Throughout the world, the threat of climate change is pressing governments to accelerate the deployment of technologies to generate low carbon electricity or heat. But this is frequently leading to controversy, as energy and planning policies are revised to support new energy sources or technologies (e.g. offshore wind, tidal, bioenergy or hydrogen energy) and communities face the prospect of unfamiliar, often large-scale energy technologies being sited near to their homes. Policy makers in many countries face tensions between 'streamlining' planning procedures, engaging with diverse publics to address what is commonly conceived as 'NIMBY' (not in my back yard) opposition, and the need to maintain democratic, participatory values in planning systems. This volume provides a timely, international review of research on public engagement, in contexts of diverse, innovative energy technologies. Public engagement is conceived broadly - as the interaction between how developers and other key actors engage with publics about energy technologies (including assumptions held about the methods used, such as the provision of financial benefits or the holding of deliberative events), and how individuals and groups engage with energy policies and projects (including indirectly through the media and directly through emotional and behavioural responses). The book's contributors are leading experts in the UK, Europe, North and South America and Australia drawn from a variety of relevant social science disciplinary perspectives. The book makes a significant contribution to our existing knowledge, as well as providing interested professionals, policymakers and members of the public with a timely overview of the critical issues involved in public engagement with low carbon energy technologies.
Marine Spatial Planning (MSP) is an integrated and comprehensive approach to ocean governance and is used to establish a rational use of marine space and reconcile conflicting interests of its users. MSP allows both a high level of environmental protection and a wide range of human activities and emphasizes coordinated networks of national, regional and global institutions. This book focuses on the framework of international law behind MSP and especially on the transboundary aspects of MSP. It first sets out a general framework for transboundary MSP and then moves on to compare and assess differences and similarities between different regions. Specific detailed case studies include the EU with the focus on the Baltic Sea and North Sea, the Bay of Bengal and Great Barrier Reef in Australia. Since the early 1990s, governments and development agencies have become increasingly preoccupied with the pursuit of regional competitiveness. However, there is considerable confusion around what exactly regional competitiveness means, how it might be achieved, whether and how it can be measured, and whether it is a meaningful and appropriate goal for regional economies. The central aim of this book is to provide a comprehensive and critical account of these debates with reference to theory, policy and practice, and thus to explore the meaning and value of the concept of regional competitiveness. The book is structured into three parts. Part one introduces the concept of regional competitiveness by tracing its origins and exploring its different meanings in regional economic development. This will critically engage with political economy approaches to understanding the nature and dominance of the competitiveness discourse. Part two interrogates the pursuit of regional competitiveness in policy and practice. This critically evaluates the degree to which the pursuit of competitiveness is encouraging convergence in policy agendas in regions through an examination of key determinants of policy sameness and difference, notably benchmarking and devolved governance. Part three explores the limitations to regional competitiveness and explores whether and how its predominance in the policy discourse might be challenged by alternative agendas such as sustainable development and wellbeing. Cities, Nationalism, and Democratization provides a theoretically informed, practice-oriented account of intercultural conflict and co-existence in cities. Bollens uses a wide-ranging set of over 100 interviews with local political and community leaders to investigate how popular urban policies can trigger 'pushes from below' that help nation-states address social and political challenges. The book brings the city and the urban scale into contemporary debates about democratic transformations in ethnically diverse countries. The management of common pool resources and publicly owned areas is fraught with difficulty. This book explores the long, complex, and frequently contentious history of public lands management in the United States in order to draw lessons for the emerging field of marine spatial planning (MSP). The author first establishes that these two seemingly different settings are in fact remarkably similar, drawing on established theories of policy analysis. The work then examines the management of US National Forests over the past 120 years, including three place-based case studies, to discover recurring themes. The analysis shows how different management approaches evolved over time in response to changing laws and cultural norms, producing outcomes favored by different constituencies. This history also reveals the ambiguities and contradictions inherent in multiple-use management of any public space. Next, the book analyzes recent efforts to advance MSP, both in the US and globally, showing how they mirror past experiences in National Forest management, including similar disagreements among stakeholders. The concluding chapter makes recommendations to those within ocean-related sectors government, academia, industry, and environmental groups about how they might achieve their individual and collective goals more effectively based on lessons from the public lands setting."
Over the last forty years, graffiti and street-art have become a global phenomenon within the visual arts. Whilst they have increasingly been taken seriously by the art establishment (or perhaps the art market), their academic and popular examination still remains within old debates which argue over whether these acts are vandalism or art, and which examine the role of graffiti in gang culture and in terms of visual pollution. Based on an in-depth ethnographic study working with some of the world's most influential Independent Public Artists, this book takes a completely new approach. Placing these illicit aesthetic practices within a broader historical, political, and aesthetic context, it argues that they are in fact both intrinsically ornamental (working within a classic architectonic framework), as well as innately ordered (within a highly ritualized, performative structure). Rather than disharmonic, destructive forms, rather than ones solely working within the dynamics of the market, these insurgent images are seen to reface rather than deface the city, operating within a modality of contemporary civic ritual. The book is divided into two main sections, Ornament and Order. Ornament focuses upon the physical artifacts themselves, the various meanings these public artists ascribe to their images as well as the tensions and communicative schemata emerging out of their material form. Using two very different understandings of political action, it places these illicit icons within the wider theoretical debate over the public sphere that they materially re-present. Order is focused more closely on the ephemeral trace of these spatial acts, the explicitly performative, practice-based elements of their aesthetic production. Exploring thematics such as carnival and play, risk and creativity, it tracks how the very residue of this cultural production structures and shapes the socio-ethico guidelines of these artists' lifeworlds.

This book offers an ethnographic exploration of the role that atmosphere plays in work processes undertaken within an urban design studio. It provides understandings of how architectural practices are fuelled with atmosphere in various configurations throughout different design phases of selected projects for construction. From the outside architectural practices commonly appear well-ordered and carefully considered, established by proof and rationally justified. This book though poaches on architects' preserves in order to draw attention to features of unpredictability and uncertainty within the design phases. By opening up into the 'machinery room' of urban designers, the goal is not to spoil the plaster saint cover of a 'starchitect' business, but to remind about the crucial value that pockets of doubt issuing questions rather than answers, open-mindedness instead of single-mindedness, play to the processes of design production and creativity. The book identifies these pockets as atmospheres enveloping the architectural practice.

Ethnic tourism has emerged as a means that is employed by many countries to facilitate economic and cultural development and to assist in the preservation of ethnic heritage. However, while ethnic tourism has the potential to bring economic and social benefits it can also significantly impact traditional cultures, ways of life and the sense of identity of ethnic groups. There is growing concern in many places about how to balance the use of ethnicity as a tourist attraction with the protection of minority cultures and the promotion of ethnic pride. Despite the fact that a substantial literature is devoted to the impacts of ethnic tourism, little research has been done on how to plan ethnic tourism attractions or to manage community impacts of tourism. This book addresses the need for more research on planning for ethnic tourism by exploring the status and enhancement of planning strategies for ethnic tourism development. The book develops the case of a well-known ethnic tourist destination in China -Xishuangbanna, Yunnan. It analyzes how ethnic tourism has been planned and developed at the study site and examines associated socio-cultural and planning issues. The authors evaluate the perspectives of four key stakeholder groups (the government, tourism entrepreneurs, ethnic minorities and tourists) on ethnic tourism through on-site observation, interviews with government officials, planners and tourism entrepreneurs, surveys of tourists and ethnic minority people, and evaluation of government policies, plans and statistics. This book is unique in its emphasis on planning and in its focus on China, rapidly emerging as a major player in tourism, with applications for tourism around the world.
This book is an exploration of how urban life in Copenhagen, in the period known as the Golden Age (c. 1800 to 1850), was experienced and structured socially, institutionally, and architecturally. It draws on a broad historical source material - spanning urban anecdotes, biography, philosophy, literature, and visual culture - to do so. The book argues that Copenhagen emerged as a modern city at this time, despite the fact that the Golden Age never witnessed the appearance of the main characteristics of the modernisation of cities associated with industrialisation, such as street lighting, sewer systems, and railroads. The book outlines the historical and topographical context of Copenhagen in the Golden Age with a special focus on the works of the most prominent architect of the period, C.F. Hansen. The characterisation of the city is complemented by investigations into writings of three citizens: the philosopher Soren Kierkegaard, the novelist Thomasine Gyllembourg, and the criminal Ole Kollerod, who all take an interest in the city's institutional and urban structures as well as their own place in it. From these different sources, a picture is painted of urban life and thought at a time when the city began to take on characteristics of ambiguity and alienation in European thinking, while at the same time the city itself retained some pre-modern motifs of a symbolic order. This transformation is set in a larger process of cultural re-orientation, from traditional Baroque culture to what might be termed Romantic culture. The book reconsiders the significance of this transformation for the emergent order of the modern European city in the nineteenth century and thus of the very foundation on which our own urban culture rests.
Dutch planning is widely known and admired for its ambitions and its achievements. This book provides, for the first time, a comprehensive description and analysis in English of its full range of policies and practices. It gives an up-to-date account of the principles - written and unwritten - behind the planning, and in addition shows how the practice sometimes ignores those principles in order to achieve better results. It describes the content of the policies, the measures taken to realise them, and the successes and failures. The book is not uncritical of Dutch land-use planning, but the author values its strengths and believes that planning in other countries could learn from them. These strengths arise in the continuing tension between the high ambitions of the Dutch planning, and the ingenuity and pragmatism exercised in order to realise those ambitions.

The analysis provides new insights towards the spatial complexities of the current age, the idea of Europe, of the East, the West, and their interrelations, as well as the notion of modernity.
Cityscapes in History: Creating the Urban Experience explores the ways in which scholars from a variety of disciplines - history, history of art, geography and architecture - think about and study the urban environment. The concept 'cityscapes' refers to three different dynamics that shape the development of the urban environment: the interplay between conscious planning and organic development, the tension between social control and its unintended consequences and the relationship between projection and self-presentation, as articulated through civic ceremony and ritual.
