There has been an increased awareness of the need to establish and maintain small-scale forestry in tropical countries. This is due to concerns over continued deforestation, as well as the long-term environmental and economic resources these plantations can contribute if managed successfully. This book examines the constraints that limit the development of small-scale forestry in tropical environments and how they can be overcome. The authors first explain the background to their research and demonstrate how, in contrast to industrial plantations, small-scale forestry has a wide variety of objectives, including the production of fuelwood and a wide variety of non-wood products, and the protection of degraded watersheds and wildlife habitats. They examine a broad range of socio-economic topics under the broad themes of policy development, market considerations, the evolution of small-scale forestry systems, and timber and non-wood benefits. Pine wilt disease (PWD) is unquestionably a major threat to forest ecosystems worldwide. The challenge of having political decisions based on good science is fundamental for the success of any program, but especially in dif?cult situations such as those arising by the introduction of harmful organisms in new ecosystems. The success of the dialogue between science and policy requires intelligent partners from each side, which is not always necessarily the case... Examples of lack of recognition of problems raised by science are unfortunately abundant throughout the history of science. This book offers information and insights into the potential of market and policy instruments in improving the state of the world's forests. It advocates the use of the concept of optimal mix of markets and policies as an approach to view the appropriate and operational roles of market and government in dealing with forestry issues. It does not offer a list of policy recommendations to be used as a general tool to combat the threats facing the world's forests. Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. Two important aspects that may strongly affect the future of the forest sector are covered: the potential of wood biomass in replacing oil and the global freshwater outlook. Part III focuses on the importance of forests and is primarily aimed at those outside the forest sector. The role of the G8 economic powers in the development of the world's forests is studied from the days of imperialism to the current Action Programme on Forests, and the implementation of the programme is followed up. A number of comparative analyses of countries are presented. The impacts of globalization on the forest sector in the Russian Far East and reforms in support of sustainable forest management in Russia are the two final themes of the book.

This book is a collection of papers presented at the international symposium on forest sector analysis held in Miyazaki, Japan, in 1998. It is structured with three themes: understanding global forest sector issues, discussing the contribution of modeling efforts to forest sector analysis, and discussing the role of Japanese forest policy in a global sense. Throughout the past few decades, the standard answer to the problem of low productivity in small private forests has been education. It has been assumed that the chief obstacle to "good" forestry has been lack of knowledge. But the stubborn persistence of the problem raises some doubts as to the efficacy of the remedy. In this book, first published in 1961, the author takes a sharper look at this problem. He tries to find out what has worked reasonably well, and what has not, and makes some suggestions as to what seems to offer the best prospects for the future. The Small Private Forest in the United States will be of interest to students of environmental studies, as well as to private landowners.

This book provides a case study into the complexity of tropical high forest in Ghana. It documents the fact that national forest inventories for a long time yielded results that were either over-optimistic about the annual allowable cut or of little use at policy level. Yet, the most important reasons for deforestation and forest degradation stem from market and legislative failures. This has resulted in major government and export revenues foregone, and the capacity of the timber industry has become far higher than the annual allowable cut from forest reserves. Trees outside forest reserves could fill the gap between the timber demand and the capacity of forest reserves. However, sustainable management of trees outside forest reserves requires clear incentives for the actual managers to do so. These managers are the rural people, who also own the land on which the trees grow. Yet, the state owns the trees. Accordingly, the challenge is for the state to replace its old exploitative attitude with a viable production-oriented approach to off-reserve timber resources.

Market globalization and the globalization of environmental concerns have spurred demand for greater international accountability for forest stewardship. In response, a range of multi-lateral governmental and non-governmental initiatives have emerged to redefine the rules of global trade, and demand verification of the legality and/or sustainability of forest products originating from within and outside national boundaries. At the same time there is a lack of transparency and shared understanding about the environmental forest policies that already exist within the world's leading forest producing and consuming countries. The result is that many stakeholders have developed perceptions about a country's regulatory environment that are not consistent with what is actually taking place. This book provides a uniquely detailed and systematic comparison of environmental forest policies and enforcement in twenty countries worldwide, covering developed, transition and developing economies. The goal is to enhance global policy learning and promote well-informed and precisely tuned policy solutions.

The book describes the current state of former opencast mines in six countries. The remediation and reclamation of abandoned opencast mines are considered as a chance for new sustainable ecological, sociological and cultural developments in the regions concerned. The examples quoted from different countries allow the results of different remediation strategies to be compared. By way of conclusion, some recommendations are given at the end.

Public debate has stimulated interest in finding greater compatibility among forest management regimes. The debate has often portrayed management choices as tradeoffs between biophysical and socioeconomic components of ecosystems. Here we focus on specific management strategies and emphasize broad goals such as biodiversity, wood production and habitat conservation while maintaining other values from forestlands desired by the public. We examine the following proposition: Commodity production (timber, nontimber forest products) and the other forest values (biodiversity, fish and wildlife habitat) can be simultaneously produced from the same area in a socially acceptable manner. Based on recent research in the Pacific Northwest, we show there are alternatives for managing forest ecosystems that avoid the divisive arena of 'either-or' choices. Much of the work discussed in this book addresses two aspects of the compatibility issue. First, how are various forest management practices related to an array of associated goods and services? Second, how do different approaches to forest management affect relatively large and complex ecosystems?
