Self-organised user groups of social and health care services are playing an increasingly significant part within systems of local governance. Based on detailed empirical work looking at the user and 'official' perspective, this report includes studies of user groups and officials in two policy areas - mental health and disability. The authors examine both the strategies user groups adopt to seek their objectives, and explore conceptual issues relating to notions of consumerism and citizenship. Margaret Finnegan's pathbreaking study of woman suffrage from the 1850s to the Nineteenth Amendment in 1920 reveals how activists came to identify with consumer culture and employ its methods of publicity to win popular support through carefully crafted images of enfranchised women as "personable, likable, and modern."

Drawing on organization records, suffragists' papers and memoirs, and newspapers and magazines, Finnegan shows how women found it in their political interest to ally themselves with the rise of consumer culture--but the cost of this alliance was a concession of possibilities for social reform. When manufacturers and department stores made consumption central to middle-class life, suffragists made an argument for the ballot by comparing good voters to prudent comparison shoppers. In this thorough, yet accessible, book, Robert Garner explores the character of animal protection policy making in Britain and the United States and the opportunities open to animal protection movements. In showing how the political system in both countries has been responsive to the growing demands for reforms in the way animals are treated, he argues that there is a viable reformist strategy for the animal protection movement short of the adoption of animal rights objectives. Much less protection is afforded to animals in the United States, however, largely as a consequence of the particular policy networks within which animal welfare decisions are made.

Who really participates in the European policy process? Do organized outsiders have a clear advantage in gaining access to decision-making? If so, with what consequences? This study, based on a range of case studies of regulatory and industrial policies by a multinational team of authors, argues that the European policy process provides access points for a wide variety of interests - firms, national trade associations, European sectoral and peak associations, clubs of big business, and 'civic' interests - alongside the battalions of officials from the member states. The interplay between these organized interests, the member governments, and the European institutions, fostered partly by the Commission in its roles of policy initiator and arbitrator, but anticipated also in the bargaining process of the Council of Ministers, produces some policy outcomes that are different from those in national settings. In particular, the case for liberalization and privatization is often strengthened. The emerging patterns of European governance are thus starting to change the characteristics of the European political economy.
