The traditional theory of urban finance argues against local redistribution of wealth on the assumption that such action is likely to chase away the relatively wealthy, leaving only the impoverished behind. Nevertheless, Clayton P. Gillette observes, local governments engage in substantial redistribution, both to the wealthy and to the poor. In this thoughtful book, Gillette examines whether recent campaigns to enact "living wage" ordinances and other local redistributive programs represent gaps in the traditional theory or political opportunism. He then investigates the role of the courts in distinguishing between these explanations. The author argues that courts have greater capacity to review local programs than is typically assumed. He concludes that when a single interest group dominates the political process, judicial intervention to determine a program's legal validity may be appropriate. But if the political contest involves competing groups, courts should defer to local political judgments.

In an age of corruption, sleaze and scandal associated with financial crisis and economic downturn across the globe, citizens want more transparency and accountability in politics. This book examines a principal means by which this can be achieved: the regulation of lobbyists. It provides innovative insights into lobbying regulations across four continents -- North America, Europe, Asia and Australia. What are these regulations about? What are the differences across the continents? How effective are the rules? How have they changed the lobbying profession? Using qualitative and quantitative analyses, the book compares and contrasts regulatory laws in the US, Canada, Germany, Poland, Lithuania, Hungary, the EU, Taiwan and Australia. It examines how politicians, lobbyists and civil servants regard the legislation in place in different jurisdictions. It also considers what lessons and different "models of regulation" can be considered and adopted by those states without lobbying rules.
Environmentalists and advocates of environmental cooperation in conflict frequently discuss certain environmental cooperation project proposals such as the establishment of the Peace Park in the demilitarized zone on the North-South Korean border, the Indo-Pakistani Peace Park on the Siachen Glacier, the joint system of trans-boundary environmental protection between Thailand and Cambodia, and the joint management of Palestinian and Israeli water resources. These proposals, however, are by no means isolated. The idea that the development of environmental cooperation in conflict areas can create a bridge between conflict communities and help conflict transformation and resolution is almost two decades old. Declarations of cooperation between conflict communities and bringing the potential for peaceful relationships into conflict areas through joint environmental projects appear in the agendas of several international governmental and non-governmental organizations. However, our knowledge of the "real" workings of environmental cooperation in conflict zones does not correspond with the popularity of these thoughts and actions. Although environmental cooperation has been initiated in many conflict areas, the differences in individual cases are so large that, so far, there is neither accurate data nor any idea of the workings of environmental cooperation as a tool for conflict transformation. This book addresses some of these issues and offers several new findings. Specifically, it examines the emergence of environmental cooperation and its function in political conflicts. It concludes that not all environmental cooperation is real cooperation and not all real cooperation is favorable. The scope, form, and content of cooperation are important to the peacebuilding potential of environmental cooperation, and there are multiple intervening factors such as motivation of actors, their value preferences, and duration of the support of external actors.
Despite a wealth of theorizing and research about each concept, lobbying and norms still raise a number of interesting issues. Why do lobbyists and politicians engage in cooperative behavior? How does cooperative behavior in lobbying affect policy making? If democratic participation is good, why do we view lobbying as bad? Lobbying engenders debate about its effects on the political process and on policy development. Sociologists and other social scientists remain concerned about how norms emerge, the content of norms, how widely they are distributed, and how they are enforced. Political scientists study how interest groups work together and influence the political process. Based on the experience of the author, a former lobbyist, this book looks at the social norms of lobbying and how such norms work in a general framework of other norms and legal institutions in the political process. In developing this argument, John C. Scott claims that: Embedded social relationships and trust-based social norms underpin everyday interactions among policy actors. These relationships and norms have concrete impacts on the policy making process. Social relationships and norms inhibit participation in the political process by outside actors. The investigation is conducted through an innovative theoretical framework, combining existing theoretical perspectives from different disciplines, and using a variety of data and methods, including longitudinal quantitative and social network data, interviews with lobbyists, activists, and policymakers, and anecdotal and historical examples. The Social Process of Lobbying provides refreshingly new empirical evidence and theoretical analysis on how networks of trust are neither all good nor all bad but are ambivalent: they can both improve policy and fuel collusion.
Disability rights advocates in the United Kingdom and the United States recently embraced new media technologies in unexpected and innovative ways. This book sheds light on this process of renewal and asks whether the digitalisation of disability rights advocacy can help re-configure political participation into a more inclusive experience for disabled Internet users, enhancing their stakes in democratic citizenship. Through the examination of social media content, Web link analysis, and interviews with leading figures in grassroots groups on both sides of the Atlantic, Filippo Trevisan reveals the profound impact that the Internet has had on disability advocacy in the wake of the austerity agenda that followed the 2008 global financial crisis. In Britain, a new, tech-savvy generation of young disabled self-advocates has emerged from this process. In the first ever theoretical treatment of the environmental justice movement, David Schlosberg demonstrates the development of a new form of `critical' pluralism, in both theory and practice. Taking into account the evolution of environmentalism and pluralism over the course of the century, the author argues that the environmental justice movement and new pluralist theories now represent a considerable challenge to both conventional pluralist thought and the practices of the major groups in the US environmental movement. Much of recent political theory has been aimed at how to acknowledge and recognize, rather than deny, the diversity inherent in contemporary life. In practice, the myriad ways people define and experience the `environment' has given credence to a form of environmentalism that takes difference seriously. The environmental justice movement, with its base in diversity, its networked structure, and its communicative practices and demands, exemplifies the attempt to design political practices beyond those one would expect from a standard interest group in the conventional pluralist model.
All the components needed to construct an Arab lobby exist; the significant Arab Diaspora in the US, the historic strategic relationship between Arab Gulf States and the US, and the Gulf's economic wealth. However, lobbying is alien to Arab culture and largely absent from its political landscape. To achieve a fair and objective assessment of Arab Gulf lobbying it is necessary to have a thorough understanding of the prevailing Arab Gulf political culture that shapes it. The Arab Lobby and the US provides a timely contribution to this understanding. Studying attempts by Arab Gulf states to effectively lobby the US government, it explores aspects of their lobbying behaviour in order to identify the factors that lead to success and those that lead to failure from their lobbying endeavours. In this respect, the research utilizes two case studies: one in which Arab Gulf state lobbying was successful, and another in which lobbying failed. In tandem with an analysis of the strategies-or lack of them-behind Arab Gulf states' lobbying, the research examines additional relevant factors such as the organization and activism of the US Arab American community, the strategic value of the Arab Gulf to the US, and the negative image of Arabs in America. The book considers the obstacles to the establishment of an effective Arab Gulf lobby in the US in order to reach an informed conclusion that evaluates the prospects of an effective Arab Gulf lobby. As one of the few academic research works on the Arab Lobby, this work will be of value to scholars and policy makers interested in US domestic politics and Arab American activism, as well as students of Middle Eastern Studies, Arab Gulf studies and communication and public relations, among others.
The local food movement is one of the most active of current civil engagement social movements. This work presents primary evidence from over 900 documents, interviews, and participant observations, and provides the first descriptive history of local food movement national policy achievements in the US, from 1976 to 2013, and in the UK, from 1991 to 2013, together with reviews of both the American and British local food movements. It provides a US-UK comparative context, significantly updating earlier comparisons of American, British and European farm and rural policies. The comparative perspective shows that, over time, more effective strategies for national policy change required social-movement building strategies, such as collaborative policy coalitions, capacity-building for smaller organizations, and policy entrepreneurship for joining together separate rural, farming, food, and health interests. In contrast, narrowly-defined single issue campaigns often undermined long-term policy change, even if short-term wins emerged. By profiling interviews of American and English movement leaders, policymakers, and funders, the book demonstrates that democratic participation in food policy is best supported when funders incentivize groups to work together and overcome their differences.
The lack of previous research into political interest groups and taking into account policy-specific and institutional context characteristics is largely due to research designs that have been primarily focused on a small number of policy debates, with the result that contextual characteristics were largely held constant. This book brings together articles from different modules that are part of a larger European Collaborative Research Project, INTEREURO, carried out by research teams in nine different countries under the auspices of the European Science Foundation. The main goal of the book is to analyse strategies, framing and influence processes for a set of 125 legislative proposals submitted by the European Commission, in an effort to better understand the involvement of interest organizations in the decision-making process of the EU. Contributors draw on sophisticated and innovative policy-driven samples of interest group mobilization, allowing them to account systematically for how policy-specific and institutional context factors shape mobilization, lobbying strategies and influence of interest groups on public policy debates in the EU. In this way, the book makes an important contribution to the study of interest groups in the EU and represents the breadth of positions taken in the current literature. This book was originally published as a special issue of the Journal of European Public Policy.
Using the historic Minnesota state government shutdown of 2011 as a backdrop, Interfaith Advocacy describes the work of the Joint Religious Legislative Coalition, an interfaith advocacy group that brings together leaders from Catholic, Protestant, Jewish, and Muslim traditions to advocate on behalf of a range of policies. As the nation's first statewide interfaith lobbying group, the story of the JRLC facilitates an examination of the role of political advocacy groups in state level American politics: what they are, how and why they form, how they mobilize citizens to participate in the political process, how they work to influence government, and what their impact is on American democracy. With research based on two years of in-depth interviews, participant observation, and analysis of archival records, this volume offers proof that it is possible to build successful long term political coalitions among improbable allies. The book investigates both the strengths and weaknesses of this model of advocacy and concludes that the presence of religious advocacy groups in the political process offers substantial benefits of representation, concern for underrepresented issues and groups, and the development of networks of social capital. Interfaith Advocacy is grounded in the theoretical literature of political science but also accessible to all readers who have an interest in political advocacy, state politics, or religion and politics.
This book examines the rhetoric of various "exemplars" who advocate for causes and actions pertaining to human rights in particular contexts. Although some of these exemplars champion human rights, others are human rights antagonists. Simply put, the argument here is that concern for how particular individuals advocate for human rights causes-as well as how antagonists obstruct such initiatives-adds significant value to understanding the successes and failures of human rights efforts in particular cultural and national contexts. On one hand, we can grasp how specific international organizations and actors function to develop norms (for example, the rights of the child) and how rights are subsequently articulated in universal declarations and formal codes. But on the other, it becomes apparent that the actual meaning of those rights mutate when "accepted" within particular cultures. A complementary facet of this argument relates to the centrality of rhetoric in observing how rights advocates function in practice; specifically, rhetoric focuses upon the art of argumentation and the various strategies and techniques enlisted therein. In that much of the "reality" surrounding human rights (from the standpoints of advocates and antagonists alike) is fundamentally interpretive, rhetorical (or argumentative) skill is of vital importance for advocates as competent pragma-dialecticians in presenting the case that a rights ideal can enhance life in a culture predisposed to reject that ideal. This book includes case studies focusing on the rhetoric of the following individuals or groups as either human rights advocates or antagonists: Mary B. Anderson, Rwandan "hate radio" broadcasters, politicians and military officials connected with the Kent State University and Tiananmen Square student protest tragedies, Iqbal Masih, Pussy Riot, Lyndon Johnson, Julian Assange, Geert Wilders, Daniel Barenboim, Joe Arpaio, and Lucius Banda.

power promised cheap electricity and a prosperous future. From the
present, however, this promise seems tarnished by accidents, leaks
and a lack of public confidence. Mobilising Modernity traces this

In recent years, popular media have inundated audiences with sensationalised headlines recounting data breaches, new forms of surveillance and other dangers of our digital age. Despite their regularity, such accounts treat each case as unprecedented and unique. This book proposes a radical rethinking of the history, present and future of our relations with the digital, spatial technologies that increasingly mediate our everyday lives. From smartphones to surveillance cameras, to navigational satellites, these new technologies offer visions of integrated, smooth and efficient societies, even as they directly conflict with the ways users experience them. Recognising the potential for both control and liberation, the authors argue against both acquiescence to and rejection of these technologies. Through intentional use of the very systems that monitor them, activists from Charlottesville to Hong Kong are subverting, resisting and repurposing geographic technologies. Using examples as varied as writings on the first telephones to the experiences of a feminist collective for migrant women in Spain, the authors present a revolution of everyday technologies. In the face of the seemingly inevitable dominance of corporate interests, these technologies allow us to create new spaces of affinity, and a new politics of change.
Professor Rosenblatt's The Chartist Movement was the first serious study of Chartism, using the techniques of modern scholarship, to appear in English. Presidential transitions offer the chance for new ideas, policies, and people to inhabit the White House. Transitions have triggered policy change for decades and eager interest groups have sought ways to capitalize on this often chaotic phase of US politics. President-Elect Barack Obama declared that lobbyists would be forbidden from serving his transition and issued stiff regulations and rules to limit their access to the planning for his White House. Yet even though Obama's efforts mirror previous Presidents anti-lobbyist efforts, all Presidential transitions provide certain channels of influence, and Obama himself chose the head of a powerful and politically oriented think tank, the Center for American Progress, to run his transition. New Presidents need the information, ideas, and political capital that groups possess. Thus a curious paradox. Using an innovative mixed methodology integrating a historical analysis of original documents, original interviews with over 40 interest group leaders and transition leaders, a survey of 300 interest groups and content analysis of 300 interest group letters, Lobbying the New President uncovers the politics of interest group influence during Presidential transitions. In doing so, Heath Brown asks: Was the role played by Heritage in 1980 and CAP in 2008 indicative of a pattern of influence during the transition phase?
