In response to the attacks of September 11, 2001 and war in Afghanistan, the Fulbright New Century Scholars program brought together social scientists from around the world to study sectarian, ethnic, and cultural conflict within and across national borders. This book explains why the Israeli-Palestinian dispute is so difficult to resolve by showing that it consists of multiple distinct conflicts. Because these tend to be conflated into a single conflict, attempts at peace have not worked. Underpinned by conflict theory, observations of those involved and analyses of polling data, the book argues that peace will not be possible until each of the dispute's distinct conflicts are managed. Early chapters establish a theoretical framework to explain and define the different conflicts. This framework is then applied to the history of the dispute. The actions and perceptions of Israelis and Palestinians make sense when viewed through this framework. The Oslo peace process is examined in detail to explain how and why each side's expectations were not met. Ultimately, lessons in ways to build a future viable peace are drawn from the failures of the past.

Using hard power in the context of an expanding set of threats is complex, expensive and risky. European medium powers, especially, must make tough choices on the future capabilities, roles and equipment of their armed forces, as well as their ability to act independently of alliance partners. From Tunisia to Egypt and from Israel to Iran, the debates surrounding the concept of democracy in the Middle East are never straightforward. This book outlines the threats from information warfare faced by the West and analyses the ways it can defend itself. This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by 'stable' civil-military relations from 2004 to 2014 under Susilo Bambang Yudhoyono's presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI's concerted effort to preserve territorial command structure - a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. This book offers an analysis of a prospective transitional justice process in Syria. As the Syrian conflict enters into its tenth year, this book asks how the sustained human rights violations and war crimes could possibly be addressed in a post-conflict setting, particularly in the context of the widespread displacement crisis. Despite a recent movement in scholarship toward bottom-up peacebuilding approaches and participatory transitional justice models, the transitional justice and local peacebuilding nexus remains under-theorized, particularly as it relates to the engagement of displaced populations. This book seeks to address this gap through the conceptualization of a locally driven transitional justice process for Syria that is founded on the integration of refugees and displaced populations. Through offering a series of policy recommendations on how to implement such a process, it aims to make a contribution to building a bridge of exchange between the policy/practitioner world and the academy in this area of study.

The Women's International League for Peace and Freedom (WILPF) has a unique role in post-war peace activism. It is the longest-surviving international women's peace organization and one of the oldest peace organizations in the West. Founded in 1915, when a group of women from neutral and belligerent nations in World War I met at The Hague to formulate proposals for ending the war, WILPF sent delegations of women to several countries to plead for peace, and their final resolutions are often credited with influencing Woodrow Wilson's 14 Points. The island of Cyprus has been bitterly divided for more than four decades. One of the most divisive elements of the Cyprus conflict is the writing of its history, a history called on by both communities to justify and explain their own notions of justice. While for Greek Cypriots the history of Cyprus begins with ancient Greece and Hellenistic culture, for the Turkish Cypriot community the history of the island begins with the Ottoman invasion of 1571. This book investigates the ways in which the war on terror has transformed the postcolonial state in Africa. Taking American intervention in Islamic education in Uganda as the entry point, the book demonstrates how state control over Islamic truth production and everyday Muslim life has increased. During the colonial period, the Muslims in Uganda were governed in two ways: partly as lesser citizens within the Christian-dominated civil sphere and partly as members of a distinct Muslim domain. In this domain, a local system of Islamic education developed with a degree of autonomy that reflected the limits of the colonial state in shaping the Muslim subject. In the subsequent postcolonial period, systems of patronage and clientalistic networks dominated, and Muslim leaders were co-opted by the state, but without much real interference in the day-to-day lives of ordinary Muslims. However, as part of the war on terror, the US State Department seeks to bring the mechanisms of Islamic truth production, especially the madrasa, under direct state control and civil society scrutiny. This book argues that the "Muslim domain as a separate entity is coming to an end as it is being absorbed into the civil sphere, unifying the state’s domination of society." The book also analyzes local Ugandan Muslim initiatives to modernise and contextualize their own education and religion and how these initiatives are shaped by and transcend the dominant power.
