Dissociative Recombination of Molecular Ions with Electrons is a comprehensive collection of refereed papers describing the latest developments in dissociative recombination research. The papers are written by the leading researchers in the field. The topics covered include the use of microwave afterglows, merged beams and storage rings to measure rate coefficients and to identify the products and their yields. The molecules studied range in size from the smallest, H2+, to bovine insulin ions. The theoretical papers cover the important role of Rydberg states and the use of wave packets and quantum defect theory to deduce cross sections, rate constants and quantum yields. Several theoretical and experimental papers address the controversial topic of H3+ dissociative recombination and its importance in the interstellar medium. Dissociative recombination studies of other molecular ions in the interstellar medium and in cometary and planetary atmospheres are covered. The ffiM Japan International Symposium Energy and Environment - Global Warming was held in the Keidanren Guesthouse at the foot of Mt. Fuji, from October 21 to 24, 1990. The symposium was conducted in the context of ffiM Japan's longstanding commitment to good corporate citizenship. On this beautiful planet with its inter-dependent waters, lands and atmo sphere, we consider that the problems relating to the global environment are the most serious that the human race will face in the near future. The symposium provided an opportunity for forty scientists and researchers, from a wide variety of international backgrounds, to address matters relating to the global environment in an international forum. Eighteen papers were presented followed by panel and group discussions, on which the concluding remarks and recommendations are based. We chose three types of papers to target different aspects of the condition of the global environment: the natural science component; the socio-economic component; and the energy component which links these two. On the first day the symposium began with a plenary speech by Dr. J. Kondo followed by three keynote speeches, each with a particular focus. The following day, six speakers offered papers relating to the previous day's keynote speeches."

Recent years have been characterized by the increasing amountofpublications in the field ofso-called ill-posed problems. This is easilyunderstandable because we observe the rapid progress of a relatively young branch ofmathematics, ofwhich the first results date back to about 30 years ago. By now, impressive results have been achieved both in the theory ofsolving ill-posed problems and in the applicationsofalgorithms using modem computers. To mention just one field, one can name the computer tomography which could not possibly have been developed without modem tools for solving ill-posed problems. When writing this book, the authors tried to define the place and role of ill posed problems in modem mathematics. In a few words, we define the theory of ill-posed problems as the theory of approximating functions with approximately given arguments in functional spaces. The difference between well-posed and ill posed problems is concerned with the fact that the latter are associated with discontinuous functions. This approach is followed by the authors throughout the whole book. We hope that the theoretical results will be of interest to researchers working in approximation theory and functional analysis. As for particular algorithms for solving ill-posed problems, the authors paid general attention to the principles ofconstructing such algorithms as the methods for approximating discontinuous functions with approximately specified arguments. In this way it proved possible to define the limits of applicability of regularization techniques."

I am very pleased that my book The Geomagnetic Field and Life is being published in English in the United States. Thanks to the initiative of Plenum Press, a publishing hause that is widely known in all countries, I have a great new opportunity to make direct contact with friends throughout the world. My book on the geomagnetic field can be regarded as an abstraction, whose purpose is to provide a better picture and understanding of the world araund us, its main driving forces, and factors, to help us to know ourselves, and to proceed further. The essence of the abstraction is that in treating the problern I have deliberately ignored the diverse effects of various extemal factors on living organisms and have confined myself to an analysis of the effect of the GMF. This approach allows me to go one step further-to draw various conclusions and propose theories that rnight bring us closer to a proper understanding of the true nature of the phenomena. Philosophers have long been aware that by such abstract thinking we can deterrnine the nature of phenomena more reliably, completely, and comprehensively, penetrate to the very core of the observed effects, and perceive the depth of their interrelations.

1.1. MISSION BACKGROUND The scientific objective of this magnetospheric physics mission was a detailed in vestigation of the Aurora Borealis, or 'Northern Lights'. The fields experiments (electric and magnetic) were constructed by the University of California at Berke ley (UCB), and Los Angeles (UCLA) respectively. The particles instruments were constructed by UCB and the University of New Hampshire in collaboration with Lockheed Palo Alto Research Laboratory. The instrument data processing unit was provided by UCB. The spacecraft bus, telemetry, and launch services were provided by the NASA Goddard Space Flight Center SMEX office. The science principal investigator is Dr C. W. Carlson of UCB, and the program is managed by the SMEX office. The UCB design philosophy emphasizes the demonstration of design margins set by peer review. As a result, each boom system was extensively tested at a prototype level before the flight units were manufactured. Additionally, the design, assembly and testing of each boom mechanism was conducted by a single engineer solely responsible for its success.

It is now possible to determine concentrations of trace constituents and pollutants in the lower atmosphere from space, a development which heralds a new era for tropospheric chemistry.

The authors describe how to develop and validate methods for determining tropospheric trace constituents from satellite data, to encourage the use of these data by atmospheric chemists, and to explore the undoubted synergism which will develop between satellite and ground-based measurements, and will eventually give rise to a permanent observation system for the troposphere. The book comprises several comprehensive overviews, prepared by acknowledged experts in the field, together with a series of individual reports from investigators whose work represents the cutting edge of the subject. A variety of results, giving global distributions of several species and their modelling are reported. Most results stem from ESA satellite data, but there is also an account of the North American work in this field which has mainly concentrated on global distributions of ozone.

It is fair to say that the field, as it develops, will revolutionize the way in which atmospheric chemistry is done. This timely book provides a good introduction for anyone with an interest in the future of the troposphere.

Climate change has been addressed since last decade based on the influence of human activities like production of industrial effluents, land use changes and other activities due to development of the society. These are very important issues no doubt but the activities due to the influence of extraterrestrial phenomena have not been given its due importance. An attempt is being made here to understand the influence of extraterrestrial activities as one of the important factors of climate change has been attempted here. The influence of Sun and distant stars on the environment of the earth has been studied during the cyclic changes in the Sun as well as episodic changes in the environment due to the effect of other celestial objects in between Sun-Earth environment. The study has been carried out based on the changes within the Sun as well as changes during the solar eclipse. During these extra terrestrial changes it has been observed that the earth changes in its atmosphere as well as geosphere, which may have local effect but the increase of these local effect in large scale may contribute to the climate change. Solar radiation drives atmospheric circulation. Since solar radiation represents almost all the energy available to the Earth, accounting for solar radiation and how it interacts with the atmosphere and the Earth's surface is fundamental to understanding the Earth's energy budget.

The assessment of risks posed by natural hazards such as floods, droughts, earthquakes, tsunamis or cyclones is often based on short-term historical records that may not reflect the full range or magnitude of events possible. As human populations grow, especially in hazard-prone areas, methods for accurately assessing natural hazard risks are becoming increasingly important. In Extreme Events Jonathan Nott describes the many methods used to reconstruct such hazards from natural long-term records. He demonstrates how long-term (multi-century to millennial) records are essential in gaining a realistic understanding of the variability of natural hazards, and how short-term historical records can often misrepresent the likely risks associated with natural hazards. This book will form a useful resource for students taking courses covering natural hazards and risk assessment. It will also be valuable for urban planners, policy makers and non-specialists as a guide to understanding and reconstructing long-term records of natural hazards.

Perilous Planet Earth places our concern about the threat to Earth from asteroids and comets within an historical context, looking at the evidence for past events within the geological and historical records. The book looks at the way in which prevailing views about modes of global change have changed dramatically over the years. It also considers the way in which catastrophic events are now seen to have influenced the course of evolution in the distant past, as well as the rise and fall of civilisations in more recent times. Professor Palmer argues that the better we understand our past, the greater the likelihood that we will be able to take appropriate action to preserve our civilisation for the future. A major environmental concern is the increasing burden on all scales of photo-oxidants, acidifying substances and potential nutrients in the troposphere. These lead to episodes of summer smog, and appreciable damage to eco-systems both on land and at sea. Underlying the environmental effects is the complex scientific problem of linking the man-made and biological emissions to the myriad chemical reactions that transform the pollutants as they are transported to and deposited in the surroundings and also pristine areas remote from the sources. The project, the scientific results of which are described in this book, was set up to study the problem in an inter-disciplinary way by co-ordinating the work of more than 150 research groups in some 20 countries.

The "European Experiment on the Transport and Transformation of Environmentally Relevant Trace Constituents over Europe" (EUROTRAC) was established in 1986 to tackle the scientific problem and combine the expertise, knowledge and resources in Europe, in order to apply them over a large region covering the greater part of the continent. Characterising spatial and temporal variation in environmental properties, generatingmapsfromsparse samples,and quantifyinguncertaintiesin the maps,are key concerns across the environmental sciences. The body of tools known as g- statistics offers a powerful means of addressing these and related questions. This volume presents recent research in methodological developments in geostatistics and in a variety of speci?c environmental application areas including soil science, climatology, pollution, health, wildlife mapping, ?sheries and remote sensing, amongst others. This book contains selected contributions from geoENV VII, the 7th Int- national Conference on Geostatistics for Environmental Applications, held in Southampton, UK, in September 2008. Like previous conferences in the series, the meeting attracted a diversity of researchers from across Europe and further a?eld. A total of 82 abstracts were submitted to the conference and from these the organisation committee selected 46 papers for oral presentation and 30 for poster presentation. The chapters contained in the book represent the state-of-the-art in geostatistics for the environmental sciences. The book includes 35 chapters arranged according to their main focus, whether methodological, or in a particular application. All of the chapters included were accepted after review by members of the scienti?c c- mittee and each chapter was also subject to checks by the editors.

From July 7 to 12, 2008 in Zelenogradsk, a cosy resort on the bank of the Baltic Sea near Kaliningrad in Russia, the 1st International Conference "Atmosphere, Ionosphere, Safety (AIS-2008)" has been carried out. The State Russian University of I. Kant, Semenov Institute of chemical physics of the Russian Academy of Sciences, Pushkov Institute of terrestrial magnetism and radio-waves propagation of the Russian Academy of Sciences, and Russian Committee on Ball Lightning (BL) have acted as organizers of the conference. Financial support was made by Russian Fund of Fundamental Research Project N. 08-03-06041 and European Of?ce of Aerospace Research and Development Grant award FA8655-08-1-5052. The International conference "Atmosphere, Ionosphere, Safety" (AIS-2008) was devoted to (i) the analysis of the atmosphere-ionosphere response on natural and man-made processes, the reasons of occurrence of the various accompanying geophysical phenomena, and an estimation of possible consequences of their in?uence on the person and technological systems; (ii) the study of the monitoring possibility and search of the ways for the risk level decrease. Discussion of the physical and chemical processes accompanying the observable geophysical p- nomena was undertaken. One can see from a list of the Conference sections that questions of safety took only rather modest place, so main topics of the Conference became discussion of processes taking place in the atmosphere, ionosphere and methods of monitoring these processes.

Stromatolites are the most intriguing geobiological structures of the entire earth history since the beginning of the fossil record in the Archaean. Stromatolites and microbialites are interpreted as biosedimentological remains of biofilms and microbial mats. These structures are important environmental and evolutionary archives which give us information about ancient habitats, biodiversity, and evolution of complex benthic ecosystems. However, many geobiological aspects of these structures are still unknown or only poorly understood. The present proceedings highlight the new ideas and information on the formation and environmental setting of stromatolites presented at the occasion of the Kalkowsky Symposium 2008, held in Gottingen, Germany."

Fifteen years have passed since I was working at a dam site super vising grouting work. That was not the first time that I had to car ry out engineering geological investigations for several similar projects, which always included testing programmes to find out the permeability of the rock, and often I was in charge of grouting work. It thus attracted my attention when this particular grouting programme did not run as intended: most of the grout holes took only very little grout It could not be the aim of the invested work simply to drill holes and fill them again without bringing about any further improvement. Fortunately, I had the chance to be en gaged in many other grouting programmes in the following years and used all these examples to analyse as thoroughly as possible the permeability of the rocks being treated in view of their grout ability. The more I studied, the stronger my conviction grew that our rules which had decided the grouting of rock for many de cades should be developed further, and therefore I occupied my self with contributing some ideas for a new basis to investigation and judgment of permeability of rock and for a more adequate application of this technology."

Groundwater is one of the most important resources in the world. In many areas, water supplies for industrial, domestic, and agricultural uses are de pendent on groundwater. As an "open" system, groundwater may exchange mass and energy with its neighboring systems (soil, air, and surface water) through adsorption, ion-exchange, infiltration, evaporation, inflow, outflow, and other exchange forms. Consequently, both the quantity and quality of groundwater may vary with environmental changes and human activities. Due to population growth, and industrial and agricultural development, more and more groundwater is extracted, especially in arid areas. If the groundwater management problem is not seriously considered, over extraction may lead to groundwater mining, salt water intrusion, and land subsidence. In fact, the quality of groundwater is gradually deteriorating throughout the world. The problem of groundwater pollution has appeared, not only in developed countries, but also in developing countries. Ground water pollution is a serious environmental problem that may damage human health, destroy the ecosystem, and cause water shortage."

Ayla Neusel The idea of holding an International Women's University ifu as part of the EXPO 2000'W orld Exposition was born in Lower Saxony in the mid-1990s. In 1992, Lower Saxony's then Minister of Science Helga Schuchardt had set up a Women's Research Commission that in 1994 presented its report with the programmatic title "Promoting Women's Interests Means Academic Reform - Women's Research Means a Critique of Science". A spin-off, so to speak, of this commission's was nd the idea of a women's university as an EXPO project. The 2 Lower Saxony Women's Research Commission (1995-1997) stated: "From 15 July until 15 Oc- tober, an International Women's University is to be Q~ganised offering an interdis- ciplinary, international, multimedia, postgraduate study programme". Initially conceived as a purely research-oriented university, ijiJ evolved into an academic project for women scientists on an international scale. The ifu concept was based on the (self-) image of science as an ongoing, evolving, forward- looking research project. The unique concept of the International Women's University as an academic reform project was founded on three key principles: 1. Problem Orientation of Teaching and Research The choice of the globally relevant controversial issues Work - Information - Body - Migration - City - Water and the idea of addressing these issues from the perspective of the natural and engineering sciences, the humanities and so- cial sciences as well as art, consciously focusing on questions of practical rele- vance, gave rise to a problem-oriented, interdisciplinary approach.

This book offers a close examination of water scarcity as a developmental challenge facing member nations of the Southern African Development Community (SADC), the interventions that have been implemented to combat the situation and the challenges still outstanding. The first chapter paints the backdrop of the water scarcity problem, reviewing historical approaches from the 1992 Earth Summit in Rio de Janeiro to the Johannesburg World Summit on Sustainable Development (2002) to the United Nations Rio+20 Conference on Sustainable Development (2012), and recapping principles and agreements reached during and after these conferences. Chapter two examines the Southern Africa region's efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Written by the editor, J.P. Msangi, the chapter describes Namibia's efforts to ensure management of scarce water. Beyond enacting management and pollution control regulations and raising public awareness, Namibia encourages research to ensure attainment of the requirements of both the SADC Protocol and its own water scarcity management laws. The next three chapters offer Namibia-based case studies on impacts of pollution on water treatment; on the effects of anthropogenic activities on water quality and on the effects of water transfers from dams upstream of Von Bach dam. The final chapter provides detailed summaries of the issues discussed in the book, highlighting conclusions and offering recommendations. Combating Water Scarcity in Southern Africa synthesizes issues pertinent to the SADC countries as well as to other regions, and offers research that up to now has not been conducted in Namibia.
