During late 1985, the Research Management Committee (RMC) of the National Crop Loss Assessment Network (NCLAN) decided the most ap propriate way to bring the NCLAN program to a successful conclusion was to hold an international conference. It was envisaged as an opportunity to present an overview of results from the NCLAN program and as a chance to view the results in the context of ongoing research by members of the international community. * Although we wanted the Conference to have an assessment orientation, it was also intended for the Conference to focus on current state-of-knowledge. The Conference was designed to overview the needs of crop loss assessment, current approaches to assessment, progress in the development of predictive models, the use of the information for economic predictions, and the application of the data in policy decisions. Every effort was made to assure a broad representation of ideas. The Conference program was developed to evaluate major issues that address regional/national assessments of impacts of atmospheric pollutants on agricultural production. Sessions were structured to address specific issues by invited speakers, and by contributed papers and posters. First, background needs for doing loss assessment research including specific approaches and a rather detailed review of the NCLAN program were addressed (Session I). Session II addressed the needs for defining the exposure environment (e. g. extrapolating to regional concentrations and exposure characterization). Field approaches for determining crop loss were reviewed in Session III."

Public debate has stimulated interest in finding greater compatibility among forest management regimes. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. Many of our co-authors also graduated from or were previously affiliated with Triangle institutions. Thus, the selection of topics, methods, and case studies reflects the work of this particular network of economists, and to some degree, our location in the southeastern United States. However, our work and the chapters encompass other regions of the United States and the world, including Latin America and Asia.

The papers in this book were 'in a preliminary version' presented at an international con ference May 21-25, 2002 in Gilleleje, Denmark. It was a joint event, namely the biennial meeting of the Scandinavian Society of Forest Economics and the 3rd Berkeley-KVL Con ference. The Scandinavian Society of Forest Economics (SSFE) was established in 1958 as a forum for forest economists in the Nordic countries to meet and exchange ideas on research and education. Alternating between Denmark, Finland, Norway and Sweden, biennial ordinary meetings have taken place ever since. The number of participants has increased from 10-15 in the first decade to more than 80 in 2002. In the last two decades prominent researchers from outside Scandinavia have been invited to present papers at the biennial meetings and also to participate in ad hoc working groups. The Berkeley-KVL part of the conference is based on a research collaboration between The Royal Veterinary and Agricultural University (KVL), Copenhagen, University of Cali fornia at Berkeley, and Oregon State University. It was initiated in 1993 within the frame work of a research programme at KVL: 'Stochastic Decision Analysis in Forest Manage ment' and since 1996 extended to the programme 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources'."

Forests have great potential in the control of climate change. This is analyzed through both the increased use of wood for energy and the possible forestry investments by Northern nations in the South to cope with the requirements of the Kyoto Protocol. The interlinkages of forests and water are also highlighted. Part V is entitled Regional Forum. Its purpose is to analyze globally relevant continental issues. Interregional studies are followed by articles focusing on Latin America, Africa, Asia and the Pacific, North America, Europe, and the Russian Federation. The role of the G8 economic powers in the development of the world's forests is studied from the days of imperialism to the current Action Programme on Forests, and the implementation of the programme is followed up. A number of comparative analyses of countries are presented. The impacts of globalization on the forest sector in the Russian Far East and reforms in support of sustainable forest management in Russia are the two final themes of the book.

Since 1993 a major research programme, "Stochastic Decision Analysis in Forest Management" has been running at Department of Economics and Natural Resources, The Royal Veterinary and Agricultural University (KVL), Copenhagen, in collaboration with Institute of Mathematical Statistics, University of Copenhagen (KU). Having participated in the workshop, Professor Peter Berck (UCB) suggested that the papers be published along with selected papers in the same scientific field, i.e. mainly cointegration analysis of time series in forestry.
