Alexander examines interest group involvement in direct democracy. The tools of direct democracy--initiative, referendum, and recall--were initially created to delimit the power of economic interest groups and curb the power of political machines. Today, however, many believe that direct democracy has become a tool dominated by economic interests and that ballot contests have emboldened moneyed interests, rather than stemming their power. This unanticipated consequence of direct democracy has been coined the Populist Paradox.

Through two case studies, Alexander examines how debilitating the Populist Paradox truly is. The issue of gambling was selected due to the large number of affected interests and the degree of conflict enveloping the issue. Current research suggests that economic interest groups are best able to mobilize monetary resoures, while citizen groups are best able to mobilize personnel resources. The question then turns to whether the differential ability to mobilize resources translates to success or failure for groups with different bases of support. Populist and Progressive reformers obviously did not foresee the advent of campaign consultants, focus groups, direct mail, and paid petitioners. These changes in political campaigning have made the ability to mobilize personnel resources much less important. Alexander provides a valuable extension to current knowledge of group involvement in ballot campaigns that will be of particular interest to scholars, students, and other researchers involved with state and local public policy.

Current thinking considers the Women's Cooperative Guild within the English Cooperative Movement to have been an independent and democratically run organization whose leaders built sisterhood across class lines and achieved many benefits for married working-class women. This study of the dynamics of gender within the movement between 1883 and 1921 arrives at different conclusions. Blaszak examines what freedoms of speech and activity women were permitted within the movement, as well as what resources they were given to accomplish their tasks. Ultimately, the parameters set by the men would determine the type of female leadership that emerged and whether it was able to realize its feminist and utopian agendas.

Setting the organization's activities within the context of gender relations in the Cooperative Movement, Blaszak finds that the Guild was much more dependent and much less democratically directed than has usually been supposed. Restrictions established by male cooperators and enhanced by the realities of working-class life turned the Guild into a clique dominated by a few. Even the Guild's most revered leader, Margaret Llewelyn Davies, found it impossible to escape the gendered socio-economic circumstances in which she labored at her ministry to improve the lives of working-class women. Consequently, her leadership inadvertently assisted male cooperators in their attempts to limit possibilities for women.

The traditional theory of urban finance argues against local redistribution of wealth on the assumption that such action is likely to chase away the relatively wealthy, leaving only the impoverished behind. Nevertheless, Clayton P. Gillette observes, local governments engage in substantial redistribution, both to the wealthy and to the poor.

In this thoughtful book, Gillette examines whether recent campaigns to enact "living wage" ordinances and other local redistributive programs represent gaps in the traditional theory or political opportunism. He then investigates the role of the courts in distinguishing between these explanations. The author argues that courts have greater capacity to review local programs than is typically assumed. He concludes that when a single interest group dominates the political process, judicial intervention to determine a program's legal validity may be appropriate. But if the political contest involves competing groups, courts should defer to local political judgments.

The book discusses five examples of NGO action in four countries - Indonesia, Philippines, South Africa and Sri Lanka - with authoritarian regimes. It poses the question of whose interest was served by these activities, the beneficiary group or the NGOs and argues that where these coincided, identifiable benefits accrued to beneficiary groups. In this analysis of federal court cases relying upon the landmark Roe v. Wade decision, the author finds that the pro-life movement in the United States has suffered repeated losses in abortion litigation. Additionally, her research indicates that, despite claims to the contrary, the pro-life movement is a loose collection of underfunded and understaffed public interest organizations. The pro-choice forces are vastly more powerful in abortion litigation, have superior organization and financing, and include not only public interest groups but also private interests such as clinics and professional medical organizations. Divided into three parts, the study begins with a public law analysis of the progeny of Roe cases, examining those variables which appear to impact court decisions. Next the work examines political factors and litigation resources as variables in explaining court decisions. In the first ever theoretical treatment of the environmental justice movement, David Schlosberg demonstrates the development of a new form of `critical' pluralism, in both theory and practice. Taking into account the evolution of environmentalism and pluralism over the course of the century, the author argues that the environmental justice movement and new pluralist theories now represent a considerable challenge to both conventional pluralist thought and the practices of the major groups in the US environmental movement. This comprehensive study explores the influence and organization of the Swedish farmers' movement in the 20th century. Confident in the knowledge that the U.S.was the dominant world economic power, state leaders paid little attention to economic development after World War II.
