by the country's position as: a new member state; a small member state; a relatively poor member state; and a post-communist member state? The book also addresses the Czech Republic's preparations for assuming the EU presidency in January 2009, and evaluates the actual conduct of the presidency. Although a case study of a single member state, this book sheds light on a number of broader points or issues pertaining to the EU and its member states. It contributes to academic debate and knowledge about the EU and European integration, including the debates on Europeanization and the role of small states in the EU. This book dissects the complex social, cultural and political factors which led the UK to take its decision to leave the EU and examines the far-reaching consequences of that decision. Developing the conceptual framework of securitization, Ryder innovatively uses primary sources and a focus on rhetoric to examine the ways that political elites engineered a politics of fear, insecurity and Brexit nationalism before and after the Brexit vote. He situates Brexit within a wider shift in international political ideas, traces the resurgence in popularity of far-right politics and explores how Britain and Europe now face a choice between further neoliberal reform or radical democratic and social renewal.
How have the main institutions and decision-making processes of the EU responded to the arrival of new member states? This book assesses the actual state of the EU institutions in the years after the 2004 enlargement, examining each of the main institutional actors as well as trends in legislative output, implementing measures and non-legislative approaches. The contributors outline the key changes as well as patterns of continuity in the institutional politics of the EU. The analysis finds that breakdown has been avoided by a combination of assimilation of the new member states and adaptation of the system, without any fundamental transformation of the institutions. Nonetheless, they conclude that it is not just 'business as usual'. The streamlining and formalization of procedures, together with increased informal practices, has implications for transparency and accountability. Widening has not prevented deepening of European integration, but it has deepened normative concerns about the democratic legitimacy of that process which will remain very much on the agenda of the enlarged EU. This nuanced approach to the complexities of studying institutional politics and change contains important new and original data. As such it will be invaluable for postgraduate and advanced undergraduate students of EU politics and administrative science, as well as researchers, practitioners and journalists working in the fields of European studies more widely.
Southern Europe has been the EU region most exposed to the Eurozone sovereign debt crisis with consequences for national party systems and political stability. The 2014 European Parliament elections took place at a crucial time for Europe and Southern European societies more generally. This book analyses the Euroelections in Southern Europe, asking whether these followed the usual pattern of low-stimulus contests or whether the crisis context raised the bar. Country chapters on Italy, Greece, Spain, Portugal, Cyprus and Malta investigate the background of the elections, the electoral campaign and the rise of Euroscepticism. The linkage between governments' economic performance, the Europhile or Eurosceptic stances of political parties, and their electoral performance are at the core of the analysis in each chapter. The findings reveal that the political and electoral consequences of the economic crisis have not fundamentally challenged the second-order character of the 2014 European Parliament elections in Southern Europe. However, electoral behaviour exhibits some indications of a more critical contest in which the EU divide becomes more significant and polarising in determining voting choices. One of the most notable findings in contemporary behavior genetics is that children growing up in the same family are not very comparable. Findings suggest that in order to understand individual differences between siblings it is necessary to examine not only the shared experiences but also the differences in experiences of children growing up in the same family. In the past decade a group of investigators has begun to examine the contributions of genetics, and both shared and nonshared environment to development. As with many new research endeavors, this has proven to be a difficult task with much controversy and disagreement not only about the most appropriate models and methods of analysis to be used, but also about the interpretation of findings. Written by some of the foremost scholars working in the area on nonshared environment, the papers in this book present their perspectives, concerns, strategies and research findings dealing with the impact of nonshared environment on individual differences in the development of siblings. This volume will have heuristic value in stimulating researchers to think in new ways about the interactions between heredity, shared and nonshared environment and the challenges in identifying their contributions to sibling differences. These papers should raise new questions about how to examine the contributions of genetic and environmental factors to development, with consideration given to the findings of this study of sibling differences and nonshared environment. Further, these papers may encourage a growing trend to integrate genetic and environmental perspectives in studies of development.

Differentiated integration has become a durable feature of the European Union and is a major alternative for its future development and reform. This book provides a comprehensive conceptual, theoretical, and empirical analysis of differentiation in European integration. It explains differentiation in EU treaties and legislation in general and offers specific accounts of differentiation in the recent enlargements of the EU, the Eurozone crisis, the Brexit negotiations, and the integration of non-member states. Ever Looser Union? introduces differentiated integration as a legal instrument that European governments use regularly to overcome integration deadlock in EU treaty negotiations and legislation. Differentiated integration follows two main logics. Instrumental differentiation adjusts integration to the heterogeneity of economic preferences and capacities, particularly in the context of enlargement. By contrast, constitutional differentiation accommodates concerns about national self-determination. Whereas instrumental differentiation mainly affects poorer (new) member states, constitutional differentiation offers wealthier and nationally oriented member states opt-outs from the integration of core state powers. The book shows that differentiated integration has facilitated the integration of new policies, new members, and even non-members. It has been mainly 'multi-speed' and inclusive. Most differentiations end after a few years and do not discriminate against member states permanently. Yet differentiation is less suitable for reforming established policies, managing disintegration and fostering solidarity, and the path-dependency of core state power integration may lead to permanent divides in the Union.
Many international and supranational organisations have lately been busy modernising their internal administration. But nowhere has management change received a similar amount of attention than in the case of the European Commission. Although the perception prevails that the Commission has been losing out in recent years, this vivid interest, academic as well as public, in the so-called Kinnock reform suggests that this organisation still remains "at the heart of the Union". The proposition of this book thus is simple. If it remains true that the Commission is an essential part within the (admittedly complex) equation of EU policy-making, changes of the administration basis of this actor are likely to have broader implications. Consequently, this special issue poses three crucial questions about the recent administrative reform of the European Commission: why was such a comprehensive reform possible, what are its specific implications for the Commission as an organisation and what is the likely impact for the policy process? In short, this book puts the organisational base of EU policy-making centre stage. In the quest for answers the authors of the subsequent chapters take distinct perspectives, use various research strategies and methods, and attempt to solve diverse empirical puzzles. But all attempt to add to our understanding of this organisational base, and how to systematically study it. This book was published as a special issue of the Journal of European Public Policy.
This book, the result of a research project commissioned by the EU's Committee of the Regions, is the first and most comprehensive survey of the 'state of play' of the regional and local democracy covering all the member states of the European Union. It covers issues of vital importance to the practice of democracy at the subnational levels such as citizens' attitudes, electoral turnout, the role of political parties and policy networks. The book examines ways in which national and subnational governments have attempted to improve subnational democracy through various mechanisms.
As the EU enters an increasingly uncertain phase after the 2016 Brexit referendum, Euroscepticism continues to become an increasingly embedded phenomenon within party systems, non-party groups and within the media. Yet, academic literature has paid little attention to the emergence of, and increased development of, transnational and pan-European networks of EU opposition. As the 'gap' between Europe's mainstream political elites and an increasingly sceptical public has widened, pan-European spheres of opposition towards the EU have developed and evolved. The volume sets out to explain how such an innately contradictory phenomenon as transnational Euroscepticism has emerged. It draws on a variety of perspectives and case studies in a number of spheres - the European Parliament, political parties, the media, civil society and public opinion. Examining to what extent the pan-European dimension of Euroscepticism is becoming increasingly influential, it argues that opposition to European integration has for too long been viewed somewhat narrowly, through the paradigm of national party politics. This text will be of key interest to scholars, students and professionals in EU politics, European studies, political parties, and more broadly to comparative politics and international relations.
This new study revisits the work of the late Ernst Haas, assessing his relevance for contemporary European integration and its disparities. With his seminal book, The Uniting of Europe Haas laid the foundations for one of the most prominent paradigms of European integration - neofunctionalism. He engaged in inductive reasoning to theorize the dynamics of the European integration process that led from the Treaty of Paris in 1951 to the Treaty of Rome in 1957. The Treaty of Rome set the constitutional framework for a Common Market. Today, a second Treaty of Rome may lay the foundation for a European Constitution that embeds the Common Market in a European polity. Unfortunately, Haas will not be able to witness this path-breaking step in the development of a European political community, which he so aptly theorized almost five decades ago. This is all the more regrettable since students of European integration are more than ever challenged to tackle a major empirical puzzle: After 50 years of European integration, the member states managed to adopt a single currency and to develop common policies and institutions on justice and home affairs. The integration of foreign policy and defence, by contrast, is still lagging behind. This text delivers sharp insights into these issues. This book, previously published as a special issue of the Journal of European Public Policy, will be of great interest to all students and scholars of international relations, the European Union, European politics and Public Policy.
Psychological theory and research have much to contribute to the knowledge and skill bases underlying effective policing. Much of the relevant information, however, is dispersed across a variety of different psychological and criminal justice/policing journals and seldom integrated for those applied psychologists interested in policing issues or for police policymakers/administrators and others working in the criminal justice area who are not familiar with the psychological literature. To many, the rejections of the Constitutional Treaty by Dutch and French voters in 2005 came as a shock. However, given the many tensions and the many unresolved issues it was quite unsurprising. The challenges facing the Constitutional debate go to the core of the European integration process as they have to do with the terms on which to establish a post-national political order. This book deals with four themes which make up the main sources of the 'constitutional crisis': The problem of the rule of law in a context of governance beyond the nation state The problem of the social deficit of the Union The problem of identity and collective memories The problem of institutionalizing post-national democracy. The EU seeks to define a role for itself in power politics while remaining firm in its rejection of power politics. In order to make power compatible with the European project, EU debate has appended a number of progressive adjectives to the word "power," adjectives like "civilian" and "normative," among others. This book asks what is power, such that it can be modified, tamed, and modulated by adjectives, yet remain "powerful"? Loriaux passes EU debate on power through the mill of phenomenological and post-phenomenological analysis, juxtaposing it against writings by Machiavelli, Agamben, Thucydides, Nietzsche, Patocka, and Levinas. The book locates power in "power/play," the theatrical, staged representation of threat that generates aesthetic effect and undecidability. Power/play endows the word "power" with perlocutionary force, which the adjectives of EU "qualified" power actually enhance rather than moderate. Loriaux argues that EU discourse on power therefore risks inviting EU "exceptionalism," or risks lapsing into an expression of EU ressentiment, rather than advancing a new, progressive understanding of "power." If European Union is to remain steadfast in its opposition to power politics, it must represent itself as "anti-power." This book will be of interest to those who work in the area of EU foreign policy, as well as to those who have a more general theoretical interest in the concept of power.
