Peace as Government: The Will to Normalize Timor-Leste brings a problematization of post-conflict reconstruction processes by bridging two theoretical approaches that are often placed in diametrical opposite epistemic poles - the analytical tools developed by Michel Foucault and the English School. The author argues that peace operations have a very precise function in the international scenario - the fostering and the maintenance of a (neo)liberal order in the international society. He evinces that this particular function of peace operations is developed through the will to normalize post-conflict states and their populations. In order to advance his argument, the author analyses the United Nations' (UN) engagement with Timor-Leste, since no other country had the large number of peace operations, the wide range of spheres of engagement or the depth of involvement that the UN had in Timor-Leste. The author evinces that this will to normalize Timor-Leste is rendered operational though the mechanism of government, the conduct of conducts in a Foucauldian sense, functioning in two levels. At the international level, the government operates through discipline, rewarding and punishing the Timorese state seeking to shape its behaviors as an individual in the international society. At the national level, the government operates through biopolitics, which functions through the attempt of shaping the life-supporting processes of the Timorese population.

Sharing Security is a unique and comprehensive study of a key yet often neglected feature of modern international society. This book argues that the existing scholarship on asymmetric conflict has so far failed to take into account the role of socio-cultural disparities among belligerents. In order to remedy this deficiency, this study conceptualizes socio-cultural asymmetry under the term of asymmetry of values. It proposes that socio-cultural values which are based upon the codes of retaliation, silence, and hospitality - values which are intrinsic to honor cultures, yet absent from modern institutionalized cultures - may significantly affect violent mobilization and pro-insurgent support in that they facilitate recruitment into and support for insurgent groups, while denying such support to incumbent forces. Utilizing Russia's counterinsurgency campaigns in the First and Second Chechnya Wars as an empirical case study, this study explains how asymmetry of values can have an effect on the dynamics of contemporary irregular wars.

This book is based on original research into intimidation and violence directed at civilians by combatants during the revolutionary period in Ireland, considering this from the perspectives of the British, the Free State and the IRA. The book combines qualitative and quantitative approaches, and focusses on County Kerry, which saw high levels of violence. It demonstrates that violence and intimidation against civilians was more common than clashes between combatants and that the upsurge in violence in 1920 was a result of the deployment of the Black and Tans and Auxiliaries, particularly in the autumn and winter of that year. Despite the limited threat posed by the IRA, the British forces engaged in unprecedented and unprovoked violence against civilians. This study stresses the increasing brutality of the subsequent violence by both sides. The book shows how the British had similar methods and views as contemporary counter-revolutionary groups in Europe. IRA violence, however, was, in part, an attempt to impose homogeneity as, beneath the Irish republican narrative of popular approval, there lay a recognition that universal backing was never in fact present. The book is important reading for students and scholars of the Irish revolution, the social history of Ireland and inter-war European violence.

A fresh perspective on conflict and peace-making that highlights the cosmologies and invisible entities that state, society and religious authorities draw on to claim or reclaim legitimacy and control. Peace-making can be a violent, arbitrary assertion of power. At the same time, the spheres of power, politics and religion are rarely discrete: when governments behave like gods through demonstrations of arbitrary violence, the remaking of moral and spiritual worlds can provide radical ways to contest the brutality of both conflict and peace. This book is an exploration of the way that Nuer- and Dinka-speaking communities living around the Bilnyang and connected river systems in Warrap and Unity States in South Sudan have experienced peace-making and conflict in an increasingly militarized South Sudan. The book traces patterns of violence in peace-making back to colonial and mercantile activities in the late 19th century, but focuses on the period since the 1980s. Challenging dominant understandings of conflict and peace centred on neo-liberal brokerage and settlements or a politics entirely driven by instrumentalist, neo-patrimonial, marketized logics, this book shows how South Sudanese authorities, particularly religious authorities, have contested the legitimacy of violence and peace by drawing on divinely inspired notions of authority and norms of conduct. Drawing on archive, ethnographic and oral history research, as well as participant observations of the elite peace negotiations since 2013, Pendle describes the peace-making efforts of a range of actors from international diplomats to chiefs, Nuer prophets and local priests, to show how peace-making in South Sudan became an instrument used by actors to build authority by reshaping rituals, remaking hierarchies and re-encoding moral protest against oppressive regimes. By recasting anthropological and historical scholarship on divine authorities and moral communities in South Sudan, this book brings a new perspective to conflict, peace and governance that will be invaluable not only to scholars but to policymakers, practitioners and NGOs. The violent confrontation that erupted in September 2000 between Israel and the Palestinians developed into a protracted low-intensity confrontation. The confrontation exacted a heavy human toll on both sides, inflicted severe economic damage, and raised the level of enmity, hostility, and mistrust to levels that are hampering dialogue, not only in regard to the resolution of the conflict but also about its very management. This is the personal story of Dame Margaret Anstee's experiences as Special Representative of the Secretary-General of the UN for Angola and Head of the UN peacekeeping mission there from February 1992 to June 1993. Formerly a colony of Portugal, Angola was awarded independence following the democratization of Portugal in 1975. After independence, disagreement emerged between Angola's main ethno-political groups which resulted in one of the most bloody civil wars the world has known. The author, the first woman to head a peacekeeping mission, intersperses personal experiences with events as they unfold, describing the horrendous sufferings of the Angolan people and analyses the reasons for the collapse of the process and the lessons for UN peacekeeping generally.
