This volume examines Lebanon's post-2011 security dilemmas and the tenuous civil-military relations. The Syrian civil war has strained the Lebanese Armed Forces' (LAF) cohesion and threatens its neutrality - its most valued assets in a divided society. This book examines the issue of territorial control by violent jihadist groups, using a comparative perspective. The book argues that in many parts of the world the connection between a state and the control over territory is not as close as presented by conventional political maps, and therefore it is necessary to analyse the territoriality of non-state actors as well. Based on a variety of case studies, the work looks at different levels of connection between the violent Islamist groups and territory, dividing them into non-territorial, semi-territorial and territorial groups. While the majority of the cases are located in the Middle East (Islamic State, Al-Qaeda, Al-Qaeda at the Arabian Peninsula, Hayat Tahrir al-Sham, Hamas and Hezbollah), the book also draws cases from Africa (groups in the western Sahel, Al-Shabaab and Boko Haram), South Asia (Taliban), and East Asia (Abu Sayyaf). This book explores the evolution and future relevance of NATO from the perspective of the member-states. Addressing the overarching question of the relevance of transatlantic relations in the 21st century, the volume has three core objectives. The first is to reinforce the view that international alliances serve not only an external-oriented goal, but also a domestic-oriented aim, which is to control others' behaviour. The second is to show that tensions amongst NATO allies have become more acute and, therefore, more dangerous. The third is to discuss current transatlantic relations through the adoption of a "second image" perspective; that is, one that emphasizes the multiple vertical linkages that connect NATO to the politics and the policies of each ally. Using empirical qualitative research, this book conceptualises and demonstrates the value of local practical knowledge for peacebuilding in the context of Northern Ireland. There are increasing calls to involve local people to ensure legitimacy, relevance, and sustainability when seeking to build peace and transform violent conflict. However, as peacebuilding becomes increasingly professionalised, this raises fundamental questions about whose knowledge matters for building peace and what kind of knowledge matters. Seeking to address these questions and to learn from applied practice, this book provides a qualitative empirical research study, investigating 40 practitioners active in conflict transformation at a grassroots level in Northern Ireland over 50 years. This research led not only to recapturing lost knowledge from practitioners, but also to a neglected 'virtue' - the Aristotelian concept of practical wisdom, phronesis. This book argues that phronesis has deepened our understanding of why 'local' practical knowledge is vitally important and calls for its global rediscovery as knowledge necessary for building sustainable peace. This book proposes a novel theoretical framework of "interactive arming" in order to explain armament dynamics in contemporary Asia. Frequently, the modernisation of contemporary naval forces in Asia is described as an "arms race," with the underlying assumption being that weapons acquisitions and increases in defence expenditure are competitive and bilateral and due to conflicting purposes or mutual fears. This book argues that the concept of an arms race is an unsuitable one for explaining contemporary military modernisation in 21st-century Asia. Instead, it proposes a novel and innovative concept of "interactive arming" and argues that what drives conflict is political rivalry, not weapons acquisitions. Instead of perceiving arming as abnormal behaviour, the book views arming as a natural strategic behaviour of states and military modernisation as a basic requirement for a state's ability to survive. This book will be of much interest to students of Asian security, strategic studies and international relations in general.

This book chronicles the genesis of the negotiations that led to the Treaty on the Prohibition of Nuclear Weapons (TPNW), which challenged the established nuclear order. The work provides readers with an authoritative account of the complex evolution of the 'Humanitarian Initiative' (HI) and the negotiation history of the TPNW. It includes a close analysis of internal strategy documents and communications in the author's possession which trace the tactical and political decisions of a small group of state actors. By demonstrating the unacceptable humanitarian consequences and uncontrollable risks that these weapons pose to everyone's security, the HI convinced many states to ban nuclear weapons and reject the policy of nuclear deterrence as unsustainable and illegitimate. As such, this book is a case-study of multilateral diplomacy and cooperation between state and civil society actors. It also contains a full discussion of both sides of the nuclear argument and assesses the extent to which the HI and the TPNW have moved the dial and present opportunities for transformational change. This book proposes that work on the Women, Peace and Security agenda undertaken by civil society actors can be interpreted as a form of care labour that nourishes and sustains the agenda - without which the agenda could not, in fact, succeed. The care labour of civil society is thus a condition of the Women, Peace and Security agenda's success. United Nations Security Council resolution 1325 is the foundation of a diverse and pluralising policy framework known as the Women, Peace and Security agenda. Over the 20 years since the adoption of the foundational resolution, despite sustained resistance from some quarters and a general lack of adequate resourcing and political will, the agenda has continued to see many successes, and to achieve elements of political transformation large and small. This book explores how the supporting constituency of the agenda has 'made 1325 work'. Based on new interviews with representatives of diverse civil society organisations working on WPS, the book offers a novel intervention into WPS scholarship, which has thus far paid relatively little attention to the labours of civil society actors working on WPS, particularly on an individual level. The authors consider the motivations, pressures and frustrations experienced by WPS civil society actors, as well as the goals and challenges. Police engagement with Muslim communities is complex with a history of distrust. This book first attempts to understand the role and implications of uncertainty on community engagement in Muslim communities, and then explores the cultural nuances associated with the demonstration of trustworthiness, and decisions to bestow trust. It further highlights the complexities and implications for Muslim leaders when trying to simultaneously engage police and appease their own communities; the book exposes community perceptions of an over-reaction by authorities that has moved suspicion from a handful of terrorists to the entire Muslim community, resulting in problematic community perceptions that Muslim communities are being targeted by police. The findings suggest that the intentionality of police is a highly significant consideration in trust negotiations, and reveals a number of cultural preferences considered critical to trust negotiations. The book further highlights opportunities to enhance the development of trust and avoid pitfalls that can be problematic to community engagement. The lessons learned seek to enhance the existing body of literature regarding strategies and resources to improve counter-terrorism community engagement with Muslim communities. This book examines the threat of a terrorist organisation constructing and detonating a nuclear bomb. It explores the role and impact of the organisational design of a terrorist organisation in implementing a nuclear terrorism plot. In order to do so, the work builds on the organisational analogy between an assumed nuclear terrorism scenario and four case studies as follows: the construction of the first atomic bombs at Los Alamos; South Africa's Peaceful Nuclear Explosives (PNE) program; Aum Shinrikyo's chemical-biological armament activities; and Al Qaeda's implementation of the 9/11 attacks. Extrapolating insights from these case studies, this book introduces the idea of an effectiveness-efficiency trade-off. On the one hand, it will be argued that a more organic organisational design is likely to benefit the effective implementation of a nuclear terrorism project. On the other hand, this type of organic organisational design is also likely to simultaneously constitute an inefficient way for a terrorist organisation to guarantee its operational and organisational security. It follows, then, that the implementation of a nuclear terrorism plot via an organic organisational design is also likely to be an inefficient strategy for a terrorist organisation to achieve its strategic and political goals. This idea of an effectiveness-efficiency trade-off provides us with a tool to strengthen the comprehensive nature of future nuclear terrorism threat assessments and sheds new light on the ongoing debates within the nuclear terrorism literature. This book explores what political conditions must be established and what obstacles overcome for the fi ve offi cial Nuclear Weapon States (NWS)- China, France, Russia, the UK and US- to eliminate their nuclear weapons. The different views and positions of a range of actors concerning nuclear weapons issues- including elite perspectives and public opinion- and the political assumptions underpinning them, are discussed to develop a more democratic approach to disarmament. This book reveals why the UN is more successful than unilateral great powers in protecting civilians from violence, and focuses on the discourse, development and consequences of UN peacekeeping. Analysing statistics of state fragility and fatalities of violence, it reveals that the UN has managed to save tens of thousands of lives with its peacekeeping: a surprising statistic given the media consensus about the UN's powerlessness and inefficiency. Using computer-assisted discourse analysis of resolutions from the UN Security Council, 1993-2019, the book offers data that describe the character and development of UN approach to the protection of civilians from violence. It then links the data to the statistics of conflict fatalities and state fragility to reveal, by means of qualitative and quantitative analysis, when, where, how and why the UN has been successful at protecting civilians. Two reasons for the UN's success are highlighted in the book as being statistically most significant. First, the organization offers local ownership to peaceful solutions by considering conflicting parties as the primary agents of protection. Second, the UN approach is much less power-oriented than unilateral approaches by the great powers: protection for the UN does not mean deterrence or destruction, but rather, support for local protectors of civilians. However, strong great power influence on such operations tends to weaken UN's ability to save lives. This book will be of much interest to students of humanitarian intervention, peacekeeping, human rights and International Relations in general.

This book sheds light on the important role played by interpreters during the Spanish Civil War, offering a historical overview of the ways in which interpreters on both sides mediated the myriad linguistic, cultural, and ethical difficulties of wartime communication. This novel and original book examines and disaggregates, theoretically and empirically, operations of power in international security regimes. These regimes, varying in degree from regulatory to prohibitory, are understood as sets of normative discourses, political structures and dependencies (anarchies, hierarchies, and heterarchies), and agencies through which power operates within a given security issue area with a regulatory effect. In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory. In doing so, it completely abandons existing, and piecemeal, analysis of regimes within the intellectual field of IR based on conventional grand/mid-range theorization.
