Proscribing peace offers a systematic examination of the impact of proscription on peace negotiations. By introducing the concept of 'linguistic ceasefire', Haspeslagh adds to our understanding of the timing and sequencing of peace processes in the context of proscription. With relevance for more than half of the conflicts around the world in which an armed group is listed as a terrorist organisation, 'linguistic ceasefire' helps to explain why certain conflicts remain stuck in the 'terrorist' framing, while others emerge from it. International proscription regimes criminalise both the actor and the act of terrorism. Proscribing peace calls for an end to the amalgamation between acts and actors. By focussing on the acts instead, Haspeslagh argues, international policy would be better able to consider the violent actions both of armed groups and those of the state. This book investigates the ways in which the war on terror has transformed the postcolonial state in Africa. Taking American intervention in Islamic education in Uganda as the entry point, the book demonstrates how state control over Islamic truth production and everyday Muslim life has increased. During the colonial period, the Muslims in Uganda were governed in two ways: partly as lesser citizens within the Christian-dominated civil sphere and partly as members of a distinct Muslim domain. In this domain, a local system of Islamic education developed with a degree of autonomy that reflected the limits of the colonial state in shaping the Muslim subject. In the subsequent postcolonial period, systems of patronage and clientalistic networks dominated, and Muslim leaders were co-opted by the state, but without much real interference in the day-to-day lives of ordinary Muslims. However, as part of the war on terror, the US State Department seeks to bring the mechanisms of Islamic truth production, especially the madrasa, under direct state control and civil society scrutiny. This book argues that the "Muslim domain as a separate entity is coming to an end as it is being absorbed into the civil sphere, unifying the state’s domination of society." The book also analyzes local Ugandan Muslim initiatives to modernise and contextualize their own education and religion and how these initiatives are shaped by and transcend the dominant power. This volume explores and develops new social-scientific tools for the analysis and understanding of contemporary military missions in theatre. Despite the advent of new types of armed conflict, the social-scientific study of militaries in action continues to focus on tools developed in the hey-day of conventional wars. These tools focus on such classic issues as cohesion and leadership, communication and unit dynamics, or discipline and motivation. While these issues continue to be important, most studies focus on organic units (up to and including brigades). By contrast, this volume suggests the utility of concepts related to mission formations - as opposed to 'units' or 'components' - to better capture the (ongoing) processual nature of the amalgamations and combinations that military involvement in conflicts necessitates. The study of these formations by the social sciences - sociology, social psychology, anthropology, political science and organization science - requires the introduction of new analytical tools to the study of militaries in theatre. This book examines the theory and practice of nuclear deterrence between India and Pakistan, two highly antagonistic South Asian neighbors who recently moved into their third decade of overt nuclear weaponization. It assesses the stability of Indo-Pakistani nuclear deterrence and argues that, while deterrence dampens the likelihood of escalation to conventional-and possibly nuclear-war, the chronically embittered relations between New Delhi and Islamabad mean that deterrence failure resulting in major warfare cannot be ruled out. Through an empirical examination of the effects of nuclear weapons during five crises between India and Pakistan since 1998, as well as a discussion of the theoretical logic of Indo-Pakistani nuclear deterrence, the book offers suggestions for enhancing deterrence stability between these two countries.

This book analyzes the United States and Russia's nuclear arms control and deterrence relationships and how these countries must lead current and prospective efforts to support future nuclear arms control and nonproliferation. The second nuclear age, following the end of the Cold War and the demise of the Soviet Union, poses new challenges with respect to nuclear-strategic stability, deterrence and nonproliferation. The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. This book examines the conditions under which the presence and use of militias result in an increase or decrease in violence against civilians in intra-state conflicts. Showcasing the breadth and diversity of modern militias in the context of violence against civilians, the volume addresses the predation and repression that many such groups are infamous for, as well as increasingly important efforts by other militias at civilian protection in war-torn settings.
