The central questions of this book are how technologies decline, how societies deal with technologies in decline, and how governance may be explicitly oriented towards parting with 'undesirable' technology. Surprisingly, these questions are fairly novel. Thus far, the dominant interest in historical, economic, sociological and political studies of technology has been to understand how novelty emerges, how innovation can open up new opportunities and how such processes may be supported. This innovation bias reflects how in the last centuries modern societies have embraced technology as a vehicle of progress. It is timely, however, to broaden the social study of technology and society: next to considering the rise of technologies, their fall should be addressed, too. Dealing with technologies in decline is an important challenge or our times, as socio-technical systems are increasingly part of the problems of climate change, biodiversity loss, social inequalities and geo-political tensions. This volume presents empirical studies of technologies in decline, as well as conceptual clarifications and theoretical deepening. Technologies in Decline presents an emerging research agenda for the study of technological decline, emphasising the need for a plurality of perspectives. The construction of this synthesis goes hand in hand with a narrative about subjects and objects that become entangled and constitute one another. Using Words and Things thus draws in central discussions from other subdisciplines in philosophy, such as philosophy of language, epistemology, and metaphysics, to offer an original theory of the relationship between language and (philosophy of) technology centered on use, performance, and narrative, and taking a transcendental turn.

Technological advance affects almost all areas of human life. Technology assessment (TA) has been developed more than fifty years ago to enable science, the economy, and society to harvest the potential of new technology to the maximum extent possible and to deal responsibly with possible adverse effects. It was developed more than 50 years ago in the U.S. Congress and has diversified considerably in the meantime. Parliamentary TA in many European states and at the international level, participatory TA at the local and regional levels worldwide, and TA as part of engineering processes are the most relevant fields today. Technology assessment is a growing field of interdisciplinary research and scientific policy advice. This volume (a) gives an overview of motivations of TA, its history and its current practices, (b) develops a fresh theoretical perspective on TA rooted in social theory and philosophy, and (c) draws conclusions from the theoretical perspective for the further development of TA's practices.
