This innovative and timely consideration of the European Union's crisis response mechanisms brings together scholars from a range of disciplinary backgrounds to examine how and why the EU responds to crises on its borders and further afield. The work is based on extensive fieldwork in - among other places - Afghanistan, Libya, Mali and Iraq. The book considers the construction of crises and how some issues are deemed crises and others not. The peace process in Northern Ireland is often posited as the poster child for successful post-conflict social and political reform. Yet the sustained cessation of violence and growth of the middle-class is paralleled by underinvestment and systemic neglect of those deprived communities most affected by the legacy of the Troubles, having stark implications on the scope of peacebuilding. Inequality, Identity, and the Politics of Northern Ireland: Challenges of Peacebuilding and Conflict Transformation examines how the politics of threat and resentment, undergirded by persistent poverty and socioeconomic and gender inequalities across Catholic and Protestant communities shape political conflict, while at the same time opening up new potential sociopolitical avenues of resistance and transformation at the community level. Curtis C. Holland examines how, in the context of rising inequality, emerging intersectional class/place, gendered, and ethnonational identities have been manipulated by ethnopolitical entrepreneurs to incite conflict but can also produce subjectivities through which alternative visions of "peace" may emerge. The book documents key discourses and events which contribute to insular ethnic identity formation and interethnic conflict but also examines how the same discourses are subject to the agency of citizens, whose reflexivity on the ethnopolitical manipulation and inequalities faced by their communities may potentially provide new prospects for social and political transformation.

This novel and original book examines and disaggregates, theoretically and empirically, operations of power in international security regimes. These regimes, varying in degree from regulatory to prohibitory, are understood as sets of normative discourses, political structures and dependencies (anarchies, hierarchies, and heterarchies), and agencies through which power operates within a given security issue area with a regulatory effect. In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory. In doing so, it completely abandons existing, and piecemeal, analysis of regimes within the intellectual field of IR based on conventional grand/mid-range theorization.

This book offers an original and insightful analysis of the human rights inadequacies that arise in the practice of UN territorial administration by analysing and assessing the practice of UNMIK. It provides arguments based on law and principles to support the thesis that a comprehensive legal framework governing the activities of the UN mission is a crucial prerequisite for its proper functioning. Humanitarians operate on the frontlines of today's armed conflicts, where they regularly negotiate to provide assistance and to protect vulnerable civilians. This book explores this unique and under-researched field of humanitarian negotiation. It details the challenges faced by humanitarians negotiating with armed groups in Yemen, Myanmar, and elsewhere, arguing that humanitarians typically negotiate from a position of weakness. It also explores some of the tactics and strategies they use to overcome this power asymmetry to reach more favorable agreements. The author applies these findings to broader negotiation scholarship and investigates the implications of this research for the field and practice of humanitarianism. This book also demonstrates how non-state actors - both humanitarians and armed groups - have become increasingly potent diplomatic actors. It challenges traditional state-centric approaches to diplomacy and argues that non-state actors constitute an increasingly crucial vector through which international relations are replicated and reconstituted during contemporary armed conflict. Only by accepting these changes to the nature of diplomacy itself can the causes, symptoms, and solutions to armed conflict be better managed. This book analyses how and to what extent ex-communist states have adjusted their defence strategies since joining the EU and NATO, and how differences and similarities between their strategies can be explained. Between 1999 and 2013, four phases of enlargement took place when the European Union (EU) and NATO allowed 11 new former communist states to enter both organisations. These states share some common attributes and experiences related to strategic culture and common experiences during the Cold War era that can potentially explain similarities in behaviour and preferences among them. However, the strategic adjustments among these states are far from uniform. In an effort to explain these differences, the book introduces three intervening variables: (1) differences in relative power and position in the international system, (2) national geographical characteristics; and (3) historical experiences related to formative periods of state-building processes as well as wars and armed conflicts. Empirically, the book strives to present and analyse the defence strategies of each of the new allies by conducting a structured focused comparison of official strategic documents from the twenty-first century for each of the 11 cases. Theoretically and methodologically, it introduces an analytical framework enabling us to explain both similarities and differences in the formulation of the strategies of the 11 states, and to shed light on their external and internal efforts to promote their strategic interest by operationalising the dependent variable - defence strategy. The analytical framework combines elements of structural realism with classical realism, and constructivist research on unit-level characteristics related to relative power and perceptions of strategic exposure. This book will be of much interest to students of strategic studies, European Union policy, NATO and International Relations in general.

With existing literature focusing largely on Western perspectives of peace and their applications, a global understanding of peace is much needed. Spurred by more recent debates and discourses that criticize the dominant realist and liberal approaches for crises in contemporary state- and peace-building, the contributors to this handbook emphasize not only the need to solve this eternal conundrum of humanity, but also demand-with the rise of increasingly more violent conflicts in international relations-the development of a global interpretive framework for peace and security. To this end, the present handbook examines conceptual, institutional and normative interpretive approaches for making, building and promoting peace in the context of roles played by state and non-state actors within local, national, regional, and global units of analysis.

Ethnic conflicts have shaped the 20th century in significant ways. While the legacy of the last century is primarily one of many unresolved conflicts, the author contends that Western Europe has a track record in containing and settling ethnic conflicts which provides valuable lessons for conflict management elsewhere. Focusing on ethno-territorial crossborder conflicts in Alsace, the Saarland, South Tyrol, and Northern Ireland, Andorra and the New Hebrides, the author develops a four-dimensional analytical framework that synthesizes the distinct factors that influence the complex relationship between host-state, kin-state, actors in the disputed territory, and in the international context.

African Truth Commissions and Transitional Justice examines the functioning of truth commissions in Africa, outlining the lessons learned, the best practices, and the successes and failures of seven African truth commissions. Its introduction and conclusion then work further to place truth commissions within the growing academic field of transitional justice. The first African truth commission was convened by the despot Idi Amin for reasons unrelated to the defense of human rights, but despite this ambiguous beginning, other African truth commissions have done important work. The South African Truth and Reconciliation Commission of 1996 has become the 'gold standard' for future truth commissions not only in Africa, but throughout the world: it unearthed much truth about the Apartheid era abuse of human rights and took vital first steps towards restorative justice in the Republic. Each truth commission is distinctive. However, although much has been written about South Africa's truth commissions, much less is known about the other six studied in this book-and an attentive reader will notice the suggestive patterns which emerge.

Examines the creation and implementation of South Africa's National Peace Accord and this key transitional phase in the country's history, and its implications for peace mediation and conflict resolution. It is now 30 years since the National Peace Accord (NPA) was signed in South Africa, bringing to an end the violent struggle of the Apartheid era and signalling the transition to democracy. Signed by the ANC Alliance, the Government, the Inkatha Freedom Party and a wide range of other political and labour organizations on 14 September 1991, the parties agreed in the NPA on the common goal of a united, non-racial democratic South Africa, and provided practical means for moving towards this end: codes of conduct for political organizations and for the police, the creation of national, regional and local peace structures for conflict resolution, the investigation and prevention of violence, peace monitoring, socio-economic reconstruction and peacebuilding. This book, written by one of those involved in the process that evolved, provides for the first time an assessment and in-depth account of this key phase of South Africa's history. The National Peace Campaign set up under the NPA mobilized the 'silent majority' and gave peace an unprecedented grassroots identity and legitimacy. The author describes the formulation of the NPA by political representatives, with Church and business facilitators, which ended the political impasse, constituted South Africa's first experience of multi-party negotiations, and made it possible for the constitutional talks (Codesa) to start. She examines the work of the Goldstone Commission, which prefigured the TRC, as well as the role of international observers from the UN, EU, Commonwealth and OAU. Traces the dynamics of state-building in Juba, Southern Sudan 2005-2011, revealing how underlying ties of ethnicity and land dominated the actions of the various parties in post-conflict reconstruction and how these may continue to influence power and resource-sharing in the newly independent state of South Sudan. Naseem Badiey examines the local dynamics of the emerging capital city of Juba, Southern Sudan, during the historically pivotal transition period following the 2005 Comprehensive Peace Agreement (CPA). Focusing on the intersections of land tenure reform and urban development, she challenges the dominant paradigm of 'post-conflict reconstruction' and re-conceptualizes state-building as a social process underpinned by negotiation. Badiey explores local resistance to reconstruction programmes, debates over the interpretation of peace settlements, and competing claims to land and resources not as problems to be solved through interventions but as negotiations of authority which are fundamental to shaping the character of the 'state'. While donors and aid agency officials anticipated clashes between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) following the CPA, they did not foresee internal divisions that impeded reconstruction in Southern Sudan, raising serious questions about the viability of an independent state. In Juba local elites interpreted the CPA in line with their economic and political interests, using claims to land, authority and political power to challenge the SPLM's agenda for urban reconstruction. In revealing how local actors strategically interpreted the framework of land rights in Southern Sudan, the book offers a basis for understanding the challenges that confront the nascent South Sudan's state-builders and their international partners in the future. Life after war is intrinsically political for former combatants. As wars end, societies and former combatants face a period of transition. This book explores the experience of coming home for former combatants, capturing the challenges and opportunities for political mobilization among former combatants as they return from three very different wars: South West Africa People's Organization combatants who participated in the Namibian War of Independence (1966-90); guerrillas from Movimiento 19 de Abril who joined the ongoing guerilla warfare conducted against the Colombian state (1974-90), and combatants from the United States who participated in the Vietnam War (1955-75). Offering an insightful perspective on peace as a process through the long-term study of the lives of fifty former combatants, Soederstroem demonstrates how the process of coming home shapes their political commitment and identity. Although conflict is a normal aspect of human life, mass media technologies are changing the dynamics of conflict and shaping strategies for deploying rituals. Rituals can provoke or escalate conflict; they can also mediate it. Media representations have long been instrumental in establishing, maintaining, and challenging political and economic power, as well as in determining the nature of religious practice. This collection of essays emerged from a two-year project based on collaboration between the Faculty of Religious Studies at Radboud University Nijmegen in the Netherlands and the Ritual Dynamics Collaborative Research Center at the University of Heidelberg in Germany. Here, an interdisciplinary team of twenty-four scholars locates, describes, and explores cases in which media-driven rituals or ritually saturated media instigate, disseminate, or escalate conflict. Each chapter, built around global and local examples of ritualized, mediatized conflict, is multi-authored. The book's central question is: "When ritual and media interact (either by the mediatizing of ritual or by the ritualizing of media), how do the patterns of conflict change?"

This book evaluates the potential for the transformative mediation framework to be adopted in a non-western context. Inspired by the premise that mediator ideology exists and has deep impact on process, Robert A. Baruch Bush and Joseph P. Folger articulated the transformative mediation model which itself evolved from a culture of individualism and problem-solving. This theory of conflict transformation has engaged scholars and practitioners across North America, Europe and Australia. The question remains: is the Transformative Mediation Framework relevant outside of the "West"? Through qualitative interviewing with Palestinian practitioners of the traditional conflict resolution process sulha and in-depth research analysis, this study outlines what distinguishes the ideologies and practices of transformative mediation and Palestinian sulha.
