Born in Gering, Nebraska on May 2, 1920, Dale Cannady has witnessed a dramatically changing world. Using the GI Bill to gain his college education at the University of Washington in Seattle, Dale rose to be Assistant City Planning Director in Portland, Oregon. From Outrage to Action examines the rise and fall of grass-roots interest groups through in-depth analyses of four incidents that mobilized citizens around local injustices. In one case, a local judge declared a five-year-old sexual assault victim a particularly promiscuous young lady. In another, an innocent black man died in police custody. In the third, a man with a criminal record was charged with murdering a ten-year-old girl, and in the last a judge commented during a juvenile sentencing that rape is a normal reaction to the way women dress. Through in-depth interviews with activists, Laura Woliver examines these community actions, studying the groups involved and linking her conclusions to larger questions of political power and the impact of social movements. Group successes and failures are explained through analysis of fluid social movements and the role of religion, class, gender, and race. Woliver found that activists unprepared for the ostracism and conflict resulting from their dissent retreated from public life, while those who identified with alternative communities avoided self-blame and maintained their political commitments. She relates the community responses in these cases to those in the case of confessed mass murderer Jeffrey Dahmer and in the beating by Los Angeles police officers of Rodney King. Her findings will make fascinating reading for those interested in the rise and fall of grass-roots interest groups, the nature of dissent, and the reasons why people volunteer countless hours, sometimes in the face of community opposition and isolation, to dedicate themselves to a cause. The four ad hoc interest groups studied are the Committee to Recall Judge ArchieSimonson (Madison), the Coalition for Justice for Ernest Lacy (Milwaukee), Concerned Citizens for Children (Grant County, Wisconsin), and Citizens Taking Action (Madison).
Alexander examines interest group involvement in direct democracy. The tools of direct democracy--initiative, referendum, and recall--were initially created to delimit the power of economic interest groups and curb the power of political machines. Today, however, many believe that direct democracy has become a tool dominated by economic interests and that ballot contests have emboldened moneyed interests, rather than stemming their power. This unanticipated consequence of direct democracy has been coined the Populist Paradox. Through two case studies, Alexander examines how debilitating the Populist Paradox truly is. The issue of gambling was selected due to the large number of affected interests and the degree of conflict enveloping the issue. Current research suggests that economic interest groups are best able to mobilize monetary resoures, while citizen groups are best able to mobilize personnel resources. The question then turns to whether the differential ability to mobilize resources translates to success or failure for groups with different bases of support. Populist and Progressive reformers obviously did not foresee the advent of campaign consultants, focus groups, direct mail, and paid petitioners. These changes in political campaigning have made the ability to mobilize personnel resources much less important. Alexander provides a valuable extension to current knowledge of group involvement in ballot campaigns that will be of particular interest to scholars, students, and other researchers involved with state and local public policy.
The traditional theory of urban finance argues against local redistribution of wealth on the assumption that such action is likely to chase away the relatively wealthy, leaving only the impoverished behind. Nevertheless, Clayton P. Gillette observes, local governments engage in substantial redistribution, both to the wealthy and to the poor. In this thoughtful book, Gillette examines whether recent campaigns to enact "living wage" ordinances and other local redistributive programs represent gaps in the traditional theory or political opportunism. He then investigates the role of the courts in distinguishing between these explanations. The author argues that courts have greater capacity to review local programs than is typically assumed. He concludes that when a single interest group dominates the political process, judicial intervention to determine a program's legal validity may be appropriate. But if the political contest involves competing groups, courts should defer to local political judgments.

It poses the question of whose interest was served by these activities, the beneficiary group or the NGOs and argues that where these coincided, identifiable benefits accrued to beneficiary groups. In the first ever theoretical treatment of the environmental justice movement, David Schlosberg demonstrates the development of a new form of `critical' pluralism, in both theory and practice. Taking into account the evolution of environmentalism and pluralism over the course of the century, the author argues that the environmental justice movement and new pluralist theories now represent a considerable challenge to both conventional pluralist thought and the practices of the major groups in the US environmental movement. Much of recent political theory has been aimed at how to acknowledge and recognize, rather than deny, the diversity inherent in contemporary life. In practice, the myriad ways people define and experience the `environment' has given credence to a form of environmentalism that takes difference seriously. The environmental justice movement, with its base in diversity, its networked structure, and its communicative practices and demands, exemplifies the attempt to design political practices beyond those one would expect from a standard interest group in the conventional pluralist model.
In this analysis of federal court cases relying upon the landmark Roe v. Wade decision, the author finds that the pro-life movement in the United States has suffered repeated losses in abortion litigation. Additionally, her research indicates that, despite claims to the contrary, the pro-life movement is a loose collection of underfunded and understaffed public interest organizations. The pro-choice forces are vastly more powerful in abortion litigation, have superior organization and financing, and include not only public interest groups but also private interests such as clinics and professional medical organizations. Divided into three parts, the study begins with a public law analysis of the progeny of Roe cases, examining those variables which appear to impact court decisions. Next the work examines political factors and litigation resources as variables in explaining court decisions. And finally, the work offers a descriptive analysis of abortion litigants which divides the groups into major categories and evaluates them in terms of their resources, longevity, and other such factors. This book will be of interest to those seriously interested in the political and legal ramifications of the abortion controversy.
This book comes out of a conference in April of 1999 at the Center for European Studies at Harvard University on the topic of 'Gender Parity and the Liberal Tradition: Proposals and Debates in Europe and the United States.' It is a collection of short essays that attempt to capture the theoretical arguments and policy changes presented at the conference. The essays are divided into three sections, each of which approaches from a different angle the central question of whether liberalism has failed women. The first section aims to frame the discussion by outlining the theoretical arguments for the amendments or revisions implied by the proponents of the Parity Movement in Europe and for the concerns raised by critics. This comprehensive study explores the influence and organization of the Swedish farmers' movement in the 20th century. The first such study of its kind to appear in print, the analysis focuses on the ways in which the movement has represented its members in light of the myriad social, political, and economic changes that have affected its strategy, tactics, and overall position within the Swedish economy. Writing for scholars of political economy in general and Scandinavian area studies in particular, the author both explains the history of the incorporation of the interest organizations of farmers into the Swedish state and fully examines the effect of current reforms that are forcing the farmers' movement to change its traditional structures and ways of thinking. Among the issues addressed by the author are the advantages and disadvantages of the corporatist exchange for the farmers' movement and the important role played by farmers in the electoral politics of Sweden's political parties. Micheletti concludes that vote maximization is an important reason for the concern shown by the parties for the interests of farmers. She further discusses the development of Swedish agricultural policy, the changes in policy resulting from social democracy, and the role played by consumer interest organizations within the Swedish social democratic system. Throughout, Micheletti emphasizes the influence of Swedish political traditions and the prevailing political culture as well as the impact of international developments in the current reform of agriculture in Sweden. No other nation uses these experts so extensively, not merely for advice on the allocation of resources to science but also in broad policy issues. Bruce Smith focuses on the experience of agency and presidential-level advisory systems over the past several decades. Confident in the knowledge that the U.S.was the dominant world economic power, state leaders paid little attention to economic development after World War II. Then, with increasing competition from Asia, Germany, and South America, the recession of the 1980s, and the Reagan cutbacks in assistance to states, they began to place more emphasis on state economic development, finding that earlier policies did little to help their states develop economically. Today, the pursuit of state economic development is so intense it pushes other issues to the back burner. Examining the impact of interest groups on state economic development policies, this book helps to account for some of the forces that have molded development policy during this crucial time. With the reemergence of economic development as a policy issue, state policy makers have developed over 300 distinct policies. What causes state officials to adopt or modify specific policies is open to debate. Investigating a series of variables believed to influence variations in state economic policies, the author finds that contemporary theories do not adequately explain the relationship between the lobbying efforts of interest groups and differences in economic development policies.
