Purpose ofthe Workshop In the spirit of enhancing developments in science and technology by facilitating international scientific cooperation, the Science Committee of NATO is sponsoring AR W's in several selected priority areas. The objective of this workshop was to discuss what microbial mediated problems have been experienced in the area of nuclear waste management and spent fuel storage. Long term storage of high-level wastes in repositories is just starting in some countries. However, low and medium level wastes have been stored for several decades. In the area of spent fuel interim, storage has been extended at many locations far beyond the intended time. It was a priority of the workshop to examine and discuss what deleterious effects have been observed under these storage conditions or under conditions used in simulated trial tests for predicting material performance under the storage conditions. For example, one chronic problem that was discussed was possibility that microbial influenced corrosion (MIC) could be taking place in the wet storage of spent fuel thereby initiating or accelerating the process of corrosion. Another discussion in the area of waste forms, focused on the presence ofbiofilms which may be breaking down the structure of the waste form and thereby jeopardizing its integrity. The meeting focused on discussing the observations and data collected relating to problems encountered in the storage of these types of wastes, and sharing this information with others that have not monitored their facilities for similar problems.

Proceedings of the International Workshop, Thermal Solid Waste Utilization in Regular and Industrial Facilities, held in Kazimierz Dolny, Poland, November 28-30, 1999. In recent years, industrial and urban growth has resulted in growing volumes of nondegradable wastes, and this volume focuses on the technologies related to recycling and material reuse which are now being favoured over land disposal. There is an overview on waste utilisation in industrial facilities, particularly cement kilns, from an ecological as well as technological aspect, and some innovative solutions of pyrolitic and plasma reactors, used for hazardous wastes combustion.

Leon N. Moses In June 1991, the Transportation Center at Northwestern University sponsored Hazmat Transport '91: A National Conference on the Transportation of Hazardous Materials and Wastes. The faculty associated with the center were aware that there had been many professional, industrial and government conferences and meetings on the subject. However, they believed that the unique capacity of the Transportation Center to bring together leaders from industry and government, as well as leading scholars from economics, law, engineering, psychology and sociology who have done research on the problems associated with the transportation of hazardous materials and wastes (hazmats), could produce a set of integrated insights and understandings that would go well beyond those of previous conferences. The papers that make up this volume were all delivered at Hazmat Transport '91. From a legislative point of view, they tend to deal with issues associated with the Hazardous Materials Transportation Act of 1975 (HMTA), the original act passed to regulate the transportation of hazardous materials, and the Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTVSA). There were talks and papers presented at the conference that focused on other recent legislation and transportation issues with which HMTUSA does not deal. The conference proceedings volume also had discussions and papers on significant managerial and regulatory issues that could not be included in this volume because of constraints on its size. Therefore, this essay is made up of three parts.

However, this widespread utilization of plastics has contributed to a serious plastic waste burden, and the expectation for the 21st century is for an increased demand for polymeric material. This book encourages and demonstrates an innovative approach to the design and operation of urban wastewater systems: integrated modelling and control. Consideration of sewer system, wastewater treatment plant and receiving water body as a single system (rather than as three moderately independent units as before) opens up new types of analyses and new control algorithms for urban wastewater systems. After a comprehensive review of the literature of various fields including processes affecting water flow and quality in urban wastewater systems and their description by different types of models, this book also introduces some of the fundamental concepts of the operation of such systems. It discusses conventional as well as innovative control approaches - ranging from control by simple set-points to elaborate hierarchical control concepts taking into account the water flow and the quality of sewer systems, treatment plants and receiving water body. Thus it will enable the researcher as well as the practising engineer to analyse and to implement various types of control for a particular case study site.In order to illustrate the concepts developed, a detailed simulation study, covering the complete urban wastewater system, is presented. The conclusions drawn demonstrate that the application of innovative control concepts can lead to improved performance of wastewater systems. Since their first industrial use polymers have gained a tremendous success. The management and disposal of radioactive wastes are key international issues requiring a sound, fundamental scientific basis to insure public and environmental protection. Large quantities of existing nuclear waste must be treated to encapsulate the radioactivity in a form suitable for disposal. The treatment of this waste, due to its extreme diversity, presents tremendous engineering and scientific challenges. Geologic isolation of transuranic waste is the approach currently proposed by all nuclear countries for its final disposal. To be successful in this endeavor, it is necessary to understand the behavior of plutonium and the other actinides in relevant environmental media. Conceptual models for stored high level waste and waste repository systems present many sCientific difficulties due to their complexity and non-ideality. For example, much of the high level nuclear waste in the US is stored as alkaline concentrated electrolyte materials, where the chemistry of the actinides under such conditions is not well understood. This lack of understanding limits the successful separation and treatment of these wastes. Also, countries such as the US and Germany plan to dispose of actinide bearing wastes in geologic salt deposits. In this case, understanding the speciation and transport properties of actinides in brines is critical for confidence in repository performance and risk assessment activities. Many deep groundwaters underlying existing contaminated sites are also high in ionic strength. Until recently, the scientific basis for describing actinide chemistry in such systems was extremely limited."

The ffiM Japan International Symposium Energy and Environment - Global Warming was held in the Keidanren Guesthouse at the foot of Mt. Fuji, from October 21 to 24, 1990. The symposium was conducted in the context of ffiM Japan's longstanding commitment to good corporate citizenship. On this beautiful planet with its inter-dependent waters, lands and atmo sphere, we consider that the problems relating to the global environment are the most serious that the human race will face in the near future. The symposium provided an opportunity for forty scientists and researchers, from a wide variety of international backgrounds, to address matters relating to the global environment in an international forum. Eighteen papers were presented followed by panel and group discussions, on which the concluding remarks and recommendations are based. We chose three types of papers to target different aspects of the condition of the global environment: the natural science component; the socio-economic component; and the energy component which links these two. On the first day the symposium began with a plenary speech by Dr. J. Kondo followed by three keynote speeches, each with a particular focus. The following day, six speakers offered papers relating to the previous day's keynote speeches."

Disposal of organic sludge and liquid agricultural wastes is a universal problem. Their production cannot be halted and as steps are taken to maintain or improve the quality of rivers and lakes it grows in quanti ty. The Commission's early awareness of the need for action to prepare for substantial growth in the Community's' sludge disposal problem led to the setting up of the COST 68 project to coordinate and guide European research and development work with particular emphasis on recycling sludge to agricultural land. Two years ago the field of research activi ties was extended to liquid agricultural wastes. This Symposium is the latest opportunity to provide a comprehensive review of the results of the project, to define current trends in practice and to establish by discussion the priorities for research over the next few years. The development of instrumentation and of analytical techniques during the period has extended our knowledge of the organic and inorganic constituents of sewage sludge and agricultural wastes and enabled us more readily to identify and measure the risks to which our general environment may be exposed when disposing of it. This evolution of understanding is a continuing process and an essential guide to the modification of disposal practices to achieve safer and more efficient operations. However, it is important to take a broad view of the application of research findings in the light of the considerable contrast in conditions in different parts of the world.

When, in 1966, the Gennan Research Society directed the attention of oceanographers in the Federal Republic of Ger many to problems of marine pollution, I was not enthusiastic. Emphasis on this problem area meant that other important research plans had to be postponed. But the lectures at the Third International Oceanographic Congress, September 1970, in Tokyo, and at the FAO Conference on Marine Pollution and its Effects on Living Resources and Fishing, December 1970, in Rome, convinced me that research on problems of marine pollution is a social obligation, and that the oceanographer has to take a stand. I issued public warnings about the continuing use of pesticides and had to defend myself against protests by the fishing industry and many colleagues who were, in Novem ber 1970, unaware of the extent of the threat. Thus, I was required by my profession to acquire an overview of the prob lems of ocean pollution. In 1971 I only needed to familiarize myself with some one hundred bibliographical items. In the interim, the flood of data has risen dramatically, and in the year 1975, no fewer than 868 publications under the heading of "Marine Pollution" were reported (Table 1). It is, therefore, more and more diffi cult to distinguish new results of scientific research from the many repetitions and variations, and I fear that from year to year my efforts to illustrate the actual status of the problem at a given moment will be subject to more gaps."

Solid waste was already a problem long before water and air pollution issues attracted public attention. Historically the problem associated with solid waste can be dated back to prehistoric days. Due to the invention of new products, technologies and services the quantity and quality of the waste have changed over the years. Waste characteristics not only depend on income, culture and geography but also on a society's economy and, situations like disasters that affect that economy.

There was tremendous industrial activity in Europe during the industrial revolution. The twentieth century is recognized as the American Century and the twenty-first century is recognized as the Asian Century in which everyone wants to earn as much as possible . After Asia the currently developing Africa could next take thecenter stage. With transitions in their economies many countries have also witnessed an explosion of waste quantities.

Solid waste problems and approaches to tackling them vary from country to country. For example, while efforts are made to collect and disposehospital waste through separate mechanisms in India it is burnt together with municipal solid waste in Sweden. While trans-boundary movement of waste has been addressed in numerous international agreements, it still reaches developing countries in many forms. While thousands of people depend on waste for their livelihood throughout the world, many others face problems due to poor waste management.

In this context solid waste has not remained an issue to be tackled by the local urban bodies alone. It has become a subject of importance for engineers as well as doctors, psychologist, economists, and climate scientists and any others. There are huge changes in waste management in different parts of the world at different times in history. To address these issues, an effort has been made by the authors to combine their experience and bring together a new text book on the theory and practice of the subject covering the important relevant literature at the same time."

The subject of rainfall-runoff modeling involves a wide spectrum of topics. Fundamental to each topic is the problem of accurately computing runoff at a point given rainfall data at another point. The fact that there is currently no one universally accepted approach to computing runoff, given rainfall data, indicates that a purely deter ministic solution to the problem has not yet been found. The technology employed in the modern rainfall-runoff models has evolved substantially over the last two decades, with computer models becoming increasingly more complex in their detail of describing the hydrologic and hydraulic processes which occur in the catchment. But despite the advances in including this additional detail, the level of error in runoff estimates (given rainfall) does not seem to be significantly changed with increasing model complexity; in fact it is not uncommon for the model's level of accuracy to deteriorate with increasing complexity. In a latter section of this chapter, a literature review of the state-of-the-art in rainfall-runoff modeling is compiled which includes many of the concerns noted by rainfall-runoff modelers. The review indicates that there is still no deterministic solution to the rainfall-runoff modeling problem, and that the error in runoff estimates produced from rainfall-runoff models is of such magnitude that they should not be simply ignored."

The difficulties associated with making risk assessments on the basis of experimental results are familiar to practitioners in many fields engineering, epidemiology, chemistry, etc. These difficulties are particularly common in problems that have dynamic and stochastic characteristics driven by multiple purposes and goals, with complex interconnections and inter dependencies. Acquiring an appropriate data base, processing and analyzing model results, and transmitting these results at an appropriate technical, social, political, and institutional level are additional difficulties that must be addressed. This book is grounded on the premise that risks are best assessed on the basis of experimental results and sound mathematical analyses, coupled with the knowledge of experts. The carcinogenicity prediction and battery selection (ePBS) approach described herein provides a systematic mechan ism-a synthesis of systems and statistical and decision analyses-to aid researchers and decision makers in the critical field of carcinogenicity prediction in selecting an appropriate battery of tests to use and in translating experimental results into information that can be used as an aid to decision making."

The growing perception of the public and politicians that life is extremely risky has led to a dramatic and increasing interest in risk analysis. The risks may be very diverse as demonstrated by the range of subjects covered at the annual meetings of the Society for Risk Analysis. There is a need to pause and see how well the present approaches are serving the nation. The theme, "Setting National Priorities," which was chosen for the 1987 SRA Annual Meeting, reflects the concern that in dealing with individual kinds of risks, society may be more concerned with the trees than the forest. It is surprising how little attention is being given to the holistic aspects of risk. Who, for instance, is responsible for a national strategy to manage the reduction of health or other risks? Individual agencies have the responsibility for specific patterns of exposure, but these are not integrated and balanced to determine how the nation as a whole can obtain the greatest benefit for the very large investment which is made in risk-related research and analysis.
