In 2011, South Sudan was welcomed into the United Nations as the world’s newest nation. Celebrations on the ground reflected palpable relief after more than 20 years of violent struggle. With unprecedented goodwill and optimism, the UN deployed 7,000 soldiers and another 2,000 police and civilian peacekeepers to the country to support its transition to independence. However, the mission failed and within less than three years South Sudan was plunged into a catastrophic civil war. Using firsthand accounts from senior UN officials and referencing hitherto unseen UN documents, this book explores the role of the peacekeeping mission in that failure. It challenges the resignation with which many in academia and the media greeted the underperformance of the peacekeepers. It suggests that, even while under-resourced, they could have done much more to prevent bloodshed in the new country and protected civilians from the chaos of the first years of the conflict. The UN has thus far avoided a thorough and public examination of its actions in South Sudan. It has avoided accountability and instead rewarded failed decision-makers. This book is an attempt to re-assess the legacy of that mission and to detail how its many mistakes can and should be avoided in the future.

The peace process in Northern Ireland is often posited as the poster child for successful post-conflict social and political reform. Yet the sustained cessation of violence and growth of the middle-class is paralleled by underinvestment and systemic neglect of those deprived communities most affected by the legacy of the Troubles, having stark implications on the scope of peacebuilding. This book offers an analysis of a prospective transitional justice process in Syria. As the Syrian conflict enters into its tenth year, this book asks how the sustained human rights violations and war crimes could possibly be addressed in a post-conflict setting, particularly in the context of the widespread displacement crisis. Despite a recent movement in scholarship toward bottom-up peacebuilding approaches and participatory transitional justice models, the transitional justice and local peacebuilding nexus remains under-theorized, particularly as it relates to the engagement of displaced populations. Proscribing peace offers a systematic examination of the impact of proscription on peace negotiations. By introducing the concept of 'linguistic ceasefire', Haspeslagh adds to our understanding of the timing and sequencing of peace processes in the context of proscription. With relevance for more than half of the conflicts around the world in which an armed group is listed as a terrorist organisation, 'linguistic ceasefire' helps to explain why certain conflicts remain stuck in the 'terrorist' framing, while others emerge from it. International proscription regimes criminalise both the actor and the act of terrorism. Proscribing peace calls for an end to the amalgamation between acts and actors. By focussing on the acts instead, Haspeslagh argues, international policy would be better able to consider the violent actions both of armed groups and those of the state. This book interrogates the concept of the Responsibility to Protect (R2P) as a normative construct and how the construction and promotion of this norm may have contributed to a stagnation in humanitarian action. This interrogation includes a particular focus on the impact of R2P on prevailing attitudes and discourses concerning humanitarian military intervention as well as the (under)provision of same. The study seeks to bridge the proverbial gap between theory and policy, specifically concerning our collective understanding of contemporary dynamics of humanitarian intervention and crisis. This objective is accomplished through the application and critical reformulation of the norm life cycle model and its three component stages (emergence, cascade, and internalization) relative to the presumed norm of R2P. The book advances the argument that R2P has only partially cascaded - stagnating rather than fully diffusing after reaching the ‘tipping point’, and in the process leaving the life cycle of the R2P norm in a state of dynamic equilibrium (e.g., a ‘steady state’). Consequently, the chief implication of the dynamic of stagnation within international society which the book seeks to advance and support is the non-attainment of norm internalization. Through close examination of the genesis and evolution of R2P, the work contends that R2P actually poses a significant if not fundamental challenge to the animating logic of the norm life cycle model. Having reached the requisite tipping point through formal endorsement by the UN over a decade ago, R2P has failed to manifest itself in humanitarian intervention behavior. The key to understanding why resides in deficiencies of the norm life cycle model itself. By failing to provide a sufficient account of the dynamics of norm pre-emergence (whereby ideas are transformed into proto-norms) or to acknowledge the possibility norm stagnation (whereby a norm fails to diffuse and become internalized), the norm life-cycle model provides an underspecified mechanism for understanding how and why an idea may in fact cross the threshold of the ‘tipping point’—attaining the status of a norm in international society in the process—but fail to penetrate and influence policy discourses and processes. The study seeks to bridge the proverbial gap between theory and policy, specifically concerning our collective understanding of contemporary dynamics of humanitarian intervention and crisis. Examines the creation and implementation of South Africa's National Peace Accord and this key transitional phase in the country's history, and its implications for peace mediation and conflict resolution. It is now 30 years since the National Peace Accord (NPA) was signed in South Africa, bringing to an end the violent struggle of the Apartheid era and signalling the transition to democracy. Signed by the ANC Alliance, the Government, the Inkatha Freedom Party and a wide range of other political and labour organizations on 14 September 1991, the parties agreed in the NPA on the common goal of a united, non-racial democratic South Africa, and provided practical means for moving towards this end: codes of conduct for political organizations and for the police, the creation of national, regional and local peace structures for conflict resolution, the investigation and prevention of violence, peace monitoring, socio-economic reconstruction and peacebuilding. This book, written by one of those involved in the process that evolved, provides for the first time an assessment and in-depth account of this key phase of South Africa's history. The National Peace Campaign set up under the NPA mobilized the 'silent majority' and gave peace an unprecedented grassroots identity and legitimacy. The author describes the formulation of the NPA by political representatives, with Church and business facilitators, which ended the political impasse, constituted South Africa's first experience of multi-party negotiations, and made it possible for the constitutional talks (Codesa) to start. The island of Cyprus has been bitterly divided for more than four decades. One of the most divisive elements of the Cyprus conflict is the writing of its history, a history called on by both communities to justify and explain their own notions of justice. While for Greek Cypriots the history of Cyprus begins with ancient Greece and Hellenistic culture, for the Turkish Cypriot community the history of the island begins with the Ottoman invasion of 1571. The singular narratives both sides often employ to tell the story of the island are, as this volume argues, a means of continuing the battle which has torn the island apart, and an obstacle to resolution.

This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by 'stable' civil-military relations from 2004 to 2014 under Susilo Bambang Yudhoyono's presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI's concerted effort to preserve territorial command structure - a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism.
