Ken Livingstone was elected Mayor of London on a platform that included a congestion charge for central London, a policy that became reality on 17 February 2003. Off-street parking requirements are devastating American cities. So says the author in this no-holds-barred treatise on the way parking should be. Free parking, the author argues, has contributed to auto dependence, rapid urban sprawl, extravagant energy use, and a host of other problems. Planners mandate free parking to alleviate congestion, but end up distorting transportation choices, debasing urban design, damaging the economy, and degrading the environment. Ubiquitous free parking helps explain why our cities sprawl on a scale fit more for cars than for people, and why American motor vehicles now consume one-eighth of the world's total oil production. But it doesn't have to be this way. The author proposes new ways for cities to regulate parking, namely, charge fair market prices for curb parking, use the resulting revenue to pay for services in the neighborhoods that generate it, and remove zoning requirements for off-street parking.

While intercity passenger transport counts for about 2% of the total passenger transport volume the share of the total passenger kilometers traveled is estimated more than one third. In many countries the major part of intercity transport is performed by car and air and as a result, the contribution to the carbon footprint is substantially higher than the share of overall passenger transport performance. This creates a challenge to develop a sustainable organization of intercity transport which requires a true joint effort of policy makers, industry sectors and households. This presupposes that all options for reducing the carbon footprint of the transport modes - car, air and rail - are fully exploited through modern propulsion technology, use of regenerative energy and efficient organization of transport processes. Basic conditions for meeting this requirement are an incentive compatible public framework of regulation, taxation, charging and education, the private willingness to adjust to new behavioral patterns and a consequent push of technological progress towards energy and CO2 savings. This book begins with an international comparison of intercity transport and the current state of greenhouse gas emissions (GHG) of this transport segment. The EU-funded project "Sustainable Consumption Research Exchanges" (SCORE!) consists of around 200 experts in the field of sustainable innovation and sustainable consumption. The SCORE! philosophy is that innovation in SCP (sustainable consumption and production) policy can be achieved only if experts that understand business development, (sustainable) solution design, consumer behaviour and system innovation policy work together in shaping it. Sustainable technology design can be effective only if business can make the products profitably and consumers are attracted to them. To understand how this might effectively happen, the expertise of systems thinkers must be added to the mix. The publication in 2008 of System Innovation for Sustainability 1 was the first result of a unique positive confrontation between experts from all four communities. It examined what SCP is and what it could be, provided a state-of-the-art review on the governance of change in SCP policy and looked at the strengths and weaknesses of current approaches. System Innovation for Sustainability 2 is the first of three books of case studies covering, respectively, the three key consumption areas of: mobility; food and agriculture; and energy use and housing. These three areas are responsible for 70% of the life-cycle environmental impacts of Western societies. These case studies aim to stimulate, foster or force change to SCP theory in practice. System Innovation for Sustainability 2 focuses on change towards sustainable personal mobility based on implemented cases analysed from a system perspective. It examines what changes can be made to help us reduce our need for mobility, or start to make use of more sustainable mobility systems. This is clearly a critical and highly problematic area, as increasing living standards of a growing global population have resulted in rapid rises in both car and air travel along with the associated pollution. Travel by car invariably involves the use of a car parking space at the start and end of the journey, the provision of which impacts on travel demand and travel behaviour. The presence or absence of parking at the destination also has significant implications for the demand for public transport. The impact of parking on mode share and travel demand more generally thus has implications for transport and sustainability. Parking has been extensively used as a means of managing the demand for car travel, be it by use of parking pricing, regulation or parking supply via polices such as park and ride. Given the ubiquitous nature of parking in our cities, there is a relative lack of research at least when compared to measures such as road pricing of which much has been written but of which there are few schemes in existence world-wide. Technological change is a central feature of modern societies and a powerful source for social change. There is an urgent task to direct these new technologies towards sustainability, but society lacks perspectives, instruments and policies to accomplish this. There is no blueprint for a sustainable future, and it is necessary to experiment with alternative paths that seem promising. Various new transport technologies promise to bring sustainability benefits. But as this book shows, important lessons are often overlooked because the experiments are not designed to challenge the basic assumptions about established patterns of transport choices. Learning how to organise the process of innovation implementation is essential if the maximum impact is to be achieved - it is here that strategic niche management offers new perspectives.
