For decades now we have been told that we are living through a governance revolution. Gone are the days when government agencies and bureaucrats told us what to do and how to do it. We are no longer clients of the state but empowered citizens who are able to take greater control over our own lives and the activities of those who govern in our name. Across the world the prevailing narrative has become one of Good Governance, devolution, liberation, and freedom of expression. In policy fields as diverse as development planning, healthcare, and public transport a neo-pluralist rhetoric has emerged based on the principles of 'co-production' and partnership working. And yet at the same time a curious paradox is emerging. Whilst the prevailing zeitgeist is one of openness and citizen empowerment, this book will show that in reality new modes of governance are emerging in which state controls have actually been expanded into many spheres of life that were previously left unregulated. For some a new political economy of 'regulatory capitalism' has emerged and this, in turn, has ushered in unprecedented forms of state-led privatisation under which democratically-elected politicians have voluntarily handed over their powers, responsibilities, and resources to new corporate elites who promise to deliver services in more efficient and equitable ways. As the discussion will show, in reality the rhetoric of Good Governance has, therefore, been used to legitimate the wholesale transfer of welfare assets and services beyond the democratic control of state actors and the citizens that they represent. Privatisation has become a new utopianism that involves a revolution in ways of thinking about democracy, governance, and urban management, the implications of which will be felt by current and future generations.

First published in 1987, this volume was written to shed some light upon the nature and environmental consequences and wider relevance of development strategies in the Peoples' Republic of China. It covers industrialisation, food production, energy use and landscape and settlement planning. The Chinese "autocentred" strategy is assessed from both the developmental and the environmental viewpoints. Decision-making processes and the opportunities to implement environmental policy in other parts of the developing world are analysed and the volume concludes with the view that benefits to other countries are likely to arise out of increased co-operation and exchange with China, although the Chinese model is by no means a panacea. This book assesses and illustrates innovative and practical world-wide measures for combating sea level rise from the profession of landscape architecture. The work explores how the appropriate mixture of integrated, multi-scalar flood protection mechanisms can reduce risks associated with flood events including sea level rise. Because sea level rise is a global issue, illustrative case studies performed from the United States, Korea, Australia, New Zealand, Thailand, Japan, China, and the Netherlands identify the structural (engineered), non-structural (nature-based), and hybrid mechanisms (mixed) used to combat sea level rise and increase flood resilience. The alternative flood risk reduction mechanisms are extracted and analyzed from each case study to develop and explain a set of design-based typologies to combat sea level rise which can then be applied to help proctor new and existing communities. It is important for those located within the current or future floodplain considering sea level rise and those responsible for land use, developmental, and population-related activities within these areas to strategically implement a series of integrated constructed and green infrastructure-based flood risk reduction mechanisms to adequately protect threatened areas. As a result, this book is beneficial to both academics and practitioners related to multiple design professions such as urban designers, urban planners, architects, real estate developers, and landscape architects.

There has been a profound change within the sphere of government and societal regulation in recent years. Traditional hierarchical government has been challenged by new governance instruments relying on negotiations instead of command and control. Alongside this development there has been a change in the time-framing of politics and steering. Traditional politics implicitly has been based on stability and permanence while new forms of governance explicitly are based on just-in-time actions such as projects and issue-based collaborations in networks and programs. This book analyses the implications of this shortening of time frames, focusing particularly on spatial policy interventions. Spatial policies have a special relevance when it comes to governance and new forms of societal steering. On the one hand, the local (geographical) level in politics is the principal battleground for the struggle between top down and bottom up approaches and aspirations. On the other hand, many of the most burning issues of our time require a global, strategic approach, for example, climate change, resource depletion, population growth are anchored in space and the physical world. Whether and how short-term spatial approaches can achieve sustainable development outcomes is thus a critical question, and forms the focus of this volume. The book examines the characteristics of temporary policy measures across a range of rural, urban and regional contexts, in four continents: Europe, North America, Oceania and Africa. The outcomes and effects of these policies and interventions are analysed, particularly focusing on the tension between short-term interventions and long-term effects.

Established indicators of development suggest that, as a group, African countries lag behind their counterparts in other regions with respect to public health. Particularly noteworthy is the fact that the public health problems of these countries are rooted in preventable causes associated with hygiene and sanitation. It is customary to attribute the problems that ail Africa to the lack of financial resources. This book deviates from convention by suggesting non-financial factors as the source of sanitation problems on the continent, and argues the need to re-connect urban planning to public health. These two professions are consanguine relatives and emerged to combat the negative externalities of the industrial revolution and concomitant urbanization. However, with the passage of time, the professions drifted apart. Today, more than ever, there is a need for the two to be re-connected. This need is rooted in the increasing complexity of urban problems whose resolution requires interdisciplinary initiatives. To this end, there is hardly any question that urban public health initiatives are unlikely to succeed without the collaboration of both public health and urban planning experts. The book recognizes this truism, and stands as the first major academic work to demonstrate the inextricably intertwined nature of urban planning and urban public health in Africa.

This book analyzes devolution as it affects the English Regions, working from the perspective of uneven development, and drawing on the rich tradition of regional geography. Currently, London is the power centre ruling over the other English regions. The first part of the book looks at how this regional structure has arisen, and the theories that can be used to analyze it. The contributors discuss the nature of regional problems and governance, the institutions involved in regional governance and regional approaches to economic development. The second part of the book devotes a chapter to each English region, examining each region's unique characteristics, and the opportunities created for it by devolution. By looking carefully at the regions, this part of the book sheds light on the question of whether Regional governance benefits the regions, or simply rescales governance to introduce another layer of bureaucracy.

English Regional Planning 2000-2010 chronicles a vital feature of recent UK planning activity, during the period of the Blair and Brown Labour governments up to 2010. It deals particularly with the regional scale of planning during these years, whereby large steps forward were made, but where policy making often proved very controversial. One purpose of the book is to learn from the many areas of policy development, method and skills which evolved during the decade up to 2010. This will mean that a future return to strategic planning should not have to reinvent the wheel. This book also helps to inform such planning in the rest of the developed world where higher-level planning is more prevalent.

The book has eight chapters written by experts active in English regional planning during these years, alongside two chapters by the editors introducing and concluding on the experience as a whole. Thematic topics covered include the way in which housing and employment development was tackled in the varying English regional contexts, and the growing influence of transport and environmental factors on the spatial strategy. This book presents a multiregional input-output model for the metropolitan area of Southern California, which helps to estimate the economic impact of simulated terrorist attacks on seaports, malls etc. as well as of natural disasters such as earthquakes and tsunamis. The authors also analyze the economic and social effects of metropolitan policies such as growth controls, neighborhood gentrification or road-congestion charges. The model presented in the book has evolved over a period of 25 years and requires a very substantial computer capacity.

Charting the development of the travel plan as a concept, this book draws on a range of research-based contributions to determine the state-of-the-art and to explore a series of future scenarios in this area for practitioners and policy makers. Site-based mobility management or 'travel plans' address the transport problem by engaging with those organisations such as employers that are directly responsible for generating the demand for travel, and hence have the potential to have a major impact on transport policy. What are the likely long-term implications of this shift to Asia for the cities and regions of Europe? To just 'wait and see' cannot be the response, nor the hope that the attractiveness of Asia will diminish over time and that the economic growth will slow down. Will Europe be able to retain its economic power? There is a need to think about possible futures for the cities and regions of Europe when industrial production is reduced, when high-tech and bio-tech industries do not compensate for the loss of industrial jobs, when Europe's supremacy in financial services is eroding, or even when Chinese capital is investing in Europe to exploit the territorial capital of the 'old' continent. China and Europe address the challenges for the cities and regions of Europe that may be the consequences of such development trends. Contributions by policy-makers and academic observers will prepare the ground for debating the dimensions 'economy', 'knowledge and culture', 'environment and mobility', 'quality of life', and 'governance' of this challenge.
