Pine wilt disease (PWD) is unquestionably a major threat to forest ecosystems worldwide. After seriously affecting Eastern Asian countries, the challenge is now in Europe, following its detection in Portugal in 1999 and its subsequent spread. For foresters, these were really very bad news and, in order for adequate action to be taken, scientists had to teach politicians about the seriousness of the problem. That is never an easy task, but it was successfully done at that time, mainly by the continued effort of Professor Manuel Mota. The challenge of having political decisions based on good science is fundamental for the success of any program, but especially in dif?cult situations such as those arising by the introduction of harmful organisms in new ecosystems. The success of the dialogue between science and policy requires intelligent partners from each side, which is not always necessarily the case... Examples of lack of recognition of problems raised by science are unfortunately abundant throughout the history of science. The recent recognition of the efforts of the Intergovernmental Panel on Climate Change (IPCC) and Al Gore with the - bel Prize, and the continued failure in taking appropriate actions by major political players is a dramatic modern example of the dif?culty of this dialogue...

This book offers information and insights into the potential of market and policy instruments in improving the state of the world's forests. It advocates the use of the concept of optimal mix of markets and policies as an approach to view the appropriate and operational roles of market and government in dealing with forestry issues. It does not offer a list of policy recommendations to be used as a general tool to combat the threats facing the world's forests. Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. Two important aspects that may strongly affect the future of the forest sector are covered: the potential of wood biomass in replacing oil and the global freshwater outlook. Part III focuses on the importance of forests and is primarily aimed at those outside the forest sector. Current innovations in information technology and the fast removal of government regulations have enabled forest industry corporations to invest on a larger scale in optimal locations worldwide. The rapid expansion of forest plantations in the South is a response not only to globalization but also to the expanding conservationpressures in the North. The interlinkages of forests and water are also highlighted. Part V is entitled Regional Forum. Its purpose is to analyze globally relevant continental issues. Interregional studies are followed by articles focusing on Latin America, Africa, Asia and the Pacific, North America, Europe, and the Russian Federation. The role of the G8 economic powers in the development of the world's forests is studied from the days of imperialism to the current Action Programme on Forests, and the implementation of the programme is followed up. A number of comparative analyses of countries are presented. The impacts of globalization on the forest sector in the Russian Far East and reforms in support of sustainable forest management in Russia are the two final themes of the book.

This book is a collection of papers presented at the international symposium on forest sector analysis held in Miyazaki, Japan, in 1998. It is structured with three themes: understanding global forest sector issues, discussing the contribution of modeling efforts to forest sector analysis, and discussing the role of Japanese forest policy in a global sense. The most important features are the case studies using various types of forest sector models. From a modeling perspective, changes in modeling efforts include more detail of spatial and multiple market levels, intergenerational welfare concerns, non-market valuation issues, and explicit treatment of the uncertainty inherent in both the policy process and in the biophysical systems. This book provides a case study into the complexity of tropical high forest in Ghana. It documents the fact that national forest inventories for a long time yielded results that were either over-optimistic about the annual allowable cut or of little use at policy level. Yet, the most important reasons for deforestation and forest degradation stem from market and legislative failures. This has resulted in major government and export revenues foregone, and the capacity of the timber industry has become far higher than the annual allowable cut from forest reserves. Trees outside forest reserves could fill the gap between the timber demand and the capacity of forest reserves. However, sustainable management of trees outside forest reserves requires clear incentives for the actual managers to do so. These managers are the rural people, who also own the land on which the trees grow. Yet, the state owns the trees. Accordingly, the challenge is for the state to replace its old exploitative attitude with a viable production-oriented approach to off-reserve timber resources.

Market globalization and the globalization of environmental concerns have spurred demand for greater international accountability for forest stewardship. In response, a range of multi-lateral governmental and non-governmental initiatives have emerged to redefine the rules of global trade, and demand verification of the legality and/or sustainability of forest products originating from within and outside national boundaries. At the same time there is a lack of transparency and shared understanding about the environmental forest policies that already exist within the world's leading forest producing and consuming countries. The result is that many stakeholders have developed perceptions about a country's regulatory environment that are not consistent with what is actually taking place. This book provides a uniquely detailed and systematic comparison of environmental forest policies and enforcement in twenty countries worldwide, covering developed, transition and developing economies. The goal is to enhance global policy learning and promote well-informed and precisely tuned policy solutions.

The book describes the current state of former opencast mines in six countries. The remediation and reclamation of abandoned opencast mines are considered as a chance for new sustainable ecological, sociological and cultural developments in the regions concerned. The examples quoted from different countries allow the results of different remediation strategies to be compared. By way of conclusion, some recommendations are given at the end.

Public debate has stimulated interest in finding greater compatibility among forest management regimes. The debate has often portrayed management choices as tradeoffs between biophysical and socioeconomic components of ecosystems. Here we focus on specific management strategies and emphasize broad goals such as biodiversity, wood production and habitat conservation while maintaining other values from forestlands desired by the public. We examine the following proposition: Commodity production (timber, nontimber forest products) and the other forest values (biodiversity, fish and wildlife habitat) can be simultaneously produced from the same area in a socially acceptable manner. Based on recent research in the Pacific Northwest, we show there are alternatives for managing forest ecosystems that avoid the divisive arena of 'either-or' choices. Much of the work discussed in this book addresses two aspects of the compatibility issue. First, how are various forest management practices related to an array of associated goods and services? Second, how do different approaches to forest management affect relatively large and complex ecosystems?

The creation of large new tracts of forest, together with the development of a modern wood processing sector, was the single biggest transformation to occur in the Scottish countryside during the twentieth century. While the environmental and landscape impacts of this change have been much commented upon, its impact on Scottish culture and society has attracted comparatively little attention. This book tells the fascinating story of the human side of forestry, drawing heavily on the thoughts, experiences and reflections of a wide range of individuals from all levels and all sectors of the industry as it has developed in Scotland over the last 100 years. The book also analyses the evolution of forestry policy and the changing roles of both the state-run Forestry Commission and the private sector. However, at its core are the stories of the men, women and children who have lived and worked in the many communities where old and new forests have loomed large - communities where, especially in the middle decades of the twentieth century, forestry was often the largest source of employment and income, and without which many of these places would have struggled to survive.

This book draws together contributions from forest economists in the Research Triangle of North Carolina, with co-authors from institutions around the world. It represents our common belief that rigorous empirical analysis in an economic framework can inform forest policy. We intend the book as a guide to the empirical methods that we have found most useful for addressing both traditional and modem areas of concern in forest policy, including timber production and markets, multiple use forestry, and valuation of non-market benefits. 'The book editors and most chapter authors are affiliated with three institutions in the Research Triangle: the Southern Research Station of the USDA Forest Service (K. Abt, Butry, Holmes, Mercer, Moulton, Prestemon, Wear), the Department of Forestry at North Carolina State University (R. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. Many of our co-authors also graduated from or were previously affiliated with Triangle institutions. Thus, the selection of topics, methods, and case studies reflects the work of this particular network of economists, and to some degree, our location in the southeastern United States. However, our work and the chapters encompass other regions of the United States and the world, including Latin America and Asia.

The Eastern Arc Mountains of East Africa are one of the 17 most threatened tropical ecosystems or hotspots worldwide. This is the first book to examine in detail current threats as well as approaches for conserving biological diversity in this global biodiversity hotspot.This volume synthesizes existing information on the biodiversity of the Eastern Arc Mountains, outlines processes that adversely affect this diversity, and suggests potential approaches for promoting its conservation. While the geographic focus of this book is the Eastern Arc forests, the problems, principles, and approaches discussed in relationship to conserving biodiversity have applicability to nearly all tropical forests worldwide.

The papers in this book were 'in a preliminary version' presented at an international con ference May 21-25, 2002 in Gilleleje, Denmark. It was a joint event, namely the biennial meeting of the Scandinavian Society of Forest Economics and the 3rd Berkeley-KVL Con ference. The Scandinavian Society of Forest Economics (SSFE) was established in 1958 as a forum for forest economists in the Nordic countries to meet and exchange ideas on research and education. Alternating between Denmark, Finland, Norway and Sweden, biennial ordinary meetings have taken place ever since. The number of participants has increased from 10-15 in the first decade to more than 80 in 2002. In the last two decades prominent researchers from outside Scandinavia have been invited to present papers at the biennial meetings and also to participate in ad hoc working groups. The Berkeley-KVL part of the conference is based on a research collaboration between The Royal Veterinary and Agricultural University (KVL), Copenhagen, University of Cali fornia at Berkeley, and Oregon State University. It was initiated in 1993 within the frame work of a research programme at KVL: 'Stochastic Decision Analysis in Forest Manage ment' and since 1996 extended to the programme 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources'."
