The book presents a critical and comparative analysis of the hydropolitical landscape of African transboundary river basins which, for much of the past century, have been affected by water scarcity. River and lake basins can become a source of tension and conflict due to a complicated mix of environmental, demographic, diplomatic, historical and geopolitical factors. This book, however, specifically focuses on the important, and often under looked, role played by scarcity in generating or exacerbating conflicts in shared river basins. Asserting that transboundary river basins tie states into a web of interdependence, this book raises awareness of how water scarcity, or the depletion of water resources, complicates this relationship as nations are forced to look beyond their own borders to meet the demand for water to satisfy multiple needs. Taking a comparative approach, it examines three shared basins: the Orange-Senqu, the Nile and the Niger River basins. While situated in different regions, all three basins are marked by serious environmental challenges that are detrimental to combustible hydropolitics over such shared water resources and they provide fascinating insights into the links between climate variability and change, water resources, human security, conflict, adaptation and regime capacity. In the last decades, the United States Army has often been involved in missions other than conventional warfare. These include low-intensity conflicts, counterinsurgency operations, and nation-building efforts. Although non-conventional warfare represents the majority of missions executed in the past sixty years, the Army still primarily plans, organizes, and trains to fight conventional ground wars. Consequently, in the last ten years, there has been considerable criticism regarding the military s inability to accomplish tasks other than conventional war. Failed states and the threat they represent cannot be ignored or solved with conventional military might. In order to adapt to this new reality, the U.S. Army must innovate. This text examines the conditions that have allowed or prevented the U.S. Army to innovate for nation-building effectively. By doing so, it shows how military leadership and civil-military relations have changed. Nation-building refers to a type of military occupation where the goal is regime change or survival, a large number of ground troops are deployed, and both military and civilian personnel are used in the political administration of an occupied country, with the goals of establishing a productive economy and a stable government. Such tasks have always been a challenge for the U.S. military, which is not normally equipped or trained to undertake them. Using military effectiveness as the measurement of innovative success, the book analyzes several U.S. nation-building cases, including post-War World War II Germany, South Korea from 1945-1950, the Vietnam War, and Operation Iraqi Freedom. By doing so, it reveals the conditions that enabled military innovation in one unique case (Germany) while explaining what prevented it in the others. This variation of effectiveness leads to examine prevailing military innovation theories, threat-based accounts, quality of military organizations, and civil-military relations. This text comes at a critical time as the U.S. military faces dwindling resources and tough choices about its force structure and mission orientation. This volume suggests a model of collective memory that distinguishes between two conceptual logics of memory fragmentation: vertical fragmentation and horizontal fragmentation. It offers a series of case studies of conflict and post-conflict collective memory, shedding light on the ways various actors participate in the production, dissemination, and contestation of memory discourses. With attention to the characteristics of both vertical and horizontal memory fragmentation, the book addresses the plurality of diverging, and often conflicting, memory discourses that are produced within the public sphere of a given community. It analyzes the juxtaposition, tensions, and interactions between narratives produced beyond or below the central state, often transcending national boundaries. The book is structured according to the type of actors involved in a memory fragmentation process. It explores how states have been trying to produce and impose memory discourses on civil societies, sometimes even against the experiences of their own citizens, and how such efforts as well as backlash from actors below and beyond the state have led to horizontal and vertical memory fragmentation. Furthermore, it considers the attempts by states’ representatives to reassert control of national memory discourses and the subsequent resistances they face. Building, or re-building, states after war or crisis is a contentious process. But why? Sabaratnam argues that to best answer the question, we need to engage with the people who are supposedly benefiting from international 'expertise'. Central to a transformational approach to conflict is the idea that conflicts must be viewed as embedded within broader relational patterns, and social and discursive structures-and must be addressed as such. This implies the need for systemic change at generative levels, in order to create genuine transformation at the level of particular conflicts. Central, also, to this book is the idea that the origins of transformation can be momentary, or situational, small-scale or micro-level, as well as bigger and more systemic or macro-level. Micro-level changes involve shifts and meaningful changes in communication and related patterns that are created in communication between people.
