This book's main objective is to determine what role, if any, the Shanghai Cooperation Organization (SCO) plays in de-escalating tensions among its members. It argues that the SCO is uniquely suited to keep its disparate members, many of whom have border disputes with each other, from escalating tensions among themselves. The book proposes a rivalry de-escalation model that differs from the standard belief that rivalries de-escalate due to a shock or external pressure. This model states that trust can be built between two rival states when confidence-building measures are instilled and utilized repeatedly over a long period of time. The SCO provides these mechanisms in the form of annual summits between state leaders and routine military exercises involving military units from every member. Examining three case studies involving the founding six members of the organization, the book argues that the SCO is effective in keeping rivalries de-escalated among its members. Central to the current development debate is the importance of human welfare in the context of group conflict. When considering ethnic, racial and religious conflict, this debate draws us toward a 'political economy' of conflict. Moreover, notions of an economic paradigm have become prominent when international organizations debate conflict prevention. In looking closer at the political economy of conflict, this publication argues the need to assimilate into our thinking distinct social and ethical economies of conflict prevention. A social economy of conflict prevention considers the interplay of economic with structural and cultural factors in conflict, explaining a much neglected category of conflict, i.e. hidden conflict. The ethical economy of conflict prevention considers implicit ethical statements development practitioners use. From these statements arise ethical paradoxes that influence the evolving economic paradigm, in such way as to contradict one of its intrinsic desires, namely, to restrict conflict prevention strategies to effective technical interventions. Eventually, such narrow focus on technical interventions could identify this evolving paradigm as an 'economical' paradigm. In contrast, a rethinking of the ethical economy of conflict prevention provides a useful tool for international organizations when implementing a human rights-based approach to development and long-term conflict prevention.

This book is a socio-legal study of counter-piracy. It takes as its case the law enforcement efforts after 2008 to suppress piracy off the coast of Somalia. Through ethnographic fieldwork, the book invites the reader onto a Danish warship patrolling the western Indian Ocean for piracy incidents and into the courtroom in Seychelles, where more than 150 suspects were prosecuted. The aim is to understand how counter-piracy worked in practice. The book uses assemblage theory to approach law as a social process and places emphasis on studying empirical enforcement practices over analysing legal provisions. This supplements existing scholarship on the legal aspects of counter-piracy. Scholarship has mainly examined applicable law governing counter-piracy. This book steps into the field to examine applied law. Its methodology renders visible areas of legal ambiguity and identifies practices which suggests impunity and questions legal certainty. It thus contributes with new policy-relevant knowledge for international security governance. The relevance is one of urgency. Counter-piracy off Somalia has served as a governance paradigm, which is replicated in other maritime domains. Consideration of the implications for policy is therefore needed. This book provides a comprehensive study of asymmetric territorial conflict combining game theory, statistical empirical analysis and historiographic analysis. It proposes a model to explain the dynamics of territorial conflict between rivals with a wide disparity in capabilities between them. Using the Israeli-Palestinian conflict as a case study and testing the model on a database of almost four hundred territorial conflicts, Resnick argues that changes in 'patience' - explained by parallel evolutionary processes occurring in the respectively strong and weak societies - underlie the changing behaviour witnessed in such rivalries.
