From Outrage to Action examines the rise and fall of grass-roots interest groups through in-depth analyses of four incidents that mobilized citizens around local injustices. In one case, a local judge declared a five-year-old sexual assault victim a particularly promiscuous young lady. In another, an innocent black man died in police custody. In the third, a man with a criminal record was charged with murdering a ten-year-old girl, and in the last a judge commented during a juvenile sentencing that rape is a normal reaction to the way women dress. Through in-depth interviews with activists, Laura Woliver examines these community actions, studying the groups involved and linking her conclusions to larger questions of political power and the impact of social movements. Group successes and failures are explained through analysis of fluid social movements and the role of religion, class, gender, and race. Woliver found that activists unprepared for the ostracism and conflict resulting from their dissent retreated from public life, while those who identified with alternative communities avoided self-blame and maintained their political commitments. She relates the community responses in these cases to those in the case of confessed mass murderer Jeffrey Dahmer and in the beating by Los Angeles police officers of Rodney King. Her findings will make fascinating reading for those interested in the rise and fall of grass-roots interest groups, the nature of dissent, and the reasons why people volunteer countless hours, sometimes in the face of community opposition and isolation, to dedicate themselves to a cause. The four ad hoc interest groups studied are the Committee to Recall Judge ArchieSimonson (Madison), the Coalition for Justice for Ernest Lacy (Milwaukee), Concerned Citizens for Children (Grant County, Wisconsin), and Citizens Taking Action (Madison).

Alexander examines interest group involvement in direct democracy. The tools of direct democracy--initiative, referendum, and recall--were initially created to delimit the power of economic interest groups and curb the power of political machines. Today, however, many believe that direct democracy has become a tool dominated by economic interests and that ballot contests have emboldened moneyed interests, rather than stemming their power. This unanticipated consequence of direct democracy has been coined the Populist Paradox.

Through two case studies, Alexander examines how debilitating the Populist Paradox truly is. The issue of gambling was selected due to the large number of affected interests and the degree of conflict enveloping the issue. Current research suggests that economic interest groups are best able to mobilize monetary resoures, while citizen groups are best able to mobilize personnel resources. The question then turns to whether the differential ability to mobilize resources translates to success or failure for groups with different bases of support. Populist and Progressive reformers obviously did not foresee the advent of campaign consultants, focus groups, direct mail, and paid petitioners. These changes in political campaigning have made the ability to mobilize personnel resources much less important. Alexander provides a valuable extension to current knowledge of group involvement in ballot campaigns that will be of particular interest to scholars, students, and other researchers involved with state and local public policy.

Current thinking considers the Women's Cooperative Guild within the English Cooperative Movement to have been an independent and democratically run organization whose leaders built sisterhood across class lines and achieved many benefits for married working-class women. This study of the dynamics of gender within the movement between 1883 and 1921 arrives at different conclusions. Blaszak examines what freedoms of speech and activity women were permitted within the movement, as well as what resources they were given to accomplish their tasks. Ultimately, the parameters set by the men would determine the type of female leadership that emerged and whether it was able to realize its feminist and utopian agendas.

Setting the organization's activities within the context of gender relations in the Cooperative Movement, Blaszak finds that the Guild was much more dependent and much less democratically directed than has usually been supposed. Restrictions established by male cooperators and enhanced by the realities of working-class life turned the Guild into a clique dominated by a few. Even the Guild's most revered leader, Margaret Llewelyn Davies, found it impossible to escape the gendered socio-economic circumstances in which she labored at her ministry to improve the lives of working-class women. Consequently, her leadership inadvertently assisted male cooperators in their attempts to limit possibilities for women.

The traditional theory of urban finance argues against local redistribution of wealth on the assumption that such action is likely to chase away the relatively wealthy, leaving only the impoverished behind. Nevertheless, Clayton P. Gillette observes, local governments engage in substantial redistribution, both to the wealthy and to the poor.

In this thoughtful book, Gillette examines whether recent campaigns to enact "living wage" ordinances and other local redistributive programs represent gaps in the traditional theory or political opportunism. He then investigates the role of the courts in distinguishing between these explanations. The author argues that courts have greater capacity to review local programs than is typically assumed. He concludes that when a single interest group dominates the political process, judicial intervention to determine a program's legal validity may be appropriate. But if the political contest involves competing groups, courts should defer to local political judgments.

In the first ever theoretical treatment of the environmental justice movement, David Schlosberg demonstrates the development of a new form of `critical' pluralism, in both theory and practice. Taking into account the evolution of environmentalism and pluralism over the course of the century, the author argues that the environmental justice movement and new pluralist theories now represent a considerable challenge to both conventional pluralist thought and the practices of the major groups in the US environmental movement. Much of recent political theory has been aimed at how to acknowledge and recognize, rather than deny, the diversity inherent in contemporary life. In practice, the myriad ways people define and experience the `environment' has given credence to a form of environmentalism that takes difference seriously. Wade decision, the author finds that the pro-life movement in the United States has suffered repeated losses in abortion litigation. The pro-choice forces are vastly more powerful in abortion litigation, have superior organization and financing, and include not only public interest groups but also private interests such as clinics and professional medical organizations. This book comes out of a conference in April of 1999 at the Center for European Studies at Harvard University on the topic of 'Gender Parity and the Liberal Tradition: Proposals and Debates in Europe and the United States.' It is a collection of short essays that attempt to capture the theoretical arguments and policy changes presented at the conference. The essays are divided into three sections, each of which approaches from a different angle the central question of whether liberalism has failed women. The first section aims to frame the discussion by outlining the theoretical arguments for the amendments or revisions implied by the proponents of the Parity Movement in Europe and for the concerns raised by critics. The second describes recent changes in party rules, European legal framework, and national constitutions, as well as the gains made by women in response to rule change. The third section provides American perspectives on the lessons that parity advocates might draw from affirmative action policies and speculations about how parity rules would work in the American context. This comprehensive study explores the influence and organization of the Swedish farmers' movement in the 20th century. The first such study of its kind to appear in print, the analysis focuses on the ways in which the movement has represented its members in light of the myriad social, political, and economic changes that have affected its strategy, tactics, and overall position within the Swedish economy. Writing for scholars of political economy in general and Scandinavian area studies in particular, the author both explains the history of the incorporation of the interest organizations of farmers into the Swedish state and fully examines the effect of current reforms that are forcing the farmers' movement to change its traditional structures and ways of thinking.

Confident in the knowledge that the U.S.was the dominant world economic power, state leaders paid little attention to economic development after World War II. Then, with increasing competition from Asia, Germany, and South America, the recession of the 1980s, and the Reagan cutbacks in assistance to states, they began to place more emphasis on state economic development, finding that earlier policies did little to help their states develop economically. This book, which takes the form of a graphic novel, looks at political activism in the public landscape.
