Diverse as they are in their histories and in the organization of their forest sectors, most Nordic countries have this in common: their economies and cultures are substantially based on the utilization of various forest resources. This book draws together contributions from forest economists in the Research Triangle of North Carolina, with co-authors from institutions around the world. It represents our common belief that rigorous empirical analysis in an economic framework can inform forest policy. We intend the book as a guide to the empirical methods that we have found most useful for addressing both traditional and modem areas of concern in forest policy, including timber production and markets, multiple use forestry, and valuation of non-market benefits. 'The book editors and most chapter authors are affiliated with three institutions in the Research Triangle: the Southern Research Station of the USDA Forest Service (K. Abt, Butry, Holmes, Mercer, Moulton, Prestemon, Wear), the Department of Forestry at North Carolina State University (R. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. Many of our co-authors also graduated from or were previously affiliated with Triangle institutions. Thus, the selection of topics, methods, and case studies reflects the work of this particular network of economists, and to some degree, our location in the southeastern United States. However, our work and the chapters encompass other regions of the United States and the world, including Latin America and Asia.

The Eastern Arc Mountains of East Africa are one of the 17 most threatened tropical ecosystems or hotspots worldwide. This is the first book to examine in detail current threats as well as approaches for conserving biological diversity in this global biodiversity hotspot.This volume synthesizes existing information on the biodiversity of the Eastern Arc Mountains, outlines processes that adversely affect this diversity, and suggests potential approaches for promoting its conservation. While the geographic focus of this book is the Eastern Arc forests, the problems, principles, and approaches discussed in relationship to conserving biodiversity have applicability to nearly all tropical forests worldwide.

The papers in this book were 'in a preliminary version' presented at an international con ference May 21-25, 2002 in Gilleleje, Denmark. It was a joint event, namely the biennial meeting of the Scandinavian Society of Forest Economics and the 3rd Berkeley-KVL Con ference. The Scandinavian Society of Forest Economics (SSFE) was established in 1958 as a forum for forest economists in the Nordic countries to meet and exchange ideas on research and education. Alternating between Denmark, Finland, Norway and Sweden, biennial ordinary meetings have taken place ever since. The number of participants has increased from 10-15 in the first decade to more than 80 in 2002. In the last two decades prominent researchers from outside Scandinavia have been invited to present papers at the biennial meetings and also to participate in ad hoc working groups. The Berkeley-KVL part of the conference is based on a research collaboration between The Royal Veterinary and Agricultural University (KVL), Copenhagen, University of Cali fornia at Berkeley, and Oregon State University. It was initiated in 1993 within the frame work of a research programme at KVL: 'Stochastic Decision Analysis in Forest Manage ment' and since 1996 extended to the programme 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources'."

This volume offers a scientific assessment of the effects of climatic variability and change on forest resources in the United States. Derived from a report that provides technical input to the 2013 U.S. Global Change Research Program National Climate Assessment, the book serves as a framework for managing U.S. forest resources in the context of climate change. The authors focus on topics having the greatest potential to alter the structure and function of forest ecosystems, and therefore ecosystem services, by the end of the 21st century. Part I provides an environmental context for assessing the effects of climate change on forest resources, summarizing changes in environmental stressors, followed by state-of-science projections for future climatic conditions relevant to forest ecosystems. Part II offers a wide-ranging assessment of vulnerability of forest ecosystems and ecosystem services to climate change. The authors anticipate that altered disturbance regimes and stressors will have the biggest effects on forest ecosystems, causing long-term changes in forest conditions. Part III outlines responses to climate change, summarizing current status and trends in forest carbon, effects of carbon management, and carbon mitigation strategies. Adaptation strategies and a proposed framework for risk assessment, including case studies, provide a structured approach for projecting and responding to future changes in resource conditions and ecosystem services. Part IV describes how sustainable forest management, which guides activities on most public and private lands in the United States, can provide an overarching structure for mitigating and adapting to climate change.

Since 1993 a major research programme, "Stochastic Decision Analysis in Forest Management" has been running at Department of Economics and Natural Resources, The Royal Veterinary and Agricultural University (KVL), Copenhagen, in collaboration with Institute of Mathematical Statistics, University of Copenhagen (KU). The research is funded by the two Universities; The Danish Agricultural and Veterinary Research Council; The Danish Research Academy; The National Forest and Nature Agency; and Danish Informatics Network in the Agricultural Sciepces (DINA). A first international workshop in the research programme was held 5 - 8 August, 1996 at Eldrupgaard, Denmark, within the frameworkofacollaborationagreementbetween University of California at Berkeley (UCB) and the Danish Universities, and funded by The Danish Research Academy and the L0venholm Foundation. Having participated in the workshop, Professor Peter Berck (UCB) suggested that the papers be published along with selected papers in the same scientific field, i.e. mainly cointegration analysis of time series in forestry. The creation of large new tracts of forest, together with the development of a modern wood processing sector, was the single biggest transformation to occur in the Scottish countryside during the twentieth century. While the environmental and landscape impacts of this change have been much commented upon, its impact on Scottish culture and society has attracted comparatively little attention. This book is a work that focuses on the forest environmental tax. Forest resources have played a major role in preventing global warming by absorbing carbon dioxide and supplying oxygen. However, global economic growth has adversely affected the global environment and has exacerbated global warming due to excessive consumption of forest resources. The functions or "services" of forests are diverse, but the interest of the citizenry in forest cultivation is scarce since forests are public goods. Concurrently, Japanese forestry, which has played an important role in forest conservation, is steadily declining, and it is no longer possible for private forest operators to maintain the forest environment. Therefore, in order to realize sustainable economic growth, it is necessary to formulate policies for the conservation of appropriate forest environments. Forest conservation is an especially important policy issue for Japan, where two-thirds of the country is forested. In Japan, a forest environmental tax is being introduced as a forest conservation policy. As of 2021, the forest environmental tax has already been introduced in about two-thirds of the prefectures and soon will be introduced as a national tax. In this book, the significance and issues of the forest environmental tax will be sorted out, and the status of the introduction of the forest environmental tax in Japan will be compared with that of other countries. In addition, there is additional material regarding the water source conservation fund in Toyota City, Aichi Prefecture, a system similar to the forest environmental tax.

The Political Economy of International Commodity Cartels examines how international commodity cartels in the 1930s were impacted not only by commercial rivalry, but also by international trade political and diplomatic concerns. This work presents the rise and decline of the European Timber Exporters' Convention (ETEC) and analyses how firms navigated through the cartel game under increasing international competition, pressures from the national governments, and the interventionist endeavours of the League of Nations. Cartels are often associated with, in the standard economic interpretation, business collusion.
