This book examines the large but neglected topic of the development of maritime power from both an historical and a contemporary point of view. Navies have never been more important than they are now, in a century becoming, as widely expected, increasingly and profoundly maritime. The growing competition between China and Russia with the United States and its allies and partners around the world is essentially sea-based. The sea is also central to the world's globalised trading system and to its environmental health. Most current crises are either sea-based or have a critical maritime element to them. What happens at sea will help shape our future. Against that background, this book uses both history and contemporary events to analyse how maritime power and naval strength has been, and is being, developed. In a reader-friendly way, it seeks to show what has worked and what has not, and to uncover the recurring patterns in maritime and naval development which explain past, present and future success - and failure. It reflects on the historical experience of all navies, but in particular it poses the question of whether China is following the same pattern of naval development illustrated by Britain at the start of the 18th century, which led to two centuries of naval dominance. This book will be of much interest to students of maritime power, naval studies, and strategic studies, as well as to naval professionals around the world.
This book traces the evolution of the UN Security Council's actions against terrorism and extremism. The work examines the progression of the UN Security Council's fight against international terrorism and its development of practices to prevent radicalisation and extremism. It also looks at the consequences of these processes and how they have deeply moulded global counter-terrorism. The book looks at the discursive construction of a global threat and tracks how this construction evolved in relation to the Council's establishment of legal practices and bodies, and by its Members' discourses. It argues that the very specific definition the Council provided on international terrorism in the 2000s is profoundly shaped by global hegemonies, relations of power shaping the international community, and its own identity. To demonstrate this, it offers a long genealogical perspective of the structure of the UN since the 1930s and then focuses specifically on the developments taking place in the 2000s. The book thus looks at the Security Council's fight against international terrorism as a global, globalised, and globalising enterprise. This book will be of much interest to students of critical terrorism studies, security studies, global governance, and International Relations.
The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People's Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. The US needs to understand the challenges and risks to this vital relationship, which is growing in importance, and take steps to manage it. On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. This book consists of chapters exploring US and Australian perspectives of the Indo-Pacific, the evolution of Australia-US strategic and defence cooperation, and the future of the relationship. Written by a joint US-Australia team, the volume is aimed at academics, analysts, students, and the security and business communities.
The Routledge Handbook of Deradicalisation and Disengagement offers an overview of the historical settings, theoretical debates, national approaches and practical strategies to deradicalisation and disengagement. Since 1993, various international donors have poured money into a People-to-People (P2P) diplomacy programme in Palestine. This grassroots initiative - still funded by prominent external donors today - seeks to foster public engagement through contact and therefore remove deeply embedded barriers. This book examines the limited nature of this 'contact' and explains why the P2P framework, which was ostensibly concerned with the promotion of peace, ultimately served to reinforce conflict and power relations. The book is based on the author's own experience of the solidarity activities during the First Intifada and her first-hand involvement as a coordinator of the P2P projects implemented during the 1990s. It provides a much-needed critical account of the internationally-sponsored peace process and develops new theoretical analyses of settler colonialism.

This handbook offers a comprehensive analysis of peacebuilding in ethnic conflicts, with attention to theory, peacebuilder roles, making sense of the past and shaping the future, as well as case studies and approaches. Comprising 28 chapters that present key insights on peacebuilding in ethnic conflicts, the volume has implications for teaching and training, as well as for practice and policy. The handbook is divided into four thematic parts. Part 1 focuses on critical dimensions of ethnic conflicts, including root causes, gender, external involvements, emancipatory peacebuilding, hatred as a public health issue, environmental issues, American nationalism, and the impact of the COVID-19 pandemic. This book explores the rights held by young people in the citizenship education classroom in the divided societies of Northern Ireland and Israel. Against the backdrop of a long history of protracted conflict and division, the author analyses how international rights obligations are reflected in the contested citizenship education curriculum in secondary schools. Drawing upon extensive qualitative data as well as policy and curriculum documents, the author reveals that understandings of education rights can be oriented around three themes - minority group representation in the curriculum, dealing with difference through pedagogy, and preparing young people for life in a (divided) society. This can be mapped onto the 42-A rights framework where education should be 'acceptable' and 'adaptable'. However, the variety of interpretations held by participants raises questions regarding the 'universality' of international frameworks for education rights, and the workability of such frameworks in the national and divided contexts. While the contexts of Northern Ireland and Israel have much in common, they are rarely compared: this book will show that their comparison is as relevant as ever, as issues of identity continue to affect everyday school life. This book will be of interest to citizenship and history education scholars, as well as those who are concerned with the application of international human rights law.
This book investigates how borders in former Soviet Union territories have evolved and shifted in the thirty years since the end of the Cold War. The collapse of the Soviet Union in 1991 led to fifteen independent states and numerous de facto states; but this process of rebordering is not finished, and social, economic, infrastructural, cultural and political networks and spaces continue to develop. This book explores the intersection between these geopolitical shifts and the individual lived experience, drawing on cases from across border regions in the Caucasus, Central Asia and Eastern Europe. Throughout, the book introduces and frames the case studies with well-informed theoretical, conceptual and methodological overviews that situate them within border studies in general and post-Soviet border spaces in particular. Overall, the book demonstrates that like a kaleidoscope, the dynamic elements in these newly evolved border regions are similar yet strikingly different in their juxtapositions, with the appearance of new configurations often dependent on changing geopolitical constellations. The first COVID-19 case in the US was reported on January 20, 2020. As the first cases were being reported in the US, Washington State became a reliable source not just for hospital bed demand based on incidence and community spread but also for modeling the impact of skilled nursing facilities and assisted living facilities on hospital bed demand. Various hospital bed demand modeling efforts began in earnest across the United States in university settings, private consulting and health systems. Nationally, the University of Washington Institute of Health Metrics and Evaluation seemed to gain a footing and was adopted as a source for many states for its ability to predict the epidemiological curve by state, including the peak. This book therefore addresses a compelling need for documenting what has been learned by the academic and professional healthcare communities in healthcare analytics and disaster preparedness to this point in the pandemic. What is clear, at least from the US perspective, is that the healthcare system was unprepared and uncoordinated from an analytics perspective. Learning from this experience will only better prepare all healthcare systems and leaders for future crisis. Both prospectively, from a modeling perspective and retrospectively from a root cause analysis perspective, analytics provide clarity and help explain causation and data relationships. A more structured approach to teaching healthcare analytics to students, using the pandemic and the rich dataset that has been developed, provides a ready-made case study from which to learn and inform disaster planning and preparedness. The pandemic has strained the healthcare and public health systems. Researchers and practitioners must learn from this crisis to better prepare our processes for future pandemics, at minimum. Finally, government officials and policy makers can use this data to decide how best to assist the healthcare and public health systems in crisis.
This book forwards Assam (and Northeast India) as a specific location for studying operations of gendered power in multi-ethnic, conflict-habituated geopolitical peripheries globally. In the shifting and relational margins of such peripheral societies, power and agency are constantly negotiated and in flux. Notions of masculinity are redefined in an interlaced environment of militarization, hyper-masculinization, and gendered violence. These interconnections inform victimhood and agency among the most vulnerable marginalized constituencies - namely, women and migrants. By centering the marginalized in its inquiry, the book analyzes obstacles to achieving positive, organic peace based on cooperation and mutual healing. The tools used to perpetuate an endless cycle of violence that makes conflict a habit - a way of life - are identified in order to enable resistance against them from within the margins. Such resistance must be based on reflexivity and strategic, cautious radicalism. This involves critically interrogating the inherent connections between engendered pasts and feminist futures, local changes and global contexts, as well as between small, incremental changes and big shifts impacting entire societies, nations, and global orders. This book will be of much interest to students of ethnic conflict, conflict resolution, feminist peace, and Asian/South Asian politics.
This book provides a comprehensive analysis of female terrorism in America, both past and present. The volume takes a fresh look at women's actions of left-wing political violence, right-wing political violence, and religious extremist violence (among others). It also examines the multitude of roles that women have played over the past few decades in such organizations (including leadership positions and more passive roles)-not to mention the diverse methods of recruitment, radicalization, and propaganda. The objective of this book is to examine-using a wide range of case studies, facts, statistics, and theoretical methodologies-how collective or personal factors have influenced or reinforced the actions that these women take. This book critically examines the global diffusion and local reception of resilience through the implementation of Disaster Risk Reduction (DRR) programmes in Pacific and Caribbean island states. Global efforts to strengthen local disaster resilience capacities have become a staple of international development activity in recent decades, yet the successful implementation of DRR projects designed to strengthen local resilience remains elusive. While there are pockets of success, a gap remains between global expectations and local realities. Through a critical realist study of global and local worldviews of resilience in the Pacific and Caribbean islands, this book argues that the global advocacy of DRR remains inadequate because of a failure to prioritise a person-orientated ethics in its conceptualization of disaster resilience. This regional comparison provides a valuable lens to understand the underlying social structures that makes resilience possible and the extent to which local governments, communities and persons interpret and modify their behaviour on risk when faced with the global message on resilience. This book will be of much interest to students of resilience, risk management, development studies, and area studies. |
