Many of the challenges that decision-makers grapple with in relation to climate change are governance related. Planning and decision-making is evolving in ambiguous institutional environments, in which many key issues remain unresolved, including relationships between different actors; funding arrangements; and the sources and procedures for vetting data. These issues are particularly acute at this juncture, as climate adaptation moves from broad planning processes to the management of infrastructure systems. Concrete decisions must be made. Adapting Infrastructure to Climate Change draws on case studies of three coastal cities situated within very different governance regimes: neo-corporatist Rotterdam, neo-pluralist Boston and semi-authoritarian Singapore. The book examines how infrastructure managers and other stakeholders grappling with complex and uncertain climate risks are likely to make project-level decisions in practice, and how more effective decision-making can be supported. The differences across governance regimes are currently unaccounted for in adaptation planning, but are crucial as best practices are devised. These lessons are also applicable to infrastructure planning and decision-making in other contexts. This book will be of great interest to scholars of climate change and environmental policy and governance, particularly in the context of infrastructure management.
Planning in settler-colonial countries is always taking place on the lands of Indigenous peoples. While Indigenous rights, identity and cultural values are increasingly being discussed within planning, its mainstream accounts virtually ignore the colonial roots and legacies of the discipline's assumptions, techniques and methods. Established indicators of development suggest that, as a group, African countries lag behind their counterparts in other regions with respect to public health. Particularly noteworthy is the fact that the public health problems of these countries are rooted in preventable causes associated with hygiene and sanitation. It is customary to attribute the problems that ail Africa to the lack of financial resources. This book deviates from convention by suggesting non-financial factors as the source of sanitation problems on the continent, and argues the need to re-connect urban planning to public health. These two professions are consanguine relatives and emerged to combat the negative externalities of the industrial revolution and concomitant urbanization. However, with the passage of time, the professions drifted apart. Today, more than ever, there is a need for the two to be re-connected. This need is rooted in the increasing complexity of urban problems whose resolution requires interdisciplinary initiatives. To this end, there is hardly any question that urban public health initiatives are unlikely to succeed without the collaboration of both public health and urban planning experts. The book recognizes this truism, and stands as the first major academic work to demonstrate the inextricably intertwined nature of urban planning and urban public health in Africa.

The increasing power of computer technologies, the evolution of software en- neering and the advent of the intelligent transport systems has prompted traf c simulation to become one of the most used approaches for traf c analysis in s- port of the design and evaluation of traf c systems. The ability of traf c simulation to emulate the time variability of traf c phenomena makes it a unique tool for capturing the complexity of traf c systems. In recent years, traf c simulation - and namely microscopic traf c simulation - has moved from the academic to the professional world. A wide variety of traf- c simulation software is currently available on the market and it is utilized by thousands of users, consultants, researchers and public agencies. Microscopic traf c simulation based on the emulation of traf c ows from the dynamics of individual vehicles is becoming one the most attractive approaches. However, traf c simulation still lacks a uni ed treatment. Dozens of papers on theory and applications are published in scienti c journals every year. A search of simulation-related papers and workshops through the proceedings of the last annual TRB meetings would support this assertion, as would a review of the minutes from speci cally dedicated meetings such as the International Symposiums on Traf c Simulation (Yokohama, 2002; Lausanne, 2006; Brisbane, 2008) or the International Workshops on Traf c Modeling and Simulation (Tucson, 2001; Barcelona, 2003; Sedona, 2005; Graz 2008). Yet, the only comprehensive treatment of the subject to be found so far is in the user's manuals of various software products.

Despite the fact that the rural commuter belts of cities are major loci of population change, economic growth and dynamic social change within city regions, most research tends to ignore this area while focusing on the built-up city core. By stressing the importance of subjectivity and interpretation, social constructionism offers a different conception of reality from the traditional approach to housing policy analysis. This book provides an up-to-date review of the social constructionist perspective and considers its philosophical basis. It discusses how social problems are constructed and, in turn, how this informs policy-making. It is divided into two parts. The first section is theoretical and discusses the variety of conceptual approaches utilised within the constructionist paradigm. The second part provides a number of empirically based case studies from the UK and Australia to illustrate the different methodologies that form the social constructionist corpus. In recent decades, the responsibility for initiating regeneration programmes has been placed firmly in the hands of rural communities, with the rationale being that local people are best placed to know their own problems and, consequently, to develop their own solutions. Despite the popularity of this approach, the self-help approach has its own problems and can be seen as an attempt by governments to reduce public spending. This book provides a critical account of the discourses and practices of self-help in contemporary rural development policies of Australia and other western nations. Although it examines the problems of the self-help approach, it moves beyond a straightforward exposition of the impediments to self-help. Instead, taking a Foucauldian governmentality perspective, it puts forward a theoretical analysis of the self-help concept, assessing it as a means of governing rural development in an advanced liberal manner. It argues that self-help should not be regarded as either the empowerment or the abandonment of rural citizens by a shrinking state, but rather the application of new ways of thinking about and acting upon rural development.

Modern urban spaces are, by definition, mixed socio-spatial configurations. In many ways, their enduring success and vitality lie in the richness of their ethnic texture and ongoing exchange of economic goods, cultural practices, political ideas and social movements. This mixture, however, is rarely harmonious and has often led to violent conflict over land and identity. Focusing on mixed towns in Israel/Palestine, this insightful volume theorizes the relationship between modernity and nationalism and the social dynamics which engender and characterize the growth of urban spaces and the emergence therein of inter-communal relations. For more than a century, Arabs and Jews have been interacting in the workplaces, residential areas, commercial enterprises, cultural arenas and political theatres of mixed towns. Defying prevailing Manichean oppositions, these towns both exemplify and resist the forces of nationalist segregation. In this interdisciplinary volume, a new generation of Israeli and Palestinian scholars come together to explore ways in which these towns have been perceived as utopian or dystopian and whether they are best conceptualized as divided, dual or colonial. Identifying ethnically mixed towns as a historically specific analytic category, this volume calls for further research, comparison and debate.
One of the policies that has been most widely used to try to limit urban sprawl has been that of urban containment. These policies are planning controls limiting the growth of cities in an attempt to preserve open rural uses, such as habitat, agriculture and forestry, in urban regions. While there has been a substantial amount of research into these urban containment policies, most have focused on issues of land use, consumption, transportation impacts or economic development issues. This book examines the effects of urban containment policies on key social issues, such as housing, wealth building and creation, racial segregation and gentrification. It argues that, while the policies make important contributions to environmental sustainability, they also affect affordability for all the economic groups of citizens aside from the most wealthy. However, it also puts forward suggestions for revising such policies to counter these possible negative social impacts. As such, it will be valuable reading for scholars of environmental planning, social policy and regional development, as well as for policy makers.
